General questions 1. determines: 1.1. procedures for implementing the action programme ' infrastructure and services ' Appendix 3.4. 1.2. The European regional development fund project application evaluation criteria;

2. The purpose of the activity is to restore the cultural heritage objects, to increase their economic and innovative, which can serve as an important factor in the economic recovery of the territory, to increase the attractiveness of the life, work and business-friendly conditions.
3. the implementation of the activity is detected in the project application selection. Open the project application selection organized by the responsible authority in one round for the entire activity of the financing available. If the project application deadlines are not learned all the funding available in the activity, the competent authority is entitled to organise the second round of the remaining funding. One project applicant is entitled to submit an unlimited number of project submissions.
4. activities implemented in the framework of projects co-financed by the European regional development fund. The overall activity within the available public funds shall not be less than 7 582 438 lats, of which the European regional development fund co-financing are 6 445 071 lats and national public co-financing is not less than 1 137 367 dollars, provided by the beneficiary.
5. activities available within the European regional development fund co-financing per project is up to 1 200 000 lats and not less than 250 000 lats. The European regional development fund co-financing does not exceed 85% of the project total eligible costs. Project co-financing from the applicant not less than 15% of the project total eligible costs.
6. the implementation of the activity provided by the responsible authority and the liaison body. The responsible authority is the Ministry of culture (hereinafter referred to as the responsible authority), the authority is the Central Finance and Contracting Agency (hereinafter referred to as cooperation body).
7. the responsible authority shall: 7.1 ensure activity implementation, monitoring and control, including the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999 (hereinafter referred to as the Council Regulation No 1083/2006), 1 and article 93, paragraph 2, of the enforcement activity of the principle level, including checks in the project locations;
7.2. ensure the project application selection and evaluation, including the development of the project application to the Evaluation Commission (hereinafter the Commission) rules;
7.3. provide the Commission;
7.4. the development of the project application form filling methodology and provide information about the project applicant project application preparation;
7.5. prepare the object action strategy methodology;
7.6. the decision on the application of the project approval, the approval or rejection of a conditional and shall inform the applicant of the project (if the project is approved, the application shall also inform the liaison body);

7.10. analyse the activity implementation problems and make proposals to the managing authority for the improvement of the implementation of the activity;
7.11. provide the public with information and provides publicity related questions with the activity according to the legislation of the European Union funds a project disclosure, as well as ensure publicity and visual identity requirements.
8. cooperation authority: ensures activities 8.1. implementation, monitoring and control, including Council Regulation No 1083/2006 and article 93, paragraph 2, of the enforcement principle project level;

8.7. the checks submitted by the beneficiaries of the project progress reports and payment requests, approve the amount of the eligible expenditure, prepare payment orders and submit them to the payment institution, as well as the declarations of expenditure shall be prepared and sent to the certification authority;
8.8. assess project risks, plans to test the implementation of the project and take these checks;
8.9. to accumulate data about projects, consistent with the laws of the European Union's structural funds and the cohesion fund management information system design and use;
8.10. the responsible authority shall cooperate with the public.
9. The Liaison Office has functional authority.
II. Requirements for the project the applicant 10. activities within the project application can be submitted to the national authority or authorities.
11. Infrastructure in which to invest the European regional development fund, the project is owned by the applicant or to the time limit of not less than five years after the completion of the project, if it is a national treasure.
12. If the applicant is a national or municipal museum, the project at the date of the application, it shall be accredited in accordance to the laws and regulations of the Museum in the field of accreditation.
13. in the framework of the activity shall not be eligible for funding: 13.1. If the applicant is a national project, revenue service administered by the tax debts;
13.2. If the applicant for the project provided by the managing authority, the responsible authority or the authority of false information or tried to influence the Commission, the responsible authority or the authority of this cooperation project submission, or other funds of the European Union co-financed projects in the evaluation of the application;
13.3. If the applicant has received project funding or funding provided for the same eligible costs of other activities in the framework of local, national or European Union budget funds.
III. eligible and ineligible activities, eligible and non-eligible costs 14. activities within the support only activities directly related to the project objectives and expected results, and are proportionate and reasonable.
15. funding is not granted to operations for which the beneficiary is paid before the conclusion of the agreement, with the exception of those provisions 18.1.1. cases referred to.
16. The project costs are planned, following the principle of sound financial management, consisting of: 16.1. the principle of economy, which related to resources that support the applicant uses their actions, would be available at a specific time, and the lowest price;
16.2. the principle of cost-effectiveness associated with the best relationship between resources employed and results;
16.3. the principle of effectiveness that is associated with the specific objectives set and achieving the intended results.
17. The project is not eligible for the subcontracting, which increases the cost of the project, but does not add the value to the project and the fee is fixed as a percentage of the total cost of the project.
18. The project has the following costs apply: 18.1. direct eligible costs:

18.1.1. project preparation costs (excluding the cost of filling out a form), incurred after May 1, 2008, to an amount not exceeding 10 per cent of the total direct eligible project costs, carried out pursuant to public procurement laws and regulatory requirements (except costs incurred, on the basis of employment contracts): a construction cost of preparing 18.1.1.1.;
18.1.1.2. engineering studies;
18.1.1.3. technical site survey costs;
18.1.1.4. heritage research costs;
18.1.1.5. heritage inventory cost;
18.1.2. construction supervisory costs (except costs incurred, on the basis of employment contracts): 18.1.2.1. building costs;
18.1.2.2. autoruzraudzīb costs;
18.1.2.3. archaeological supervision costs;
18.1.3. non-residential buildings and premises renovation, reconstruction, restoration and preservation costs, consistent with the laws and the construction of the cultural monuments protection law;
18.1.4. to restore cultural (architectural or urban monument historic building part) monument in adjacent territory improvement and landscaping costs (if the area is included in the cultural monument protection zone), in an amount not exceeding five percent of the total direct eligible project costs;
18.1.5. costs related to building commissioning, according to the regulations on the acceptance into service of the structure;
18.2. indirect eligible costs: 18.2.1. the project activities directly related to the publicity costs, which meets European Union fund publicity and visual identity assurance requirements;
18.2.2. the unexpected costs of the project, not exceeding five percent of the total direct eligible project costs (expenditure, if necessary, can be used with the implementation of the project related directly attributable costs);
18.3. the value added tax, directly linked to the project, co-financed the project applicant cannot recover it according to the tax laws governing.
19. in the framework of the activity is not relevant and not replaced in the application of the project costs: 19.1. costs in excess of the projected amount of the eligible cost;
19.2. costs not justified by relevant source documents;
19.3. the costs that do not comply with the principles of sound financial management;
19.4. interest payments on money transfers, Currency Exchange Commission payments and exchange rate fluctuations suffered damage;
19.5. customs duties and levies, value added tax, except that rule 18.3. cases referred to;
12.2. fines, penalties and expenses of litigation;
19.7. real estate purchase or rental costs;
19.8. the costs relating to lease transactions;
12.4. the costs associated with the supply of any services or work for which there is no appropriate procurement procedures carried out in accordance with the laws and regulations on the application of the procurement procedure or the closed contract contrary provisions;
19.10. accidents and resulting in the implementation of the project value insurance.

22.2.9. draft decision of the applicant on the project and all project related to the implementation of legal commitments, indicating the total cost of the project application and source of pre-financing (if applicable);
22.2.10. environmental monitoring national Office a copy of the decision on the environmental impact assessment procedure or a copy of the opinion on the environmental impact assessment final report (if applicable);
22.2.11. Municipal loan and guarantee control and monitoring Council decision or a copy of the certificate of the credit institution granting the credit (if applicable);
22.2.12. ownership of documents registered in the land register 22.2.12.1.: project supporting the applicant's ownership of the copy of the document about the infrastructure that carries out investment;
22.2.12.2. If the infrastructure that carries investments is State property, which is available in the applicant's possession or use for a period of not less than five years after the completion of the project, the land registry project established in the applicant's possession or the right to a copy of the identity document of the infrastructure that carries out investment;
22.2.13. operation strategy (according to the methodology of the authority responsible for the operation of the strategy).
23. the project applicant project application to the responsible authority may submit: 23.1. the paper form, by submitting the document personally to the responsible body or by sending by registered mail;
23.2. the electronic document in the form of submitting electronic media to the appropriate document to the responsible body by sending by registered mail or by sending to the authority electronic mail address.
24. If the project application submitted in the form of a paper document, it shall be submitted in triplicate (original and a copy of the identical electronic copy of the electronic medium) with indications, designed in accordance with the laws and regulations on document processing. 25. If the application is sent by mail, at the time the project is considered the day when a project application is transferred to the post office. 27. If the project application submitted personally or sent by registered mail shall be placed in an envelope or box, which indicates the following: 27.1. distribution: the Ministry of culture, k.Valdemara Iela 11, Riga, LV-1364;
27.2. the name of the activity;
27.3. the project the name and address of the applicant;
27.4. the name of the project;
27.5. "not to be opened before the start of the assessment".

29. the responsible authority shall record the receipt of project submissions a day. V. Project submission evaluation and decision-making activities within the 30 project applications submitted to the evaluation provided by the Commission. Panelists included representatives from the responsible authority, the Ministry of culture and its subordinated institutions – national cultural monument protection Inspectorate. The Commission operates under regulations approved by the responsible authority.
31. Commission meetings as observers without the right to vote can participate in the managing authorities and the liaison body.

33. 36. If multiple project submissions receive the same number of points, with priority given to the application of the project that received the greatest number of points in the annex 4 to these regulations 2 and 6 the quality criteria referred to in paragraph 1. 37. The decision on the application of the project approval may include conditions which must be satisfied the project applicant to be able to conclude an agreement: 37.1. submit further clarification that does not change the substance of the application for the project;
23.1. to ensure compliance with the project application of these provisions to be laid down in the annex to the administrative criteria;
37.3. ensure compliance with the application of the draft provisions to be laid down in annex 4 eligibility criteria;
23.2. to clarify the application of the project, including the project for the construction of those submissions or project funding sources, financing of the project plan or a summary of the project budget, in the case of the arithmetic calculation errors;
37.5. specify operation strategy, insofar as this does not affect the operation of the strategy;
23.4. to clarify the commencement of project implementation time and time schedule or cost planning in the distribution over the years.
38. the decision on rejection of the application for the project is accepted, if the application does not meet the following criteria: 38.1. This provision is laid down in the annex not be administrative criteria;

39. the decision on the approval of the project application, approval or rejection provided the responsible authority shall notify the applicant of the project within five working days after the decision.
40. If a decision on approval of the application, the project provided the conditions contained in the decision on the project, the applicant provides the responsible authorities within the time limits of no more than 30 calendar days from the date of receipt of the decision.
41. the Commission within 30 calendar days of the evaluated projects information submitted by the applicant and the responsible authority shall draw up an opinion on its conformity with the decision approving the project application, provided the conditions laid down.
42. If the applicant does not comply with the draft decision on the application for the approval of the project provided the conditions laid down or does not meet the deadline, the project application is considered to have been rejected.

Vi. conditions for the implementation of the project 44. The project site is the territory of the Republic of Latvia.
45. the project activities referred to in the application, the beneficiary shall implement the 42 months of the conclusion of the cooperation agreement with the authority, but no later than 30 June 2015.
46. If the tender is not enacted before the cooperation agreement with the authority, the beneficiary of the first tender issued no later than three months after the conclusion of that agreement. If not the first tender issued within that period, the liaison body shall notify the competent authority. The responsible authority shall decide on the termination of the agreement.
47. after an agreement on the implementation of the project, the cooperation body, if it is available in the State budget, on the basis of the beneficiary's written request, the advance may be paid to the beneficiaries an advance payment of up to 20 percent of the European regional development fund, but not more than the amount that beneficiaries may request the cooperation of the authority within six months after an advance pursuant to laws and regulations on the procedures for in which the State budget expected to fund the European Union co-financed the project implementation, as well as make payments and preparation of declarations of expenditure.
48. cooperation authority comply with the terms of the advance and the total amount of interim payments shall not exceed 90 percent of the project to the European regional development fund co-financing.
49. The beneficiary may request an advance payment if the following conditions are met: 49.1. the beneficiary with the authority has entered into a cooperation agreement for the implementation of the project;
30.6. the beneficiary submits a collaborative institution purchase plan;
30.6. the initiation of implementation of the project is opened in a separate account in the State Treasury, which make and receive all the payments related to the implementation of the project.
50. The beneficiary shall submit a request for payment of the cooperation body, costs copies of supporting documents, project progress reports, and requests for amendments to the agreement according to the agreed conditions, deadlines, and procedures.
51. The beneficiary undertakes to provide funding from its own resources, if the increase in the cost of the project.
52. The beneficiary shall ensure that up-to-date information on the progress of the implementation of the project would be placed in the beneficiary's homepage on the internet (if applicable) not less frequently than once every three months.
53. The beneficiary is directly responsible for project implementation and maintenance of results for at least five years after the last payment is made.
