Cabinet of Ministers Regulations No. 550 in Riga, June 21, 2010 (pr. 2. the rules shall not apply to: 2.1 the European Union Member States, European economic area and the Swiss Confederation citizens and their family members;
2.2. foreigners who used the travel documents of diplomatic or service (official) passports;
2.3. the foreigners who receive visa with "diplomatic visa" or "visa" service;
2.4. foreigners who are members of foreign delegations and arrives in the Republic of Latvia, official visit or pass through its territory in transit;
2.5. for foreigners who enter the Republic of Latvia in the immigration law article 4, second paragraph, 2, 3, or 4 in accordance with the procedure laid down in point;
2.6. for foreigners who have a valid permanent residence permit in the Republic of Latvia;
2.7. foreigners who have received a lump sum of long-term visas with a validity period of up to 30 days, on the basis of the citizenship and Migration Board (hereinafter the Board) adopted a decision on granting a residence permit;
2.8. foreign seafarers: 2.8.1. appointed by the Republic of Latvia, to go to the ship in a port of the Republic of Latvia;
2.8.2. the Republic of Latvia, to cross the territory of the Republic of Latvia in transit, traveling on the ship in another country or returning to the country of origin;
2.8.3. staying in the Republic of Latvia, while the vessel on which the seamen works, located in the port of the Republic of Latvia;
2.8.4. copies of the ship's port of the Republic of Latvia, to go to the ship in another port of the Republic of Latvia;
a copy of the ship's 2.8.5. Latvian port to cross the territory of the Republic of Latvia in transit, going to ship in another country or returning to the country of origin;
2.9. foreign air crew members who reside in the territory of the Republic of Latvia to the landing of the aircraft;
2.10. foreigners who provide regular international passenger, cargo or mail services.
3. the existence of financial resources according to the competence of the Republic of Latvia establishes diplomatic and consular representations (hereinafter referred to as the Agency), the national guard or the administration.
4. Documents certifying the funds required, valid for three months from their date of issue.
II. financial resources for foreigners in the Republic of Latvia appointed by Visa or is a citizen of the country to which the visa is not required 5. Require financial resources is as follows: 5.1 no less than 10 litres per day of stay;
5.2. minimum of wages according to the Republic of Latvia the average monthly gross wage for the previous year (according to the Central Statistical Administration last published information), if a foreigner wants to get a visa and work permit in connection with employment.
6. If a foreigner requires a long term visa, Administration Chief, Consular Department Director or his authorized officers for humanitarian reasons (such as illness or foreigners, his close relatives to illness or death, or if the foreigner entry and stay connected with family and there is no reason to believe that he will become a burden on the social assistance system) can reduce this provision 5.1. financial means referred to in point.
7. the foreigner who shall be appointed by the Republic of Latvia visa or is the country for which the visa is not required, the funds required amount represents: 7.1 a document showing the amount of the wage or income from commercial activities;
7.2. credit institutions provided evidence of foreigners account status in the last three months and international payment card, which is valid for use in the Republic of Latvia and other Member States of the Schengen Agreement;
7.3. the traveler's checks or cash in LVL or in convertible currency;
7.4. notarized or administration or agency officials signed in the presence of citizens of Latvia, non-citizens of Latvia or of Member States of the European Union, the countries of the European economic area or the Swiss Confederation citizens who reside in the Republic of Latvia with a registration certificate or residence card, or foreigners, which is a valid termiņuzturēšan or permanent residence permit in the Republic of Latvia, the application for foreigners to stay and cover this rule 7.1, 7.2 or 7.7. the documents referred to in confirming this expenditure;
7.5. the laws and regulations of the registered legal person proof of alien residence charges;
7.6. Mark invitation, indicating that the inviter will cover the entry and residence of foreigners, the associated costs;
7.7. other evidence to show that the foreigner has the necessary financial resources.
8. If the foreigner does not need to pay for the expected accommodation, he proves that he has the necessary financial resources (in addition to the provisions referred to in paragraph 5 in about funds) to cover these expenses, or that the payment for the accommodation has been made.
9. the financial means or the validity of the supporting documents, as well as the outward journey and a return ticket or sufficient funds to travel requires fuel purchase (if the foreigner travelling by personal vehicle) displays the relevant officials, requesting a visa, or national guard after they request.
10. If a foreigner requires multiple entry visas, he submitted evidence proving the necessary financial resources for the first time, and the stay application is added, which declares that he is aware of the need for financial resources for future entry and residence times. If a foreigner has received the visa and work permit, necessary livelihood security is required for the entire period of employment.
III. financial resources for foreigners in the Republic of Latvia requests or have received a residence permit 11. financial resources required are the following:

11.1. remuneration or income from business in the Republic of Latvia pursuant to workers ' monthly average to double the gross income for the previous year (according to the Central Statistical Administration last published information)-if the residence permit requires the immigration law article 23, first paragraph, 2, 3, and 4 above, foreigners and their residence is linked to the employment or business;
11.2. wages in the Republic of Latvia pursuant to workers ' monthly average gross wage for the previous year (according to the Central Statistical Administration last published information)-If a foreigner's residence permit required in connection with employment, which is not mentioned in point 11.1 of these rules;
11.3. wages in the Republic of Latvia pursuant to workers ' monthly average gross wage for the previous year (according to the Central Statistical Administration last published information)-If a foreigner requires a residence permit under the immigration law article 23, first paragraph, paragraph 28, and wanting to be employed in the Republic of Latvia, or financial resources according to the minimum monthly wage to about triple-if the foreigner does not want to be employed in the Republic of Latvia;
11.4. financial resources according to the social insurance institution accounting for existing pensioners per month old age pension paid double the average size in the previous year (according to the Central Statistics Administration published information)-if the residence permit requires the immigration law article 23, first subparagraph, paragraph 26 of the foreigner;
11.5. financial resources according to the minimum monthly wage to about triple-if the residence permit requires the immigration law article 23, first subparagraph, paragraph 29 of the foreigner;
11.6. financial resources according to the minimum monthly wage, in cases which are not provided for in these rules, 11.1 11.2 11.3, 11.4, and 11.5 in..
12. Child subsistence security required is 60 percent from 11.6. these provisions referred to in the required financial resources.
13. the foreigner who requests or in the Republic of Latvia has received a residence permit, required financial resources amount represents: 13.1. a document showing the amount of the wage or income from commercial activities;
13.2. a credit institution issued a certificate of account status to foreigners. If a credit institution is not registered in the Republic of Latvia, accompanied by international payment card, which is valid for use in the Republic of Latvia;
13.3 proof issued by a credit institution to another person's account status indicating that the foreigner has the right to proceed with this account;
13.4. traveler's checks;
13.5. notarized or administration or agency officials signed in the presence of citizens of Latvia, non-citizens of Latvia or of Member States of the European Union, the countries of the European economic area or the Swiss Confederation citizens who reside in the Republic of Latvia with a registration certificate or residence card, or foreigners, which is a valid termiņuzturēšan or permanent residence permit in the Republic of Latvia, the application for the regular maintenance costs and the documents certifying the expenses;
13.6. the laws and regulations of the registered legal person certificate of foreigner's residence expenses in the Republic of Latvia;
8.5. the documents concerning the amount of the pension.
IV. Closing questions 14. Be declared unenforceable in Cabinet the July 12, 2005 regulations no 515 ' rules for foreigners in need of financial resources and the financial arrangements for the detection of validity "(Latvian journal, 2005, nr. 112).
