Cabinet of Ministers Regulations No 571 Riga, June 21, 2010 (pr. No 32 68) rules on State fee for visa, residence permit or long-term resident of the European Community, the Republic of Latvia the status of documents necessary for requesting a hearing and related services Issued pursuant to Immigration Act, and article 6 of the law "on the status of permanent resident in the Republic of Latvia" in article 4, the second part of rule 1 determine Government fees for long-term visa, residence permit or long-term resident of the European Community, the Republic of Latvia the status of documents necessary for requesting a hearing and related services as well as the arrangements for payment of the fee and the categories of persons who are exempt from payment of State fees or requiring the uniform visa, apply a reduced rate of duty.
2. State fee rates for long-term visas for residence or in the Republic of Latvia the term extension of the examination of the documents required are as follows: 2.1 the lump sum and by Visa-43 late;
2.2. multiple visa-60 lats.
3. State fee rates for the approval of the visa invitation request are as follows: 3.1 for the invitation of applications submitted for approval of five lats;
3.2. in addition to the provisions referred to in point 3.1. State fees rate – for each request in the invitation person older than six years — two lats;
3.3. in addition to the provisions referred to in point 3.1. State fees rate – for each request in the invitation of children up to six years of age: one lats;
3.4. in addition to these provisions 3.1. and 3.2.) (State fees referred to in the rate-per-person ielūdzam a request for a work permit-$ 38.
4. the rate of the State fee for each invitation request clarification of information made pursuant to its request, the four slats.
5. State fee rates for residence permit documents required for application for consideration are as follows: 5.1 termiņuzturēšan permissions to request examination of the documents submitted: 5.1.1 30 days-70 lats;

5.1.3. five working days – 220 pounds;
5.2. termiņuzturēšan permissions to request examination of the documents submitted to the Latvian citizens, non-citizens of Latvia and permanent residence of foreigners received a spouse, his minor child or the custody or guardianship of the person, as well as students of accredited educational institutions, or a full time student teaching: 5.2.1 30 days-50 lats;
5.2.2. within 10 working days-150 lats;
5.2.3. within five working days-200 lats;
5.3. in accordance with immigration law article 23 paragraph 1 of part a termiņuzturēšan permissions to request examination of the documents submitted 60 days – 70 lats;
5.4. termiņuzturēšan permissions to request examination of the documents submitted alternate status for foreigners who have received him, his spouse, the status of foreigners received or his spouse or minor child of the dependent person or foreigner who requests the termiņuzturēšan permit in accordance with immigration law article 23, first paragraph, point 5.4.1.27:30 days-15 lat;
5.4.2. within 10 working days-30 lats;
5.4.3. within five working days-45 lats;
5.5. termiņuzturēšan permissions to request examination of the documents submitted in accordance with immigration law article 33 paragraph 2 of the first paragraph: 5.5.1.90 days – 70 lats;
5.5.2.45 days – 170 ls;
5.5.3. within 10 working days – 220 pounds;
5.6. the permanent residence permit or long-term resident of the European Community, the Republic of Latvia the status of a request for examination of the documents submitted: 5.6.1.90 days – 70 lats;
5.6.2.45 days – 170 ls;
5.6.3. within 10 working days – 220 pounds;
5.7. a permanent residence permit for examination of the documents submitted to the foreigners who are citizens of Latvia, Latvian non-citizens or permanent residence of foreigners received a minor child or before another country's citizenship has been a Latvian citizen or non-citizen of Latvia: 5.7.1.30 days-20 lats;
5.7.2. within 10 working days – 120 lats;
5.8. the permanent residence permit documents submitted to request consideration of refugee status for foreigners, she got a spouse, as well as refugee status got foreigners or the minor child and the dependent person: 5.8.1.30 days – 45 lats;
5.8.2. within 10 working days – 100 lats;
5.8.3. five working days – 120 lats;
5.9. the European Community's permanent resident status in Latvia to request examination of the documents submitted are not a citizen of Latvia, foreigner, who before the citizenship of another country has been a Latvian citizen or non-citizen of Latvia or a foreigner, who is staying in the Republic of Latvia with valid permanent residence permit: 5.9.1.90 days-20 lats;
5.9.2.45 days – 100 lats;
5.9.3. within 10 working days – 120 lats;
5.10. the issue of the residence permit, if altered travel document simultaneously without registration, residence permit – 12 lats;
5.11. the issue of the residence permit, if the residence permit is lost or damaged, the five lats.
6. State fee rates for the registration of residence permit are as follows: 6.1 within 30 days-15 lat;
6.2. within 10 working days-30 lats;
6.3. within five working days-45 lats.
7. State fee rates for call-approval of residence permit or registration to request the following: 7.1 for submitting the request for approval-call five lats;
7.2. in addition to the provisions referred to in point 7.1. State fees rate – for each call the person requests older than six years — two lats;
7.3. in addition to the provisions referred to in point 7.1. State fees rate – for each call request in the children up to six years of age – one lats;
7.4. in addition to this rule 7.1.7.2 the referred and State fees rate – for each of the work permit of the person you request-$ 38.
8. the rate of the State fee for each call to request clarification of information made pursuant to its request, the four slats.
9. a State fee shall be paid before the submission of the relevant documents, and placed in the national budget. Payments to the State budget are made using the following payment services: 9.1 cash payments to the State budget in the administering institution. This payment service type may be used if provided for in these provisions State fees shall be paid in Latvian diplomatic and consular representations abroad;
9.2. with payment authority payment services within the meaning of the law, which has the right to provide payment services;
9.3. using the online payment service Web site at www.latvija.lv;
9.4. the State budget payments to the administering institution with VISA, VISA Electron, MasterCard, Maestro or American Express charge card payment card acceptance terminal or other alternative systems if the Web site www.latvija.lv.
10. Categories of persons that are exempted from the payment of State fee: 10.1 a foreigner and his host, if the exemption from State fees comply with binding international treaties;
10.2. a foreigner and his host, if the exemption from State fees comply with the national interests;
10.3. a foreigner who requests a visa marked "diplomatic visa" or "visa" service;
10.4. a foreigner who require a visa, and it has to do with humanitarian considerations;
10.5. the citizen – the approval of his call to the spouse, the minors (also in custody) and his children or spouses of persons in custody;
10.6. the citizen's family member who, together with the Latvian citizen moves to the Republic of Latvia of the other Member State of the European Union, the countries of the European economic area or the Swiss Confederation, on the request for the examination of documents, as well as rules 5 and 6 in the cases referred to in point;
10.7. returnees, if he had emigrated from the Republic of Latvia until 4 May 1990 or born abroad, or travel from Latvia after 4 May 1990, and at the time of departure was minor, as well as his family member if he shall return, in accordance with the procedure prescribed by law, the visa application requires the examination of the documents, as well as this rule 5.6, 5.7, 5.10 and 6 in the cases referred to in paragraph;
10.8. a child up to 16 years of age: in paragraph 2 of this rule, 5.4.1, 5.6.1, 5.7.1, 5.8.1., 5.9.1. and 5.10. in the cases referred to in this provision as well as 6.1. in the case referred to in point, if you are a registered permanent residence permit;
10.9. resident foreigners in Valga, Estonia foreigners travelling with Passport and is wearing a Latvian resident citizen or non-citizens of Latvia, a member of the family – these rules 5.2.1, 5.6.1., 5.10., 6.1 and 7 in the cases referred to in paragraph;

10.10. the Latvian or lībiet (Livonian), or a person with at least one parent is a citizen of Latvia, as well as his or her spouse and the minor children – for claiming the necessary visa documents;
10.11. foreigners who acquired the status of refugee or subsidiary in the Republic of Latvia – this rule 5.4, 5.6, 5.8, 5.10 and 6 in the cases referred to in paragraph;
10.12. the foreigner to whom the Republic of Latvia granted temporary protection – these rules 5.1, 5.10, 5.11 and point 6 of these cases;
10.13. the foreigner, which in accordance with the laws on personal recognition for the victims of trafficking in human beings victims granted status – these rules 5.1, 5.10 and 6 in the cases referred to in paragraph;
10.14. The Republic of Latvia the direct administrative authority or Court of the Municipal Council – these rules 3 and 7 in the cases referred to in paragraph;
10.15. the foreigner who provides assistance to the Republic of Latvia or the municipal authorities, and his family, in paragraph 2 of this provision, 5.1.1., 5.10. and 6.1. in the cases referred to in (a);
(de) agea. foreigners who reside in the Republic of Latvia due to scientific cooperation, his family and the inviter-these rules 2, 3, paragraph 5.1.1., 5.10., 6.1 and 7 in the cases referred to in paragraph;
10.17. the Republic of Latvia accredited educational institutions, learner who comes over to study in the Republic of Latvia in accordance with the Exchange program, his Inviter-2. these provisions, in point 3, 5.2.1., 5.10., 6.1 and 7 in the cases referred to in paragraph;
10.18. the educator who works for the private educational institution "international school" (private education institutions ' International School of Latvia "is operated by the Government of the Republic of Latvia and the Government of the United States of America), his family and his Inviter-5.1.1, this rule 5.10., 6.1 and 7 in the cases referred to in paragraph;
favoured areas. The Republic of Latvia, accredited educational institutions teacher, his family and the inviter, the rule in paragraph 2 and 3, 5.1.1., 5.10., 6.1 and 7 in the cases referred to in paragraph;
10.20. the foreigner who joined the convent – this rule 5.1.1., 5.10., 6.1 and 7 in the cases referred to in paragraph;
10.21. foreigner – this provision of the inviter 3.4. and 7.4. in the cases referred to, if he submitted an invitation or call request to the foreigners in the Republic of Latvia require a visa or residence authorisation as: composer 10.21.1. musician, singer, choreographer, dancer, Director, actor, circus artists, performances involved in providing technical staff or from the State budget or local government funded cultural institutions;
10.21.2. assessors who evaluate, accredit and supervise the laboratory, certification and inspection bodies;
10.21.3. a young person resident abroad, for which one of the parents or grandparents is a Latvian or lībiet (Livonian) and who participate in organized summer employment State activities;
10.21.4. educational institutions students or students who will arrive in the Republic of Latvia a training practice or internship in one of the Republic of Latvia in the accredited educational institution or company registered in the commercial register and practice or internship is related to legal relations;
10.21.5. consultant (expert) who provides assistance at national or local authority, or a person who helps implement international agreement or the project, which is a Member State of the Republic of Latvia;
10.21.6. registered in the commercial register of the Board or a member of the Council, prokūrist, the administrator, liquidator or member of a partnership that has the right to represent the partnership, or a person authorized to represent the Merchant (foreign merchant) in activities related to the branch;
10.21.7. the person who invested in the Corporation's share capital not less than 25 000 LVL, and Corporation in a State or municipal budget during the financial year as taxes paid at not less than 20 000 lats;
10.21.8. Athletic Trainer;
10.21.9. professional athlete after sports club's invitation;
10.21.10. the person will be employed under special economic zone governing laws;
10.22. foreigners-this provision of the inviter 3.1., 3.2., 7.1 and 7.2, in the cases referred to in point if he submitted an invitation or call request to the foreigners in the Republic of Latvia received a visa or residence permit and wants to get additional work permits;
10.23. foreigner – this provision of the inviter 3.1 and 7.1. in the cases referred to in (a), if the inviter request the approval of the visa invitation request or call for approval to request a residence permit submitted electronically (using www.latvija.lv available on the website of the special online form);
10.24. The Republic of Latvia accredited higher education institutions full time student enrolled in a master's or doctoral study or study program in which the student obtains a final master's degree equivalent to a degree, his Inviter-2. these provisions, in point 3, 5.2.1., 5.10., 6.1 and 7 in the cases referred to in paragraph.
11. The reduced rate of duty on the uniform visa to request review of the required documents is 23 lats, and applies in certain cases, to facilitate cultural, sports, foreign and development policy implementation or to promote the interests of other important public interest in the field of development.
12. This rule 10.2. in the case referred to in subparagraph decision for exemption from payment of State fees and 11 of these regulations, in the case referred to in paragraph decision on reduced stamp duty rate applied shall adopt the citizenship and Migration Board, the national border guard Chief, Foreign Ministry Consular Department Director or his authorized officers.
13. Be declared unenforceable in the Cabinet's April 1, 2008 regulations No 222 "provisions on State fee for visa, residence permit or long-term resident of the European Community, the Republic of Latvia the status of documents necessary for requesting a hearing and related services" (Latvian journal, 2008, 52 no; 2009, 126 no).
14. the rules shall enter into force on July 1, 2010.
