Cabinet of Ministers Regulations No. 608 in Riga on July 6, 2010 (pr. No 34 10. §) rules on bathing water monitoring, quality assurance and requirements for public information Issued in accordance with the water management act article 5, tenth part 6 and 10 and article 22 of the fifth part i. General questions 1. determines: 1.1. requirements for the monitoring of bathing water;
1.2. the bathing water quality assessment and grading procedures;
1.3. measures in the set of bathing water quality and human health;
1.4. requirements for public information on the quality of bathing water.
2. the provisions do not apply to swimming pools and curative waters, as well as artificially created confined waters separated from surface water and groundwater.
3. the health inspection of the bathing water in accordance with the monitoring plan in the calendar every year from 15 May to 15 September (hereinafter referred to as the bathing season) water quality monitoring legislation on bathing hygiene requirements laid down in bathing.
4. For bathing responsible person or entity whose property or possession in the swimming, but bathing is located on municipal land and its management, the municipality concerned (hereinafter referred to as the owner of bathing) during the bathing season on their budget, subject to the requirements of this regulation, have the right to: 4.1. take their bathing water quality monitoring and assessment, which are not included in the State budget to the list of monitored bathing;
4.2. perform additional monitoring of the top of the bathing time intervals or outside during the bathing season, which is included in the State budget to the list of monitored bathing.
5. Information about this rule referred to in paragraph 4, the monitoring results of the laboratories in question has been tested the samples of bathing water, as well as the testing methods used by bathing the holder until the health inspection on 31 October. 10. The bathing water sampling permanent observation sites where many swimmers or is expected to the largest pollution risks according to the description of the bathing water, subject to the following requirements: 10.1. one water samples taken before the start of each bathing season. 10.3. If short-term pollution, in addition to having another water sample. 11. The quality of bathing water shall be established in accordance with the provisions of annexes 1 and 2. Bathing water quality is allowed to use other methods of analysis, if they are equivalent to the provisions of annex 1 and 3 the reference methods of analysis referred to in and meet this provision in annex 2.

12.3. Visual observations to detect contamination by surface active substances, as shown by the colourful longer-lasting foam.  
III. The bathing water quality assessment and classification procedure 13. Health inspection at the end of each bathing season assessed each of the rules referred to in paragraph 3, bathing water quality, taking into account the quality of the bathing water quality data for the last four years (including the last bathing season) and 1 and 4 of these regulations the requirements referred to in the annex.

15.2. are changes that may affect the quality of the bathing water classification in accordance with the provisions of paragraph 14. 15.3. the bathing water quality is already evaluated according to the laws and regulations on surface and groundwater quality. In this case, the use of appropriate information, obtained in accordance with the regulations, considering that the number of faecal coliforms parameter is equivalent to the provisions listed in annex 1 of the Escherichia coli count.
16. the bathing water quality data used to assess the quality of bathing water during the last four years or less in the period under this provision under point 15 above requirements, include no fewer than 16 water sample.
17. in the light of the assessment of the quality of bathing water, the bathing water of one body of water can be split or combine in one group where: 17.1. bathing waters adjacent;
17.2. the bathing water quality in the previous four years are assessed in a similar manner according to the requirements of this regulation;
17.3. the bathing water profile will identify common risk factors or show that there are no risks.
18. the health inspection of the quality of bathing water evaluated immediately after each water sample was taken pursuant to the provisions listed in annex 3.
IV. 20.2. the health inspection according to competency indicate the causes and reasons why the water quality is not sufficient;
20.3. the owner of bathing take measures to prevent, reduce or eliminate the causes of pollution;

20.4. the health inspectorate and the owner public bathing information according to the requirements of this regulation.
21. when the bathing water classified as of low quality water for five consecutive years, health inspection, taking into account the quality of the bathing water quality assessment shall be a permanent bathing prohibition or recommends not to swim until you reach enough of the bathing water quality.
22. when the bathing water profile indicates that it will not be classified as a sufficient quality water, or the achievement of this objective requires a disproportionate costs, the Ministry of health shall prepare appropriate amendments to the legislation to remove the bathing bathing from the list, or send a request to the municipality in whose territory the bathing of the design included.

26. If the bathing water is contaminated with floating and other waste (such as petroleum products, glass, plastic, or surface active substances), the following measures are carried out: 26.1. Health inspections assess how pollution will affect the health of bathers, and, if necessary, taking into account the bathing water quality assessment shall be the bathing prohibition or recommends appropriate bathing swimming, not notifying the media;
26.2. The national environmental service determined the reasons for the pollution;
26.3. the owner of the bathing after elimination of the causes of pollution shall take the necessary measures for the treatment of bathing water from pollution;
26.4. the health inspection carried out by the extraordinary quality of the bathing water in Visual observations.
27. by paragraph 18 of these rules in the set of bathing water quality tests, the health inspectorate determined or swimming is allowed, swimming is not recommended or swimming is prohibited.
28. when the bathing water quality determined by the cross-border impact, the Ministry of environment and the Ministry of health according to the law "on 17 March 1992, the Convention on transboundary watercourses and International Lakes protection and use of the Protocol on water and health" cooperates with the neighbouring countries concerned and the competent authorities shall coordinate the measures to prevent adverse effects on bathing water, as well as to ensure the appropriate exchange of information.   
V. public information requirements concerning the management of bathing water quality and public involvement 29. 29.6.2. notice that the quality of the bathing water found short-term pollution;
29.6.3. information about conditions that could cause short-term pollution;
29.6.4. information about the causes of short-term pollution and the measures taken to prevent the pollution of bathing water and analyse its causes;
29.6.5. information on the number of days in the previous bathing season, which had been banned from swimming or had advised against short-term pollution;
18.5. the nature of the emergency and the expected duration;
29.8. the delisting on bathing bathing bathing the deletion of the list and the reasons;

19.1. a permanent bathing prohibition or advice against bathing in concerned, as well as the prohibition of, or the reasons for the recommendation;

VII. Closing questions 35. Be declared unenforceable in the Cabinet on July 7, 2008 rules no 523 "rules on bathing water monitoring, quality assurance and requirements for public information" (Latvian journal, 2008, 108 no).
36. paragraph 10 of these rules, and 29.2.12.1 requirements referred to in the description of the bathing water, as well as the provisions of paragraph 25 and 17.3. and 30.3. subparagraph shall enter into force on 24 March 2011.
