No 38 47) border crossing points regime rules Issued in accordance with the State border of the Republic of Latvia Law of article 26, the fifth part i. General questions 1. determines the border crossing points according to the characteristics of the mode of crossing point of building, construction and functional meaning of the territory, as well as the order in which the crossing point to the necessary activities related to the release of persons as well as goods and the movement of goods across external borders.
2. the meaning of these provisions: 2.1. officials of the competent authorities – state border guard officers (border guards), the State revenue service customs officials (Customs officers), the food and veterinary service officials whose service duties (work) take the relevant border crossing points;
2.2. monitoring people – national police officials, the port security officers, as well as airport security staff who service (work) duties shall take the relevant border crossing points;
2.3. control of personal-public administration or public corporation officials who, if need be, arrives at the border crossing point them down the service (work) for the discharge of their duties;
2.4. operating entities – the merchant and its employees, railway infrastructure managers and rail carriers, ship tauvotāj, which work obligations make the relevant border crossing points;
2.5. visitors – people who need to stay in border crossing points;
2.6. the Chief of the border crossing point – the State border guard Department Chief, operating in the border crossing points;
2.7. border checks zone mode-arrangements that determine a limited entry, movement and residence checks in the area;
2.8. border crossing points closed areas mode-arrangements that govern the accounting of all persons residing in the territory of the closed border crossing points, as well as their operational control;
2.9. border crossing points open areas-arrangements for that mode not set individual restrictions, except those restrictions established by the airport administration, the owner or operator of an aerodrome, port authority, the port facility or of the owner or Manager of the rail infrastructure.
3. These provisions shall not apply to the border guards, customs officials and the food and veterinary service officials, the conduct of its institutions, departments, and other government officials through corruption, smuggling, as well as the activities in the framework of criminal proceedings.
II. the nature of the regime at the border crossing point, established on the Road To Highway 4 crossing points established (hereinafter referred to as the road border crossing point) is in force in the territory of the closed border crossing areas.
5. Officials of the competent authorities and the national police officers of the road border crossing points enter and exit to the border guard service on presentation of the certificate.
6. the control of persons at the border crossing point of road to enter and exit, the presentation of the border guards service (work) certificate, after coordination with the Chief of the border crossing point or his Deputy (in his absence-with border guards posting).
7. the person Operating the road border crossing points enter and exit to the border guard service, presenting a personal pass (annex 1). Staying at the border crossing point of road serving the people that pass keep to himself.
8. for the persons operating the pass, a merchant of not less than three working days before the date on which the person serves to start the job duties, shall submit a request to the head of the border crossing points of the person operating the pass. The request shall be accompanied by a photo of the employee. The request shall indicate the following information about the employee who will perform the job responsibilities of the road crossing point: 8.1. name, surname;
8.2. date of birth;
8.3. post.
9. the Chief of border crossing points outside three working days, decide on the person operating the service passes to the operating person.
10. Border crossing points shall be issued to the persons who represent persons pass or withdraw it if: 10.1. termination of the employment relationship. The merchant on the employment relationship shall immediately inform the Chief of border crossing points;
10.2. the changed information that was specified in the request passes;
10.3. the infringement is established in relation to the State border or border crossing point mode.
11. the Chief of the border crossing point by issuing a service person's ID card, register it in the operating permit of the person counting journal (annex 2). The person serving the person passes the acknowledgement of receipt with the signature of the persons operating permit counting journal.
12. Visitors can enter and stay in the road at the border crossing point, when you have a visitor's pass (annex 3). The border guard pass issued to visitors by matching with the border crossing points of the boss or his Deputy (in his absence-with border guards posting). The visitor, leaving the motorway border crossing points, border guards handed the visitor's pass.
13. officials of the competent authorities, surveillance of persons and assisting the person in possession of private vehicles let road crossing point and omits from the outside, showing the border guard to pass the vehicle (annex 4). 14. for a vehicle pass, officials of the competent authority, supervisory person, or the person crossing the site supervisor, submit a request for issuance of a vehicle pass, giving the following information: 14.1. first name and last name of the person;
14.2. a State registration number;
14.3. the make and model of the vehicle.
15. the Chief of the border crossing point, the vehicle is issued a pass, register their vehicle permit accounting journal (annex 5). The person receiving the vehicle passes shall be attested by the signature of the vehicle permit counting journal.
16. the Chief of the border crossing point of the person operating the vehicle pass or pass to be issued repeatedly, if changed at that point. The person who has the obligation to inform the Chief of border crossing points of the changes to the news, which was specified in the request passes.
17. the border crossing point of Road vehicles in the zones and areas where border checks are carried out and customs control (hereinafter referred to as the crossing point of road checks in the area), is in effect a permanent border check zone mode.
18. the road border crossing point of the territory of the owner or by the lessee in accordance with the requirements of the competent authorities, the border crossing point of road checks in the area around freely and be equipped with signs that certain laws governing the movement of persons across borders and the laws on the Organization of road traffic.
19. the road border checks at border crossing points of the zone are allowed to stay: 19.1. persons who are located in the border crossing to cross external borders;
19.2. officials of the competent authorities;
19.3. a control person; if it is consistent with the border crossing points of the boss or his Deputy (in his absence-with border guards posting).
20. the Chief of The border crossing points are agreed in writing, the following border crossing points in the territory of the action to be taken: 20.1. features of the representatives of the media operation at border crossing points;
20.2. the buildings, facilities and security arrangements, the territory used by merchants who work at border crossing points;
20.3. the new object and the construction of communication, indicating the planned duration of the work.
III. the nature of the regime at the border crossing point, created for rail 21. Railway border crossing points established in the territory and premises, as well as the composition of the train, which carries out checks and customs controls (hereinafter referred to as the railway border checks at border crossing points of the zone), the border check zone mode that enforces the border guards not less than 10 minutes before the train's arrival and after border checks and customs checks are completed. At a time when the border crossing points established on the railway, there is no national boundary movement through train, it is a certain border crossing points open areas.
22. Railway infrastructure managers in accordance with the requirements of the competent authorities, railway border checks at border crossing points of the area around freely and be equipped with signs that certain laws governing the movement of persons across borders.

23. Of the rail infrastructure and rail carrier employees shall inform the Chief of border crossing and customs officials on the freight train arrival time, as well as on changes border checks and customs control of the passenger train timetable, if the passenger train schedule is changed or the train movement is stopped.
24. the railway border checks at border crossing points of the zone are allowed to stay: 24.1. persons who are located in the border crossing to cross external borders;
24.2. officials of the competent authorities, infrastructure managers of the railway staff and workers of the rail carrier – performing checks and actions according to competence;
24.3. the control person; if it is consistent with the border crossing points of the boss or his Deputy (in his absence-with border guards posting);
15.2. visitors, only officials of the competent authority, if it is agreed with the Chief of the border crossing point or his Deputy (in his absence-with border guards posting).
25. prior to the commencement of the train border checks guards permission to get out of the train for persons who cross the external borders.

IV. the nature of the regime at the border crossing point established port 29. Port Authority or port facility operator or Manager of the port open and closed port areas and permit regime into line with the competent authorities.
30. 31. the port authority or port facility operator or Manager, or the appropriate port area fenced in and guarded by the possessor of the territory of the port closed.
32. The officials of the competent authorities, surveillance and control of the person, the person performing the service (work) duties, to enter the territory of the port closed and exit the presentation of the certificate of service (work) and in the light of the port pass modes.
33. a port within the territory of the border crossing, which is the set of closed border crossing areas, people and vehicles allowed to stay with the port authority or port facility owner or Manager of a pass delivered.
34. Port Authority or port facility operator or Manager after this provision referred to in paragraph 33 passes issuance (excluding one-time passes) or annulment shall inform the Chief of port border crossing points for persons that passes are issued or withdrawn.
35. the port at the border crossing point is valid in zone mode border checks, border guards which established a means of entering a shipping port or before vessels leaves port. Border checks area mode is in effect: 21.8. the relevant building or part of a building in which a person or vehicle checks and property, goods and vehicles, the customs control and customs checks, when controls are carried out in the relevant building or part of a building;
35.2. on vessels and on the corresponding Wharf, where border checks and customs controls carried out on vessels.
36. the port border checks at border crossing points in the zone mode is canceled after the border checks and customs checks are completed.
37. the port authority or port facility operator or Manager in accordance with the requirements of the competent authorities, border crossing points of the port building, part of the building or area where border checks are set in the area around freely, and be equipped with signs that certain laws governing the movement of persons across borders and the laws on the Organization of road traffic.
38. If checks and customs controls are carried out on vessels, border guards shall, if necessary, delimit the wharf where the vessel alongside.
39. in order to ensure the State border of the Republic of Latvia, the competent authorities may, where necessary, to the appropriate time for any port in the territory of border crossing border checks may be established in the zone mode, providing the conditions for the control and informing the port authorities or port facility owner or Manager.
40. a port within the territory of the border crossing, which is set for border checks, the zone is allowed to stay: 24.9. persons who are located in the border crossing to cross external borders;
40.2. the officials of the competent authorities, the tauvotāj, the port facility security officer, the ship's agents and the State joint stock company "Latvian maritime administration" officials, in carrying out the checks and operations according to competence;
40.3. the control of persons, other than those mentioned in this rule 40.2., if it is agreed with the Chief of the border crossing point or his Deputy (in his absence-with border guards posting);
40.4. visitors, only officials of the competent authority, if it is agreed with the Chief of the border crossing point or his Deputy (in his absence-with border guards posting).
V. the nature of the regime at the border crossing point, set up at the airport or airfield airport administration, 41. the owner or operator of an aerodrome airport or aerodrome in open and closed areas and the airport or aerodrome permit regime into line with the competent authorities.
42. At the airport or border crossing point established in the aerodrome (hereinafter the airport or aerodrome at border crossing points) (building or the part of the building), which is part of the administration of the airport or aerodrome specified by the owner or operator of the closed area, which is located in the crossing of external borders by persons and property and goods is carried out in customs controls, the border crossing points closed areas.
43. The airport or aerodrome closed territory under the administration of the airport or aerodrome requirements of the owner or operator is continuously confined and designated airport or airfield areas. 44. The airport or aerodrome in the territory of the border crossing, which is in force in the territory of the closed border crossing, the officials of the competent authorities and supervision of persons admitted to the airport administration or the owner or operator of an aerodrome served a pass and a certificate of service (work), but persons – represent the airport administration or the owner or operator of an aerodrome served a pass.
45. the administration of the airport or aerodrome operator of the owner or by the rules referred to in paragraph 44 passes issuance (excluding one-time passes) or annulment shall inform the airport Chief of border crossing points for persons that passes are issued or withdrawn.
46. The airport or aerodrome border checks at border crossing points in the zone mode is in effect: 46.1. the relevant building or part of a building, where border checks and customs controls;
46.2. the aircraft and in the parking lot of the aircraft-if customs checks and controls are carried out on the aircraft.
47. The airport or aerodrome at the place where the competent authorities in the area of permanent border check mode is in effect permanently.
48. The airport or aerodrome at the place where the competent authorities come to the border checks on call, zone mode is maintained after the landing and the aircraft before take-off the aircraft, not less than 10 minutes before a passenger boarding an aircraft. Zone mode abolished border checks at border checks and customs checks are completed.

49. the administration of the airport or aerodrome owner or operator shall, in accordance with the requirements of the competent authorities, border crossing points of the airport building, part of the building or area where border checks are in force in the area, shall be provided with signs that certain laws governing the movement of persons across borders, and, if required, around freely.
50. the airport crossing point area, which is a certain border checks, the zone is allowed to stay: 50.1. persons who are located in the border crossing to cross external borders;
50.2. the competent officials and airport security personnel, carrying out checks and operations according to competence;
50.3. control persons – if it is aligned with the border crossing points of the boss or his Deputy (in his absence-with border guards posting).
51. the administration of the airport or aerodrome owner or operator shall notify the border guards and customs officials on the location of aircraft, arriving from third countries and placed in parking lots and provide the external transport of persons crossing the border to border checks and customs controls.
52. in order to ensure the State border of the Republic of Latvia, the competent authorities may, where necessary, to the appropriate time for any airport border crossing points established in the territory of the border checks, the area providing the conditions for the control and administration of the airport or inform the owner or operator of the aerodrome.
Vi. 56. Officials of the competent authority of the relevant controls shall mark on pass appropriate examinations completed, authenticated by signature and seal or stamp of the corresponding fingerprint control, as well as completion time.
57. the road border crossing points in respect of officials of the competent authorities, instructions for carrying out the order.
58. the Person can leave or exit the motorway border crossing areas, if the control has all the necessary vouchers competent authorities marks for the tests.
59. the departure or leaving the road at border crossing points, border guards handed the relevant control voucher.
60. the control of the manufacture and storage of the talon provides the National Guard. The control store vouchers for one year from the date of completion, and then destroyed.
VII. final question 61. Be declared unenforceable in the Cabinet of Ministers of 9 July 2002, by Regulation No 296 "rules on border control point mode" (Latvian journal, 2002, 105 no; 2009, 129 no).
