International Studies" project application selection first round implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "education skills and lifelong learning in support of specific target 8.3.6. "to introduce the education quality monitoring system" (hereinafter referred to as the objective) of the measure "participation 8.3.6.1. International Studies ' project selection for the first round of the application (hereinafter referred to as the project application selection in the first round); 1.2. the project application selection first round; 1.3. selection of project submissions for the first round of funding available; 1.4. requirements for the project of the European Social Fund (hereinafter the project) to the applicant and project partners; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project (hereinafter referred to as the agreement) a unilateral notice conditions. 2. the project application selection first round goal is participation in international education and international research organisations research education policy development, policy implementation and impact evaluation. 3. the project application selection first round target group is the national institution responsible for educational content development, implementation monitoring, evaluation of the quality of education, as well as the implementation of international research and science education policy. 4. the project application selection first round goal achieved, the implementation of the provisions referred to in paragraph 22, and assisted by 2019. These regulations 4.1 and 4.3. indicators referred to in point 6.1. participation in the following: reach international research programmes: 6.1.1. The Organization for economic cooperation and development, the career doctor survey; 6.1.5. the International Association for the evaluation of educational achievement in the international literacy assessment study; 6.2. in cooperation with the international bank for reconstruction and development through the study of higher education management. 7. submission of Project selection for the first round of the draft application implements a limited selection. 8. the project application selection the first round within the responsible authority for the Ministry of education and Science (hereinafter referred to as the responsible authority). 9. the project application selection available for the implementation of the first phase of the total attributable funds is eur 2 400 000, including the European Social Fund co-financing 2 040 000 euro and national budget funding of eur 360 000. 10. the total funding for the conclusion of the agreement to apply the provisions referred to in paragraph 9. 11. the maximum eligible European Social Fund funding does not exceed 85 percent of the total eligible project funding. 12. project submissions for the first round of the selection exercise for all the provisions referred to in paragraph 9. II. requirements for the applicant and project partners 13. applicant project application Project selection the first round under the Ministry of education and science. 14. the applicant shall prepare Draft project submissions within the time limit set in the invitation and shall submit it to the institution of cooperation under the project application selection rules. Project applicant after the institution's cooperation agreement, becomes the beneficiary of the financing (hereinafter called beneficiaries). 15. The beneficiary shall ensure participation 6.1.1. these provisions, 6.1.2 and 6.1.5. referred to international research programmes, implementing the project in collaboration with the University of Latvia. 16. The beneficiary shall ensure the presence of such provisions referred to in subparagraph 6.1.4. international research programmes in implementing the project, in cooperation with the Central Statistical Bureau. 17. These rules 15 and 16 above, partners involved in the relevant international research programmes in the implementation of the study, the actions set out in the cooperation agreement. Preparing the cooperation agreement, the beneficiary shall assess the international agreement or guidelines, to ensure that the activities referred to in paragraph 22.1. 18. in addition to the provisions referred to in paragraph 17 of the conditions of the cooperation partners ensure that cooperation agreements in each of the these terms 6.1.1., 6.1.2 and 6.1.5. International referred to the implementation of the programme of studies is linked to at least one researcher who has an employment relationship with another higher education institution or scientific institution in the appropriate field of study and who has experience in international research in the field.
19. The beneficiaries of the project must be based on the application of this provision in paragraph 15 and 16 that the choice of partners, indicating the specific involvement of partners, the competences and the need for compliance with the planned activities, as well as assisted with each partner to conclude cooperation agreements on cooperation in the implementation of the activities supported. This rule 23.1. referred to the direct eligible costs include the following positions: 15.0. direct eligible personnel costs: 24.1.1. project management personnel remuneration costs this rule 22.2. action referred to, on the basis of an employment contract or an order for the appointment of the officials of the applicant; 24.1.2. project implementation staff remuneration costs this rule 22.1. referred to activities, on the basis of an employment contract or an order for the appointment of the officials of the applicant;

24.2. health insurance costs, the cost of mandatory health checks and special medical optical sight correction means the cost of compensation for project management and implementation staff. If the beneficiary of the project administration and implementation staff is employed in the normal working time, health insurance costs are eligible for 100 percent. If the beneficiary of the project management and implementation staff is employed full time or part time, health insurance costs be determined in proportion to the percentage of the load distribution; 24.3. this rule 6.1.1., 6.1.2, 6.1.3, 6.1.4.. and 6.1.5. the study referred to in the program participation fee and this rule 6.2. implementation of the study referred to in those provisions, the cost of activities referred to in section 22.1; 15.2. the translation and publication costs, including informational handout output, as well as the organisation of seminars and conferences and the implementation of these provisions 22.1. eligible activities referred to in (a); 15.2. in the framework of a study for data collection, compilation, analysis, interpretation, including the study of the preparation of the final report that rule 22.1. eligible actions referred to; 24.6. project management and implementation of the domestic and foreign staff mission expenses, travel expenses, consistent with the laws that determine the order in which the recoverable costs associated with missions; 24.7. transport costs (the cost of fuel for a vehicle lease, purchase of transport services, for public transport), project management and implementation of personnel; 15.4. project management and implementation staff job equipment (Office furniture and equipment, computer software and licenses). Jobs in equipment acquisition cost, including equipment maintenance and repair costs, apply no more than eur 3000 per job site throughout the project implementation, project management and implementation, if staff are employed in the project, on the basis of an employment contract or an order for the appointment of the officials of the applicant, with at least 30 percent of capacity. Jobs in equipment acquisition cost is attributable to the made-for-television work for the equipment or if existing work equipment is worn out and are scrapped. If the project management and implementation staff is employed full time or part time, work equipment acquisition cost is attributed in proportion to the percentage of the load distribution; 15.5. the project required for information technology equipment purchase or rental costs (hardware, software, licenses, printer, data storage equipment, online security) 22.1. these provisions laid down in point for the implementation of the activities supported, other than the cost of project management and project staff; 24.10. information and publicity costs according to the laws that determine the order in which the European Union's structural and cohesion funds in 2014 introduction – 2020 programming period provide a communications and visual identity requirements of this rule 22.3. supported action referred to; 24.11. costs, except that rule 24.1. costs referred to in point 22 of these rules set for the implementation of the activities supported. 25. Observer status may be included in the Finance Ministry as the European Union's structural and cohesion funds managing authority and the Central Finance and contracting unit as a liaison body. The beneficiary shall ensure that the data on participation in international trials in the cohesion policy fund management information system in 2014-2020 will be entered not less frequently than once a year. 35. in implementing the project, the beneficiary shall ensure information and publicity measures, the European Parliament and of the Council of 17 December 2013 in Regulation (EC) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund , The Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006, according to the regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements. 36.
