"increasing risks of discrimination of persons subject to the integration into society and the labour market" 9.1.4.4. "the promotion of Diversity measures (anti-discrimination)" implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" in support of specific target 9.1.4. "increasing risks of discrimination of persons subject to the integration into society and the labour the market "9.1.4.4." the promotion of Diversity measures (anti-discrimination) "(hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. the requirements of the European Social Fund project for the applicant and partners; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project in a unilateral notice conditions. 2. objective of the measure is to reduce employment and full socio-economic barriers to inclusion and social exclusion risks subject to discrimination of persons, while ensuring the promotion of awareness of the public on the prevention of discrimination. 3. in the event the target group are: 3.1 the following social exclusion and discrimination of persons at risk groups: 3.1.1. persons subject to discrimination on grounds of sex, the risk of persons after maternity leave, from the abused persons, persons who looked after another family member, and single-parent families; 3.1.2. persons subject to the risk of discrimination because of age (persons 50 years of age); 3.1.3. the person subject to the risk of discrimination on grounds of disability, including unemployed persons with disabilities, persons with disabilities and the low level of education; 3.1.4. the person subject to the risk of discrimination, ethnic origin, including the Roma and other ethnic minorities; 3.2. employers and their employees; 3.3. asylum-seekers and persons with refugee or alternative status. 4. Measure are achievable following monitoring indicators: 4.1 to 2018 31 December: outcome indicator 4.1.1-aided a disadvantaged population in – 1 500; 4.1.2. financial performance – certified expenditure of eur 2 430 894; 4.2. till 2023 December 31:4.2.1 the outcome indicator – supporting a disadvantaged population in – 3 100; 4.2.2 results figure-disadvantage existing members after leaving (after participation in a measure) started their job search, engaged in education/training, qualifications, in employment, including the self-employed, – 1 800.5. Measures implemented in a limited selection of project application form. 6. Measure the responsible authority for the Ministry of welfare. 7. Measure the total available funding is attributable 6 813 045 euros, including the European Social Fund – Euro 5 791 088 and State budget funds – € 1 021 957. 8. the maximum eligible European Social Fund funding does not exceed 85 percent of the overall eligible project funding. 9. Measure the costs are eligible, provided that they fulfil these rules these positions and the costs incurred, from 2016, January 4. II. requirements for the applicant and project cooperation partner to the Project the applicant 10. measure is derived from public law legal entity that promotes the integration of the society under the society integration fund law, the society integration fund. 11. the project the applicant shall prepare and submit an application in accordance with the project application selection rules. 12. cooperation authority decision on the approval of the project application, approval or rejection of the terms adopted in the month from the date of submission of the application. 13. The beneficiaries of cooperation partners are the national security agency and the citizenship and Migration Board. 14. The beneficiary shall conclude cooperation agreements with each of the partners. The cooperation agreement shall contain information in accordance with the Act, regulations, arrangements for the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds in 2014 – 2020 programming period, and that the partners undertake to cooperate, this provision 16.3. eligible activities referred to in the implementation, by: 14.1. Measure is supported by the following: 16.1. anti-discrimination and social inclusion services that the objectives referred to in point 3.1., the group, including: 16.1.1. target group profiling (profiling); 16.1.2. motivation and support the provision of services; 16.1.3. the mid-term evaluation; 16.2. the anti-discrimination provisions of the implementation of the measures referred to in point 3.2, the target group, including: 16.2.1. educational measures for social inclusion and non-discrimination issues; 16.2.2. measures to support an inclusive work environment and diversity management; 16.3. social mentor and social worker service provision that referred to in point 3.3 target group; 16.4. the pilot project "integration of gender aspects in the budgeting process" (gender budgeting) and the implementation of the recommendations; 16.5. public awareness and awareness activities for the promotion of social inclusion and non-discrimination issues; 16.6. information and publicity measures for the implementation of a project; 16.7. project management and its implementation. 17. Measure the following costs: plan 17.1. direct eligible costs; 17.2. indirect eligible costs; 17.3. the unexpected costs. 18. These provisions 17.1. referred to the direct eligible costs include the following positions: 18.1. funding recipient project management and personnel costs of implementation in accordance with national and local government bodies and officials of the employees compensation law, excluding overtime. If the staff are involved in the project is provided in accordance with the principle of relevance of part-time, subject is not less than 30 percent of capacity; 18.2. the other costs of project implementation: 18.2.1. Inland Mission (service) trip costs this rule 18.1. personnel referred to in paragraph 10.4. these provisions referred to in the implementation of the activities supported under the regulations to the Act concerning the order in which the recoverable costs associated with missions; 18.2.4. mandatory health checks and vision correction cost of compensation funds this rule 18.1. staff referred to (if not covered by the rules referred to in subparagraph 19.7 health insurance). 19. This provision of the services referred to in paragraph 18.2.1. (company) the eligible costs of the contract in addition to the following application conditions: 19.1. these provisions 16.1.2. the costs referred to in motivation and support for the implementation of services does not exceed eur 700 per these rules referred to in point 3.1., target groups; 19.2. This provision 16.2.2. eligible referred to the implementation of the action plan for the promotion can award costs. One employer incentive prizes (such as a commemorative plate, Cup) costs not exceeding 70 euro (including value added tax); 19.3. the cost of this provision 16.3. referred to social employees and social mentor fundraising does not exceed 1 400 € per month for one social worker services and 1 000 euros per month for one social mentor service. Social worker and social mentor service costs per month calculated in proportion to the associated target groups number of persons subject to this provision and 32.3 33.3. the conditions referred to in paragraph; 19.4. this rule 16.4. eligible referred to the implementation of the action plan can cost renting and leasing of premises, acquisition of goods and Office coffee pauses; 19.5. this rule 16.5. eligible activities referred to in the implementation plan funding can not more than five percent of the total eligible funding measures; 12.2. the acquisition cost of the equipment (except hardware, this provision 16.3. actions referred to in provision) the creation of new jobs or existing jobs to restore this rule 18.1. staff referred to a maximum of eur 3 000 per job site throughout the project implementation period. If the staff is employed in the normal working time, work equipment acquisition cost is eligible for 100 percent. If the staff is employed part time or remuneration of personnel shall apply the principle of relevance of part-time jobs in equipment acquisition cost is attributed in proportion to the percentage of the load distribution; 19.7. the health insurance rules 18.1. staff referred to the plan if the health insurance for the beneficiary's institution. If the staff is employed in the normal working time, health insurance costs are eligible for 100 percent. If the staff is employed part time, health insurance costs are not identifiable in a full time capacity. If the staff remuneration shall apply the principle of relevance, part-time health insurance costs determined under the part-time capacity. Health insurance costs are attributable only to the period where personnel are employed in the project. 20. The provisions referred to in paragraph 17.2. indirect eligible costs funding recipient project plans as one cost position by applying indirect costs a flat rate of 15 percent from 18.1. these provisions referred to in subparagraph direct staff costs. 21. This provision referred 17.3. unexpected costs (expenses for additional works or services which are not foreseeable circumstances, have become necessary in order to comply with the conclusion of the agreement for the implementation of the project) project can schedule as one cost position, and it does not exceed one percent of the rules referred to in paragraph 17.1. direct eligible costs. Unexpected costs put before spending made the beneficiary with the cooperation of the authorities, as laid down in the agreement on the implementation of the project. 22. the value added tax, the cost of this provision in paragraph 17 above cost lines are eligible if they are not recoverable under the laws and regulations in the area of tax policy. IV. the Measures and conditions for the project measure 23 approved projects implemented under these rules. 24. the operation of this provision 16.1., 16.2, 16.3, 16.4 and 16.5. eligible activities referred to in the implementation of the Ministry of welfare created a Supervisory Council (hereinafter Council). The Council is composed of the beneficiary, the Ministry of the Interior, the Ministry of education and science, Ministry of culture, Ministry of welfare, Pārresor coordination centre, the citizenship and Migration Board, the Union of Latvian authorities, non-governmental organizations, Cabinet memoranda of cooperation implementation Council and other representatives of the associations and foundations. Responsible authorities and representatives of the beneficiaries participating in the operation of the Council, but the managing body may participate as an observer. The Council approved the establishment of Welfare Minister. 25. The rules referred to in paragraph 24, the Council: 25.1. advise the beneficiary of the financing of the implementation of the action in the process, analyzes the progress of the implementation of the measures and make recommendations for the implementation of the measures developed; 25.2. the rules referred to in paragraph 16.1.1. profiling and 16.1.3. these provisions in the mid-term evaluation referred to in the statement of work and results; 25.3. approve this rule 30.1. referred to inclusive working environment evaluation criteria and rules referred to in point 3.2 employer Award for setting this rule 30.2. referred to good practice promotion activities; 25.4. setting this rule 16.4. the pilot projects referred to "gender perspective mainstreaming budgeting process" (gender budgeting) within the assessed budget of the State or local government programs or sub, as well as the results of the pilot project; 25.5. This provision 37.1. referred to public understanding and awareness of measures implementing the plan. 26. This provision 16.1. eligible referred to the implementation of the action provided the requested funding is linked to the service provider that: 26.1. profiling rules referred to in point 3.1., target group selection, identifying target groups pressing needs for motivation and support services; 26.2. in accordance with this rule 26.1. referred to the profiling results provides the following motivational and support services this provision as referred to in point 3.1., target group persons in the socio-economic inclusion: 26.2.1. individual and group consulting career choice experts, social work professionals, lawyers, specialists in the field of education, self-esteem training trainers and other specialists for management (for example, support groups, information groups, educational counselling, self-help groups, social skills updated advice) and other profiling results services set out in this rule 3.1.1. persons referred to in subparagraph a; 26.2.2. individual and group consulting career consultants, psychologists, trainers and other growth control specialists (e.g., support groups, information groups, self-help groups) and other profiling results services set out in this rule 3.1.2. persons referred to in subparagraph a; 26.2.3. individual and group counseling social work professionals, career consultant, education specialists, psychologists and other specialists in the management (e.g., support groups, information and education groups, self-help groups) and other profiling results services set out in this provision 3.1.3. persons referred to in subparagraph a; 26.2.4. individual and group counseling education specialist, social work professionals, psychologists, career consultants, specialists in the field of addiction and other management professionals (e.g., support groups, information groups, self-help groups) and other profiling results services set out in these rules referred to in point 3.1.4 persons; 26.3. the mid-term evaluation in assessing this rule 3.1. target group referred to the situation of persons by this provision referred 16.1.2. motivation and support services. Service provider evaluation shall be carried out not earlier than one year after this provision 16.1.2. referred to the commencement of the provision of services; 16.4. by this rule 26.4. the mid-term evaluation referred to prepare proposals for carrying out this provision referred 16.1.2. motivation and support service delivery improvements. 27. This rule 26.1. profiling and referred to that rule 26.3. the mid-term evaluation referred to in the conduct of the beneficiary can be attached to a different service provider. 28. This rule 26.2. referred to increase motivation and support services to the beneficiary can be linked to multiple service providers, ensuring that services are delivered according to target group-specific and regional snip. 29. This provision referred to the assisted 16.2.1. activities implemented by the beneficiary for the service provider: take this rule 29.1.3.2 target groups referred to in the open selection; 29.2. provides annual educational measures 3.2. these provisions referred to the target group for the management of diversity and tolerance (tolerance) against these terms improvement 3.1 and 3.3 referred to the target group (including persons subject to discrimination based on race, religion and sexual orientation) (hereinafter educational measures). This provision 16.2.2. eligible referred to activities implemented by the beneficiary for the service provider: 30.1. develop an inclusive work environment assessment criteria; 30.2. 3.2. these provisions shall referred to employers open enrollment on good practice measures to ensure that those measures may apply for membership to any employer; 30.3. evaluate this rule 3.2. employers referred to in these provisions under the 30.1. criteria referred to in point. The evaluation shall be carried out not earlier than one year after this rule 30.2. referred to educational activities; 18.9. This provision 16.3. supported referred to activities implemented by the beneficiary for the service provider that the rules referred to in point 3.3 target group provides a social worker and social services according to the mentor's Cabinet of Ministers approved the action plan "an action plan for the person in need of international protection, and to capture movement in Latvia" (hereinafter referred to as the action plan). 32. The provisions referred to in paragraph 31 of the social worker's service is implemented in the following order: 32.1. three months after these regulations 3.3. referred to the arrival of asylum seekers in Latvia or until the entry into force and become the undisputed final decision on refugee status or subsidiary or the refusal to grant the asylum seeker leverages social workers who in the inclusion of individual socio-economic development plan and coordinate its implementation. Social event management social worker shall cooperate with the institutions set out in the action plan; 32.2. the status of refugee or alternative acquisition this provision to that in point 3.3 target groups person social worker provides services until you run the individual socio-economic integration plan, or for a period not exceeding 12 months after the date the status; 32.3. depending on the rules referred to in point 3.3 target groups the number of social workers to provide the service attracts a maximum of five social workers, ensuring that one social worker is at attached to no more than 120 3.3 this provision referred to the target group persons; 20.1. every social worker monitors up to six of these rules 33.1. referred to social mentor work; 32.5. the social worker services within a leading social worker (liaison officer), which provides a social worker and social mentor general coordination and cooperation (including the exchange of information) of the action plan set out in the authorities. 33. The rules referred to in paragraph 31 of the social mentor service is actually as follows: 33.1. three months after these regulations 3.3. referred to the arrival of asylum seekers in Latvia or until the entry into force and become the undisputed final decision on refugee status or subsidiary or the refusal to grant the asylum seeker leverages social mentor, who provides practical support to this rule 32.1. socio-economic inclusion referred to in the implementation of the plan When you create a personal understanding of life in Latvia and its community, helping real life situations to learn the skills necessary for everyday life, encouraging the development of new skills, as well as providing support to everyday situations; 33.2. the status of refugee or alternative acquisition this rule 3.3. the target group referred to the social services provide a mentor for a period not exceeding 12 months after the date of this status; 33.3. depending on the rules referred to in point 3.3 target group persons social mentor service attract no more than 30 social mentor, ensuring that one social mentor is bound to no more than 20 of these rules as referred to in point 3.3 target group persons. 34.32. These provisions referred to in paragraph 33 and social worker and social mentor service provisioning stop, if this rule 3.3. target group referred to the person receiving the service, during the period of leave refuse Latvia from the receipt of the services or the socio-economic integration plan. The beneficiary, if necessary, to service providers, ensure that the pilot projects referred to in paragraph 35.3. the dissemination of results. 37. This rule 16.5. eligible referred to activities implemented by the beneficiary for the service provider: 37.1. develop public awareness and awareness raising measures implementation plan (hereinafter plan); 23.1. in accordance with this rule 37.1. the plan referred to in point provides public information and awareness-raising of at least the following areas: 37.2.1. various groups in society understanding of discrimination; 37.2.2. tolerance and cohesion of society in the promotion of non-discrimination between the different risk groups of people; 37.2.3. importance of social inclusion and accessibility of services for target groups, including the regional averages. 38. This rule 37.1. the plan referred to in that provision and 37.2. referred to public information and awareness-raising of the beneficiary attracts a variety of service providers. 39. the implementation of the project, the funding recipient: 24.3. establish a civil service or employment relationship with 18.1. these provisions referred to staff and to provide for the reimbursement of costs, it shall ensure that the personnel is linked to normal or part time (including the consideration may apply the principle of relevance of part-time). The beneficiary will take staff time tracking of time worked. If the staff remuneration shall apply the principle of relevance of part-time, the beneficiary shall keep records of the performed additional functions; 24.4. attracts service providers according to public procurement law; 24.4. Services (business) contracts concluded that rule referred to in paragraph 16 of the implementation of the activities supported, the advance payments made for no more than 20 percent of the value of the contract. If the service (company) contracts with associations and foundations, advance payments made for no more than 40 percent of the value of the contract concerned; 24.5. ensure that: this rule 26.2.39.4.1. referred to in motivation and support services does not provide the rules referred to in point 3.1., target group persons at the same time receive advice and motivation improvement services action programme "growth and employment" specific support 9.1.1 the objective "to increase the existing disadvantaged unemployed people into the labour market" 9.1.1.2. "measures long-term unemployment the activation events"; 38.4.2.26.2.2. these provisions referred to services if they are focused on motivating people to stay in the labour market or the people of the State of the job market, not to provide them with the rules referred to in point 3.1.2. target groups of people who receive aid at actions of the "growth and jobs" 7.3.2. specific aid objectives "increase the capacity of older workers and employment"; 24.5. ensure information and publicity measures, the European Parliament and of the Council of 17 December 2013 Regulation (EU) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006; 24.6. collects, collects and annually submit to the institution of cooperation data for the European Parliament and of the Council of 17 December 2013 Regulation (EU) no 1304/13 of the European Social Fund and repealing Council Regulation (EC) No 1081/2006 (Official Journal of the European Union, 20 December 2013, no L 347/470), contained in annex 1 to the common immediate result indicators achieved by people leaving (after participation in a measure): 39.6.1. inactive members who started a job search; 39.6.2. education/training participants engaged in; 39.6.3. qualifications got participants; 39.6.4. participants engaged in employment, including self employed; 39.7. specific data on such accumulated outcome indicators: 39.7.1. employers who participated in educational activities for the social inclusion and non-discrimination issues-50 (average per year); 39.7.2. support received by asylum seekers and persons with refugee status or subsidiary-390 (average per year); 24.7. "the support received by social exclusion and poverty exposed residents"; 39.11. accumulates information on project support saņēmušaj this provision referred to in paragraph 3, the target group persons according to the legislative acts of the European Union's structural funds and the cohesion fund projects testing procedure 2014 – 2020 programming period; 39.12. amendments made pursuant to draft laws and regulations on the procedures for European Union structural funds and the cohesion fund management institutions involved in providing this implementation Fund 2014 – 2020 programming period. 40. cooperation authority have the right to unilaterally withdraw from the agreement for the implementation of a project in any of the following cases: 24.9. the beneficiary does not comply with the agreement for the implementation of the project, including non-compliance with the time limits set out in the project or have other circumstances occurred which negatively affects or may affect the purpose or objective of the event, the monitoring indicators; 40.2. in other cases determined by the agreement on the implementation of the project. 41. within the framework of the project the measures implemented in accordance with the agreement for the implementation of the project, but no longer than until 2022 31 December. 42.
