Cabinet of Ministers Regulations No. 150 in 2016 (8 March. No § 12 25) operational programmes for the "growth and jobs" 5.4.2. specific aid target "to provide environmental monitoring and control systems development and timely environmental risk prevention, as well as public participation in environmental management" measures of 5.4.2.1 ' biodiversity conservation and ecosystem protection prerequisites for "implementing provisions issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines the : 1.1 the procedures for implementing the action programme "growth and employment" priority axis "environmental protection and resource use efficiency" 5.4.2. "specific objective to provide environmental monitoring and control systems development and timely environmental risk prevention, as well as public participation in environmental management" measures of 5.4.2.1 ' biodiversity conservation and ecosystem protection requirements "(hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. requirements for cohesion fund projects applicant (hereinafter referred to as project applicant); 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project (hereinafter referred to as the agreement) a unilateral notice conditions. 2. objective of the measure is to prepare the conditions for the conservation of biological diversity and ecosystem protection, making the European Union the importance of specially protected habitat abundance and quality, the resulting analysis of basic information, as well as developing a specially protected natural area conservation plans and especially protected species protection plans. 3. in the event the target group is natural and environmental protection, monitoring and control bodies, associations and foundations operating in the field of nature protection, local authorities, citizens and economic operators. 4. Measure are achievable following monitoring indicators: outcome indicators: 4.1 4.1.1 developed 20 specially protected natural areas conservation plans; 4.1.2. developed by five European Union particularly protected species of protection plans; 4.2. the table of results, from 30 percent to 45 percent of the total number of specially protected areas increased the specially protected natural areas, which developed conservation plans; 4.3. financial performance – up to 2018 December 31 certified expenditure 2 422 500 eur; 4.4. a horizontal principle of "sustainable development" and its value to be achieved according to point 4.1 of these regulations. 5. the measures implemented in the restricted application of the project selection. 6. Measure the responsible authority for environmental protection and regional development Ministry (hereinafter referred to as the responsible authority). 7. Measure the total available funding is attributable to 9 500 000 euro, including the financing of the Cohesion Fund – 8 075 000 euro and national budget funding – 1 425 000 euro. 8. the maximum eligible funding from the Cohesion Fund shall not exceed 85 per cent of the total proposed eligible project funding, and Government co-financing of at least 15 percent of the projected total eligible project funding. II. Requirements for the project applicant Project applicant 9 measure is a direct administrative authority of nature protection policy and the habitats of species protection, the environmental protection administration. 10. the project applicant, which, after the entry into force of the agreement in the form of authority, is also a beneficiary (beneficiaries), prepare and submit to the liaison body of the application in accordance with the project application selection rules. 11. the funding recipient after project implementation for at least a decade to ensure that: 11.1. project results and resources for the maintenance of the results; 11.2. the sustainability of the results achieved by the maintenance of the data obtained natural data management system (ensures data availability and compatibility with other national information systems and provide specially protected natural areas conservation plan and specially protected species protection plan in actuality). III. eligible activities and costs 12. Measure actions supported the conservation of biodiversity and ecosystem protection are: 12.1. nature protection plans specially protected natural territories, in accordance with the Cabinet of Ministers on 9 October 2007 No. 686 of the provisions of the "rules on the specially protected natural areas conservation plan content and development agenda" of the specially protected natural areas in the list of priority in need of conservation plans; 12.2. protection plans specially protected species according to the species and Habitat Protection Act article 5, paragraph 4, of the particularly protected species priority list which requires protection plans; 12.3. The role of the European Union special protection of Habitat distribution and quality identification (including the expert instruction of protected habitat inventory), local government and land owners information, entering data into a data management system of nature under the protected habitat abundance and quality awareness and the working methodology of the Organization, development of environmental protection and regional development Ministry and published in his tīmekļvietn; 12.4. European Union special protection of Habitat distribution and quality identification of quality inspection in accordance with environmental protection and the Ministry of regional development of the protected habitat abundance and quality awareness and work organization methodology, analysis of the information obtained and the preparation of a complex evaluation of the territorial distribution and habitat quality in the country; 12.5. The role of the European Union's territorial specially protected habitat abundance and quality awareness of the data obtained as a result of digitizing, natural data management system development of technical equipment for digitizing and accumulation of data; 12.6. project management. 13. within the framework of the Action Plan of the direct eligible costs and indirect eligible costs. 14. Contingencies do not exceed three per cent of the total direct eligible project costs.
