2. Delete paragraph 4.
3. Supplement with 8.6 and 8.7. subparagraph by the following: "8.6. publicity expenses, if the relevant publicity services shall not exceed the minimum requirements set by the Commission on 8 December 2006, Regulation No 1828/2006 (EC) laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund, article 8;
8.7. the value added tax costs, if they have not recovered from the State budget. "
4. Supplement with 8.1 point as follows: "these provisions 8.1 8.1 8.2., 8.3., 8.4., 8.5., 8.6 and costs referred to in subparagraph is applicable, if these are justified by a service or works contract (joint construction and design contracts), except for the costs incurred on the basis of the contract of employment."
5. Make paragraph 10 by the following: "10. the project costs shall include only the provision referred to in paragraph 8."
6. Delete paragraph 11.
7. To make the first sentence of point 12, the following: "the financial contingency reserve can be up to five percent of that rule 8.4 and 8.5. referred eligible costs."
8. Replace paragraph 16.2. numbers and the words "31 December 2010" with the figures and the words "30 June 2011".
9. Express 18 as follows: "6. the first application for the selection of projects for the European regional development fund aid intensity does not exceed 85 percent of the total eligible costs of the project, the second project application selection round of the European regional development fund financed 100 percent."
10. Express 28 the following: "28. the responsible authority shall establish a restricted application of the selection of projects under the European regional development fund project submission Evaluation Commission (hereinafter the Commission assessment) and approved its Statute. The Evaluation Commission is composed of the responsible authority, the Environment Ministry and representatives of the managing authority, as well as one representative of the Association or Foundation, of which the operational objective related to environmental issues. The Evaluation Commission, the managing authority shall participate as observers, without voting rights. "
11. 12. 13. To supplement the rules with 30.5 points as follows: "30.5 after an agreement on the implementation of the project, the responsible authority, if it is available in the State budget, on the basis of the beneficiary's written request, provide advance funding for the requested advance payment, but not more than the amount that the beneficiary can request the payment requests to the responsible body within six months of an advance pursuant to laws and regulations on the procedures for in which the State budget expected to fund the European Union co-financed the project implementation, as well as make payments and preparation of declarations of expenditure. "
14. To supplement the provisions of this chapter XI: "XI. final question 57. First draft submission round to projects for which an agreement has been concluded by 2010, 30 April to be included in the project costs ineligible project costs are: 57.1. project preparation costs – technical specifications or purchase documentation development, project implementation, risk and economic analysis of alternative, sustainable use of the infrastructure assessment over two percent of the eligible costs set out in the arrangement;

57.3. building costs, which exceed three percent of the eligible costs of the works.
58. This provision 8.1 point is not applicable to the first application round project projects, for which an agreement has been concluded by 2010 April 30. "
