Cabinet of Ministers Regulations No. 737 in Riga on august 3, 2010 (pr. No 40-49) the procedure for the grant, administered and monitored by national and European Union support for fruit and vegetable supply for pupils of general education institutions Issued under the agricultural and rural development Act article 5, fourth and seventh subparagraph 1. determines the order in which grant, administered and monitored by national and European Union support for fruit and vegetable delivery general education 1-6 grade students (pupils) in accordance with the Council of 22 October 2007, Regulation (EC) No 1234/2007 establishing a common organisation of agricultural markets and on specific provisions for certain agricultural products (single CMO Regulation), and the European Commission of 7 April 2009. Regulation (EC) no 287/2009 laying down detailed rules for the application of Council Regulation (EC) No 1234/2007 as regards Community aid for fruit and vegetables, processed fruit and vegetable and banana products to the delivery of children in educational establishments in accordance with the "fruit of the school" (hereinafter referred to as aid).
2. supports the Administration and monitoring of the implementation of the Field support service.
3. the aid shall be granted to: 3.1 for students categorized fresh fruit – apples, pears, cranberries, Vaccinium macrocarpon and the vegetables, cabbage, kolrābj, carrots and turnips, or assorted this product (hereinafter referred to as the product) that: 3.1.1. are grown in accordance with the legislation on integrated agricultural products growing, storage and labelling requirements and control arrangements;
3.1.2. transported from their place of production and packaging to the teaching authority not more than 300 kilometers;
3.1.3. are delivered general education aid period;
3.1.4. is distributed among the students;
3.2. costs for informational posters, prepared according to the European Commission of 7 April 2009. Regulation (EC) no 287/2009 laying down detailed rules for the application of Council Regulation (EC) No 1234/2007 as regards Community aid for fruit and vegetables, processed fruit and vegetable and banana products to the delivery of children in educational establishments in accordance with the "fruit of the school" (hereinafter Regulation No 288/2009), the requirements of annex III.
4. the applicant is: 4.1 these terms 3.1. products referred to in that register to the food and veterinary service, as well as the producer of the product cooperative society (hereinafter producer);
4.2. the municipality or educational institution;
4.3. economic operator that provides nutrition education institution.
5. Support the applicant: 5.1 is registered in the rural support service customer register according to the regulations on the European agricultural guarantee fund administration;
5.2. provide support services in the field of application for approval in accordance with the provisions of annex 1.
6. the rural support service within five working days after this rule 5.2. submission referred to the receipt of the approved aid applicants.
7. Pursuant To Regulation No 288/2009 funding specified in annex II and their overall number of training institutions, which made participation in the aid scheme shall determine the distribution of the products (hereinafter referred to as the period of support), the rate of aid (without value added tax) for one product and one portion of the informative poster production copy of the current academic year, as well as the evaluation of support programmes approved for the preparation of the plan, and the assessment report, the Minister of agriculture shall establish the Commission. The Commission includes representatives from the Ministry of agriculture, the rural support service, the Ministry of health, the health of the economy and the Ministry of education and science.
8. the rural support service until 15 October of the current year in the newspaper "Gazette" and service home page on the internet (www.lad.gov.lv) publishes information on support period and the rate of aid (without value added tax) for one product and one portion of the informative poster production copy of the current academic year.
9. the Commission shall review the support period and the rate of aid for one product, a portion of the current academic year, a change in the overall number of educational institutions participating in the aid program.
10. General education institution each year, before 15 September, submit Field Support Services application (annex 2) for participation in a programme of support for the current academic year. Field support services on your homepage on the internet (www.lad.gov.lv) published in the General list of educational institutions participating in the aid program.
11. supports the applicants each year before 15 December shall be submitted in the rural support service information about the range of products and their general education institutions (name and address) to which it will supply products in the period of support.
12. the rural support service until the beginning of the period of support in writing notify the veterinary services in food and for participating in a programme of support for the general education and support applicants. 13. the applicant is responsible for compliance with the laws and the food business, as well as ensure that products should be clean, not damaged, no pests or their damage, free of abnormal external moisture, with characteristic smell, taste, look, ready for immediate eating and prepared portions according to the following requirements: 13.1 portions weigh not less than 100 grams;
13.2. the products are cut (except the cranberries), prepared and packaged according to the requirements of the legislation on the hygiene of foodstuffs and materials in contact with food;
13.3. fresh apples or pears can not offer sliced and packed;
13.4. If the manufacturer distributes packaged products, ensure the product label in accordance with the requirements of the legislation on food labelling and the Commission of 21 December 2007, Regulation (EC) No 1580/2007 laying down regulation (EC) No 2200/96, (EC) No 2201/96 and (EC) no 1182/2007 implementing rules in the fruit and vegetable sector (hereinafter Regulation No 1580/2007), 5 and 6 the requirements referred to in article: 13.4.1. the products shall be accompanied by information on the trade name , minimum or definitive validity period and the net weight or volume;
13.4.2. specific labelling information can only be entered on the documents accompanying the product, if the documents are sent together with the products are shipped or delivered in advance the time of delivery of the products. In this case, the secondary packaging indicates the product trade name, minimum or final expiration date, the manufacturer's name, address and, if necessary, storage arrangements;
13.5. If the manufacturer products marketed in bulk or in a specified quantity of a consumer, next to the product indicate the trade name of the product, the minimum or the final validity period and additional information in accordance with Regulation No 1580/2007 in articles 5 and 6.
14. supports the applicant up to the beginning of the period of support, general educational institution participating in the aid scheme shall be issued informative poster. Support period, a general education institution receives at least two informative posters.
15. the General Authority shall ensure that in the period of support each pupil each day gets one fruit or vegetable, or assorted.
16. General education institution assistance period organised by the students of the class or classes of fruits and vegetables a healthy effect on the human body, as well as at least one of the following educational measures: 16.1. training tours to food company or holding, dealing with fruit and vegetable cultivation or processing;
16.2. contests, sports and agility competitions or other measures to gain knowledge about healthy lifestyle and nutrition, with a particular focus on the use of fresh fruit and vegetables.
17. in the period of support at general educational institutions place the main entrance to the support of the applicant, made informative poster.
18. General education institution in the period of support for each calendar month prepare product utilization (portions) of the report (in duplicate) including information about the purchase and the students of the quantity of products distributed by product types according to the pupils ' visit to general education, as well as an overview of organised educational measures (annex 3). One copy of the report is stored in a general education institution, the other is submitted to support the applicant. If the applicant is a general education institution, the report shall be drawn up in a single original. The requirement to submit a certain number of copies of documents does not apply, if the documents are submitted in accordance with the laws and regulations on the circulation of electronic documents.
19. the applicant shall submit the rural support service: 19.1. application support for one calendar month (annex 4);

19.2. General education authority accompanying the delivered product derivatives that is prepared, subject to the laws drafting and design, or summary (in paper form), indicating at least the following information for each of these documents: 19.2.1. document number;
19.2.2. product delivery date;
19.2.3. the manufacturer of the product delivered;
19.2.4. the delivered product type and quantity of portions;
19.3. the general education institutions prepared statements about product usage and educational measures organised or derivatives of that report;
19.4. the evidence of transactions on knowledge production or its derivatives poster.
20. the rural support service within three months after receipt of the application, shall take a decision on the payment of the aid.
21. the rural support service controls with support related to the implementation of accounting documents and by supporting candidates and general education institutions. Rural support service of the checks carried out, prepare a control message.
22. If a field support service during the test finds that the education authority in the period of support is not handled in this rule referred to in paragraph 16 educational measures in the next school year, it does not participate in the aid program, as well as repay support received, if the applicant is a general education institution.

25. According to the Commission the support programme approved evaluation plan and its support for the preparation of these programs assess food safety, animal health and Environmental Research Institute (hereinafter called the Institute).

27. the Institute supports programs evaluation: 27.1. General education institutions, participating in the aid program, and membership;
27.2. how aid programs affect the increased consumption of fruit and vegetables and what is the main factor for the implementation of the programme;
27.3. how the program supports affect pupils ' eating habits;
27.4. as educational measures have affected the children and their parents ' consumption of fruit and vegetables;
27.5. how children and their parents ' consumption of fruit and vegetables has changed after the implementation of a programme of support;
17.1. how support affects the healthy lifestyle (physical activity) among students;
17.2. the parental views on a possible partial product costs;
17.3. the general education institutions management, teachers, students and their parents suggestions of perfecting the program.
28. the Institute until 15 October 2010, submit to the Ministry of agriculture aid program evaluation plan, estimate and writing that will be complied with Regulation No 288/2009 article 7 "b", "c", "d" and "e" claims, as referred to in point but until 2011 October 1 – assessment of the support programme.
29. the Commission up to 1 November 2011 the Institute prepared the appearance assistance program evaluation to confirm (or not confirm) and submit it to the field support service.
30. the rural support service within three months of the rules referred to in paragraph 29 shall be borne by the programme approval assessment of costs in accordance with Regulation No 288/2009 article 5 paragraph 1 subparagraph "b" "ii" section and those approved by the Commission.
31. the rural support service provides information to the European Commission pursuant to Regulation No 288/2009 article 15 paragraph 1.
