No 46 36) provisions on public service procurement notice content and preparation procedures Issued under the public service Act, article 34 of the purchase of the first part i. General questions 1. Rules provide the following public service announcements of procurement (hereinafter referred to as the notice) contents and preparation procedure: 1.1. periodic information notice;
1.2. notice on the buyer profile.
1.3. notification of qualification system;
1.4. notification of contract;
1.5. a simplified contract notice;
1.6. the notification on amendments, termination of the procurement procedure or disruption;
1.7. statement of the results of the procurement procedure;
1.8. the voluntary notification of procurement;
1.9. communication on meta and invitations to tender;
1.10. notification of tender results of meta.
2. preparation of the Notification also includes notification, approval, storage submission for publication and publication of the procurement monitoring Bureau procurement publication management system.

4.5. the institution (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address, contact person's name and surname), where you can get the necessary procurement documents (including dynamic purchasing system documents) and to submit offers, applications and interest receipts, if the communication is also a membership invitation or the aim is to shorten the time limits for the submission of tenders;
4.6 the public service's principal activity;
4.7. the procurement contract;
4.8 contracts (works, supply or services), service agreement-service category number according to the nomenclature of service contracts;
4.9. a brief description of the contract or purchase;
4.10. the purchase of the purchase of the nomenclature (CPV), the key code, and the papildvārdnīc of the additional code (if applicable);
4.11. the procurement procedures and procurement contracts (if known);
4.12 the estimated contract price without value added tax (currency) or the estimated contract price limits (currency) (if applicable);
4.13. main financial and payment terms and (or) the reference to the rules that govern them (if known);
4.14. indication of whether the particular procurement contract should be the World Trade Organization agreement on government procurement;
4.15. the procurement identification number;
4.16. indication of purchase contract with European Union funds, as well as a reference to the projects and programmes;
4.17. the expected supply or services contracts total contract price (currency) or the cheapest and most expensive valued bid valued the contract price (currency), as well as an indication of the application of value added tax and rate (if applicable);
4.18. the date of dispatch of the notice.
5. If the periodic information notice is also a membership invitation or the aim is to shorten the time limits for the submission of tenders in the public service in addition to the following information if it is available: 5.1 the type of contract (works, designing and carrying out the works, the works by any means that meet public service requirements, purchase, purchase, rent, hire, hire-purchase, rental, hire-purchase or a combination of those deliveries) and the works of , service delivery or delivery location, as well as the nomenclature of statistical territorial units of code, service agreement-service category number according to the nomenclature of service contracts;
5.2. indication whether the procurement contracts will be closed or general agreement, or will create a dynamic purchasing system;

5.9. other conditions applicable to the performance of the contract (if provided);
5.10. the conditions for the exclusion of a supplier from further participation in the procurement procedure and the documents to be submitted for evaluation of conformity;
5.11. the minimum requirements for suppliers to the economic and financial situation and the documents to be submitted for evaluation of conformity;
5.12. the minimum requirements for suppliers of the technical and professional capacity of and the documents to be submitted for evaluation of conformity;
5.13. indication of preferential agreements;
5.14. If you closed a contract of services – whether the right to the provision of the service by means of laws, regulations or administrative provisions is reserved to a particular profession, and reference to the relevant laws, regulations or administrative provisions, as well as an indication of whether legal persons should indicate the composition of the staff responsible for the execution and professional qualifications;
5.15. the procurement procedure chosen for the award of the contract;
5.16. the criteria for the selection of the offer (the tender with the lowest price or the most economically advantageous tender). 5.17. indication of the application of the electronic auction, as well as information about it;

5.19. if applicable, indication of whether documents which can not be issued in electronic form, shall be issued for a fee, the amount (not exceeding the reproduction and transmission of actual expenditure) and payment arrangements;
5.20. time limit for submission of interest receipts, if communication is also a membership invitation;

5.22. tenders or applications to be used in the language;
5.23. indication of whether it is a routine procurement, as well as the planned timetable for the publication of further communication;
5.24. additional information on whether the interested suppliers must inform the public provider of services that they are interested in getting the contract, and that contract will be concluded without further publication of a call for participation;
5.25. the information on procurement documents included environmental protection requirements;

13.33. Authority (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address), which is responsible for examining the application;
5.27. precise information on the application deadline or, if necessary, the Authority (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address), which you can get the relevant information.
6. If the procurement is divided into parts, each part of the grant number for the purchase and for each part of the purchase that separately 4.8, 4.10 and 4.11 information referred to. If the notification is not a membership invitation, the concise nature of the works, supplies, or services, and a description of the volume and, if known, indicate the estimated contract price without value added tax (currency) or the contract price (currency), as well as pointing to a different purchase date of initiation or different purchase agreement (if applicable).

III. Notice on a buyer profile 9. Notice on a buyer profile public service includes this provision 4.3, 4.6, 4.7, 4.8, 4.9, 4.10 and the information referred to in point 4.18. 12.9. indication of whether the statement applies to the renewal of the qualification system and the activities necessary to assess whether the requirements have been met;
12.10. indication of whether the contracts are subject to a system of qualifications are related to the funds of the European Union, as well as a reference to the relevant projects and programmes.
13. public service provider notice of qualification system repeats this provision 4.8, 4.10, 12.4, 12.5 and 12.6. information referred to, if the notice concerns several planned agreements.
14. If necessary, a public service announcement on the qualification system may include other additional information.
V. contract notice 15. public notice of contract service provider in addition to the provisions of 4.3, 4.4, 4.6, 4.7, 4.9, 4.10, 4.14, 4.15, 4.16, 4.18, 5.1, 5.2, 5.3, 5.4, 5.5, 5.7, 5.8, 5.9, 5.10, 5.11, 5.12, 5.13, 5.14, 5.15, 5.17., 5.22 5.23 5.18.,.,.,.,., and 5.00 5.27 5.25. the information referred to include the following: 15.1 the institution (name, registration number, address, nationality, phone number , fax number, electronic mail address, General internet address, contact person's name and surname), where you can get the necessary procurement documents (including dynamic purchasing system documents) and submit offers and applications;
15.2. offer variants;
15.3. possible additional works, supply or service contracts and their description (including information about the expected additional contractual timetable), repeated contracts: the contract renewal may count and the planned timetable for future membership invitations (if known);
15.4. contract period or deadline;
15.5. criteria for the selection of the offer (the tender with the lowest price or the most economically advantageous tender). If you select the economically most advantageous tender, in addition to indicating the bid evaluation criteria and their proportion in the order of importance (these criteria indicates only if they are not included in the procurement documents or in the invitation to tender or negotiations);
15.6. the indication of previous publications in the official journal of the European Union in relation to this procurement procedure, as well as information about this procedure;
15.7. the quotation or application deadline;
15.8. the open competition – the minimum period during which the tenderer must maintain its tender;
15.9. the opening date, time and place, as well as persons authorized to be present at the opening of tenders (if applicable).
16. If the procurement is divided into parts, each part of the grant number for the purchase and for each part of the purchase that separately 4.7, 4.9, and 4.10. information referred to the concise nature of the works, supplies, or services, and a description of the volume and, if known, indicate the estimated contract price without value added tax (currency) or the contract price (currency), as well as pointing to a different purchase date of initiation or different purchase agreement (if applicable).
17. If necessary, a public service announcement about the contract may include other additional information.
Vi. A simplified contract notice 18. Simplified contract notice public service provider in addition to the provisions of 4.3, 4.6, 4.7, 4.9, 4.10, 4.18., 5.5., and 5.15. the information referred to in (a) and the information referred to in paragraph 4.8, which does not include an indication of the number of categories of services according to the service agreement, and the nomenclature of 4.15. the information referred to in point (if applicable) shall include the following information: 18.1. internet address procurement documents;
18.2. the reference to the previous publication in the official journal of the European Union, which provides for more information on the dynamic purchasing system;

19. If necessary, the public service has simplified contract notice may include other additional information.
VII. notification of amendments, termination of the procurement procedure or termination of notice of Amendment 20, the termination of the procurement procedure or termination of public service provider in addition to the provisions of 4.3 and 4.18. the information referred to include the following: 20.1. membership in the original invitation specified procurement contract name or a notice of tender for the specified Meta Meta contest name;
20.2. original membership invitation to brief the description of the contract or the purchase or the original notice of competition contained the meta meta description of the tender;

20.7. original membership invitation or announcement of the original cast of the date of dispatch of the invitation to tender;
12.9. indication of the content of the communication (the termination of the procurement procedure, or extinction, modification or addition);
20.9. indication of termination of the procurement procedure or termination (a procurement procedure was interrupted, the procurement procedure was ended, dynamic purchasing system was not established) and possible participation by invitation of repeated publication;
20.10. indication as to why the necessary corrections or additions (Amendment of the public service specified in the original information, publication of notice does not comply with the public service for a specified initial information or both reasons);
20.11. indication on where to carry out repairs or additions (the original membership invitation or initial communication on meta, procurement documents, or both);
20.12. If corrections or additions to the original call for participation or the original notice of competition, in addition to meta: 20.12.1. corrections to be made in the text;

VIII. notification of the results of the procurement procedure 23. 23.4. criteria for the selection of the offer (the tender with the lowest price or the most economically advantageous tender);
14.6. indication of the application of the electronic auction;
14.7. to purchase the winning name of the contract to be concluded;
23.7. date of adoption of the decision;
14.8. procurement tenders received;
14.9. if applicable, in accordance with the public service act of purchase article 42 off the names of candidates or tenderers, registration numbers (for individuals – name, surname and personal code), address and nationality, as well as the exclusion of the candidates or causes;
23.10. the name of the successful tenderer registration number (natural person-first name and last name), address, nationality, e-mail address, telephone number, fax number and internet address in General (if the tenderer, the following information is specified);
23.11. the estimated contract price (currency), as well as an indication of the application of value added tax and rate;
23.12. contract price offered by the successful tenderer (currency) or the cheapest and most expensive valued bid valued the contract price (currency), as well as an indication of the application of value added tax and rate;
23.13. indication of the successful tenderer for the intended subcontracting and the information about them (the contractual price and the portion of the contract, which will be closed to subcontracting);
23.14. the price paid excluding value added tax (including currency) for the goods they purchase on particularly advantageous terms, in accordance with the public service act procurement article 11 paragraph 10 of part three;
23.15. contracts for which a decision on the award of the contract;
23.16. the total contract price without value added tax (currency);
23.17. the indication of the product's or service's geographical origin (EU or third country);
23.18. indication of whether the contract was awarded to the tenderer who submitted the tender variants;
23.19. indication of whether the offers were rejected as unfounded.
24. If the purchase was split into parts, each part of the purchase grant number and 23.6. these provisions, 23.7.,.,., 23.10 23.11 14.8., 23.12., 23.13. and 23.14. the information referred to in points for each purchase parts separately.
25. IX. Voluntary notification of procurement results 27. voluntary statement of the results of the public procurement service provider in addition to the provisions of 4.3, 4.6, 4.7, 4.9, 4.10, 4.11, 4.15, 4.16, 4.18, 5.1, 5.15, 5.25, 5.27, 13.33, 15.6, 23.1, 23.2, 23.3..,.,., 14.8 14.7 14.6.23.11 23.12., and the information referred to in (a) shall contain the following information: the type of procedure 27.1. designated contract award;
27.2. with the supplier, which awarded the contract, the contract is concluded;
27.3. information about the vendor that has the contract – name, registration number (physical person – name, surname), address, nationality, e-mail address, telephone number, fax number and internet address in General (if the supplier of such information is specified).
28. Where necessary, the voluntary public service announcement about purchase may include other additional information.
29. If the purchase was split into parts, each part of the purchase grant number and 23.7. these provisions, 14.8., 23.12., 23.11., 27.2 and 27.3.. information referred to in points for each purchase parts separately.
X. statement of Matt contest 30. Notice of contest of throwing public service provider in addition to the provisions of 4.3, 4.4, 4.6, 4.10, 4.15, 5.18., 5.19 4.18.,.,.,., and 5.00 5.27 5.25. the information referred to in (a) shall contain the following information: 30.1. the institution (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address, contact person's name and surname), where you can get the necessary procurement documents (including dynamic purchasing system documents) If the statement is also a membership invitation;

30.13. indication of whether the decision of the jury is binding on the public service providers;
30.14. If the members of the jury are already selected, their names and surnames;

30.15. indication of Matt's relationship with the contest of European Union funds, including reference to the projects and programmes.
31. If necessary, a public service announcement about throwing contest can include other additional information.
XI. Statement of Matt contest results 32. Notification of tender results gave public service provider in addition to the provisions of 4.3, 4.6, 4.10, 4.15, 4.18, 5.25, 5.27, 13.33, 15.6, 30.3, 30.4..., and 30.14. information referred to include the following: 32.1. number of participants;
32.2. the number of foreign players;
32.3. toss contest winner's name, registration number (natural person-first name and last name), address, nationality, telephone number, fax number, electronic mail address and general internet address;
32.4. awarded prizes without the value added tax (currency) (if applicable).

XII. concluding question 35. This provision, paragraph 2 and 3 shall enter into force on 1 November 2010.
Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the European Parliament and of the Council of 31 March 2004, Directive 2004/17/EC coordinating the procurement procedures of entities operating in the water, energy, transport and postal services sectors;
2) of the European Parliament and of the Council of 11 December 2007 of Directive 2007/66/EC, Council Directive 89/665/EEC and 92/13/EEC is amended with regard to improving the effectiveness of review procedures concerning the award of public contracts.
