Cabinet of Ministers Regulations No. 910 Riga 2010 (September 28. 49. § 18) the rules on emergency response and medical support units, maintenance, training, financing, social security and participation in international assistance in accordance with the Civil Protection Act 25. the second paragraph of article i. General questions 1. determines: 1.1. procedures for the State fire and rescue service and ambulance service creates, maintains, manages and finances the response and medical support units to provide assistance and relief response emergency measures in disaster-affected countries;
1.2. the involvement of the international agenda, the provision of assistance;
1.3. social guarantees for unit personnel.
2. Emergency medical assistance service (hereinafter referred to as the medical service) creates the Latvian medical support unit (LMAV). Latvian medical support unit name in English-Latvian Medical support team (LMS).
3. the State fire and rescue service (hereinafter referred to as the rescue services) creates a rapid reaction unit of Latvia (LĀRV). Latvia's rapid response unit name in English-Latvian Disaster Relief Team (LDR).
II. the establishment of units 4. the medical support unit consists of medical service staff and associate specialists.
5. the rapid response unit consists of the rescue service officials with special ranks, employees and professionals.
6. the medical support unit and the quick reaction of the Latvian unit of medical personnel and rescue service select, subject to the voluntary principle.
7. the medical support unit and a rapid reaction unit of Latvia shall each constitute 50 to 100 members of a large staff.
8. Medical Service and Rescue Service Manager concludes a contract of participation in the unit with each of the medical support unit of Latvia and Latvia's rapid reaction units of the reserve staff, subject to the laws and regulations on employment and job connections.
9. The medical service and rescue service personnel in the operation of the Bill of the Latvian medical support unit and the rapid response unit of Latvia in international assistance from staff in the reserve, having regard to the nature of the disaster.
III. the unit maintenance, training and financing 10. medical support unit of Latvia and Latvia's rapid reaction units maintain duty, medical service and rescue service according to competency: 10.1. purchase and maintain the necessary materiāltehnisko means and equipment;
10.2. switch arrangements with institutions, organizations and economic operators for the provision of logistics units, the means and equipment;
10.3. ensure unit participation in national and international training;
10.4. organizes and coordinates the training of members of the unit.
11. the medical support unit and the quick reaction of the team training with quick response and medical support unit training program developed and approved by the joint medical service and rescue services in the light of rapid response and medical support unit training programme (annex 1). After learning unit training program participants receive your response and medical support unit training programs training certificate (annex 2).
12. the medical support unit and the Latvian response unit personnel participating in international assistance, in addition to the base salary (wages) receives a bonus of 100 Lats per day, multiplied by the order of the Cabinet of Ministers on the participation of the international unit helping the set factor (from 1 to 1.8).
13. the premium rate is determined by taking account of the following criteria: 13.1 the affected State or its geographical location in the region;
13.2. ecological conditions (level of pollution, radioactivity or chemical pollution, handling the emergency option);
13.3. the extent and nature of the disaster;
13.4. the possibility of the terrorist threat;
13.5. ethnic or other forms of removal of the possibility of armed conflict;
13.6. the provision of international aid and the measures to be taken.
14. The medical service and rescue services from State budget financial means to bear such a medical support unit and the rapid response unit of Latvia's participation in the international assistance expenses: 14.1. issue of visas;
14.2. life and health insurance, up to a maximum of 1800 dollars a year for every Member of the unit;
14.3. the logistical means and equipment insurance;
14.4. the vaccination costs;
14.5. the travel expenses to the place of supply of international aid and back.
IV. involvement of units of international assistance in the provision of medical aid 15. Unit and rapid response unit of Latvia participates in the provision of international aid after the injured country, international organizations or other subjects of international law and in accordance with the request of the cabinet order.
16. Participation in international assistance includes Unit sent to the victim country, the provision of assistance and the return of units in the Republic of Latvia.
17. the medical support unit and the quick reaction force of Latvia participates in the provision of international aid for up to two weeks.
18. Medical Service and rescue service immediately to mutual exchange of information on request for assistance received and assessed the possibility of a medical support unit of Latvia and Latvia's rapid reaction unit to send international assistance.
19. Medical Service Director shall immediately inform the health ministers of the medical support unit of Latvia's readiness to participate in the provision of international aid.
20. Rescue Service Chief to immediately inform the Minister of the Interior of Latvia's rapid response unit readiness to participate in the provision of international aid.

21. the Minister of health and Minister of the Interior shall immediately report to the Prime Minister on medical support unit and the quick reaction force of Latvia's readiness to participate in the provision of international aid.
22. the cabinet within 12 hours from the moment of receipt of the request for assistance, on the basis of health or the Minister for the Interior Minister's report, orders for the Latvian medical support unit and the rapid response unit of Latvia's participation in the international assistance. Order: 22.1. the unit Member's name and job title;
22.2. the unit for the period of participation in the international assistance;
22.3. the coefficient (from 1 to 1.8) the calculation of the premium on participation in international assistance.
23. the medical support unit and a rapid reaction unit of Latvia within 24 hours of the order of the Cabinet of the moment is ready for international assistance, if the cabinet order provides otherwise.
24. the medical support unit and Latvia's rapid response unit member from participation in the international assistance, the Cabinet of Ministers in the following cases: 24.1. a member of the unit has committed offences legislation;
24.2. the unit Member has committed a breach of discipline, which is not compatible with the future membership of the unit;
24.3. members of the unit for health reasons;
15.2. the withdrawal of members of the Unit asked the injured State the institution responsible management;
15.2. other objective circumstances which is incompatible with membership of the future composition of the assistance unit.
25. the medical support unit and the Latvian member of the rapid intervention teams can send international assistance not earlier than in a year.
V. social unit personnel 26. After returning from participation in international assistance, Latvia's rapid response unit members have the right to play the previous or equivalent posts and receive salary according to the scope of regulatory reimbursement regulations 27. After returning from participation in the international assistance to the Latvian medical support unit members have the right to play the previous or equivalent posts and get down the wages of the labour law.
28. the provision of international aid during Latvia's rapid response unit members maintain social guarantees in the area of remuneration appropriate regulatory laws.
29. the provision of international aid during the Latvian medical support unit members (emergency medical workers) saves social guarantees according to the regulations on the procedures for emergency medical workers receive paid health care.
30. the medical support unit and the Latvian response unit personnel who participated in the provision of international aid, if necessary, provide a medical service or paid rescue services medical rehabilitation.
31. the medical support unit and the Latvian response unit personnel who participated in the provision of international aid, granted paid leave of 10 working days long.
32. the medical support unit and the Latvian member of the rapid response unit in the event of death, by participating in the provision of international aid, the heirs still not awarded a lump sum payment in the amount of 50 000 lats (except when the officer is a member of the unit with a special service rank).
