1.3. the requirements of the European regional development fund project applicant (hereinafter referred to as project applicant);
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. The European Regional Development Fund (hereinafter funds) under the activity in accordance with the Commission on 6 august 2008, Regulation (EC) No 800/2008, which recognize certain categories of aid compatible with the common market in application of articles 87 and 88. (General block exemption regulation) (Official Journal of the European Union, august 9, 2008, L 214) (hereinafter referred to as Commission Regulation No 800/2008).
3. The purpose of the activity is to support successfully developed new products (goods or services) or technology (including technological process) introduction in production.
4. activities financed under only the eligible costs directly linked to project activities are reasonable, justified, and comply with the Council of 25 June 2002 Regulation (EC, EURATOM) No 1605/2002 on the financial regulation applicable to the general budget of the European communities, referred to in article 27, the principle of sound financial management.
5. activities pursued under the following monitoring indicators: 5.1-2013 is supported, which introduced 420 new products or technologies;
5.2-2013 linked to private sector funding for research and development is € 107 000 000 6. implementation of the activity is detected in the project application selection.
7. the implementation of the activity provided by the responsible authority and the liaison body. Functions carried out by the responsible authority of the Ministry of Economic Affairs (hereinafter referred to as the responsible authority). 8. 8.2.6. provides information about project applicant project application preparation, project implementation and the fulfilment of the conditions of the contract;
8.2.7. project implementation contracts with beneficiaries;
8.2.8. provide activities for implementation, monitoring and control, including Council Regulation No 1083/2006 and article 93, paragraph 2, of the draft principles;
8.2.9. analyzes problems and projects, as well as provide the responsible authority with proposals on how to improve the activity and project implementation;
8.2.10. examine and approve the funding requested a progress report and a payment request and prepare the Declaration of expenditure;
8.2.11. provide information to the public and provide publicity matters relating to activities within the project submissions;
8.2.12. ensure data retention in the European Union's structural funds and the cohesion fund management information system for project submissions and projects.
9. Activities financed from the European regional development fund. The overall activity within the available public funds is $34 023 106.
10. Tiny (micro), small and medium-sized merchants is merchants who comply with the provisions of Commission Regulation No 800/2008 1 the definition laid down in the annex.

15. A new product or technology not considered: 15.1. any part of the process of the use;

15.3. the component price change due to change (the product or production process productivity changes not product innovation, such as in the production of computer chips, decreasing the price of the same model computer sales price reduction);
15.4. adjustments to the product specific needs (for example, by a custom-designed solution for specific customer);
15.5. the daily, seasonal and cyclical changes and improvements (for example, clothing new seasons collection is not considered innovation);
15.6. design changes (including taste and smell), which does not change the functions, applications or technical characteristics;
15.7. other product or process for resale;
15.8. improvements to marketing purposes (including aesthetic changes);
15.9. the organizational process improvement activities of economic operators.
16. the difficulty he is a merchant who has lost more than half of the registered share capital, and more than one quarter of these capital losses incurred in the last 12 months before the application date of the project. This condition does not apply to small (micro), small and medium businesses, which are registered in less than three years from the date of submission of the project application.
II. Project applicant requirements 17. activities within the financing of new products or technologies, you can get the production operators.
18. the funding will not be eligible if: 18.1. the project applicant to other European Union structural fund activities during the implementation of projects of cooperation between the authority and the responsible authority have provided false information or intentionally misled in connection with European Union structural funds co-financed projects implementation;

18.2. the project in the interests of the applicant natural person has committed a criminal offence, which hit the Republic of Latvia or the European Union's financial interests, and the project for the applicant under the criminal code is applied to the forced influence;
18.3. the project obtained by the applicant or provides for funding for the same eligible costs of other activities in the framework of the State, local governments or the European Union, with the exception of these provisions in paragraphs 28 and 29;
18.4. the project applicant has violated these terms or other conditions of the laws and regulations of European Union funds;
18.5. to project the applicant subject to recovery orders referred to in Commission Regulation No 800/2008 article 1, point 6 ' ' a ' '.
III. eligible activities eligible and non-eligible costs 19. Funding for new products and technologies give initial investment in production, which corresponds to Commission Regulation No 800/2008 article 12, paragraph 1, "a": the requirements laid down in paragraph 19.1. acquisition cost of new equipment. 19.2. intangible assets (acquisition of patents and licences), directly related to new products and technologies. Great economic investment in intangible assets are eligible for up to 50% of the project total eligible costs.
20. The initial investment is applicable, subject to the following conditions: 20.1. This provision mentioned in paragraph 19.1. the initial investment is eligible if it: 20.1.1. used only in the application of the project in the specified project, and the only beneficiary of economic activity;
20.1.2. included in the assets of the beneficiaries as depreciable long-term investments, they remain the property of the beneficiaries in Latvia and are not transferred to use other legal or natural persons, as well as use the project objectives indicated in the application: 20.1.2.1. small (micro), small and medium-sized merchants, at least three years after the inclusion of the investment assets of the beneficiaries;
20.1.2.2. the great merchants, at least five years after the inclusion of the investment assets of the beneficiaries;
20.1.3. purchases from unrelated parties under market conditions;
20.2. the rules referred to in paragraph 19.2. initial investment is eligible if: 20.2.1. used only in the application of the project in the specified project implementation;
20.2.2. it uses the project objectives indicated in the application;
20.2.3. they comply with Commission Regulation No 800/2008 article 12 paragraph 2.
21. activities not eligible for the realisation of the project-related costs: 21.1. costs not associated with new products and technologies;
21.2. the costs associated with the preparation of project submissions, including advisory services;
21.3. the value added tax, customs duties, fees and penalty payments;
21.4. insurance costs;
21.5. the project required for account opening and maintenance costs;
21.6. the payment for a loan or leasing, design and booking, interest payments, penalties, interest on arrears, charges for financial transactions;
21.7. the projects development and construction costs;
21.8. the cost of equipment spare parts;
13.6. fee for Office equipment and furniture;
21.10. the costs associated with the replacement of equipment or software with any new equipment or software that the parameters did not differ significantly, and which does not provide change in the product or technological process to the rationalisation, modernisation or diversification;
21.11. any type of mobile equipment, vehicles and vessels for acquisition costs, if those under the Highway Traffic Act requires the registration of the road traffic safety Directorate or the State technical supervision of the Agency implements the registry or if they are registered by the Civil Aviation aircraft register of the agency or one of the Latvian maritime administration ship logs, or if they are subject to the legislation of the Republic of Latvia on vessels traffic in inland waters;
21.12. the equipment costs for the person and the carriage of cargo or performs loading, unloading, transhipment or transport function;
21.13. current maintenance costs;
21.14. using the acquisition cost of the equipment;
21.15. working capital acquisition costs;
21.16. costs associated with export sales merchant of goods distribution to the establishment and operation of the network, as well as with the company's current expenditure on export operations;
21.17. project administration costs;
21.18. initial investment costs, where the supplier is established in the countries listed in the regulations on the tax free and low taxation countries or territories;
21.19. other costs and operations that these rules 19 and 20 are not identified as eligible.
22. The eligible costs shall include only the original investment on which the project closing date for submission of the report will be fully paid, which will be the beneficiary of the property in Latvia and which will be used in the project for economic activity. The interim review the eligible costs included in the submission of the project actually expenses incurred.
IV. Funding 23. determination of the maximum intensity of public funding is 35% of the project total eligible costs.

25.2. the third and subsequent rounds of project submissions may be submitted after the first and second round of project implementation and completion of the final report submission or receipt of the decision on rejection of the application for the project.
26. If the applicant is a great trader, it justifies the stimulative impact of funding in at least one of the types referred to in Commission Regulation No 800/2008 article 8 paragraph 3 "a", "b", "c" or "d".
27. the Funding recipient, using their own resources or from external financing that is not associated with any commercial support, the project contribute at least 25% of the project total eligible costs.
28. Funding under these rules in relation to the same eligible costs can be combined with a de minimis aid, if the funding allocated, together with the de minimis aid does not exceed the maximum intensity of regional funding (small (micro) and small business operators – 70%, medium-sized merchants – 60% and large economic operators – 50% of the project total eligible costs) whether or not funding is provided from the State, local governments or the European Union.
29. Of the funds set out in these rules eligible costs can be combined with other aid schemes or individual aid project funding if it provides guarantees, loans or risk capital investment, subject to the following conditions: 29.1. the funding granted under these rules, together with funding in the form of loan guarantees or does not exceed the maximum allowable intensity of funding, whether funding is provided from the State, municipalities or European Union funds 29.1.1.: small (micro) and small business operators – 70%;
29.1.2. medium businesses – 60%;
29.1.3. large economic operators – 50%;
29.2. the economic operators who receive funding for risk capital investment in the form of this provision within the permissible total funding amount will be reduced by 20%, up to the amount received in venture capital investment. These conditions shall apply for three years from the granting of risk capital.
V. Project application selection round of the tender and project application submission application submission 30 Projects organised by the project application selection rounds. For the duration of the selection round and round of funding available to the responsible authority decides.

31. the notice of project application submission, submission suspension or termination of the cooperation agreement with the authority, the authority shall issue: 31.1. newspaper "Gazette";

32. the notice of project application submission shall issue at least a month before the project start date of submission of the application, specify the total funding available, the project application selection round of the funding available, the submission of the application, the project start and end date.
33. To apply for funding of the project, the applicant shall submit to the institution of cooperation project submissions: 33.1. fill the project application form (annex 1);
33.2. in addition to supporting documents: the Declaration of 33.2.1. operating compliance analyst in a small (micro), small or medium merchant category (prepared in accordance with the laws and regulations that govern the movement of economic activity according to the deklarēšano small (micro), the definition of small and medium-sized enterprises), if a project within the framework of these rules, the applicant qualifies for funding under the small (micro), small and medium-sized merchants. To determine the status of the applicant, the project takes into account only the data of the last closed financial year. 33.2.2. operational financial report that the project at the date of application is not older than three calendar months;
33.2.3. new product or technology or purchasing documents where applicable: 33.2.3.1. proof of applicant's name on the project or the part of the applicant name of registered topographies of semiconductor products or patents, who registered via international, European or national patent application process in the following countries: Germany, Spain, United Kingdom, Denmark, Norway, Sweden, Finland, Estonia, Poland, the Czech Republic, Austria, Hungary, Romania, Russia, USA, Australia, Canada People's Republic of China, India, Japan,. Certificate is issued by a foreign authority, empowered to issue such certification. If this information is the Patent Office of the Republic of Latvia, held by the liaison body requesting the necessary information from the Patent Office of the Republic of Latvia. These patents or topographies of semiconductor products in force at least until completion of the project to date;
33.2.3.2. certification that the project on behalf of the applicant or the applicant's share in the name of the owner of the patent application, who registered via international, European or national patent application process in the following countries: Germany, Spain, United Kingdom, Denmark, Norway, Sweden, Finland, Estonia, Poland, the Czech Republic, Austria, Hungary, Romania, Russia, USA, Australia, Canada, India, Japan, People's Republic of China. For patent application received a positive report of the patentmeklējum (patent application claims referred to in comparison with the known technical level-A or B – if the similarity is not found). Certificate is issued by a foreign authority, empowered to issue such certification. If this information is the Patent Office of the Republic of Latvia, held by the liaison body requesting the necessary information from the Patent Office of the Republic of Latvia;
33.2.3.3. copies of the contracts with the Ministry of education and science of the scientific institutions registered in the register of scientific institutions on research work, which results in a new product (good or service) or technology (including technological process);
33.2.3.4. the certified auditor's opinion on the applicant's investments in research and development over the last three years, the financial times, as well as during the current financial year, which shall not be less than 10% of the public co-financing requested and which results in a new product (good or service) or technology (including technological process);
33.2.3.5. purchase from third parties or their licences of patents, topographies of semiconductor products or the purchase of licenses, copies of identity documents or document extracts, signed by a third party of which the patent is purchased or license, topographies of semiconductor or its license, as well as proof of foreign institutions that are entitled to provide proof that the intellectual property rights of such referral has been made and is in force until the completion of the project to date. If this information is the Patent Office of the Republic of Latvia, held by the liaison body requesting the necessary information from the Patent Office of the Republic of Latvia;
33.2.4. business plan, which outlines the rules for the information referred to in annex 2;
33.2.5. purchase procedure supporting documents;
33.2.6. the technical specifications of the equipment, including productivity and quality indicators, compliance with standards, the location and connection drawings of power, if that information is not included in this provision and 33.2.5 in 33.2.4. in those documents.
34. If the additional documents to be submitted are not Latvian language, shall be accompanied by a certified translation in accordance with the laws and regulations on the procedures which are translations of documents in the language of the country.
35. the project application can be submitted in paper form or electronic form of a document. Project submissions in paper form may be submitted personally or sent to the institution of cooperation by registered mail. The project application to the electronic document may be submitted personally to the cooperation, send by mail or on the cooperation bodies in electronic mail to the address listed in the notice of project application submission.
36. 37. If the project application submitted in paper form, the applicant shall be accompanied by a project or no later than three working days after submission of the application to the institution of cooperation submitted to media (CD, floppy disk, zip disk or magnetic tape) or sent to the electronic mail address (veidlapa@liaa.gov.lv) completed project submission form and all annexes documents DOC, xls or PDF file format.
38. If the project application submitted to an electronic document, the following requirements shall be met: 38.1. the project submission developed and presented according to the law on electronic document circulation;
38.2. the project submission developed in DOC, xls, PDF or JPG file format;
38.3. the project submission form and additionally submit the original documents signed separately with the author's secure electronic signatures and certify with time stamp before the particular project selection rounds.
39. If the project application submitted to an electronic document, addressing the cooperation bodies in electronic mail address, the application time is the moment when it is sent by electronic mail. In the event of a dispute concerning the application of the project, the project applicant must demonstrate that the project is sent to the application before the application deadline for the submission of projects, but a project of the cooperation body based at the applicant's request that the application is not received or received after the project submission deadline.
40. it is the duty of the applicant to prepare and store the original application and the project with project implementation related original documents or regulations on the development and design of a document in a fixed order certified copies of them until the end of the evaluation of the project, but if the project is approved, the beneficiary is obliged to store documents until 2021 December 31, as well as to provide the European Union and the authorities of the Republic of Latvia access to those documents or regulations on the development and design of a document in a fixed order certified copies thereof.
41. If the application is filed in electronic form or document sent by mail, the liaison body within five working days after receipt of the application, notify the applicant in writing of the project the project application to the registration number. If the application is submitted in person, the registration number of the application, the project is assigned a project at the time of receipt of the application.
Vi. submission of Project assessment and decision making procedures 42. activities within the project submission evaluation ensure cooperation bodies set up evaluation Commission: 42.1. the Commission consists of representatives of State agencies "the investment and development agency of Latvia" and the Ministry of the economy;

43. 44. the project submissions valued under the provisions referred to in annex 3 quality, compliance, administrative and funding criteria. Project submissions valued using the project application selection and evaluation methodology and project submission form of valuation set out in laws and regulations, arrangements for the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds and the European Union's structural and cohesion funds management and control system. 45.2. 45.4. If, after assessing the project submissions 3. these provisions the quality criteria referred to in annex (1., 2., 3., 4., 5., 6., 7 and 8), several projects receive the same number of points then, listing the projects comply with the following principles: 45.4.1. priority will be given to projects which have received the highest assessment rules 3. criteria referred to in paragraph 1;
45.4.2. If the assessment of these provisions 3. criteria referred to in paragraph 1 shall be equal, priority will be given to projects with a higher assessment rules 3. criteria referred to in paragraph 4;
45.4.3. If the assessment of these provisions 3. criteria referred to in paragraph 4 are equal, priority will be given to projects with a higher assessment rules 3. criteria referred to in paragraph 3;
45.4.4. If the assessment of these provisions 3. criteria referred to in paragraph 3 are equal, priority will be given to projects with a higher assessment rules 3. criteria referred to in paragraph 2;
45.4.5. If the assessment of these provisions 3. criteria referred to in paragraph 2 shall be equal, priority will be given to projects with a lower intensity of the funding requested;
45.4.6. If the requested funding intensity is equal, priority will be given to projects which have received the highest assessment rules 3. criteria referred to in paragraph 5;
28.3. all project submissions, judged by the rules referred to in annex 3 quality criteria, judged by this provision of the annex referred to in paragraph 28 of the criteria. If the application does not meet this criterion, the evaluation could not continue;
28.3. This provision by others 3. criteria referred to in the annex continue to rate only the project submissions that meet these rules in annex 3, paragraph 28 of the criterion.
46. If the application does not have sufficient information to assess the project submissions conform to one or more of the criteria, and if such information is not legible, believes that the project submission does not meet the criterion or criteria is assigned the lowest rating.
47. cooperation authority Manager, based on the assessment by the Commission, shall take a decision on the application for approval of a project if the project submission complies with these rules in annex 3, paragraph 28 of the criterion. If the application does not meet this criterion, the head of the liaison body shall take a decision on the rejection of the application for the project. The decisions referred to in this paragraph, the liaison bodies shall be adopted by the heads of three months after the project closing date for the submission of the application.
48. The decision on the application of the project approval may include conditions to be met in order to project the applicant may enter into a contract for the implementation of a project.
49. the decision on the application for the approval of the project provided the cooperation project, the applicant authority shall indicate what additional or clarifying information is needed to meet the project's application of the provisions of this annex 10, 12, 13, 14, 16, 18, 19, 20, 21, 22, 23, 24, 26 and 27 of this criterion and the time limit within which the information is to be submitted. Specifying the project submission must not increase the total amount of eligible costs, funding amount and intensity.
50. The liaison authority of the conditions contained in the enforcement period may not be longer than two months, and less than five working days from the date when the decision on the project signed approval of the application with the condition.
51. The rules referred to in paragraph 50 of the term is not extended.
