Cabinet of Ministers Regulations No. 936 in Riga 2010 October 5 (pr. No 51 27) order in which Latvian National Guard provides support to State and local authorities in the prevention of offences, public order and security Issued in accordance with the National Guard of the Republic of Latvia Law 9. the third paragraph of article i. General questions 1. determines the order in which the Latvian National Guard (National Guard) provides support to State and local authorities in the prevention of offences, public order and security.
2. National Guard provides support for State and local government institutions in the area of crime prevention and public order and security, on the basis of the national armed forces Commander (or his authorized officers) order, and at the State or local government bodies of the written request.
3. the National Guard can provide support for: 3.1. State police and local authorities – national civil protection plan and the municipal civil protection plan in prevention, response and rehabilitation activities related to crime prevention, public order and security;
3.2. National Environment services, environmental protection and natural resource use (including fishing and angling) regulations;
3.3. Nature conservation administrations, specially protected natural areas, species and habitat protection and prevention terms of use;
3.4. the national forest service, the use of natural resources, in accordance with the prevention of forest resource use regulatory laws;
3.5. National Police: 3.5.1. missing person search in accordance with the laws and regulations on the procedures of the national armed forces take part in the crash, fire and rescue, as well as emergency emergency situation caused by the relief measures;
3.5.2. the maintenance of public order events of national importance, on the basis of an order of the Cabinet of Ministers;
3.6. the National Guard – for the temporary reintroduction of border control at internal borders of the State, based on the relevant cabinet order, to prevent the persons and vehicles crossing the State border outside established for this purpose, or other illegal manner;
3.7. security police-crime prevention, public policy and security, according to the national counter-terrorism plan and based on the decision of the Minister of defence;
3.8. the State and local authorities – prevention of crimes, the public order and security of the country in the event of danger, based on Cabinet decisions and action plans.
4. National Guard can refuse to support this provision referred to in paragraph 3, in cases when: 4.1 National Guard must carry out tasks related to the national implementation of measures of protection;
4.2. country or a part thereof has opened a derogation;
4.3. The National Guard does not have the requested resources (personnel or logistical resources).
5. the national police, in cooperation with the crime prevention carried out national guard, General Security and public order measures involve the vesting militia training.
6. providing support for the prevention of juvenile delinquency, the public order and security, militia exercises its rights and obligations to the militia Department of the regulatory laws.
II. Procedures for National Guard provides support to the national police and the local authorities of the national civil protection plan and the municipal civil protection plan in prevention, response and rehabilitation activities related to crime prevention, public policy and security 7. National Guard involvement in certain administrative areas of public order and security, which is linked to the national civil protection plan preventive and elimination of response measures (the disaster affected area patrolling , the population of property security and material value of evacuation, evacuation routes, specify the traffic regulation) requires the State Police Chief of territorial administration concerned or his authorized officer or authorized officer of the municipality.
8. The national police administration of the relevant territorial Commissioner or his authorized officer or authorized officer of the municipality's request, the national armed forces Commander (or his authorised official): 8.1. measures;
8.2. the location and nature of the event;
8.3. the desired National Guard unit personnel;
8.4. the tasks of public order and security;
8.5. the tasks necessary materiāltehnisko means (separate indication of communication features, special means and firearms of the service);
8.6. the responsible national police or local officials.
9. National armed forces Commander (or his authorized officer) shall inform the national police chiefs of territorial administration concerned or his authorized officer or authorized officer of the municipality for public order and security of the National Guard unit assigned to: 9.1. tasks of public order and security;
9.2. start and end time;
9.3. the number of personnel;
9.4. logistical resources (separate indication of communication features, special means and firearms of the service);
9.5. the Commander.
10. If the public order and security will need to involve more than 50 militia or a country or a part thereof has opened emergency, a decision on the provision of support to adopt the Defense Minister.
11. on arrival in the public order and security measures in place, the State police or municipal officer briefed on the militia of the nature of the tasks to be done.
12. The public order and security of the participating national guard unit Commander: 12.1 led by subordinate units and is responsible for the execution of the tasks of the unit according to the State police or municipal police officers, as well as instructions is entitled to withdraw some units militia from their duties, and make changes to personnel;
12.2. inform the responsible national police or municipal officers of the start-up, the completion of the course, and leaving the place of performance of the tasks.
13. The public order and security of the participating national guard unit commander is included in the public order and security measures operational headquarters.
14. the public order and security measures by the responsible national police or local officials responsible for the instructions given for public order and security of the National Guard unit involved in certain tasks within it and on this performance consequences.
15. The national police administration of the relevant territorial Commissioner or his authorized officer, Municipal Council President or authorized officer of the municipality and in the administrative territory of the National Guard unit (battalion) Commander quarterly, Exchange information on the time of year the possible general security and public order measures guaranteeing administrative territory and a possible national guard involvement.
III. Arrangements for the National Guard provides support to national environment service environmental protection administration and the national forest service 16. National Environment services and national armed forces can enter into interdepartmental agreement providing for the involvement of militia support preventive measures (control) for the protection of the environment and use of natural resources in preventing infringement or prevention.
17. the nature protection authority and the national armed forces can enter into interdepartmental agreement providing for the involvement of militia support preventive measures (control) for the specially protected natural areas, species and habitat protection and prevention terms of use, or prevention.
18. the national forest service and the national armed forces can enter into an agreement providing for the interdepartmental involvement of militia to support crime prevention in the use of natural resources.
IV. Procedures for National Guard provides support for National Guard 19. National Guard tasks, the time and place of execution of border control for the temporary restoration of State borders in the cabinet order for the temporary restoration of border controls on the internal borders of the country.
