Cabinet of Ministers Regulations No. 975 Riga 2010 (October 12. No 52 36) the order in which the National Film Centre Award public funding for film projects have been issued in accordance with article 9 of the law of the Film the third part i. General questions 1. establish public financing (funding) applied for the competition film industry projects (hereinafter the project), the rules of preparation of evaluation criteria, decision-making procedures, as well as monitoring funded projects.

5.3. the applicant has not fulfilled the obligations arising from the above with the National Film Centre funding contracts concluded;
5.4. the project shall be submitted to the broadcaster;
5.5. more than 25% of the issued share capital of the applicant of the project or the voting rights owned by the State or a municipality, or public broadcasting corporation.
6. The provisions referred to in 3.1 Latvian film making projects not less than 65% of project total national film Centre funding granted to be used in Latvia.
II. Project preparation and promulgation of the competition 7. National Film Centre developed and approved design contest rules (hereinafter referred to as the Charter), as well as a design contest advertised in the newspaper "Gazette", indicating the period for the submission of the project, total funding available, design competition, as well as the type of place where you can get acquainted with the rules and get more information.
8. Statement: 8.1 design competition funding objectives, eligible activities, processes and procedures;
8.2. the project applicants which qualify for funding the implementation of the project;
8.3. the presentation of the location, date and modalities;
5.2. project preparation and design rules;
8.5. the supporting documents;
8.6. the conditions of use of funding;
8.7. the minimum and maximum amount of funding that can be assigned to one project, as well as for the implementation of project co-financing by the applicant, if any;
5.5. position of the eligible cost;
8.9. the deadline for implementation of the project;
8.10. project evaluation procedures and methodology;
8.11. other information, if necessary.
9. Regulations added project submission form and other deliverable document forms, as well as project appraisal form (1., 2., and annex 3).
10. after the draft regulations of the invitation to tender shall be published in the national cinema Center home page on the internet.
III. submission of Project 11. the applicant shall submit the draft project of the national cinema Center in the month following the publication of the regulations in the national cinema Center home page on the internet.
12. the project consists of a completed project submission form and the documents referred to in the Statute. Prepare the project into Latvian language.
13. the applicant submits the project national cinema Center in paragraph 11 of these rules the time limit referred to in one of the following ways: 13.1 in paper form, in person or by mail;
13.2. the electronic document in the form of laws and regulations for the design of electronic documents.

21. the amount of the financing granted to create elaborate movies does not exceed 80% of the total cost of the project regardless of the source of public funding.
22. The Film is considered to be low-budget movie if its total cost is less than: 22.1.  600 000 lats – a full-length feature film. Feature film within the meaning of these terms is filmmakers, of a duration of not less than 65 minutes;
22.2.1 000 000 lats – full-length animated film;
22.3.100 000 lats-the feature film and films made of films made animated film;
22.4.80 000 lats – documentary movie;
22.5.700 000 lats – co-production full-length feature film, created under the European Convention on cinematographic co-production.
23. The Film is considered to be a sophisticated movie, if it is not expected to have commercial success, and it meets at least two of the following criteria: 23.1. the text of the film is primarily a Latvian language;
23.2. the film is based on the issues related to science, including the Latvian ecology, social, political or economic environment in Latvia;
23.3. the film is based on Latvian history or cultural events;
23.4. highly artistic film, that use experimental or innovative forms of expression;
14.6. the film for children or young people, and the scenario is based on the author's literary Latvian benefit.
V. project evaluation project and project 24 the applicant evaluation happens in the following order: 24.1. evaluation of appropriate administrative compliance evaluation criteria (annex 1) to verify that the project applicant and project meets the requirements and is targeted for further evaluation;
24.2. the rules referred to in point 3.1., Latvian film making project evaluation in accordance with article 8 of the law of the Movie's first part terms (annex 2), as well as the rules referred to in paragraph 23 of the terms (except if the project is a low-budget film in accordance with the provisions referred to in paragraph 22 of the terms);
24.3. the evaluation of the quality evaluation criteria (annex 3), subject to the regulations of the said project evaluation methodology for assessing compliance with a quality-evaluation criteria may be assessed in relation to the quality of the project design competition.
25. the project and the applicant's assessment of the project pursuant to administrative compliance criteria for the evaluation of the National Film Centre within 20 days after this provision referred to in paragraph 11 of the project deadline.
26. If a project or project the applicant does not comply with any of the rules referred to in annex 1 to the project the applicant eligibility criteria or any of the provisions of annex 1 2.1., 2.2., 2.3 or 2.4 of the draft referred to the eligibility criteria, national film Centre shall take a decision on the project's non-compliance with administrative compliance evaluation criteria and refusal to grant funding.
27. If a project does not comply with any of the provisions of annex 1, 2.5 2.6 2.7., 2.8., 2.9 or 2.10., referred to the project eligibility criteria, national film Centre make a request in writing to the applicant of the project to refine the project or to submit additional information. The request shall be sent by post or to the project the applicant's designated electronic mail address.
28. Where the applicant within seven working days after the National Film Centre send request specified project or the necessary additional information be submitted in person, by post or electronic document in the form of laws and regulations on electronic documentation, national film Centre project scored again according to administrative compliance evaluation criteria.

29. If after evaluation of the project does not match any of the rules referred to in paragraph 27 of the project eligibility criteria or the applicant within seven working days after the National Film Centre's request to dispatch the required additional information submitted, national film Centre shall take a decision on the project's non-compliance with administrative compliance evaluation criteria and refusal to grant funding.
30. If a project meets all administrative compliance evaluation criteria, the project continues to consider one of the following national film Centre created the Permanent Commission of experts (hereinafter referred to as the Commission): 30.1. feature film Commission;
30.2. documentary film Commission;
30.3. animated film Commission;
18.9. other film industry projects by the Commission.

If the project does not conform to article 8 of the law movie, first paragraph, the Commission shall inform the head of the National Film Centre. National Film Centre Manager shall take a decision on the refusal to grant funding and shall inform the applicant of the project.
33. the Commission assesses the compliance of these provisions of the draft annex mentioned in the quality evaluation criteria and the National Film Centre provides the driver with an opinion on the financing of the project in support of or refusal to grant funding.
34. In assessing this rule 3.1. Latvia referred to film-making project and giving the opinion of the national film centre managers for funding to support the project or the refusal of the grant funding, the Commission shall take into account these rules 18, 19, 20 and 21 of the conditions referred to in points allowed the project funding.
35. in the light of the opinion of the Commission, the National Film Centre Manager shall take a decision on the financing of the project in support of or refusal to grant funding. 36. the National Film Center in the decision on financing the project in support of or refusal to grant financing to notify the project applicant. Notice of project tender results shall be published in the national cinema Center home page on the internet.
Vi. in Latvia the production of the film-making project appraisal procedures 37. If this rule 3.1. The Commission shall provide the National Film Centre Supervisor opinion on the financing of the project in support of or refusal to grant funding. The evaluation of the project and in giving its opinion, the Commission observed that rule 18, 19, 20 and 21 of the conditions referred to in points allowed the project funding.
41. the decision on financing the project in support of or refusal to grant financing for the National Film Centre Manager shall adopt pursuant to this rule 35 and 36 above.
VII. conclusion of the agreement on the Financing and monitoring of the implementation of the project 42. National Film Centre during the month following the adoption of the decision on financing the project in support of the applicant for the project financing agreement for the implementation of a project. 43. If a financing agreement for the implementation of these provisions is not concluded within the period referred to in paragraph 42, national film Centre repealing decision on financing to support the project. 45. The National Film Centre, through the monitoring of the implementation of the project, have the right to request from the project promoter's news on the progress of the project and the use of funding granted.
