Cabinet of Ministers Regulations No. 1010 Riga 2010 October 19 (Mon. No 54 25) order in which State aid granted for the preparation of breeding sows in the book to record and evaluate the productivity data released under the agricultural and rural development Act article 5, fourth paragraph 1. determines the order in which the State aid granted for the preparation of breeding sows in the book to record and assess their productivity data (hereinafter referred to as aid).
2. the support shall be provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 (Official Journal of the European Union, December 16, 2006, L 358).
3. Objective of the aid is to promote the breeding of the pig farming industry, targeted using high-quality breeding sows, to maintain and improve the existing genotype and promote exports of live swine.
4. the total amount of aid with breeding sows governing entry in Flock-books for the preparation and evaluation of performance data related to the provision of the service (hereinafter service) is 3 960 000 lats (including value added tax).
5. Service includes the following: 5.1 the costs of breeding sows ciltsdokumentācij governing entry in Flock-books for preparation of according to the laws of the State of the flock-book sort;
5.2. governing entry in Flock-books for the prepared and recorded in the book the breeding productivity of sows data evaluation according to the cultured variety breeding in the productivity indicators and laid down the book sorting requirements.
6. the Service shall include all monitoring herds existing Latvian white breed sows, where breeders ' organization to which it assigned a breeders ' organisation status in accordance with the laws and regulations on breeders ' organization eligibility criteria and breeders ' organization status, has issued an opinion on the compliance of Latvian breeding sows in the white variety.
7. To support the service delivery can apply for the limited liability company, Association, Foundation or a cooperative society (hereinafter the applicant), if the following conditions are met: 7.1 the applicant operates pig and combine not less than 50 pig breeders;
7.2. applicant is breeding certified specialists in the field according to the laws and regulations on animal evaluation, monitoring, artificial insemination, embryo transfer of ova and specialist training, as well as for certificate and animal monitoring and artificial insemination work issue and cancellation of the licence;
7.3. the applicant provides service monitoring herds, which meet the following requirements: 7.3.1. herd from the 2010 September 1, is more than 14 breeding sows (except monitoring herds, which cultivates this provision referred to in paragraph 6, sows);
7.3.2. from breeding sows weaned pig litters average number of Flock is 8.5 piglets;
7.3.3. once a month, the State Agency "agricultural data centre" (hereinafter referred to as the data center) has filed a motion for a summary of the swine herd under the laws and regulations on animal, herd and the recording of holdings and identification of animals;
7.3.4. Data Center has presented the 2009 results for herd monitoring according to the regulations on the monitoring of pigs (the data center mark of postmarked receipt or dispatch);
7.3.5. the herd at least year's monitoring according to the regulations on the monitoring of pigs;
7.3.6. the herd and accommodation is registered according to the laws and regulations on animal, herd and the recording of holdings and identification of animals.
8. For one breeding sows governing entry in Flock-books for the preparation and evaluation of productivity data provided support for up to 145 lats (value added tax), including administrative costs, not exceeding 0.50 LVL for each estimated breeding sow herd.
9. For support, the applicant within two weeks after the entry into force of these regulations shall submit to the rural support service (hereinafter service) (annex) the application of this rule in paragraph 4, the provision of that service.
10. the service shall evaluate the compliance of the applicant's application under section 7 of these regulations with the requirements and within five working days after receipt of the application, shall take a decision on the rules referred to in paragraph 4, the service agreement with the applicant, or of the refusal to contract. After the adoption of the contract service within five working days of the contract to the tenderer.
11. The applicant within two weeks after that rule 10 referred to the conclusion of the contract is concluded for a herd of sows for breeding preparation with ciltsdokumentācij breeding sows, which meet the herd this rule 7.3. the requirements referred to in point.
12. in accordance with the agreement on livestock breeding sows breeding sows in the preparation of the ciltsdokumentācij owner collects and submits the applicant ciltsdokumentācij the provisions of the relevant breeding sows and sows of breeding ciltsdokumentācij evaluation and productivity data for assessment.
13. The applicant shall prepare and submit to the service (paper and electronic): 13.1. According to point 5.2 of these regulations – summary of breeding sows, productivity and compliance status of breeding sows for burning in the herd-book;
13.2 governing entry in Flock-books for the prepared and recorded breeding sows owners list which contains the name of the legal person and the registration number, or an individual's name, registration number, the registration number of the customer service, governing entry in Flock-books for the prepared and recorded the number of breeding sows.
14. The data center in the five working days following the entry into force of these regulations shall provide service, information on the number of breeding sows monitoring herds, with breeding sows weaned pig litters average number of Flock is 8.5 piglets and contain more than 14 breeding sows (as of 1 September 2010).

16. If the requested funding exceeds the provisions referred to in paragraph 4, the amount of the aid, the aid shall be reduced proportionately.
17. If the applicant has supplied false information or violated the requirements of this regulation, it shall repay the aid received.
18. Be declared unenforceable in the Cabinet of Ministers of 13 May 2008 rules No. 330 "provisions on procedures for granting state aid to ensure the breeding of dairy cows and sows governing entry in Flock-books for the preparation and evaluation of productivity data" (Latvian journal, 2008, 80, no. 106).
