Cabinet of Ministers Regulations No. 1026 Riga 2010 (November 1. No 56 22) procedures for granting state aid in the European Union and open project submissions in the form of a competition event "modernisation of agricultural holdings" Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which the State and the European Union support the open project submissions in the form of a competition event "modernisation of agricultural holdings" (hereinafter referred to as aid).
2. acceptance of application projects, project submissions shall evaluate and select, adopt and communicate, as well as support for the request in accordance with the laws of the State of the European Union and the granting of aid for rural and fishery development.

II. conditions for receiving the aid measure implemented in 4 in Latvia.

5.3. the agricultural service cooperative society, which comply with the regulations for agricultural service cooperatives screening aid criteria (hereinafter referred to as the cooperative).
6. measures in support of the following activities: 6.1. new equipment investment, technique, equipment, information technology and software purchase and installation, intended for the production of agricultural products and packaging, as well as the cultivation of permanent crops (except strawberries) seedlings, planting based system, fence, fence support, installation and installation of the plantation;
6.2. production of agricultural products intended for the construction of new structures, existing structures and the necessary building materials for reconstruction. 9. 12.1.13. production, costs, fixed assets and accounts payable, profit and loss statement, the balance sheet for the last year concluded, the subsequent years up to the end of the project implementation and for three years after the implementation of the project, cash-flow statements over the years about the project the application year, all years and years after the implementation of the project, the cash flow statement for the two subsequent years. III. 17. From the date of implementation of the projects applied for the public funding reaches 80 percent of the available funding, the rural support service continues to accept project submissions for at least 30 calendar days, collecting and listing the project selection criteria (annex 2).
18. 22. Assessing the project submissions in accordance with the laws and regulations establishing procedures for granting national and European Union support for the development of rural and fisheries, rural support service evaluates the project submission compliance with key aid conditions established in this provision, paragraph 3 and 5, as well as in the 11.2, 11.3, 10.2, 12.2 and 12.3. above.
23. IV. Public funding, and about 26. Aid intensity determines the cost of each activity individually:

26.1. the applicant throughout the 2007-2013 period (hereinafter referred to as the programming period) – 40 percent of the eligible costs (up to 35 000 lats), relating to the investment of new equipment, technique, equipment, information technology and software purchase and installation, intended for the production of agricultural products (including packaging), as well as the cultivation of permanent crops (except strawberries) seedlings, planting based system, fence, fence support purchase installation, planting, installation and general costs;
26.2. the projects that have been submitted to the 2010 December 31, 40 percent of the eligible costs (over 35 000 lats), relating to the investment of new equipment, technique, equipment, information technology and software purchase and installation, intended for the production of agricultural products (including packaging), as well as the cultivation of permanent crops (except strawberries) seedlings, planting based system, fence, fence support, installation, installation of plantations and general costs;
26.3. the projects that have been submitted by 31 December 2010, and 25 percent of the eligible costs (over 35 000 lats), relating to the investment of new equipment, technique, equipment, information technology and software purchase and installation, intended for the production of agricultural products (including packaging), as well as the cultivation of permanent crops (except strawberries) seedlings, planting based system, fence, fence support, installation, installation of plantations and general costs. Support the applicant who is a member of the cooperative, at least from the previous year before the submission of the project application is December 31, the aid intensity is increased by five percent;
26.4. the 40 percent of the eligible costs related to the investment in the new plant, machinery, equipment, information technology and software purchase and installation, intended for the production of agricultural products (including packaging), as well as the cultivation of permanent crops (except strawberries) seedlings, planting based system, fence, fence support, installation, installation of plantations and general costs, if the investments carried out in organic products manufacturer who is logged into the support payments and deal with organic farming, not less than two previous closed years before the submission of the project application as well as being entered into new commitments by the Latvian rural development programmes 2007-2013 measure "agri-environment payments" Sub-measure "organic development";

27. The provision laid down in paragraph 26 the aid intensity increased by 10 percent: 27.1. a natural person, that the application of draft day is younger than 40 years;
27.2. a legal person if a participant who own more than 51 percent holding in the share capital, the project at the date of application is under 40 years of age.
28. the applicant who made the investment on State legislation and European Union aid for rural development, the environment and the improvement of the countryside in certain less-favoured areas, the rule laid down in paragraph 26 the aid intensity is increased by: 28.1 percent, where 10 implementing this rule 6.2. activity, referred to in point after completion of the project for the construction of agricultural production in less-favoured areas;

33. Cooperatives, which operate in more than three years before the application date of the project, eligible costs shall not exceed 7 028 040 dollars. Cooperatives operating in less than three years before the application date of the project, eligible costs shall not exceed 1 400 000 lats.
34. These rules eligible costs aid be combined with other aid, up to a Council of 20 September 2005 Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD) (hereinafter referred to as the Council Regulation No 1698/2005) the aid intensity laid down in the annex.
35. 36.1.3. sowing and planting machinery and equipment;
36.1.4. agricultural crops harvesting techniques and equipment, and also of feed preparation and harvesting techniques and equipment;
36.1.5. volume, plantation care techniques and equipment, fertilisers and plant protection machinery and equipment;
36.1.6. cargo lifting, handling and transportation equipment and facilities;
36.1.7. of primary agricultural products and storage equipment and installations, including the cold technique and equipment, storage and refrigeration Chambers;
36.1.8. seeds and planting material processing technique and equipment;
36.1.9. computer-aided production management and control techniques and equipment (including software), including mobile and stationary weights;
36.1.10. techniques and equipment necessary for holding animals on the holding or grazing (watering, feeding, and grooming of animal fixation technique and equipment);
36.1.11. farm mechanization technique and equipment, including manure storage facilities and technique of mechanization;
36.1.12. dairy milking and cooling techniques and equipment;
36.1.13. laboratory and quality control techniques and equipment;
36.1.14. machinery maintenance and repair station machinery and equipment, including washing, disinfection techniques and equipment;
36.1.15. enerģētiskaj equipment and techniques, including heating and ventilation techniques and equipment;
36.1.16. water supply and sewage, waste water treatment plants and equipment;
36.1.17. watering technique and equipment;
36.1.18. greenhouse techniques and equipment;
36.1.19. specialised vehicles that are constructive and manufactured special meanings for the carriage of goods or the performance of specific work and have set up specific tasks for equipment as well as equipment needed in the project specific objectives;
36.1.20. trucks, transport trailers and semi-trailers where they purchased a cooperative;
36.1.21. other techniques and equipment necessary for the achievement of the objectives set out in the project;

36.1.22. the cultivation of permanent crops planted (except strawberries), plantation based systems, fences, fence posts and their installation, as well as the installation of the plantation, on the basis of contracts with third parties who are responsible for carrying out the works;
36.2. new construction and reconstruction costs, including submersible installation, as well as water reservoir installation to ensure fruit production, irrigation in vegetable and ornamental plant sector, on the basis of contracts with third parties, responsible for carrying out the work, but not exceeding the rules referred to in annex 5;
36.3. the purchase of building materials, on the basis of projects submitted are accepted along with the project application, or support the applicant estimates drawn up by the simplified reconstruction, not exceeding the provision mentioned in annex 5;
36.4. General costs (including architects, engineers and consultation fees, legal services, the technical-economic justification, patents and licences costs) directly linked to the preparation or implementation of the project and shall not exceed eight percent of the total cost referred to this provision, and 36.1 36.2 36.3., including: two percent of 36.4.1. the costs referred to in those provisions 36.1;

40. 41. If the project for new construction or reconstruction costs for the respective type of construction exceeds the maximum eligible costs and the need to achieve the objectives of the project, the project application will not be rejected, but the cost difference shall be borne by the tenderer in full support.

27.8. the remuneration of personnel;
27.8. taxes and fees;
27.9. the costs for general-purpose vehicles other than: 44.9.1. specialised vehicles that constructive and manufactured special meanings for the carriage of goods or the performance of specific work and have set up specific tasks for equipment;
44.9.2. trucks, transport trailers and semi-trailers where they purchased a cooperative;
44.10. costs incurred prior to the application of the project, except that rule 22.6. the costs referred to in (a);
44.11. other costs that are not eligible under Council Regulation No 1698/2005 and Commission of 15 December 2006 Regulation (EC) No 1974/2006 laying down detailed rules for the application of Council Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD).
