1.2. The European regional development fund project (hereinafter draft) submission evaluation criteria;
1.3. the requirements of the project applicant;

2. the purpose of the Apakšaktivitāt is to improve the economic development and labour market needs the necessary professional training, providing support for a new first level professional higher education study programme development in the aviation sector.
3. Apakšaktivitāt-financed by the European regional development fund. Total restricted selection available within the European regional development fund is LVL 1 699 999.
4. Apakšaktivitāt implement the project application to the limited selection. The responsible authority shall restrict the application of the selection of projects organized funding available for all apakšaktivitāt in no more than two project application selection rounds. 6.8. prepare and submit to the body responsible for the implementation of apakšaktivitāt and apakšaktivitāt in the funding available for learning;
4.3. test and approve funding requests for payment and the recipient shall prepare a declaration of expenditure;
6.10. provide information about the recipient of the funding agreement requirements and their enforcement;
6.11. the review and approval of amendments to the project;
6.12. store data on the implementation of the project according to the laws of the European Union's structural funds and the cohesion fund management information system design and use;
6.13. provide the public with information and provides publicity on matters related to the agreements concluded within the apakšaktivitāt.
7. Cooperation authority has functional authority.
8. the purpose of the implementation of Apakšaktivitāt reached by one or more of the following eligible activities: 8.1. new first level professional higher education study programmes (or program) in the aviation sector development necessary buildings, structures, facilities and infrastructure reconstruction and renovation (if necessary, new building construction);
8.2. new first level professional higher education study programmes (or program) in the aviation sector development the necessary equipment, facilities and technology (information technology, program and other courses required for process technology), including modern facilities.
9. The rules referred to in point 8.1 of the new building construction is supported, if the cost of the new construction is cost-effective than existing building reconstruction.
II. 17.1.4. grounds for the construction of new buildings as a cost-effective way of aid compared with the reconstruction of the existing building, specifying the exact positions and their cost (applicable if new buildings planned for construction);
17.2. the project application to the institution of the applicant, the signature of the project manager or his authorised person by adding the appropriate application of the project authorisation;
17.3. to ensure compliance with the project application, this provision of the annex referred to in point 1.5. requirements, project submission form section, subsection and their names do not change and do not delete.
18. 31.2. the project submission does not comply with any of the provisions of annex 3 2.1.1., 2.1.3, 2.1.4, 2.1.2, 2.2.1 or 2.2.2. referred to the eligibility criteria;

32. The competent authority may take a decision to approve the application, the project on condition that must be satisfied in order to project the applicant would conclude the agreement. 33. the responsible authority shall within five working days after the decision sent to the applicant of the project: 33.1.-the decision on the application of the project approval, project submission or the rejection of an application for the approval of the project;
33.2. cooperation authority-the decision on the application for the approval of the project agreement and the project application: where the application 33.2.1. filed on paper, send the original of this certificate;
33.2.2. If the application is filed in electronic form of a document, send it to the appropriate electronic document circulation of regulatory legislation.

34. If the application is approved, the applicant in the decision on the project project approval submissions, provided the prescribed period (the period down from 20 to 40 working days after the decision to dispatch) provides the conditions and submitted to the responsible body for evaluation information on the fulfilment of the conditions. 36. 37. If the applicant does not provide the draft decision contained in the conditions or not provide it within the time limit laid down in that decision, the responsible authority opinion is negative and the project application is considered to have been rejected. The responsible authority within five working days after the signing of the opinion sends the draft opinions to the applicant.
Vi. conditions for implementation of the project. Eligible and ineligible costs 38. The project has the following applicable items: 38.1. buildings, structures, facilities and infrastructure renovation and reconstruction costs, where necessary, the construction of new buildings, as well as the site of a home improvement job costs;
38.2. the real property (land) acquisition costs up to 10 percent of the project's eligible direct costs;
23.8. new or used equipment, supplies, equipment and technology for the cost of the acquisition to create a logistic base first level professional higher education study programmes in the aviation sector;
23.9. costs that are reasonable and related to the implementation of project activities: 38.4.1. purchase documentation development costs and the costs of the procurement procedure;
38.4.2. technical project development costs;
38.4.3. autoruzraudzīb and building costs;
38.4.4. project implementation in the material value of the insurance costs, if they apply to the project implementation period;
38.5. the project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements;
24.0. eligible costs are irrecoverable value added tax payments if they cannot recover the legislation.
39. This rule 38.1 38.2 38.3, 38.4, and. in point costs are the direct eligible costs of the project. 38.5. This provision States the project costs are indirect eligible costs.

27.5. expenses, which does not provide the immediate purchase of equipment or technology (leasing), except when the equipment or technology transfer is intended to project implementation deadline;
27.6. costs not specified in paragraph 38 of these rules;
27.7. the costs in excess of that rule 42 and 43 in the specific costs;
27.7. costs that are not related to the implementation of project activities;
27.8. the costs that are not incurred by the implementation of project activities (with the exception of those provisions and in 38.4.2 38.4.1. those costs that apply from the date of entry into force of the provisions) or payments made later than the month after the expiry of the implementation of the project;
27.8. the costs that do not meet the reasonable financial management, in particular value for money and cost-effectiveness;
27.9. costs not justified by supporting documents or the costs incurred by the law of the non-compliance;
44.10. costs incurred on a contract basis.
45. Amendments to the project is carried out in accordance with the laws and regulations that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
46. The draft amendments to coordinate with the responsible authority, if the changes are related to: 46.1. project objectives;
46.2. change of the beneficiary;
46.3. the project sample outcome indicators;
46.4. the project start and end date;
46.5. the total cost of the project by a year.
47. The beneficiary, without making amendments to the project, you can perform the reallocation of costs between these rules, 38.2, 38.3 38.1..., and 38.4 38.5. cost mentioned in points positions, not exceeding five percent of the cost of common positions reallocated eligible costs and subject to this provision, paragraph 42 and 43 in certain cost limits.

49. The beneficiary within five working days after the conclusion of the agreement on the procurement plan shall be submitted to the Liaison Office. 50. The beneficiary of these rules referred to in point 8 of the activities supported implementing the first tender for works, supplies or equipment, the acquisition of equipment and technology issued not later than 90 days after the conclusion of the agreement.
51. The beneficiary shall ensure the implementation of the project related loading snapshot, the beneficiary authority Web site at least once every three months.
52. The beneficiaries of the activities provided for in the project implementation started: 52.1 of the date of conclusion of agreement, but not later than one month after the conclusion of the agreement;
52.2. the rules from the date of its entry into force, if necessary, to ensure the conformity of the application of the draft provisions in the annex 3.3 States criterion.
53. If the project occurs during non-eligible expenditure or the incidence costs shall be borne by the beneficiary of the funding from its own resources.
54. the responsible authority shall have the right to request information from beneficiaries on the implementation of the project and results achieved compliance with the planned results.
55. The responsible authority, if necessary, have the right to propose amendments to the project, preparing and sending the liaison body and the recipient of funding proposals for the necessary amendments to the draft.
56.
