1.2. The European regional development fund project (hereinafter draft) submission evaluation criteria;
1.3. the requirements of the project applicant;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. the purpose of the Apakšaktivitāt is to improve the economic development and labour market needs the necessary professional training, providing support for a new first level professional higher education study programme development in the aviation sector.
3. Apakšaktivitāt-financed by the European regional development fund. Total restricted selection available within the European regional development fund is LVL 1 699 999.
4. Apakšaktivitāt implement the project application to the limited selection. The responsible authority shall restrict the application of the selection of projects organized funding available for all apakšaktivitāt in no more than two project application selection rounds. The responsible authority until 1 July 2011 is entitled to re-arrange the project application selection round, if there is no apakšaktivitāt available to the learned public funds, including in the first round of projects submitted has been rejected, the application is not filed or filed after the application deadline.
5. Apakšaktivitāt responsible authorities within the functions provided by the Ministry of education and Science (hereinafter referred to as the responsible authority). Responsible authority: 5.1 ensure project selection and evaluation of application: 5.1.1. formulate and approve the project application form, project evaluation, the application assessment and evaluation of the project application form, as well as the methodology for project submission and evaluation procedures of the selection;
5.1.2. creates a project application for the evaluation of the Commission (hereinafter referred to as the Evaluation Commission), develop and approve the rules of procedure of the Commission of the assessment;
5.1.3. sent the invitation to the applicant to submit a draft project submissions;
5.1.4. assess the project submissions and decides on the approval of the project application, approval or rejection of the condition, as well as assess the decision on approval of the application, the project provided the conditions are met;
5.2. the accumulated data on project submissions under the laws and regulations of the European Union's structural funds and the cohesion fund management information system design and use;
5.3. provide information to the public and provide publicity on matters related to the implementation of apakšaktivitāt;

6. Apakšaktivitāt cooperation within the authority supports national education development agency (hereinafter referred to as cooperation body). The liaison body: 6.1.  within 10 working days following the entry into force of the agreement on the development of the project (hereinafter referred to as the agreement) project, specifying the project recipient of funding requirements in accordance with these rules and regulations that govern the European Union's structural and cohesion funds, implementation, and monitoring of implementation, and shall submit it to the authority responsible for the coordination;

4.1. prepare forecasts of payment and submit it to the paying authority;
6.7. the European regional development fund demand forecasts for the current and the following year and shall submit it to the leading authority and the responsible authority;
6.8. prepare and submit to the body responsible for the implementation of apakšaktivitāt and apakšaktivitāt in the funding available for learning;
4.3. test and approve funding requests for payment and the recipient shall prepare a declaration of expenditure;
6.10. provide information about the recipient of the funding agreement requirements and their enforcement;
6.11. the review and approval of amendments to the project;
6.12. store data on the implementation of the project according to the laws of the European Union's structural funds and the cohesion fund management information system design and use;
6.13. provide the public with information and provides publicity on matters related to the agreements concluded within the apakšaktivitāt.
7. Cooperation authority has functional authority.
8. the purpose of the implementation of Apakšaktivitāt reached by one or more of the following eligible activities: 8.1. new first level professional higher education study programmes (or program) in the aviation sector development necessary buildings, structures, facilities and infrastructure reconstruction and renovation (if necessary, new building construction);
8.2. new first level professional higher education study programmes (or program) in the aviation sector development the necessary equipment, facilities and technology (information technology, program and other courses required for process technology), including modern facilities.
9. The rules referred to in point 8.1 of the new building construction is supported, if the cost of the new construction is cost-effective than existing building reconstruction.
II. Project applicant requirements and the European regional development fund, the conditions for the award of the project applicant has 10 State founded the College, located in the Ministry of education and science in the monitoring and implementation of the first level professional higher education programs in engineering, information technology, social studies and in the field of transport services, and that the responsible authority is invited to submit a project application.
11. within the framework of the project the applicant apakšaktivitāt shall submit a single application for the project, the amount of which does not exceed the funds available in the apakšaktivitāt.
12. the maximum permitted by the European regional development fund is 100 percent financing of the project's total eligible cost.
13. Infrastructure, designed to make the European regional development fund contribution, is a project of the applicant or in the public domain and is recorded in the land register. If the infrastructure is State owned, it passed to the project the applicant's possession or use for a period of not less than five years after the completion of the project.
14. The project investments made can not be used for commercial activities, which can be regarded as State aid and may create barriers to competition, providing benefits to specific merchants, the production of certain goods or services.
III. submission of the project selection procedure 15. the responsible authority shall, not later than 40 working days after the entry into force of this provision sends a call for project applications (hereinafter referred to as the notice) to the project applicant.
16. The invitation shall: 16.1. application submission period for the project that is not less than 30 working days from the date of dispatch of the invitation;
16.2. the application of the project location and the type of the order;

16.5. the other information that the responsible authority considers it necessary to specify in the call.
17. the project applicant project application submitted, subject to the following requirements: 17.1. project application form a completed project application form (annex 1) and the following annexes: 17.1.1. completed a financing plan for the project in accordance with the budget of expenditure classification of economic categories (annex 2);
17.1.2. institution of higher education and the development of long-term strategy for 2009-2015 according to these rules 18 and annex referred to in point 3.1.;
17.1.3. the possession, usage or ownership documents (or copies) of real property in which the project is planned to make investments;
17.1.4. grounds for the construction of new buildings as a cost-effective way of aid compared with the reconstruction of the existing building, specifying the exact positions and their cost (applicable if new buildings planned for construction);
17.2. the project application to the institution of the applicant, the signature of the project manager or his authorised person by adding the appropriate application of the project authorisation;
17.3. to ensure compliance with the project application, this provision of the annex referred to in point 1.5. requirements, project submission form section, subsection and their names do not change and do not delete.
18. The provisions referred to in paragraph 17.1.2. higher education institutions in the operation and development of the long-term strategy for 2009-2015 is the document in which the project applicant, taking into account the labour market, the economy and technology and innovation trends, provides detailed information on its activities and the planned development in the period from 2009 to 2015, indicating the main lines of action, development needs (planned field of study and study program) cooperation with the industry, professional bodies and companies, as well as the implementation of the strategy for funding by sources of Finance (State budget, structural funds of the European Union, foreign financial aid or private funds), including giving a new first level professional higher education programs (or program) in the aviation sector for the implementation of the planned investment performance and sustainability.
19. the project the applicant in addition to the provisions referred to in annex 17.1. you can submit other documents that it considers necessary to submit in support of the application for the project's compliance with these rules in the draft application evaluation criteria.
20. the project applicant project application to the responsible body can submit to: 20.1. paper form by adding an identical project submission form and 17.1.2. these provisions of the strategy referred to in the electronic version of the electronic media, all documents posted to the packaging and sealing;
20.2. the electronic document in the form of laws and regulations for the design of electronic documents in the order, subject to the following requirements: 20.2.1. the project application has been designed for the DOC, xls or PDF file format;
20.2.2. the project submission form, and in addition to the original document to be submitted must be signed by the individual author's secure electronic signature and confirm with the time stamp of the selection before the project submission deadline. If additional documents are copies of the documents must be certified by each individual to the project the applicant secure electronic signature and a time stamp prior to the submission of the draft selection.
21. the invitation specified in the project application submission period end date is the last day when the project applicant project application may be made in person in paper form, electronic form, or send documents by post.
22. the responsible authority shall record the receipt of project submissions a day. Proof of receipt of the application, the project authority in charge of the project to the applicant personally immediately or within 10 working days of the submission of the project submission deadline shall be sent by post or electronic form, a document signed with a secure electronic signature law on electronic document design.

31. the responsible authority shall take a decision on the rejection of the application of the project and not further assessed the project application, if: the application does not project 31.1 match one of these provisions 3.1.1., 1.2., 1.3, 1.4 or 1.8. referred to administrative criteria;
31.2. the project submission does not comply with any of the provisions of annex 3 2.1.1., 2.1.3, 2.1.4, 2.1.2, 2.2.1 or 2.2.2. referred to the eligibility criteria;
31.3. in conformity assessment rules 3.3.2 the criteria referred to in the application for the project have received less than one point or in compliance with this rating rule 3.4 of annex 3 in this criterion received less than two points assessment of compliance, or those provisions of annex 3 3.1 or 3.3. criteria referred to in paragraph received less than three points.
32. The competent authority may take a decision to approve the application, the project on condition that must be satisfied in order to project the applicant would conclude the agreement. 33. the responsible authority shall within five working days after the decision sent to the applicant of the project: 33.1.-the decision on the application of the project approval, project submission or the rejection of an application for the approval of the project;
33.2. cooperation authority-the decision on the application for the approval of the project agreement and the project application: where the application 33.2.1. filed on paper, send the original of this certificate;
33.2.2. If the application is filed in electronic form of a document, send it to the appropriate electronic document circulation of regulatory legislation.

34. If the application is approved, the applicant in the decision on the project project approval submissions, provided the prescribed period (the period down from 20 to 40 working days after the decision to dispatch) provides the conditions and submitted to the responsible body for evaluation information on the fulfilment of the conditions. Decision within the time limit set in the information about the conditions of the project, the applicant may submit a maximum of two times.
35. the responsible authority shall be 20 working days after this provision in paragraph 34 that decision deadline assessed projects applicant information and to draw up an opinion on the decisions contained in the conditions (opinion).
36. If the applicant within the time limit laid down in that decision ensures the fulfilment of the conditions contained in the decision, the opinion of the responsible authority is positive and responsible authority within five working days after the signing of the opinion sent: 36.1. the project applicant, opinion;
36.2. the cooperation body – a decision on project approval, opinion and approved project application: where the application 36.2.1. filed on paper, send the original of this certificate;
36.2.2. If the application is filed in electronic form of a document, send it to the appropriate electronic document circulation of regulatory legislation.
37. If the applicant does not provide the draft decision contained in the conditions or not provide it within the time limit laid down in that decision, the responsible authority opinion is negative and the project application is considered to have been rejected. The responsible authority within five working days after the signing of the opinion sends the draft opinions to the applicant.
Vi. conditions for implementation of the project. Eligible and ineligible costs 38. The project has the following applicable items: 38.1. buildings, structures, facilities and infrastructure renovation and reconstruction costs, where necessary, the construction of new buildings, as well as the site of a home improvement job costs;
38.2. the real property (land) acquisition costs up to 10 percent of the project's eligible direct costs;
23.8. new or used equipment, supplies, equipment and technology for the cost of the acquisition to create a logistic base first level professional higher education study programmes in the aviation sector;
23.9. costs that are reasonable and related to the implementation of project activities: 38.4.1. purchase documentation development costs and the costs of the procurement procedure;
38.4.2. technical project development costs;
38.4.3. autoruzraudzīb and building costs;
38.4.4. project implementation in the material value of the insurance costs, if they apply to the project implementation period;
38.5. the project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements;
24.0. eligible costs are irrecoverable value added tax payments if they cannot recover the legislation.
39. This rule 38.1 38.2 38.3, 38.4, and. in point costs are the direct eligible costs of the project. 38.5. This provision States the project costs are indirect eligible costs.
40. If the project for the building and space energy efficiency measures, the condition that the efficiency measures should not overlap with climate change to be implemented within the framework of the financial instrument transactions.
41. This rule 38.3. in point costs can include: 41.1. new equipment, supplies, equipment and technology, including information technology and software acquisition costs;

42. This rule 38.4. in point costs do not exceed 10% of that rule 38.1., 38.2 and 38.3. in point. the cost amount.

44. the financing of apakšaktivitāt do not apply and are not included in the project application to the following costs: 44.1. project administration costs;
44.2. fee for loan processing, presentation, and service, the reservation fee on financial transactions, interest on arrears, penalties and expenses of litigation;
27.5. expenses, which does not provide the immediate purchase of equipment or technology (leasing), except when the equipment or technology transfer is intended to project implementation deadline;
27.6. costs not specified in paragraph 38 of these rules;
27.7. the costs in excess of that rule 42 and 43 in the specific costs;
27.7. costs that are not related to the implementation of project activities;
27.8. the costs that are not incurred by the implementation of project activities (with the exception of those provisions and in 38.4.2 38.4.1. those costs that apply from the date of entry into force of the provisions) or payments made later than the month after the expiry of the implementation of the project;
27.8. the costs that do not meet the reasonable financial management, in particular value for money and cost-effectiveness;
27.9. costs not justified by supporting documents or the costs incurred by the law of the non-compliance;
44.10. costs incurred on a contract basis.
45. Amendments to the project is carried out in accordance with the laws and regulations that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
46. The draft amendments to coordinate with the responsible authority, if the changes are related to: 46.1. project objectives;
46.2. change of the beneficiary;
46.3. the project sample outcome indicators;
46.4. the project start and end date;
46.5. the total cost of the project by a year.
47. The beneficiary, without making amendments to the project, you can perform the reallocation of costs between these rules, 38.2, 38.3 38.1..., and 38.4 38.5. cost mentioned in points positions, not exceeding five percent of the cost of common positions reallocated eligible costs and subject to this provision, paragraph 42 and 43 in certain cost limits.
48. The beneficiary shall provide the authority with a request for payment, accompanied by an explanation of the rules referred to in paragraph 47 of the reallocation of costs. If this explanation is not filed or the explanation is not justified, liaison body cost reallocation may be considered not to have occurred.
49. The beneficiary within five working days after the conclusion of the agreement on the procurement plan shall be submitted to the Liaison Office. If the beneficiary of the project before the agreement is purchasing it before launching a procurement procedure, procurement plan shall be submitted to the Liaison Office.
50. The beneficiary of these rules referred to in point 8 of the activities supported implementing the first tender for works, supplies or equipment, the acquisition of equipment and technology issued not later than 90 days after the conclusion of the agreement.
51. The beneficiary shall ensure the implementation of the project related loading snapshot, the beneficiary authority Web site at least once every three months.
52. The beneficiaries of the activities provided for in the project implementation started: 52.1 of the date of conclusion of agreement, but not later than one month after the conclusion of the agreement;
52.2. the rules from the date of its entry into force, if necessary, to ensure the conformity of the application of the draft provisions in the annex 3.3 States criterion.
53. If the project occurs during non-eligible expenditure or the incidence costs shall be borne by the beneficiary of the funding from its own resources.
54. the responsible authority shall have the right to request information from beneficiaries on the implementation of the project and results achieved compliance with the planned results.
55. The responsible authority, if necessary, have the right to propose amendments to the project, preparing and sending the liaison body and the recipient of funding proposals for the necessary amendments to the draft.
56.
