Cabinet of Ministers Regulations No. 1121 Riga, 14 December 2010 (pr. No 73 19. §) rules on procedures for the issue of animal and animal products veterinary health certificates and General veterinary requirements of food products that have been issued in accordance with article 25 of the law on veterinary medicine and point 7 i. General questions 1. determines the order in which issues the animals and animal products veterinary health certificates, as well as the general health requirements in food of animal origin.

II. the veterinary health certificate procedure 3. 5. the animal health certificate shall meet the following requirements: 5.1 it is looking for one or several interconnected and indivisible pages or each veterinary health certificate specified the number of pages the total number of lapaspuš;

5.3. If the goods are exported to another Member State of the European Union (hereinafter referred to as Member States), the veterinary health certificate is completed in the traces system (integrated computerized veterinary system) and printed in the national language and at least one of the official languages of the country of destination. 5.4. the signature and the stamp is approved by the official veterinarian;

6. If the goods are imported from a third country in Latvia, the veterinary health certificate meets the following requirements: 6.1 it is designed according to the provisions in paragraph 5.1 and 5.2. 6.2. it is in the national language or languages, which agrees with the use of the service, or is accompanied by a certified translation into the State language;
6.3. it shall certify that the animals or products conform to the requirements specified in these regulations and European Union law of the animals concerned or products into the European Union;
6.4. the signature and the stamp of the third country has been approved by the competent veterinary authorities authorized veterinarian. If the veterinary health certificate comprises more than one page, this requirement applies to every subsequent page;
6.5. the original is sent with the shipment.
7. the service shall ensure that the official veterinarian, who shall be completed and issued by a veterinary health certificate are trained and familiar with: 7.1 the animals and products of animal origin within the regulatory normative acts;
7.2. procedures be completed and issued by a veterinary health certificate;
7.3. information required for veterinary health certificate to fill out;
7.4. the examinations and studies (type and amount) to be taken before a veterinary health certificate issued.
8. the official veterinarian, who shall be completed and issued by a veterinary health certificate with signature and seal: 8.1 information for which compliance is verified and the fact that he can be verified;
8.2. completely fill the veterinary health certificate;
8.3. the veterinary health certificate for animals or animal products that have made the necessary checks and investigations.

III. General health requirements animal food chain 14. Edible products of animal origin are allowed to get from animals which fulfil the following requirements: 14.1. their health status is adequate for obtaining of food products in accordance with the laws and regulations on food requirements;
14.2. the animals come from a holding or a company stationed in the territory or part of its territory, which for animal health reasons is not subject to prohibition or restrictions in accordance with the laws and regulations on the food chain.
15. Meat and meat products are allowed to get from animals which satisfy the following additional requirements: 15.1. they are slaughtered in a slaughterhouse, where animals have been found in the case of infectious diseases, as well as there is no suspicion of the presence of animals by an infectious disease;
15.2. the post mortem inspection found no suspicion of the presence of infectious pathogen and laboratory investigation taken does not reveal the presence of communicable disease agent.
16. A service may allow the animal origin food products which do not comply with this provision in paragraph 14.2. this requirement, where the products concerned are: 16.1. have been obtained from animals originating in the shed are not animal disease with infectious diseases, and there is no suspicion of the presence of infectious animal diseases;
16.2. are obtained, handled, transported and stored separately from other foodstuffs of animal origin, comply with the legislation on animal health requirements, or that the action is performed with them at another time;

19. 19.3. the health mark contains the service number of the authorisation granted by the veterinarian who performed the post-mortem inspection of the animal. This requirement does not apply to fresh meat obtained in Latvia and intended for distribution in the local market.
20. food products derived from aquaculture animals, treated, processed and distributed, subject to the conditions and procedures laid down in the legislation on the veterinary requirements of the aquaculture animals, their products and their movement, as well as certain aquaculture animals of infectious disease prevention and control.
21. Latvia may enter foodstuffs of animal origin from third countries or parts thereof from which the European Commission is authorized to import the products in question.
