Cabinet of Ministers Regulations No. 1131 in Riga 2010 on December 21 (Mon. No 74 45. §) rules on the trial of breeders, suppliers and users, the order in which operations with experimental animals, and experimental animals in welfare requirements to be issued according to the animal protection law paragraph 4 of article 10 and article 25 of the law on veterinary medicine-11 i. General questions 1. determines: 1.1. trials of breeders, suppliers and users;
1.2. the order in which the actions to be taken to the experimental animals;
1.3. ensuring the welfare of experimental animals.
2. the terms used in the rules: 2.1 on experimental animals the person in charge-person in charge of the company of the animals kept in care or care of such organization that has the highest veterinary, biological, medical or pharmaceutical education and has acquired the training course on experimental animal welfare requirements;
2.2. the person in charge of the trial: the natural person responsible for the conformity of the test requirements of this regulation, which has the highest veterinary, biological, medical or pharmaceutical education and has acquired the training course on experimental animal welfare requirements;
2.3. holding space – the space according to the 18 March 1986 on the European Convention for experimental and other scientific purposes the protection of vertebrate animals used (hereinafter referred to as the Convention) the definition referred to in Appendix A;
2.4. cage-cage according to the Convention referred to in Appendix A of the definition;
2.5. the pen-pen under the Convention definition referred to in Appendix A;
2.6. Corral, Corral under the Convention definition referred to in Appendix A;
2.7. a cloth-cloth according to the Convention referred to in Appendix A of the definition;
2.8 according to the animal-animal is anaesthetized, which depressed feelings, using local or general anesthesia.
3. food and veterinary service (hereinafter service) national veterinary surveillance object creates and maintains the database of experimental animal breeders, suppliers and users of the register (hereinafter register). The registry is a service administrator.
4. the register shall include the provisions referred to in subparagraph 6.1 information specified in the application, and provides public access to the registry, under the freedom of information and data protection laws and regulatory requirements.
5. Service once a year on its homepage on the internet published the following information: 5.1. data on experimental animals used in the experiments of species and their overall number according to the following test: 5.1.1 trials related to substances, drugs and pharmaceutical products, foodstuffs and non-food product development, production as well as the quality of products and substances, effectiveness and safety inspection;
5.1.2. pharmaceutical, biological, medical and veterinary test;
5.1.3. environmental protection of the trial;
5.2. data on other tests (which are not mentioned in this provision in point 5.1) used the total number of experimental animals.
II. the Trial of breeders, suppliers and user registration procedure 6. before start-up test breeding, supplier or user submitted services: 6.1. application of the test animal breeder, supplier or user registration (annex 1);
6.2. test of the keeper, the supplier or the user space or a copy of the lease agreement and written permission of the operator's activity on experimental animals, if the premises or area does not test breeding, supplier or user of the property;
6.3. the copy of the document proving the worthiness of the person responsible for the animals higher in the biological, medical, veterinary or pharmaceutical education as well as training course on experimental animal welfare requirements.
7. If you changed the rules of application referred to in subparagraph 6.1 information specified in experimental animal breeder, supplier or user within 10 working days after changes occur in writing submitted to the service specified in this provision of the annex 1 1., 2., 3., or information referred to in paragraph 4 or be informed of the experimental animal breeders, supplier or user's discontinuance or reorganization, or renewal.
8. Service within 10 working days after this provision in paragraph 6 and 7 of the said document receipt check trial breeders, suppliers and users in compliance with the requirements of this regulation.
9. Service record of experimental animals breeding, supplier or user if it meets the requirements of this regulation.
10. If the trial user of animals bred on its premises of the trial animals, it also provides experimental animal keeper down the requirements, but only use it as a trial user of animals.
III. Procedures for operations with the experimental animals 11. experimental breeders, suppliers and users are obligated to provide: 11.1. in this chapter, as well as in chapter IV of these regulations and in annex 2 to the welfare requirements of animals housing, handling and care;
11.2. veterinary care for animals;
11.3. for experimental animals a responsible person who has obtained the provisions referred to in point 2.1. education and learned about training courses on the following: 11.3.1. safe handling experimental animals (movement, fixation);
11.3.2. experimental animal care, holding, feeding and accounting principles;
11.3.3. experimental animal physiology, ethology and reproduction;
11.3.4. experimental animal diseases, the most common clinical signs and the ability to detect the disease;
11.3.5. holding animals, cages, equipment cleaning, washing and disinfection basic principles;
11.3.6. experimental animal identification techniques;
11.3.7. humane killing of animals;

11.3.8. European Union and Latvia's laws and regulations concerning animal welfare requirements;
11.4. the premises on which, if necessary, separately housed sick or wounded animals, if not caused by disease or injury in the trial;
11.5. dead animals and hygienic storage of waste and destruction. If the destruction of the enterprise concerned is not possible or is not required, it provides according to the legislation on veterinary requirements of animal by-products and processed products, not intended for human consumption.
12. The trial of breeders, suppliers and users keep track of the following data: 12.1. experimental animals and the implementation date of the acquisition;
12.2. the person's name and address or legal name and address of the person who supplied and which received the experimental animals;
12.3. the acquired and marketed the number of experimental animals and species;
12.4. the Primate, dog and cat ancestry and identity;
12.5. dead animals species, and the date and cause of death.
13. This rule 12 and 31. data referred to in paragraph 1 shall be kept for at least three years and shall, on request, be produced to the Department.
14. experimental animal breeder, supplier and user States: 14.1. facilities, tools and equipment cleaning, washing and disinfection procedures;
14.2. experimental animal feeding and watering facilities and equipment cleaning, washing and sterilization procedures;
14.3. changing the litter and cage;
14.4. buildings and equipment maintenance (maintenance and defects).
15. experimental animal breeding company: 15.1. quarantine facilities;
15.2. holding space (at least one for each species of experimental animals);
15.3. the space not granular preparation of animal feed;
15.4. a room or enclosed space: 15.4.1. cages, feeding and watering equipment inventory for washing, disinfection and drying (also room or closet cleaning, washing and storing disinfectants);
15.4.2. clean cages, feeding and watering equipment inventory storage;
15.4.3. the storage of litter;
15.4.4. granulated animal feed storage.
16. test the keeper shall ensure transportation of animal training, using experimental animal species suitable equipment.
17. supply of experimental animals are: 17.1. sending animals for facilities and equipment pursuant to this chapter and in chapter IV of these regulations these requirements.
17.2. the quarantine room.
18. supplier of experimental animals shall ensure compliance with the requirements laid down in the Council of 22 December 2004, Regulation (EC) No 1/2005 on the protection of animals during transport and related operations and amending Directives 64/432/EEC and 93/119/EC and Regulation (EC) No 1255/97.19. experimental animal user: 19.1. designated as experimental animals a responsible person;
19.2. the functioning of the equipment designated as the responsible person;
19.3. to provide veterinary care of experimental animals to make practicing veterinarian, with which the contract has been concluded and that, if necessary, are also subject to an advisory role in matters related to the welfare of experimental animals.
20. the person in charge of the trial, the trial procedures are carried out, shall be submitted to the service authorization: 20.1. submissions, indicating an individual's first name, last name, ID number, home address, phone number;
20.2. the highest medical, veterinary, biological or pharmaceutical training with a copy of the identity document;
12.6. a copy of the document on training course on experimental animal welfare requirements in such matters: 20.3.1. experimental animal care and feeding, keeping basic principles;
20.3.2. experimental animal anatomy, Physiology, ethology and reproduction;
20.3.3. experimental animal health checks, infectious diseases and their effect on the trial;
20.3.4. the use of experimental animals in safety (allergies, pathogens, zoonoses, occupational, and other threats to the service staff);
20.3.5. experimental animal anesthesia, analgesia and trial procedures;
20.3.6. humane killing of animals;
20.3.7. ethical use of animals in science, basic principles and the development of pilot studies with experimental animals;
20.3.8. transport of animals;
20.3.9. alternative test methods;
20.3.10. analysis of the scientific literature;
20.3.11. European Union and Latvia's laws and regulations concerning animal welfare requirements.
21. the service within five working days after the provision of the document referred to in paragraph 20 of the receipt and evaluation of trials authorized responsible person who carried out the test procedures, if it meets the requirements of this regulation.
22. in order to obtain permission for the use of animals in testing, user trial animals shall: 22.1 the service application, stating: 22.1.1. users of experimental animals;
22.1.2. trial venue (including information on the place where the trial, if it is intended to carry out animal tests the user's premises);
22.1.3. its about the person responsible for the test name and authorisation number, which will trial procedures;
22.1.4. the names of the people who will conduct the trial;
22.1.5. trial start and end dates;
22.2. the pilot project, stating: the trial name; 22.2.1.
22.2.2. the object of the experiment;
22.2.3. pilot requirement;
22.2.4. number of animals and species, justification for the use of it;
22.2.5. list and description of the procedures, which will be subject to experimental animals;
22.2.6. considered and rejected the alternative test methods;
22.2.7. intended anesthesia, analgesia and killing methods;
22.2.8. justification, if during the trial intended to kill animals;
22.2.9. justification, if the planned experimental animals exposed to the trial in which it will or may suffer (also) severe pain;
22.2.10. rationale, if not use anesthesia or analgesia;

22.2.11. justification, if you can not use the trial of the keeper of animals or the supplier pursuant to paragraph 34 of these rules;
22.2.12. justification, if the trial held outside of experimental animals the user premises.
23. The trial designed to test the animals avoid pain, discomfort and suffering.
24. By paragraph 22 of these rules in the document referred to in the receipt and evaluation of the animal protection Council of ethics trial to ethical evaluation and opinion.

27.3.2. concerning the persons name and permit number issued to the person in charge of the trials, which test procedures;
27.4. the period not exceeding five years;
27.5. trial sites.
28. the procedures allow for the trial of the person responsible. Other persons authorised to carry out the procedure of the trial under the supervision of a person in charge. The trial of the person in charge is responsible for the training of persons engaged in the trials and treatment of experimental animals.
29. On the pilot or other person in charge of the supervision of the person performing the procedure: 29.1. the user establishment of experimental animals;
29.2. outside of experimental animals the user premises.
30. Concerning the person responsible each year up to December 15 in accordance with the provisions of annex 3 shall report on the service in the current year for experimental use of experimental animals.
31. Trial user of animals in addition to the provisions referred to in paragraph 12 of the data registers the following data: 31.1. experimental animals used in the experiments, according to annex 3 of these rules;
31.2. the trial of those responsible for the first and last names;
31.3. for trial of the person responsible for the animals.
32. the user establishment of experimental animals in the facility: 32.1. quarantine;
32.2. the trial Chamber;
32.3. If necessary, adequately equipped one or more separate rooms for the manipulation of surgical sterile conditions;
32.4. postoperative room if designed for recovery of experimental animals;
32.5. the holding space (for each test species for at least one);
32.6. space not granulated animal feed, if you plan to cook it;
32.7. the space or enclosed space: the cage, feeding 32.7.1. inventory and watering equipment for washing, disinfection and drying (also room or closet cleaning, washing and storing disinfectants);
32.7.2. clean cages, feeding and watering equipment inventory storage;
32.7.3. litter storage;
32.7.4. granulated animal feed storage;
20.4. one or more separate rooms for procedures, if the procedure is not desirable to make a trial of animal housing facilities.
33. premises and equipment are appropriate for the test species and a procedure. 35. The trials do not use animals and stray animals from shelters.
36. Each experimental animals received are recorded and identified.
37. Identification of the animals, if necessary, use a sedative or local anesthesia and painkillers.
38. animal tests on experimental animals identified the person responsible.
39. The trials is only allowed to use identified trials.

IV. ensuring the welfare of experimental animals requirements 43. Animals must ensure adequate housing space, taking into account the experimental animal breeding, holding, accommodated the needs of the species and the social conditions of expression according to their possible effects on scientific studies.
44. for animals: 44.1. ensure the health and welfare of the animal holding and appropriate care;
44.2. minimise any restriction of animal physiological and Ethological needs.
45. animal feed is high quality, suitable for animal species and comply with the Convention in point 4.6 Appendix and other animal feed regulatory laws and requirements.
46. The experimental animal watering, nutrients, space and equipment for washing, as well as the detergents and disinfectants used still rinse water, complying with the regulations set out the requirements for drinking water.

47. If you use the Automatic watering system, ensures inspection, maintenance and flushing to prevent emergency situations (such as blockages, release). Automatic watering system make bacteriological testing to prevent the spread of infectious diseases.

58. Concerning the person responsible for the animals: 58.1. each day according to annex 4 of these rules check the environmental conditions in which experimental animals are bred, kept or used;
58.2. examination of the trial each day, animal welfare and health, to prevent pain, suffering, discomfort or lasting harm;
58.3. take steps each day, providing, as soon as possible to prevent any deficiencies found or pain, suffering, discomfort, and lasting harm;
58.4. theoretical and practical health and certain species of animals welfare train persons who care for and monitor the trial;
58.5. in the light of the animal and the risk of infection to the care of experimental animals in the process, provide regular health checks of employees and hygiene.
59. If you suspect that the animals can infect other animals or people, it housed separately and determine the period of isolation.

75. the animals humanely kill as soon as possible, if it could be lasting pain or discomfort, despite the fact that the health of experimental animals is restored.

77. If the test is used in experimental animal does not endanger human or animal health or the environment, shall be released or animals entrusted to the care of the person who will provide the test animal: 77.1. the requirements of this regulation the appropriate housing conditions for practicing veterinarian, unless specific exceptions;
77.2. appropriate health care.
78. The trial of experimental animals used in prohibited the use in food, with the exception of the European Parliament and of the Council of 22 September 2003 on the application of Regulation (EC) no 1831/2003 on additives for use in animal nutrition of article 3, paragraph 2.

V. concluding questions 93. Be declared unenforceable in the Cabinet of 23 October 2001, Regulation No 450 "experiments and scientific purposes of animals used, use, trade and killing procedures" (Latvian journal, 2001, no. 154).

Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the Council of 24 November 1986 Directive 86/609/EEC on the approximation of laws, regulations and administrative provisions of the Member States regarding the protection of animals used for experimental and other scientific purposes;
2) of the European Parliament and of the Council of 22 July 2003 Directive 2003/65/EC, amending Council Directive 86/609/EEC on the approximation of laws, regulations and administrative provisions of the Member States relating to the experimental and other scientific purposes the protection of animals used.

Rooms constructed according to the 18 March 1986 on the European Convention for experimental and other scientific purposes the protection of vertebrate animals used (hereinafter referred to as the Convention) Appendix 1.2.
