Cabinet of Ministers Regulations No. 183 in Riga on 8 March 2011 (pr. 14. § 18) procedures for granting state aid in the breeding sows, dairy cows, suckler cows and breeding sheep governing entry in Flock-books for mothers as well as their genetic quality and productivity data for assessment Issued under the agricultural and rural development Act article 5, fourth paragraph 1. determines the order in which the grant of State aid, the milk of sows for breeding varieties of dairy cows, suckler cows, meat breeds of calves and breeding sheep governing entry in Flock-books for mothers as well as their genetic quality and productivity data for evaluation (hereinafter referred to as aid).
2. the support shall be provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 (Official Journal of the European Union, December 16, 2006, L 358).
3. Objective of the aid is to promote breeding in pig farming, dairy farming, beef cattle and sheep industry, using high-quality targeted breeding sows, dairy breeds of dairy cows, breeding sheep mother, meat breeds of suckler cows and heifers (hereinafter referred to as a breeding animal) to save and improve the lives of their genotype and promote the export of breeding animals.
4. the total amount of aid for the preparation of animals for breeding pedigree to burn their genetic quality and productivity evaluation data (hereinafter service) is 4 866 711 lats, of which: 4.1.  553 520 dollars designed to prepare governing entry in Flock-books for breeding sows, determine their genetic quality and assess the productivity data;
4.2.3 768 380 dollars to governing entry in Flock-books for the preparation of dairy breeds of dairy cows, including pirmpien, determine their genetic quality and assess the productivity data;
4.3.408 650 lats to governing entry in Flock-books for the preparation of the meat breeds of suckler cows and heifers over 18 months to determine their genetic quality and assess the productivity data;
4.4.136 161 lats intended to prepare governing entry in Flock-books for breeding sheep mother, determine their genetic quality and assess the productivity data.
5. Service includes the following charges (including value added tax): 5.1. ciltsdokumentācij preparation and evaluation of recording in the book according to the laws of the State of sorting the herd-book;
5.2. determination of genetic quality and productivity evaluation in accordance with the laws and regulations on animal monitoring and specific breeding programs industry laid down by the herd-book of productivity indicators and sort.
6. To aid in the provision of the service may apply for a merchant, society, Foundation or a cooperative society (hereinafter the applicant), if the following conditions are met: 6.1 the applicant is assigned a breeders ' organisation status according to the legislation on breeders ' organization eligibility criteria and breeders ' organization status, and after this the applicant the status of breeding pig or dairy in the area running for at least five years meat cattle or sheep husbandry industry, at least two years;
6.2. applicants shall carry livestock herd book according to the laws of the State of sorting the herd-book;

6.3.2. the farm that has been assigned a variety of farm animal breeding status according to the legislation on animal farms the variety of eligibility criteria and a variety of farm animal breeding status (hereinafter referred to as the variety of the farm);
6.3.3. in relation to breeding animals for at least a year of control (except pirmpien, which is not calculated for the lactation and the standard data that is older than four years) according to the regulations on the monitoring of animals, and to whom the State Agency "agricultural data centre" (hereinafter referred to as the data center) last year is not concluded of monitoring has withdrawn monitoring data.
7. The applicant for the provision of aid to pig industry receives: 7.1 as lump-sum 88 lats, including administrative costs 0.90 lats, for grandparents and vecvecvecāk of the sow that it is breeding gilts, governing entry in Flock-books for preparation, as well as its evaluation by pienīb, exteriors, fertility and selekcionējam characteristics of genetic value with the index at least 110, but: not more than 90 7.1.1 percentage of each breed in the breeding holding sows (as of 1 March 2011);
7.1.2. not more than eight percent of the supervision of the flock in each existing breeding sows, if: the monitoring flock 7.1.2.1. is more than 49 breeding sows (as of 1 March 2011);
7.1.2.2. in the previous year of monitoring of breeding sows weaned pig litters average number of monitoring Flock is 8.5 piglets;
7.2. 8. This provision of the services referred to in paragraph 7 shall include all monitoring herds existing Latvian white breed sows, which, according to the legislation on the national and European rural development aid environment and improvement of the rural landscape is the subject of the opinion on the compliance of Latvian breeding sows in the white variety.

9. The applicant for the provision of a service to support the dairy sector receives a lump-sum basis 44 lats, including administrative costs 0.90 lats to governing entry in Flock-books for the preparation of monitoring in dairy cow milk varieties (excluding meat varieties, varieties of meat, milk meat cross breeds and crosses of animals of unknown origin), determine the genetic quality and assess the productivity, if: its last conclusion 9.1 standard lactation (240-305 days) milk yield is at least 5000 kilogram;
9.2. the last sealed the standard lactation data are useful in breeding (pirmpien to the standard concluded lactation data is not required, but the individual milk control indicators are used for breeding) in accordance with the regulations for monitoring.

11. The applicant the aid for the supply of a service of meat cattle breeding industry receives: 11.1. as a lump sum 73 lats, including administrative costs 0.90 lats, the holding of a variety of monitoring meat varieties in the national herd-books for pure-bred suckler cows taken genetic quality and productivity evaluation;
11.2. as a lump sum 49 lats, including administrative costs 0.90 lats to suckler cow herds in the preparation of monitoring governing entry in Flock-books for pure-bred varieties of meat and suckler cows bred Heifer (an animal that one variety of asinīb at least two percent or 87.5 bred specialized varieties of meat animal crossing), older than 18 months, as well as to determine the genetic quality and assess the productivity;
11.3. as a lump sum 24 lats, including administrative costs 0.90 lats to the suckler cow herd genetic monitoring of certain quality and assess the productivity at least second grade intersection of suckler cows and meat varieties tel (animal, a cross between the varieties grown in Latvia in the milk cow with specialized meat breeds of bull, and the proportion of asinīb varieties of meat reaches at least 75 percent) older than 18 months.

13. 14. the applicant submits to the rural support service (hereinafter service), the application for aid: 14.1. pig sector – up to 30 March 2011. The application shall be accompanied by a list of the holdings of the variety of State 1 March 2011 (annex 1);
14.2. the dairy sector – up to 30 March 2011 (annex 2);
14.3. meat cattle industry – up to 15 April 2011. The application adds a variety of farm and this rule 11.1. the suckler cow referred to in lists (on the State of the 2011 April 1), specifying the identity number of the animal (annex 3);
14.4. the sheep industry, until July 5, 2011. The application shall be accompanied by a list of the holdings of the variety of State July 1, 2011 and detailed expenditure (annex 4).
15. the service shall evaluate compliance with the applicant's submission, the requirements of this regulation, and within three weeks of receipt of the application, shall take a decision on the application of the applicant for approval or rejection. If the application for aid is approved, the service contract to the tenderer for the provision of services referred to in paragraph 4. The agreement provides for the obligations of the parties, the settlement order and prepay: 15.1 the pig, dairy and meat cattle breeding sector, 75 percent of the projected administrative costs;
15.2. the sheep industry, 90 percent of the planned amount of the payments of the aid.
16. The applicant in the month following that rule 15 of the conclusion of the contract referred to in the contract of ciltsdokumentācij the preparation of animals for breeding with breeds of farm livestock owners or supervision. The contract provides the period within which the breed livestock farm or monitoring the holder to the applicant that the requirements of rules appropriate breeding stock lists and ciltsdokumentācij to determine the genetic quality breeding animals and assess their productivity data.
17. The applicant approved for receiving the aid, in the form of a paper document, which adds or send the electronic version, or electronic form of a document, drawn up in accordance with the laws and regulations on electronic documentation, service shall submit the following documents: 17.1. pig sector: 17.1.1. Overview of grandparents and vecvecvecāk of the sow that it is breeding gilts, governing entry in Flock-books for preparation, as well as its evaluation by pienīb, exteriors, fertility and selekcionējam characteristics of the genetic value of index 110 and more (annex 5), until 1 May 2011;
17.1.2. the fee for copies of supporting documents, administrative expenditure, up to 1 October 2011;
17.2. the dairy sector: 17.2.1. governing entry in Flock-books for prepared or entered in the book that referred to in paragraph 9 requirements of dairy cows in milk varieties monitoring flock owners list (annex 6), until 1 May 2011;
17.2.2. fee for copies of supporting documents, administrative expenditure, up to 1 October 2011;
17.3. beef cattle industry:

17.3.1. governing entry in Flock-books for prepared and entered in the book of the rules referred to in paragraph 11 compliant monitoring of herds of suckler cows owners list (annex 7), until 15 July 2011;
17.3.2. the fee for copies of supporting documents, administrative expenditure, up to 1 October 2011;
17.4. the sheep sector: 17.4.1. Overview of governing entry in Flock-books for the preparation and holding of a variety entered in the book of breeding sheep in maternal genetic quality and productivity, as well as on the evaluation of the monitoring of breeding sheep in the herd of productivity assessment (annex 8), until 1 august 2011;
17.4.2. the price of a copy of supporting documents in accordance with the expenditure submitted, until 1 October 2011.
18. the service shall be made by the settlement provisions referred to in paragraph 17 of the document received.
19. If the requested funding exceeds the provisions referred to in paragraph 4, the amount of the aid, the aid shall be reduced proportionately.
20. If the submitted lists or reports for applicants have indicated the same monitoring surveyed the herd, a herd of aid granted. If the applicant has supplied false information or violated the requirements of this regulation, it shall repay the aid received.
21. the support referred to in these provisions refers to measures implemented in 2011.
