General questions 1. determines the order in which the State and the European Union support for the implementation of: 1.1. the rural development programme 2007-2013 axis ' LEADER approach ' measure ' local action group operating activities the acquisition of skills, and activation of the territory "(hereinafter rural development programme);

II. conditions of eligibility 3. aid applicant is Association or Foundation, assigned to support local development strategy consistent with the laws of the State of the European Union and the granting of aid for local development strategy (hereinafter local action group).
4. measures for the rural development programme and in the action programme in support of the following activities related to the implementation of local development strategies and restoration: 4.1 lag area studies related to local needs-driven and locally applied to the territory development strategy priorities consistent with the objectives of local potential and integrate innovative solutions driven strategies priorities objectives evaluation or implementing local development strategies in the course of the evaluation of value added;
4.2. publicity measures, providing information on local action groups in the territory and the local development strategy;
4.3. measures that increase local development strategy and restore the local action group capacity (maximum of five local action groups representatives at one time if the event takes place in another Member State of the European Union): 4.3.1. training according to competence, except for training, which is part of general secondary education or higher education programs;
4.3.2. participation in seminars and conferences;
4.4. measures to increase potential project applicants capacity: 4.4.1. seminars and conferences for potential project applicants;
4.4.2. the potential project applicants participating in seminars and conferences (up to five local action groups ' representatives at one time and not more than one representative of an organization or institution, if the event takes place in another Member State of the European Union);
4.5. the local action groups activity.
5. Local development strategy and involved in local recovery action groups represented within the meaning of this provision are: 5.1. Administrative and financial manager ad interim;
5.2. for the implementation of local development strategies and restore responsible local action groups, the representatives of the governing bodies.

10. The amount of aid to the local action group from 2009 to 2011, as well as from 2009 to 2012 shall not exceed the following: 10.1. rural development programme – 20 percent of the approved project application to the total amount of public funding under the local development strategy;
10.2. the activities of the programme of action, 10 percent of the received public financing this provision referred to in paragraph 4, the activities and for the implementation of the local development strategy approved in the project application to the total amount of public funding.
11. the local action group, which is implementing a rural development programme, and the activities of the programme of action and other funds of the European Union, State and local government-funded programme to ensure that the implementation of activities and related documentation and accounting separately. Local action group may not receive aid for the same eligible costs else activities from local, national or European funds of the Union.
III. Application procedures 12. For support, local action group after this referred to in paragraph 3 of the rules for granting the aid within three months of submitting field support service (hereinafter service) the following documents (separately for rural development programme activities and the activities of the programme of action): 12.1. project submission (annex 1) in paper form or electronic form of a document. If the application is submitted in paper form, add electronic copies of the application, the project of electronic media;
12.2. the driver's employment contract with the local action group (copy);
12.3. the driver's employment contract with the local action group (copy) or a service (company) a contract for accounting services (copy);
12.4. space rental (lease) Agreement (copy) if space is rented (rented). 13. to support the subsequent quarters of the calendar year, the local action groups shall submit to the Department the following documents (separately for rural development programme activities and the activities of the programme of action): 13.1. each quarter of the calendar year, the last month for the first time in five working days – those of the rules referred to in paragraph 4, the activities for the next quarter (annex 2) (hereinafter referred to them). If they are submitted in paper form, the service sends the electronic version;
13.2. each quarter of the calendar year, the first 10 working days – an overview of the activities carried out and the experience of the previous quarter (annex 3) (hereinafter report). If the report is submitted in paper form, the service sends the electronic version of the report. The report adds: 13.2.1. related expenses supporting the payment and transaction documents (copies), including: 13.2.1.1. public vehicle ticket if this rule 4.3, 4.4 and 4.5 of the activities referred to in the implementation used in public transport (plane, boarding pass);
13.2.1.2. transport voucher or a route sheet indicating the purpose of the route and its relationship with the local development strategy and restore if this rule 4.3, 4.4 and 4.5 of the activities referred to in the implementation used in personal transport or vehicle is hired. When the local action group provides the strategy proposes the project supervision, project submission also given registration number;

13.2.1.3. loan agreement (copy) on the use of the vehicle, if that rule 4.3, 4.4 and 4.5 of the activities referred to in the implementation used a personal vehicle;
13.2.2. the service provider contracts (copies). Contracts shall provide for the type of service to be provided (the to-do, the period and the amount of the contract);

14.2. these rules referred to in point 4.2 activity – a booklet, brochure, information sheet or a copy of the video or publication (copy);
14.3. of those terms referred to in 4.3.1. activity: 14.3.1. learning agenda;
14.3.2. application for participation in the training grounds, which training relationship with the local development strategy (annex 4);
14.3.3. the order or decision of the delegation of the representative (copy);

14.4.5. event report (annex 5);
14.5. about this rule referred to in 4.4.1 activity: 14.5.1. one copy of the handout (one time);
14.5.2. the list of participants;
14.5.3. the agenda of the event;
9.1. about this rule referred to in 4.5 activity: 14.6.1. the local action team concluded contracts (copies) (submit once);
14.6.2. the timesheet table. If local action groups the employee is employed in several jobs, submit information on the rest of the work (submit service once and five working days to inform about changes to the service).
15. the original copy of the document certifying the local action group.
16. Local action group documents submitted in paper form in person or by mail, subject to this provision in paragraph 12 and 13 of these terms, or electronically, in accordance with the legislation on electronic document design.
IV. evaluation of the documentation submitted, the adoption of the decision, notification and assistance 17. rural development programme and in the action programme of the project application and the documents attached to it service valued according to: 17.1. administrative criteria;
17.2. This provision, (II) and the requirements contained in chapter VI (hereinafter the conditions for receiving the aid).
18. Administrative criteria are the following: 18.1 application and project documents have been submitted to these provisions within the time limit referred to in paragraph 12;

18.3. the project submission separately is accompanied by all the necessary documents;
18.4. the project application and the attached documents are drawn up into Latvian language;
18.5. the project in the application and attached documents not stipulated in the correction or addition;
18.6. the project in the application and the documents attached thereto, money amounts are in LCY.
11.6. the project in the application and the documents attached thereto have been arithmetically calculated correctly;
12.8. the project proposal is completed and fully comply with the rules referred to in annex 1;
11.7. the project submission has signed a paraksttiesīg person.
19. If the documents submitted are insufficient information to assess compliance with the criteria or administrative support, the service requires additional information. Additional information the local action group submitted to the Department within 10 working days of receipt of the request. If the additional information is not provided in the service, the service shall take a decision on the rejection of the application for the project.
20. After the project submission evaluation service adopts one of the following decisions (separately for rural development programme activities and the activities of the programme of action): 20.1. a decision on the conformity of the application of the project criteria and administrative support and project approval submissions;
20.2. the decision on the application of the project approval and the reduction of the amount of the eligible cost, if it is not included in the eligible costs.
20.3. the decision on the application of the non-compliance of the draft administrative criteria or conditions for receiving the aid, and the rejection of the application for the project.
21. Local action group service may be challenged and the decision to appeal to the rural support Service Act and the administrative procedure law.
22. After the adoption of the decision within 10 working days, inform the writing of local action groups. After this rule 20.1 and 20.2. decisions referred to in the corresponding amount of aid for the first quarter, including a local action group account that is open to the public.
V. project implementation conditions 23. Service within 10 working days after the submission (if the clarification or additional information, the review period shall be extended for the period necessary) examine this rule 13.1. within the time limit referred to in the statement and submitted after approval puts it on the home page of the internet. 24. 25. Each year, before 31 January service checks the local action group received aid compliance with this provision in paragraph 10 that the conditions for receiving the aid. If the Department finds non-conformity with this condition, the service shall inform in writing the local action groups, indicating the current year the amount of aid available. 26. After the last quarterly report, the service checks the local action group received aid compliance with rules 7 and 8 of the aid referred to in paragraph 1. If the Department finds non-compliance with these conditions, it will send a notice to the local action group does not comply with the repayment of the amount of the service within three months after receipt of the notification. 27. If the services of the local development strategy in the period of reduced or increased the amount of the aid for local development strategies for the implementation of the action programmes under "Territory Development Strategy implementation," according to the laws of the State of the European Union and the granting of aid, the local action group within 10 working days of receipt of the decision, shall be specified in the project service application.
28. Local action group may amend them if they do not change the project objectives. When the local action group in the approved amendments in the statement, they specified (annex 6) and explanation of the amendments submitted with this rule 13.2 shall be submitted within the time limit referred to in the report.
29. Local action group may opt out of receiving aid, written notice of the service. When the local action group renounces support: 29.1. it shall provide the service report for the last quarter in the month following the submission of the application;
29.2. it shall repay the excess aid within three months after service of the notification of the repayment of the excess aid.
30. the decision to suspend the granting of aid to the local action group, if the aid granted is not used in a manner inconsistent with this provision in paragraph 11 of these requirements, the written notice by the local action groups. 31. Local action group and presented to the officers of all the measures in the rural development programme and the action programme for the implementation and monitoring of the related documentation and information by 2020. 32. The local action groups shall ensure that provision referred to in paragraph 4, the activities related to the implementation of information and publicity measures of progress, according to the Commission of 15 December 2006, Regulation (EC) No 1974/2006 laying down detailed rules for the application of Council Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD) (hereinafter referred to as Commission Regulation No 1974/2006), point 2 of annex VI, or the Commission of 26 March 2007 Regulation (EC) No 498/2007 laying down detailed rules for the implementation of Council Regulation (EC) no 1198/2006 on the European Fisheries Fund, article 32 and 33, with the law on the national and European Union aid for rural and fishery development in the relevant Fund logo and specifying the Fund administering authorities ' Support for the Ministry of agriculture and rural support service ".
33. The local action groups shall ensure public access to information about this rule referred to in paragraph 4, the implementation of activities by publishing this rule 13.2. quarterly report referred to in the publishing and information on skills acquisition and activation activities of the territory, including reports on participation in conferences and seminars. The place where the information available to the public (local media, local action groups or local government website, the local action groups or local authorities in the information booth), a local action group in the current quarterly report shall inform the service.
34. Local action group in the current quarterly report shall inform the staff about the activities for which it has provided during the period of application of the draft or received funding for the project from local, State or other funds of the European Union.
35. If local action group organises the provision referred to in 4.4.1, 10 working days before the event, inform about the progress of the event, venue and time.
Vi. Eligible and ineligible costs 36. rural development programme activities and the activities of the programme of action for the determined eligible costs shall apply from the date of the local action group has been granted the aid in the implementation of local development strategies in accordance with the laws of the State of the European Union and the granting of aid for local development strategy.
37. measures for the rural development programme and the action programme of measures eligible activities eligible costs are as follows: 37.1. for this rule 4.1 referred to activity-service costs for the conduct of the study, including the publication of information about the study and its results start;
23.1. about this rule referred to in point 4.2 activity: 37.2.1. booklets, brochures, newsletters and video production;

37.2.3. creating the Web site and its maintenance;
37.2.4. provision of information to the media, including the publication of information for potential project applicants, for example, for project application acceptance started, according to the local development strategy, the press monitoring costs;
37.2.5. membership fee other organizations related to the development of rural areas and work in the Republic of Latvia or another Member State of the European Union, 50 percent of the Organization's fixed annual membership fees;
37.3. for this rule, 4.3.2 and 4.4.2 4.3.1. activities referred to in: 37.3.1. organizer's registration and membership fee;
37.3.2. transport costs up to the event venue and back (renting, public transport and fuel), consistent with the laws of the order in which the recoverable costs associated with missions;
37.3.3. hotel costs not exceeding the regulations of the order in which the recoverable costs associated with business travel, payment of travel costs (except in the case where the measure lasts for one day and participants have the opportunity that day to return to their place of residence);
37.3.4. daily allowance, not exceeding the regulations of the order in which the recoverable costs associated with business travel, business trip expense payment rules if the event takes place in another Member State of the European Union;
37.3.5. travel insurance according to the legislation on the order in which the recoverable costs associated with missions;
37.4. about this rule referred to in 4.4.1 activity: 37.4.1. technical support of the lease;
37.4.2. rental of premises;
37.4.3. translation service, if the workshop or Conference participate representatives of other Member States of the European Union;
37.4.4. cost of handouts printed materials that are used in teaching and learning remain members, except where the local action group has purchased a copy of this rule 4.5 machinery referred to in subparagraph activity. Handout cost does not exceed five Lats per person;
37.5. about this rule referred to in 4.5 activity: 37.5.1. introduction of electronic signature;
37.5.2. rental of premises;
37.5.3. space management costs (heating, electricity, management services, water supply);
37.5.4. Office supplies acquisition cost not exceeding 96 late in the quarter;
37.5.5. Office equipment acquisition cost and rent;
37.5.6. with local development strategies project textual surveillance techniques, Office equipment (computer, printer, and it supplies, photocopying machines and raw materials, and storage equipment) and information technology (software), software acquisition, maintenance, rental and repair, if it was purchased 4.5 these provisions referred to in subparagraph activity. 37.5.7. communication services (telecommunications, not more than 90 late in the quarter, internet and mail);

37.5.9. accounting service costs. When the local action group in addition to the payroll accounting service employees who perform the duties of the financial manager, the total cost does not exceed 37.5.8. these provisions referred to;
37.5.10. local development strategies project evaluation costs-a maximum of 30 million lats (including income tax, social security payments, business risk duty) for the evaluation of a single project, with at least three evaluators of projects;
37.5.11. transportation costs (transport, public transport and fuel) associated with the implementation of local development strategies and monitoring of (project), this provision in paragraph 5 above;
37.5.12. vehicle depreciation costs no more than two centimes for each kilometre travelled, if this provision 4.3, 4.4 and 4.5 of the activities referred to in the implementation used a personal vehicle;
37.5.13. document copying costs where the local action group is not copying techniques;
23.4 value added tax, if it is not legal to deduct from taxes payable to the State budget amounts as input to the laws on value added tax.
38. The rural development programme and the action programme of measures eligible activities not eligible are the following: 38.1. interest, charges for financial transactions, foreign exchange commissions and losses due to currency fluctuations;
38.2. fines, penalties, interest on arrears and costs;
23.8. catering costs, including coffee breaks;
23.9. the acquisition of technical knowledge, which is the internal combustion engine, and the associated maintenance, spare parts and operating costs, except those referred to in paragraph 37.5.12. of the rules;
38.5. souvenir, gift and clothing;
any premium for 24.0. additional work, overtime work or work on public holidays, bonuses, incentives and prize money;
36.6. health, life and accident insurance, except those referred to in paragraph 37.3.5. of the rules;
24.1. the purchase of property or shares;
24.2. the cost estimate is calculated at the service of the year in excess of the average market price, as well as the implementation of activities and the achievement of the objectives set out in the schedule within the unfinished job costs;
38.10. other costs that are not eligible under Council of 20 September 2005 Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD), Commission Regulation (EC) No 1974/2006 and Council of 27 July 2006, Regulation (EC) no 1198/2006 on the European Fisheries Fund.
39. The State revenue service after the service request provides information about local action group brought this rule 23.4. the requirements referred to in point.
