1.2. the European Social Fund (hereinafter the project) of the application evaluation criteria and requirements of the European Social Fund project applicant;
1.3. responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. The purpose of the activity – with complex (several target groups and individual personal purposes) employment and social inclusion support measures to promote the integration of the target group in society and the labour market, reducing the risks of social exclusion and supporting the motivation of target groups and more competitive in the labour market.
3. the purpose of the activity reaches the implementation of this provision in paragraph 5 and the following performance indicators: monitoring outcome indicators 3.1 – complex support measures involving 13 900 persons;
3.2. result indicators – 35 percent of the supported person becoming economically active (working in paid employment or participate in active employment measures which provide for the conclusion of the contract under the laws and regulations on the active employment measures and preventive measures to reduce unemployment, organisation and financing arrangements for the implementation of the measures and selection principles) within six months after the receipt of the aid.
4. activities to target: 4.1 support of the unemployed and jobs seekers a statutory target group unemployed and unemployed people, consistent with the Commission's august 6, 2008, Regulation (EC) No 800/2008, which recognize certain categories of aid compatible with the common market in application of articles 87 and 88. 4.3. the unemployed persons aged 18 to 24 years of age who satisfy at least one of the following criteria: 4.3.1. young people that State employment agency as unemployed have registered at least six months;
4.3.2. the young unemployed after parental leave;
4.3.3 unemployed young people with disabilities;
4.4. unemployed, caring child from a year and a half before the start of primary extraction who engage in any of the State employment agency provided for active employment measures and which meet at least one of the following criteria: 4.4.1. unemployment is a particular disability;
4.4.2. an unemployed person is recognized as a poor person;
4.5. a person with Group I disability vision, which comply with the Disability Act, article 12, first paragraph, point 2.
5. The project to be supported are the following: 5.1 career planning advice, individual expert advice and consulting group (up to 32 hours) that contribute to a person's self-confidence and motivation to rise to integrate into the labour market, this rule 4.1 referred to target groups of unemployed;
5.2. the youth work practice (including theoretical training) this provision as referred to in point 4.2 target group unemployed by enabling young people (unemployed) obtain working skills (practice lasts from six to 12 months);
5.3. the measure of "jobs for young person" (lasts up to nine months) that focuses on the integration of unemployed young people in the labour market, while promoting the creation of permanent jobs and unemployed young people in permanent employment in these rules referred to in point 4.3 target group unemployed;

5.5. the Assistant (for up to four hours a day) and surdotulk (up to six hours a day) services for persons with disabilities, which involved these rules 5.1, 5.2 and 5.3 eligible activities referred to in the subparagraph as well as ergoterapeit services for persons with disabilities, which involved these rules 5.2 and 5.3 eligible activities referred to in subparagraph a;
5.6. the allowance for Assistant (hereinafter benefit) (10 hours a week) that referred to in paragraph 4.5 target group provided that the person does not receive these terms of service as Assistant 5.5. eligible referred to transactions or other policies of the European Union in the framework of the draft instrument;
5.7. project management.
6. The provisions referred to in subparagraph 5.2 eligible activities involving persons who have received during the period of unemployment aid, consistent with the laws that determine the order in which to be supported employment measures the target group for the unemployed, and have not been involved in the practice of the unemployed or training on the employer in accordance with the laws and regulations that govern the procedures for implementing the unemployment and employment training.
7. These regulations 5.2 and 5.3 eligible activities referred to in this provision under 4.2 and 4.3 target group referred to unemployment do not employ qualified and mazkvalificēto works (simple occupations according to professions in the ninth major group).

10. These rules 5.1, 5.2, 5.3, 5.4 and 5.5 of eligible activities referred to in the organisation of the European Social Fund, the beneficiary (beneficiaries) apply the procedures laid down in the law on employment of the measures of active and preventive measures to reduce unemployment in organizing and financing arrangements and measures implementing these check the principles, if not determined otherwise.
11. Activity implemented limited project application selection. The responsible authority shall organise the selection referred to once.
12. the available total activity attributable funds is 13 572 487 lats, including European Social Fund funding – 12 430 692 dollars, and State budget funds-1 141 795 dollars.
13. the maximum eligible European Social Fund funding is 91.59 percent of the total eligible cost of the project, but no more for this rule set out in paragraph 12.
14. the minimum Project total eligible costs is not limited to, the maximum eligible cost total is 13 572 487 dollars.

15. the project applicant is an institution (institution of the labour market), in accordance with the law on the support of the unemployed and jobs seekers to implement the national policy for the reduction of unemployment and the support of the unemployed and jobs seekers, cooperate with State and local authorities, non-governmental organizations, as well as natural and legal persons.
II. The responsible authority and the liaison body and the Division of competences 16. activities within the responsible authority provides the Ministry of welfare (hereinafter referred to as the responsible authority). 16.2. transmit the call for project submissions for a limited range of projects;

16.6. participating in the agreement on the implementation of the project (hereinafter referred to as the agreement) project;

10.9. provide information to the national budget for the preparation of the request, subject to the laws and regulations that govern the public financial management and planning of national budgetary resources for the European Union agenda, the Fund co-financed projects and making payments;
17.7. ensuring monitoring and project implementation monitoring, including audits of the implementation of the project site and managed by the Council Regulation No 1083/2006 and article 93, paragraph 2, of the enforcement principle project level;
11.1. provide information about the recipient of the funding arrangement;
11.1. verifying the reports submitted by the beneficiaries of payment requests, approve the amount of the eligible expenditure and prepare payment orders, as well as draw up declarations of expenditure sent to the inspection and certification authority;
17.10. Approves the draft amendments under this rule 69 and 71 points, but 70. in the case referred to in paragraph – if the responsible authority has agreed amendments to the draft;

18. Cooperation authority has functional authority.
III. Project application selection 19. the responsible authority shall send the draft to the applicant, which complies with the provisions of paragraph 15 of the said requirements call for project applications (hereinafter referred to as the notice).
20. The invitation shall: 20.1. project application, if submitted in person, by post or by electronic means;
20.2. the project submission deadline. Period is shorter than 30 days from the date of dispatch of the invitation;

21. the project application submitted, subject to the following requirements: 21.1. the applicant shall submit one project the project submission;

21.4. designing the project application, the project shall ensure compliance with the rules referred to in 28.1. administrative criteria. Preparing the project application, the project shall ensure that its contents match this rule 28.2. referred to the eligibility criteria and 28.3. referred to quality criteria;
21.5. completing the project submission form section, the project shall ensure mutual consistency of the information provided, it is describing the project up-to-date by identifying the problem and its solution, linking it with the project objectives, the results to be achieved, planned activities, time of the project and the design of the eligible cost, the selected target group and project implementation;
21.6. the application by filling in the project, the project applicant required project cost plan according to this provision, 50, 51, 52, 53, 54, 55, 56, 57, 87, 88, 89 and 90. the costs referred to in paragraph 1, and about restrictions, giving the project the expected costs and ensuring compliance with project objectives, planned activities and anticipated results. The European Social Fund project in the application intends only to cover the eligible costs of the project;
21.7. the project application to the responsible body can submit: paper 21.7.1. in triplicate (original and two copies to the relevant "original" or "copy"). Project submissions are presented according to the laws that govern the development and presentation of documents;
21.7.2. electronically (the project application must be signed with a secure electronic signature pursuant to the electronic movement of regulatory laws and requirements);
21.8. the project application submitted that rule 20.2. in subparagraph within the time limit specified in the invitation in person, by mail or electronically.
22. the responsible authority shall register the project application submitted to it on the date of receipt, as well as the identification number. Proof of receipt of the application, the project authority in charge of the project to the applicant personally, on the same day or within two working days, shall be sent by mail or electronically (signed with a secure electronic signature).
23. The competent authority is entitled to organise a more limited application of additional selection if: this rule 23.1.20.2. within the time limit referred to in the project, the applicant has not submitted a project submission;
23.2. the project application is rejected;
23.3. a project application is approved for an amount that is less than the rules referred to in point 12 of the total eligible cost.
IV. evaluation of the application of project activity within 24 of the projects submitted for evaluation, the application provided by the Commission. 25. The Commission shall determine the responsible authorities developed and approved the Statute of the Commission.

26. the project submission compliance is assessed on the basis of these provisions referred to in paragraph 28 of the draft application evaluation criteria and with the responsible authorities the project application selection and evaluation procedures, as well as the application form for the evaluation of the projects mentioned in the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds and the European Union fund management and control system. 28.1.6. project submission is prepared in the national language;

28.1.12. application of the project financial statement is made in local currency;
28.1.13. application of the project financial statement is designed to accurately and appropriately mean project application form;
28.1.14. project application under the European Social Fund funding does not exceed the provisions mentioned in paragraph 13 of the funding;
28.1.15. application of the project eligible cost specified in total not exceeding 14. these provisions referred to in paragraph 1, the maximum project funding;
28.1.16. project costs included in the submissions comply with these regulations 50, 51, 52, 53, 54, 55, 57, 87, 88 and 90. costs referred to in paragraph 1;
28.1.17. project planned in the application costs do not exceed that rule 52, 54, 56, 89 and 90 and in point. 51.1.1.,.,., 51.3 51.2.2 51.2.1.,.,., 53.2.4 53.2.2 53.2.3.,.,., and 57.5 87.5 53.4. the costs referred to in (a);
28.1.18. project duration and cost allocation over the years correspond to the provisions referred to in paragraph 63 of the project implementation period;
28.2. eligibility criteria (substantive, financial and eligibility criteria in the implementation): 28.2.1. the aim of the project contributes to this provision referred to in paragraph 2, the objective of the activity;
28.2.2. submission of the project projected expenditure need is justified;
28.2.3. project application based on the chosen target group needs and identify the problem to be solved;
28.2.4. submission of the project planned project activity as defined in project problem solving;
28.2.5. submission of project outcome indicators and planned results indicators facilitates the provision referred to in paragraph 3 of the monitoring indicators;
28.2.6. submission of the project seeks to ensure the maintenance of the results achieved by project completion;
28.2.7. project application are defined in project personnel job responsibilities and qualifications requirements;
28.2.8. project application are defined in the project administration personnel job responsibilities and qualifications requirements;
28.2.9. project submissions reflect the existing and planned logistic support (applicable if the project is planned for the implementation of tangible technical support);
28.2.10. project submissions reflects the project management, monitoring and quality assurance system;
28.2.11. project planned in the application of publicity and information dissemination activities to meet this 65 and 66 of the rules referred to in paragraph 1;
28.3. quality criteria (specific policy criteria): 28.3.1. project provides services to residents of areas with high unemployment, particularly long-term unemployment, level;
28.3.2. submission of the project assessed the possible impact on the local labour market;
28.3.3. project provides continuity of the investment made in the past;
28.3.4. project activities that promote respect for the fundamental principles of equal opportunities (gender equality, active ageing and the rights of persons with disabilities);
28.3.5. submission of the project are identified and reflected in the project implementation risks, assess their impact and the probability of occurrence, as well as certain risk mitigation measures;
28.3.6. project provides innovative services for the target group;
the project involves complex 28.3.7. aid assessment.
29.28.3.1. These rules the quality criteria referred to in compliance with the grant up to a maximum of 10 points. Its relevance to the determination of the apakškritērij and the following number of points: 29.1. the project is intended to ensure application availability in areas where long-term unemployment of the proportion of the economically active population is higher than the average for the country more than two times, the five points;
29.2. the project is intended to ensure application availability in areas where long-term unemployment of the proportion of the economically active population is higher than the average for the country, but no more than two times – three points;
29.3. the project is intended to ensure application availability in areas where long-term unemployment of the proportion of the economically active population, meet the national average or less, two points.
30. about this rule referred 28.3.2. quality criteria compliance with the maximum eight points awarded. Its relevance to the determination of the apakškritērij and the following number of points: 30.1. application of the project analyses the potential impact on the local job market – four points;
30.2. the application of the project projected labour market indicators and the improvement of the situation, four points;
30.3. the project submission does not look at the potential impact on the local labour market and the labour market is not expected indicators and improvement of the situation – the zero point.
31.28.3.3. These rules the quality criteria referred to in compliance with the maximum three points awarded. The determination of its conformity with the applicable one of the following apakškritērij and scoring: 31.1. project experience in the analysis of the investment made and the assessment of follow-up – three points;
31.2. the project does not provide for the investment made to date in the analysis and assessment of succession-zero point.
32. about this rule referred to in paragraph 28.3.4. quality criteria compliance with the maximum five points shall be awarded. The determination of its conformity with the applicable one of the following apakškritērij and scoring: 32.1. proposed activities contribute to the three fundamental principles of respect for equal opportunities – five points;
32.2. the intended activities contribute to two principle of equal opportunities are respected – three points;
32.3. proposed activity contributes to one of the fundamental principle of equal opportunities are respected-one point;
32.4. the project is not intended for activities that promote respect for the fundamental principles of equal opportunities, the zero point.
33.28.3.5. These rules referred to compliance with quality criteria shall be granted a maximum of nine points. Its relevance to the determination of the apakškritērij and the following number of points: 33.1. project analyses the application deadline of the project implementation risks – three points;
33.2. in the application of the project analyzed the project financial risk – three points;
33.3. the project analyses the application activity results and indicators of monitoring risk – three points;
33.4. a project application are not analyzed in the period of project implementation and financial risks, as well as the results of activities and risk monitoring indicator – the zero point.
34. These rules referred to in paragraph 28.3.6. quality criteria compliance with the maximum awarded two points. The determination of its conformity with the applicable one of the following apakškritērij and scoring: 34.1. the project application provides innovative pilot projects in the provision of services to target group-two points;

21.3. the project submission does not provide innovative pilot projects in the provision of services to target group-the zero point.
35. As this provision referred 28.3.7. quality criteria compliance is granted the maximum three points. The determination of its conformity with the applicable one of the following apakškritērij and score: 21.8. the project application for complex evaluation of the support measures – three points;
35.2. the project application is not intended for complex evaluation of the support measures – the zero point.
V. decision and notification of the approval of the project application, approval or rejection of condition 36. Responsible Authority project application is approved if it meets the following conditions: 36.1. its compliance with this provision and 28.1 28.2. Administrative and referred to the eligibility criteria have been assessed with "Yes";

38. This provision, paragraph 37 of the condition can include: 38.1. additional explanation of the submission;
38.2. the project implementation time or cost design clarification by years;
38.3. the cost adjustment (reduction or exclusion), in so far as it does not affect this rule 52, 54, 56, 89 and 90., as well as, 51.2.1.51.2.2 51.1.1.,.,.,., 51.3 53.2.2 53.2.3., 53.2.4.,.,., and 87.5 53.4 57.5. costs referred to limits;
23.9. other steps to ensure the conformity of the project application, this provision, 28.1.9, 28.1.8 28.1.7..,.,., 28.1.11 28.1.12 28.1.10., 28.1.13., 28.1.14., 28.1.15., 28.1.16., 28.1.17. and 28.1.18. referred to administrative criteria.
39. If this rule 37 and 38. compliance with the conditions referred to in paragraph 1 affect any other application referred to in paragraph 28 of the evaluation criteria the conformity assessment, the responsible authority decision on the approval of the application, the project on condition accompanied by appropriate instructions.
40. the responsible body stops and does not continue the project evaluation and their application is rejected, if there was at least one of the following circumstances: 24.9. the project submission does not comply with any of these terms, 28.1.3 28.1.1 28.1.2.,.,.,., or 28.1.6 28.1.5 28.1.4. referred to administrative criteria;
40.2. the project application is not added to that rule 21.2. documents referred to;
40.3. the project submission does not comply with the provisions referred to in paragraph 28.2.1. eligibility criteria;
25.1. the project application, rated according to this provision the 28.3.2. referred to quality criteria is below four points;
25.2. the project application, rated according to this provision the 28.3.3. referred to quality criteria of less than three points;
40.6. application assessment project under this provision in paragraph 28.3.4. quality criteria are listed below by one point;
40.7. application assessment projects according to this provision the 28.3.5. referred to quality criteria are below six points.

48. If the applicant has not provided a decision on the application for the approval of the project, provided the conditions are met, the application shall be deemed to have been rejected. 49. If a decision to reject the application of the project or the project, the applicant has not fulfilled the decision on approval of the application, the project provided the conditions laid down by the responsible authority in addition to the provisions laid down in point 41 of the project applicant be returned or sent by mail to the two projects submitted by the applicant a copy of the application for the project. Vi. Project implementation conditions 50. Project plans to the following eligible cost headings: 50.1. direct costs, or the cost of project implementation the following subheadings: costs 50.1.1. target groups of security costs;

51. This provision 50.1.1. cost referred to in subheading includes the following costs: 51.1. the costs this rule 5.2. eligible activities referred to in:

51.1.1. monthly scholarship of 120 Lats per month working days paid in proportion to actual work practices or theoretical training for the month concerned;
51.1.2. legislation on minimum health provided health checks;
51.1.3. occupational accidents practice insurance costs;
51.2. the financial support that rule 5.3. eligible referred to the implementation of the action provided under Commission Regulation (EC) No 1998/2006, Commission Regulation (EC) no 875/2007 or Commission Regulation No 1535/2007:51.2.1. grant monthly wage for this rule 4.3 target group referred to the employment of unemployed person full time for the first six months of the period 100 lats in proportion to the days worked per month (a young person unemployed with disabilities – 150 Lats per month in proportion to the days worked);

51.3. the allowance for this rule 5.6. eligible actions referred to under 12 dollars per week (10 hours per week) and is paid monthly.
52. This provision 50.1.2. cost referred to in subheading covers the following costs-space rentals and rental costs, as well as the equipment, inventory and equipment repair, technical service, rental and lease costs. These costs must not exceed two percent of the total eligible direct project costs.
53. This provision 50.1.3. referred to in subheading includes the following costs: the costs of procurement of 53.1. implementation costs;
53.2. remuneration costs (excluding allowances and compensation, which is calculated from the State income tax and compulsory social insurance contributions, as well as excluding bonuses, material incentive and prize money) and Enterprise contract costs that rule 5.1, 5.2, 5.3, 5.4, 5.5 and 5.6 of eligible activities referred to in: 53.2.1. 53.2.2. this rule 5.2. eligible activities referred to in the theoretical training for the implementation of expenditure, including the employer experts and scholars associated with the company's costs, but not more than 300 lats for one work practice;
53.2.3. remuneration of work practices cost driver that work with the unemployed involved in practice (one supervisor directs the working practices of five unemployed persons or less, the number of unemployed persons, if the employer has made the practice less work), the remuneration of giving 50% of the national minimum wage paid in proportion to the target group of the trainees,-for each target group work practice Manager receives one-fifth of the amount of remuneration (attributable If implemented this rule 5.2. eligible activities referred to in (a));

55. 55.7. internet, postal and telecommunications costs;
55.8. travel or travel costs.

59. In providing support to working practices employers this rule 5.2. eligible activities referred to in the implementation of the beneficiaries to the selected working practices employers conclude a contract for the implementation of the action. 59.2. provides the theoretical training for the unemployed work practices during the existing obligation to ensure compliance when practice time is longer than six months, and at the discretion of the practice where the practice does not exceed six months (training time may not exceed half of the total working time of practice);
59.3. ensure qualified practice manager who helps unemployed involved in the activities to learn the working practices of the necessary key competences and skills (except for the time when the unemployed acquire theoretical knowledge). A skilled supervisor considers a person who has gained educational or not less than two years ' work experience in the occupation, which employ the unemployed.

60. where these regulations 5.2 and 5.3 events referred to involved persons with disabilities before making her work in practice or work the beneficiaries selected ergotherapist assessed the persons concerned the proposed working practice, or place of work and determine the necessary adjustments. 62.2. before granting financial assistance for the employment of unemployed young people in European Social Fund beneficiary checks whether the employer granted financial support together with the fiscal year concerned and the two previous fiscal years assigned to the de minimis and other limited support for the amount does not exceed EUR 500 000 equivalent in dollars;
38.7. de minimis aid granted pursuant to Commission Regulation No 1998/2006 article 1 referred to in paragraph 1, the scope of the restrictions. Employers operating in the fisheries sector, de minimis aid granted pursuant to Commission Regulation (EC) no 875/2007 conditions, and employers operating in the agricultural sector, de minimis aid granted pursuant to Commission Regulation (EC) No 1535/2007;
38.8. financial aid shall not be granted if the employer does not submit the form of de minimis aid received in accordance with the laws and regulations on de minimis aid tracking and award procedures or other de minimis and the limited amount of aid in the form of samples and procedure;
62.5. received financial support for unemployed young people in the employment of the employer may not be combined with any other commercial support in relation to the same eligible costs;
38.9. financial aid records shall be carried out in accordance with the laws and regulations on de minimis aid tracking and allocation procedure and de minimis aid in the form of samples or other de minimis and the limited amount of aid in the form of samples and award procedures.
63. The implementation of the project plan of the agreement until 30 June 2013.
64. The project site is the territory of the Republic of Latvia.
65. in implementing the project, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund and regulations of European Union funds publicity and visual identity requirements.
66. The beneficiary on its Web site at least once every three months puts up-to-date information on the implementation of the project.
67. in implementing the project, the beneficiary shall ensure that rule 50.1.5. cost referred to in separate accounts, and documenting the agreement conditions given in the documents.
68. The beneficiary of these rules referred to in paragraph 5 for the implementation of the activities supported the first procurement tender issued within three months of the rules referred to in paragraph 36 of the decision or the rules referred to in paragraph 47 of the opinion the date of its entry into force.

71. VII. 77. The beneficiary officials issued the administrative act concerning the granting of benefits or refusal to grant an allowance, if these rules are not satisfied those requirements, may be challenged by submitting an application to the beneficiaries to the supervisor within one month from the entry into force of the administrative act. The Manager of the beneficiaries may appeal to the Court within one month from the beneficiary of the decision of the head of the date of its entry into force.
78. The allowance shall be granted to the week when this provision the application referred to in paragraph 72, and starting to pay no later than the next calendar month after adoption of the decision on the grant of the allowance.

The allowance is paid off, if a person who is granted a benefit, does not comply with the provisions referred to in point 4.5 target group requirements for benefits and where the person who has been awarded a grant, or its authorized representative: 81.1. submit to the beneficiaries of this provision the information referred to in paragraph 80;
81.2. not announced this rule 80, paragraph conditions, but the beneficiary has received this information from competent authorities or associations and foundations;
81.3. submitting funding application for the recipient of the benefit, has provided incorrect information.
82. The allowance is paid off with the first date of the month following the month when the circumstances which led to the discontinuing of the allowance.
83. The Person to whom the allowance is granted the obligation to reimburse the beneficiary of the allowance granted to the financial resources used for the period since this provision was a 80 conditions referred to, and the person to whom the allowance is not granted informed the beneficiary or has provided false information to the beneficiaries.

Project implementation within the framework of the activity started before the entry into force of these regulations until 19 March 2010. made to project management personnel remuneration costs (excluding allowances and compensation which does not calculate State income tax and compulsory social insurance contributions, as well as excluding bonuses, material incentive and prize money), are considered non-eligible costs.
89.87. These provisions referred to in paragraph 88 and the total cost should not exceed five percent of the project's eligible direct costs.
90. If the implementation of the project activities initiated under these provisions before the entry into force of the project indirect costs incurred since March 20, 2010, the following cost items in legislation for the European Union's structural funds and the cohesion fund management authorities involved in the preparation of the programming documents and the introduction of the fund specific indirect costs variable rate: 90.1. project control personnel costs (excluding allowances and compensation which does not calculate State income tax and compulsory social insurance contributions as well as excluding bonuses, material stimulation and prize money);

90.4. space rental and lease costs;

56.3. Office and office supply costs (non-essential items in the inventory value of up to 150 Lats per unit, if the lifetime is less than a year);
56.4. internet, postal and telecommunications costs;
90.8. travel or travel costs.
91. The provisions governing the practice of youth work, apply only to those youth work practice sites that are created. Created in youth work practice places may also involve other young people unemployed.
92. An amendment of the project, which includes this provision cost 50.1.5. referred to in subheading, the beneficiary shall submit documents supporting the budget of the European Regional Development Fund supports cost calculations and the need for the implementation of project activities in accordance with the Council Regulation No 1083/2006, article 34 paragraph 2.
