Cabinet of Ministers Regulations No. 182 in Riga on 8 March 2011 (pr. 14. § 17) amendments to the Cabinet of Ministers of 14 July 2009. Regulations No 773" rules on "operational programme infrastructure and services" 3.4.1.5.2. apakšaktivitāt "Appendix Waterworks structures reconstruction of flood risk prevention and risk reduction" (Latvian journal 2009, 116, 200. no; 2010, 71 no) the following amendments: 1. Replace the words "in the text of the provisions of the Ministry of the environment" (fold) with the words "the protection of the environment and regional development Ministry" (fold).
2. Express 8.2. subparagraph by the following: "8.2. autoruzraudzīb and building costs, but not more than 3.5 percent of planned application of the project total eligible costs".
3. Express and section 8.4 8.5 as follows: "5.2. equipment costs, including costs for the installation and adjustment of the equipment if the equipment supplies need waterworks construction to ensure the function is technically and economically justified;
8.5. publicity expenses, if the relevant publicity measures shall not exceed the minimum requirements set by the laws and regulations of the European Union fund co-financed project publicity and visual identity requirements; ".
4. Express 8.1 paragraph by the following: "project preparation costs 8.1, autoruzraudzīb and building costs, as well as publicity costs (this rule 8.1, 8.2 and 8.5) do not apply if they have incurred, on the basis of the employment contract."
5. Express 11.2. subparagraph by the following: "11.2. autoruzraudzīb and building costs, which exceed 3.5 percent of project submission planned total eligible costs".
6. Express 11.4. subparagraph by the following: "11.4. costs of activities that are carried out in addition to the minimum publicity requirements established in the regulations on the funds of the European Union co-financed the project publicity and visual identity requirements."
7. Express 12 and 13 the following paragraph: "12. If the applicant is a local project, the project may be included in this rule referred to in paragraph 11 the eligible costs, which may not be more than 10 percent of the project's total eligible costs.
13. According to the applicant, the project status project costs include: 13.1. This provision only 8, 9 and 11 above costs, if the applicant is a municipality in accordance with paragraph 14 of these regulations;
13.2. This provision only 8 and 9 above costs, if the applicant is a national institution in accordance with paragraph 14 of these rules. "
8. Make the following paragraph 23: "23. Project applicant project application (annex 1) prepared according to the rules set out in annex 2 of the draft application evaluation criteria."
9. Make 25 as follows: "25. the responsible authority shall create an open project application selection by the European regional development fund project submission Evaluation Commission (hereinafter the Commission assessment) and approved its Statute. The Evaluation Commission is composed of the responsible authority, the protection of the environment and regional development Ministry, the managing authority and the representative liaison bodies, as well as one representative of the Association or Foundation, which purpose related to environmental issues, including water management. The Evaluation Commission, the managing authority and the liaison bodies shall participate as observers, without voting rights. If the Association or Foundation within 15 working days after the invitation of the authority responsible for the insertion of environmental protection and regional development Ministry Web site did not make the Evaluation Commission, a representative of the authority responsible for the evaluation, the Commission established the driver without their representatives. If its representatives for participation in the evaluation the Commission authorised a number of associations or foundations, the responsible authority shall include the Evaluation Commission of the Association or Foundation representative who is rated highest according to the following criteria: 25.1. higher education in the areas related to environmental issues, including water management;
25.2. experience in the preparation of the application projects or project management. "
10. Delete the number in 30.2 "29.".
11. Add to subparagraph behind number 30.3. "26." with the number "29".
12. Express 20.8 20.8. subparagraph and the following wording: "to clarify the changes in total 33.4. the amount and eligible costs the eligible costs under this rule 8 and 9 points (2.15;)
20.8. to clarify the changes in total amount of eligible costs and not eligible under these rules 11 and 12 points (2.16,) ".
13. To supplement the provisions of this subparagraph with 33.10.: "33.10. ensure tax payment under this provision of annex 2, paragraph 29 criterion."
