Cabinet of Ministers Regulations No. 230 in Riga 29 March 2011 (pr. No 20 8) amendments to the Cabinet of Ministers of 25 March 2008. Regulations No. 195 "machine safety regulations" Issued in accordance with the law "on conformity assessment" article 7 1. make Cabinet 25 March 2008. Regulations No. 195 "machines" (Latvian journal, 2008, no. 49; No. 21 2010) follows: 1. replace the text of rule: 1.1.1. the words "essential security and safety requirements" (fold) with the words "essential health and safety requirements" (fold);
1.1.2. the words "essential safety and security requirements" (fold) with the words "essential health and safety requirements" (fold);
1.2. to supplement the rules with 1.11 and 1.12. subparagraph such.: "1.11. plant protection products in the machine – a machine intended to use plant protection products of the European Parliament and of the Council of 21 October 2009. Regulation (EC) No 1107/2009 concerning the placing of plant protection products on the market article 2 referred to in paragraph 1;
1.12. the essential health and safety requirements-mandatory requirements relating to the design and manufacture of machinery, in order to ensure a high level of protection of human and pet health and safety as well as security of property and environmental quality level. The essential health and safety requirements referred to in this provision in the chapter 9. ";
1.3. make points 6 and 7 by the following: "6. machinery manufactured in conformity with the applicable requirements of the standards, references to which have been published in the official journal of the European Union (hereinafter referred to as the applicable standards) shall be presumed to satisfy the requirements of this standard apply also with regard to health and safety.
7. limited liability Company "standardization, accreditation and Metrology Centre" standardisation Office (hereinafter referred to as the standardisation Office) published on the website on the internet (www.lvs.lv) the national standards applicable in the adaptation of the list. The Ministry of economy shall inform the Bureau of standards in the official journal of the European Union published the standards applicable. ";
1.4. Express 8.1. the introductory part of point as follows: "8.1. limited liability company" standardization, accreditation and Metrology Centre "Latvian National Accreditation Bureau (hereinafter accreditation) accredited and notified body for the European Commission (hereinafter referred to as the notified body). The Ministry of economy shall notify the European Commission of the notified body to meet the requirements of this regulation, using the electronic notification system, established and managed by the European Commission. Notified body accredited according to the standard: ";
1.5. make paragraph 10 by the following: ' 10. information on the notified bodies shall be published on the website of the Office for accreditation on the internet (URwww.latak.lv). ";
1.6. make 12. paragraph by the following: "12. machine monitoring the market take the consumer protection centre, which monitors and controls the machine to be placed on the market or put into use if they meet the requirements of this regulation, does not pose a threat to human and pet health, the safety of property and the quality of the environment is installed, maintained and used for its intended purpose or under conditions which can reasonably be foreseen. During the check the merchant site the national labour inspectorate checks the machine label, warning labels and warning signs, as well as the use of machinery safety, according to the labor protection requirements for the use of work equipment. Treaty of mutual cooperation within the framework of the national labour inspectorate informs the consumer centres whenever the machine is not marked with the CE marking. ";
1.7. to express 17 as follows: ' 17. Where the market surveillance authorities find that the car marked with the CE marking, accompanied by the EC declaration of conformity and its use according to the intended purpose or under conditions which can reasonably be foreseen, but the machine may endanger people and pet health and safety or property, or the quality of the environment, the market surveillance authorities shall have the right to take appropriate measures to withdraw such machinery from the market and prohibit their use or to restrict free movement thereof. ";
1.8. to supplement the rules by 78.1 points as follows: "78.1 depending on the results obtained through a risk assessment in accordance with this provision and paragraph 316.317, machine design, this provision shall apply in General and of one or more of the special requirements of the Department. The essential health and safety requirements apply to the protection of the environment of plant protection products in the machinery. ';
1.9. to make 192. introductory paragraph as follows: "192. the instructions shall include the following information:";
1.10. to supplement the subheading to 193.1 9.1 point as follows: "193.1 machinery for activities with foodstuffs, cosmetics or pharmaceutical products, portable or hand-guided machinery, portable fixing and other impact machinery, machinery for wood processing and machinery for the processing of materials, the characteristics of which are similar to the characteristics of the tree, and the use of plant protection products on the machine corresponds to the regulations referred to in subsection 9.2 with the essential health and safety requirements.";
1.11. to complement the subdivision with 9.2 199.1, 199.2, 199.3, 199.4, 199.5, 199.6, 199.7, 199.8, 199.9, 199.10, 199.11, 199.13 points to 199.14 199.12, and by the following: "199.1 plant protection products the manufacturer or his authorised representative shall ensure that use of plant protection products in the machine will be made in the risk assessment in relation to the accidental exposure of the plant protection product on the environment pursuant to this provision and 316 317. arrangements referred to in paragraph 1.
199.2 of plant protection products in the machinery shall be designed and constructed taking into account this provision in paragraph 317 of the results of the risk assessments that can be operated, adjusted and maintained to prevent inadvertent exposure of the plant protection product on the environment of plant protection products in the machinery, the manufacturer or his authorised representative shall prevent leakage detected.
It must be possible to 199.3 from plant protection products machine operator jobs easily and accurately manage and monitor, as well as to immediately stop the use of the plant protection product.
199.4 in order to facilitate the use of plant protection products for accurate filling of the machine with the necessary quantities of the plant protection product and ensure easy and complete emptying of the plant protection products machine designed and constructed so as to prevent the possibility of the plant protection product in the environment come splashing and avoid pollution of water sources during these operations.
199.5 of plant protection products in the machinery shall be fitted with a means of easy application rate, precise and secure adjustment.
199.6 of plant protection products in the machinery shall be designed and constructed in such a way as to ensure the deposition of plant protection products only target territory, carried to reduce its other areas and release the plant protection product in the environment. Accordingly, ensure a smooth dispersal of the plant protection product and a uniform deposition.
to make sure that the machine 199.7 meet this provision and referred to 199.6 199.5 requirements of plant protection products in the machinery, the manufacturer or his authorised representative shall carry out or ask to perform each type of machine.
199.8 of plant protection products in the machinery shall be designed and constructed in such a way as to prevent the losses that may occur while use of the plant protection product is off.
199.9 of plant protection products in the machinery shall be designed and constructed so as to be easily cleaned carefully without polluting the environment. 199.10 machines designed and constructed in such a way as to facilitate the replacement of end-of-life part, without polluting the environment. 199.11 to check the use of plant protection products on the machine proper operation, it provides for the possibility to easily add the necessary instrumentation.
nozzles, screens and 199.12 filters shall be marked so as to be clearly understood their type and size.
199.13 plant protection products shall be equipped with a special car Jack, on which the machine operator can specify use of the plant protection product name.
199.14 plant protection products machine instructions shall specify the following information: 199.14 1. precautions to be taken when mixing, loading, spraying, emptying, cleaning, servicing and transporting the machine to prevent pollution of the environment;
199.14 2. the detailed conditions for the different environments where the machine is to be operated, including the preparation and adjustments required to ensure the deposition of plant protection product intended areas, reducing the losses near the areas to prevent leakage to the environment and thus ensure a smooth dispersal of the plant protection product and homogeneous deposition;
3. used in machinery 199.14 nozzle, sieve and filter type and size range;

4. frequency of 199.14, as well as the part (for example, nozzles, strainers and filters) replacement criteria and methods must affect the proper functioning of the machinery;
199.14 5. calibration, daily maintenance, preparation of specifications and other winter checks to ensure the correct functioning of the machine;
199.14 6. plant protection products, which can cause incorrect operation of the machine;
7. indication 199.14 operator for use of plant protection products in the name of renewal this provision referred to in paragraph 199.13 Jack;
8. all additional 199.14 equipment or accessory connector and use, as well as the required precautions to be observed;
199.14 9. indication that the machine may be subject to requirements relating to the checks provided for in the Act, regulations on the use of plant protection products on the equipment;
10. machine characteristics 199.14 which checks to ensure its proper functioning;
199.14 11. instructions for adding meter required. ";
1.12. make informative reference to European Union directives as follows: "Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the European Parliament and of the Council of 17 May 2006 on the directive 2006/42/EC on machinery and amending Directive 95/16/EC (recast);
2) of the European Parliament and of the Council of 21 October 2009/127/EC Directive 2006/42/EC as regards the use of pesticides in the machines. "
2. the rules shall enter into force on 15 December 2011.
