Cabinet of Ministers Regulations No. 277 in Riga in 2011. on 12 April (pr. 10. § 24) the procedures for granting State budget funding for youth initiatives and to promote participation in decision-making and public life, working with young people and youth organisations, as well as the supported project administration and monitoring procedures issued pursuant to article 12 of the law on youth of the fifth part i. General questions 1. determines: 1.1. procedures for granting national budget funding for youth initiatives and to promote participation in decision-making and public life , working with young people and youth organisations, and the allowable rate of co-financing of the project applicant. This financing can take as a contribution in kind, or unpaid voluntary work;
1.2. supported project administration and monitoring procedures.

5.11. the positions of the eligible cost;
5.12. the minimum number of points of the quality evaluation criteria in the total number of points to be considered eligible for the project submission;

7. The provisions of paragraph 6 of the mentioned documents may be submitted in paper form or electronic form, if they are prepared according to the law on electronic document design.

11.2.5. utility costs;
11.2.6. project implementation for Office supplies and equipment costs;
11.3. public information and publicity costs.
12. If the Charter is designed for project co-financing by the applicant, which may be up to 20 percent of total eligible project costs, it can be expressed as: 12.1. contribution in kind, consisting of facilities located on the project applicant or partner property and placed in service on the applicant of the project project implementation time or material, you grant the applicant of the project the project specific objectives;
12.2. voluntary work, including research and professional activities for which the project is not received remuneration;
12.3. invested funds.
13. the project co-financing from the applicant expressed as a contribution in kind or volunteer work, not exceeding five percent of the project's total eligible costs.
14. contributions in kind or voluntary work for the project to be considered as eligible expenditure if: 14.1. contribution in kind or voluntary work is planned and specified in the project application;

14.3. contribution in kind or voluntary work is directly related to the project activities to be implemented;
14.4. equipment or materials are supported by source documents (such as invoices, cheques) or other accounting documents of probative value which is equivalent to invoices;
14.5. voluntary work (including research or professional activities) evaluation in monetary terms is determined taking into account the work of the project and the time spent in hours or days, the average wage rate for work on the project or applicant qualification and profile of the staff of the average market prices in the country;
14.6. contribution in kind is not available for other types of public financial support;
14.7. voluntary contributions in kind or value can be independently assessed and audited in terms of money.
15. On the voluntary work of the project to an individual written contract concluded.

12.8. other costs set out in the agreement for the implementation of a project.
V. application and project the project the applicant evaluation 19. 25. 26. 27. 28. If after evaluation of the application of the project does not meet any of the administrative compliance evaluation criteria or the applicant within seven working days after receipt of the request by the Ministry failed to submit the additional information required, the Ministry shall decide on the application of the non-compliance of the draft administrative compliance evaluation criteria and its rejection.
29. If the application complies with all the administrative compliance evaluation criteria for project submissions valued in the second phase of the competition Commission, approved by the Ministry. The competition Commission rules approved by the Ministry.
30. The competition Commission may include representatives from direct administration institutions, local authorities, associations and foundations, taking into account the nature of the design contest. The tender Commission shall include at least three members and at least one of them is a representative of the Ministry.
31. After the submission of the project evaluation the quality evaluation criteria and the specific evaluation criteria (if provided for in the Charter), the tender Commission shall draw up a list of the projects evaluated the application in which they are arranged in order of priority according to the process of evaluating the resulting ratings and submit it to the Secretary of State of the Ministry.
32. If two or more project applications have received the same number of points, it is a prized project submission list ranked in the following order of priority: 32.1. project application with the highest rating for this rule to annex 2 criteria referred to in paragraph 2;

Vi. Decision 33. Ministry according to the tender assessment produced by the Commission in accordance with the provisions of paragraph 31 of the decision on the State budget funding for the implementation of the project or the decision on refusal of funding for the implementation of the project. 37. Notice of open design contest results shall be published on the website of the Ministry.

VII. Agreement on the implementation of the project preparation and conclusion 39. Ministry within 10 working days after the decision on State financing of the budget for the implementation of the project the project the applicant offers to conclude a contract for the project implementation.
40. If the applicant refuses to conclude the agreement on the implementation of the project, the Ministry offers to conclude a contract for the implementation of the project the project the applicant who has received the next highest number of points.

41.2. the ministries and the project implementing obligations and rights;
41.3. financial resources for the payment order;

25.8. unused or not eligible for repayment of the financing arrangements;
25.9. termination and amendment of the agreement;
41.8. dispute procedures;
41.9. publicity;
41.10. other information, which the Ministry and the project the applicant considers relevant.
42. the project, the applicant may withdraw the application project at any time, pending the conclusion of the agreement on the implementation of the project.
