2. The purpose of the activity is housing more energy efficient multi-family residential home, in order to ensure the sustainability of the housing stock and the efficient use of energy.

4. the implementation of the activity is detected in the project application selection.
5. the implementation of the activity provided by the responsible authority and the liaison body. The responsible authority is the Ministry of Economic Affairs (hereinafter referred to as the responsible authority). The cooperation body is the national investment and development agency of Latvia (hereinafter referred to as cooperation body). The cooperation body is the functional authority.
6. Responsible authorities and cooperation authority: responsible authority: 6.1 6.1.1. provide activities for implementation, monitoring and control, including applied n + 2 and n + 3 principle of activity level, the implementation of the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999 (hereinafter referred to as the Council Regulation No 1083/2006) 93. 6.2.3. provide information about the project applicant project application preparation;
6.2.4. the project application selection and ensure evaluation;
6.2.5. the decision on the application of the project approval, the approval or rejection of a conditional and shall inform the applicant of the project;
6.2.6. the contract for the implementation of a project by the European Regional Development Fund (ERDF) funding recipient (hereinafter called beneficiaries);
6.2.7. evaluate and adopt a decision on the draft amendments to the laws and regulations of the European Union in the field of the structural funds and to the agreement on the implementation of the project in the order;
6.2.8. support activities within the approved project monitoring and control, including applied and n + 2 n + 3 principle on the project level, implementation of the Council Regulation No 1083/2006 and article 93, paragraph 2;
6.2.9. the beneficiary of the funding information on the implementation of the project and the contract for the project implementation conditions;
6.2.10. examine and approve the funding recipient project progress report and request for payment and prepare payment orders and declarations of expenditure;
6.2.11. the preparation of the information to the authority responsible for the implementation of the activities available in the European regional development fund, the financing;
6.2.12. analyse problems related to the activities and the implementation of the projects and the responsible authority provides suggestions for activities and improvement of the implementation of the project;
6.2.13. ensure data retention in the European Union's structural funds and the cohesion fund management information system for project submissions and projects;
6.2.14. give information to the public and provide publicity matters relating to activities within the projects approved.
7. activities within a project co-financed by the European regional development fund and the beneficiaries. Activities available within the European Regional Development Fund (hereinafter referred to as the ERDF funding) is 27 337 186 dollars, and the beneficiaries of co-financing-19 796 538 lats.
II. Requirements for the project the applicant 8. activities within the project applicant is a multi-family residential home apartment owner community. Apartment owners submit a project application with the authorized person, if it complies with the provisions of annex 2 of section 5.1. A decision on the authorisation of the person concerned, shall adopt the apartment owner community.
9. the project the applicant authorized person certifies that the further implementation of the project within three years of it each year, pursuant to the agreement on the implementation of the project deadlines, will present an overview of the cooperation body for heat consumption by works (annex 1) the respective apartment living in the House.
10. the funding will not be eligible if: 10.1. project applicant authorized person (if it is a legal person) by a decision of the Court of Justice recognized as insolvent, including legal protection in the process of its economic activity or has been terminated in accordance with the commercial register of the information available, it is in the process of liquidation;
10.2. the beneficiary or his authorized person during project implementation to the liaison body of the competent authority and provided false information or intentionally misled in connection with the implementation of projects co-financed by the structural funds;

10.3. the project of the authorised person of the applicant (if it is a legal person) in the interest of a person is made a criminal offence in the Republic of Latvia or the European Union's financial interests, and trustee of the applicant (if it is a legal person) in accordance with the criminal law is applied to the forced influence;
10.4. the project applicant has received or anticipates receiving funding for the same eligible costs of other activities or individual aid project from local, regional, national or European Union funds;
10.5. the project applicant or the authorized person has failed or has violated these terms or other conditions of the laws and regulations of European Union funds.
11. House, apartment living that is subject to the submission of the project for at least five years after the end of project implementation does not change the usage or it is not demolished.

13. 17. IV. Eligible and ineligible costs 18. activities within the eligible costs are the following items: 18.1. energy audits, technical survey, construction cost estimates, construction or renovation of the simplified documentation development cost and technical design expertise;
18.2. the project building and autoruzraudzīb costs;
18.3. the cost of the works and apartment living in the House: 18.3.1. Building external insulation design of the būvelement delimiting and replacement, including boundary of individual housing property in the outer wall and window replacement;
18.3.2. the basement and top floor shelter insulation;
18.3.3. staircase repair, if you make energy efficiency work in the stairwell, not exceeding five percent of the total eligible project costs;
18.3.4. heating and hot water distribution system renovation or reconstruction, except heating and production of hot water source installation, renovation or reconstruction;
18.3.5. the ventilation system, renovation or reconstruction;
18.3.6. with residential home into functionally related inseparable elements of renewal for the technical project or simplified renovation documentation if it ensures the sustainability of energy efficiency measures or measure is obtained by heat savings;
18.4. unforeseen expenses, you can use this rule 18.3. costs mentioned in points, not exceeding five percent of 18.1 18.2 18.3., and the cost amount referred to;
18.5. the eligible cost of the project value added taxes, if the applicant cannot recover it according to the regulations of the tax policy.
19. This rule 18.3. cost is referred to, if applicable: 19.1 is insured civil liability of a professional designer for the cover of not less than 100 000 Lats per year (this requirement does not apply to design applications which are submitted to a liaison body by 31 December 2011);
19.2. is insured for the construction of the warranty period for a minimum of two years from the date of the transfer of the sum insured, not less than five percent of the total project construction costs, or is the izsniegtaLatvij of a credit institution registered in the Republic of the warranty the warranty period for the construction of a term of at least two years from the date of transfer for the amount of the guarantee, which is not less than five percent of the total project construction costs;
19.3. the Superintendence of the works has been carried out;
19.4. the construction projects to meet the technical design stage or simplified renovation documentation and regulatory requirements in the field of construction.

20. This rule 18.1 and 18.2 referred to the total eligible costs must not exceed 10 percent of the project's total eligible costs.
21. activities within the non-eligible costs include the following headings: 21.1. costs that exceeds this 18 and 25 of the rules referred to in paragraph 1, the amount of costs;
21.2. the costs incurred on the basis of the employment contract;
21.3. the provisions of 19.1 and 19.2. referred to insurance costs;
21.4. the building's operating utilities systems, renovation or reconstruction, which is not mentioned in these rules and in 18.3.4 18.3.5.
22. application of the project shall include the costs referred to in this provision in paragraph 18 and 21.
23. the maximum ERDF funding intensity is 50% of the total eligible costs of the project.
24. If on the date of submission of the project application to the liaison body for at least 10 percent of the apartment buildings housing the owner is a certain needy personality, project the maximum ERDF funding intensity increased by 10 percentage points.
25. One project application activity within the maximum amount of financing FROM the ERDF shall not exceed 35 Lats per total dwelling area in square meters.
26. the project activities referred to in the application must be implemented within two years after the institution of cooperation contract for the implementation of a project.
V. Project application and selection of project proposals submissions submission 27. selection of project application to the ninth round of the organized activity of all the funds available.

29. Notice of project application submission, submission suspension or termination of the cooperation agreement with the authority, the authority shall issue the newspaper "Gazette" and published in the internet home page of the liaison bodies (URwww.liaa.gov.lv).
30. the notice of project application submission issued, indicating the available ERDF funding and project submission application start and end date. 31. To apply for ERDF funding of the project, the applicant shall submit to the institution of cooperation project submissions: 31.1. fill the project application form (annex 2);
19.4. additional supporting documents: 31.2.1. General meeting of owners of apartments, the minutes of the voting Protocol (including questionnaires) or mutual agreement (copy) in which: 31.2.1.1. included under the regulations apartment property decision on multi-family residential home renovation;
31.2.1.2. the renovation costs;
31.2.1.3. the specified authorized person who is entitled to submit a project application, as well as other ERDF funding of related activities;
31.2.2. housing inventory file (copy) or building cadastral Affairs determine (copy);
31.2.3. authorities issued certificates (copies) of the disadvantaged status of the person, the owner of the apartment and the time by which those persons assigned status (if the applicant apply for ERDF funding of 60 percent intensity);
31.2.4. certified energoauditor designed building energy audit report (copy), carried out in accordance with the laws and calculation of the energy performance of buildings in the area and developed, including the provision of the information referred to in annex 3 (until 31 December 2011 the project applicant project application can be added to the energy audit report that meets the Cabinet 10 February 2009 No. 138 of the rules "rules for the operational programme ' infrastructure and services ' addition of the activity" 3.4.4.1. 31.2.5. 31.2.7. Designer professional liability insurance certificate (copy; this requirement does not apply to project submissions submitted by 31 December 2011).
32. If the additional documents to be submitted are not Latvian language, shall be accompanied by a certified translation of the Latvian language in accordance with the laws and regulations on the procedures which are translations of documents in the language of the country.
33. the project application can be submitted in paper form or electronic form of a document. Project application that is designed to be in paper form, may submit to the institution of cooperation or sent by registered mail. Project application that is designed to be an electronic document, may submit to the institution of cooperation, be sent by registered mail or sent to cooperation bodies in electronic mail to the address listed in the notice of project application.
34. If the application is submitted in person, on the application of the time considered the cooperation office stamp of the specified date and time.
35. If the application is sent by mail, on the date of submission shall be considered in the specified postmark date of dispatch. If sent by post to the project application is sent in one calendar month, but received a collaborative institution later than the fifth day of the following month, project submissions valued together with the project submissions, received the cooperation of the authority in the next calendar month.

36. Where the submission is sent to the liaison bodies in electronic mail address for submission shall be deemed to be the time when it is sent by electronic mail. 38. If the project application submitted in paper form, the following requirements shall be met: 38.1. the project shall be submitted in one copy in the application;
38.2. the project submission form DOC, xls, JPG file format (section 4.1 and 4.2 shall submit the information contained in the xls format) no later than three working days after submission of the application, the institution shall provide the cooperation in addition to the media or sent to the electronic mail address (veidlapa@liaa.gov.lv);
38.3. the project application submitted with the sequentially numbered pages, with table of contents, caurauklot, on the back of the last page of the thread ends are glued on the label is an indication of the document number and caurauklot number of pages, proof of the correctness of the copy of the document, the date of the application, the document author's name, the place and the development project of the authorised person of the applicant signature.
39. If the project application submitted to an electronic document, the following requirements shall be met: 24.3. the project submission developed and presented according to the law on electronic document circulation;
24.4. the project submission developed in DOC, xls, PDF or JPG file format;
39.3. the project submission form and in addition to the original document to be submitted are signed by each individual author's secure electronic signature and confirm with the time stamp before the project submission deadline. If additional documents are copies of documents, they are certified in each individual to the project the applicant secure electronic signature and time stamp before the project submission deadline.
40. it is the duty of the applicant to prepare and store the original application and the project with project implementation related original documents or regulations on the development and design of a document duly certified copies thereof to the project application to the end of the assessment, but, if the application is approved, the beneficiary is obliged to store documents until 2021 December 31, as well as to provide the European Union and the authorities of the Republic of Latvia access to those documents or regulations on the development and design of a document duly certified copy thereof.
41. cooperation authority within 10 working days after the end of the calendar month in writing notify the applicant of the project the project application registration number.
Vi. submission of project evaluation and decision-making activities within 42. submit application to the evaluation of projects provided by the Commission: 42.1. the Commission comprises cooperation bodies, responsible authorities and the representatives of the Ministry of the economy;

43. the project submissions valued under the provisions referred to in annex 5, quality, compliance, administrative and ERDF funding criteria and with the project application selection and evaluation procedures and project submission form of valuation set out in laws and regulations, arrangements for the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds and the European Union's structural and cohesion funds management and control system.
44. the criteria of evaluation order: 44.1. starting the evaluation, first project submissions valued compliance with these provisions of annex 5, paragraph 33 of this criterion. If the application does not comply with the provisions of annex 5, paragraph 33 of this criterion, it does not continue the assessment;
44.2. If the project submission complies with these provisions of annex 5, paragraph 33 of this criterion, valued project conformity with this provision of the application of annex 5, 6, 11, 12, 13, 17, 18, 20, 21, 22, 23 and 24 of this criterion. If the application does not comply with the provisions of annex 5, 6, 11, 12, 13, 17, 18, 20, 21, 22, 23 and 24 of this criterion, it does not continue the assessment;
27.5. If the application complies with the provisions of annex 5, 6, 11, 12, 13, 17, 18, 20, 21, 22, 23 and 24 of this criterion, the evaluation of the application, the project continues under the provisions of annex 5, 1, 2, 3 and 4 of this criterion;
27.6. all calendar months within the framework of the project submitted applications, which have been measured according to the provisions of annex 5, the 1, 2, 3, and 4 above criteria scored accordingly that provision of annex 5, paragraph 35 of this criterion. If the application does not comply with the provisions of annex 5, paragraph 35 of this criterion, it does not continue the assessment. If multiple project submissions receive the same total number of points, then, listing of project submissions, the following principles shall apply: 44.4.1. project application is preferred, with the highest score, comparing the results obtained in the heat savings in relation to the ERDF funding, calculated according to the provisions of annex 5, the criteria referred to in paragraph 1;
44.4.2. If multiple project submissions is equal project results the obtained heat savings in relation to the ERDF funding, with priority given to projects in which the application for energy efficiency work in a House with a larger number of dwellings;

44.4.3. If multiple project submissions for home energy-efficiency work, which is equal to the number of housing, with priority given to the application of the project, which will be implemented in the territory with a lower index of the development of the territory;
44.4.4. If multiple project submissions is the same project area development index, with priority given to the project application, which is submitted to the liaison body of the past;
27.7. According to this provision, the other 5. criteria referred to in the annex continue to rate only the project submissions that meet these rules of annex 5, paragraph 35 of this criterion.
45. If there is no information in the project application in order to assess compliance of the application for the project to one or more of the evaluation criteria, as well as if this information is not legible or is not provided in the Latvian language, it is considered that the project submission does not meet the relevant criteria, or criteria is assigned the lowest rating.
46. cooperation authority Manager, based on the assessment by the Commission, shall take a decision on the application for approval of a project if the project submissions, project submission complies with these provisions of annex 5, paragraph 35 of this criterion. If the application does not comply with annex 5, paragraph 35 of the criterion, head of liaison bodies shall take a decision on the rejection of the application for the project. The decision referred to in this paragraph, the liaison bodies shall be adopted by the heads of two months after the end of the calendar month in which the project application has been submitted.
47. The decision on the application of the project approval may include conditions to be met in order to project the applicant may enter into a contract for the implementation of a project.

49. Cooperation authority contained in the conditions shall not be longer than 30 working days from the date of dispatch of the decision.
50. The rules referred to in paragraph 49 of the conditions laid down for the period may not be extended.
51. the decision on the application of the project approval, the approval or rejection of a conditional and on the fulfilment of the conditions in the decision of approval of the project application, send the project to the applicant by post within two working days after the signing of the decision or opinion.
52. the decision on the application of the project approval, the approval or rejection of a conditional and on the fulfilment of the conditions in the decision of approval of the application, the project on condition, one day after the signing of the decision or opinion on the application of the project also sends the specified fax number or electronic mail address.
53. Information on the fulfilment of the conditions contained in the decision, the applicant shall provide the cooperation project authority for assessment. The liaison body within 10 working days of receipt of the information evaluated the information submitted by the applicant for the project and prepares opinion on its compliance with the conditions laid down in the decision.
54. it is the responsibility of the beneficiaries within 15 working days after the decision is taken on the application for approval of a draft or signed cooperation bodies contained in the decision on the fulfilment of the conditions to sign a contract for the implementation of a project.
VII. The implementation of the project and the ERDF funding conditions 55. funding available to the recipient of the payment type: 55.1. advance payment, not exceeding 20 per cent of the required funding by the ERDF, if the cooperation body available financial resources;
55.2. interim payments granted on the basis of the eligible expenditure, not more frequently than once every three months, if the project lasts more than six months;
55.3. final payment is granted after the implementation of the project on the basis of the eligible expenditure.
56. The advance payment and the total amount of interim payments shall not exceed 90 per cent of approved ERDF funding the project.
57. The beneficiary may receive advance payment if the following conditions are met: 57.1. the beneficiary with the liaison authority has entered into a contract for the implementation of the project;
57.2. beneficiaries to work the artist has entered into a contract for at least 50 percent of the total eligible costs of the project;
57.3. the beneficiary submits a collaborative institution purchase plan;
57.4. beneficiaries of the first procurement procedures are initiated not later than three months after the agreement on the implementation of the project;
57.5. setting the project is open in the current account in the Treasury, specified in the agreement for the implementation of a project.
58. where the advance exceeds the amount of the ERDF funding, calculated in proportion to the intensity of funding toward the project activities eligible costs, the beneficiary of the cooperation within the authority shall repay the excess funding authorities cooperation specified account.
59. The beneficiary can receive an interim or final payment if the following conditions are met: 59.1. beneficiaries with the liaison authority has entered into a contract for the implementation of the project;
59.2. the beneficiary shall provide the cooperation Office of procurement plan;
59.3. beneficiaries of the first procurement procedures are initiated not later than three months after the agreement on the implementation of the project;
59.4. funding recipient project has opened current account registered in the Republic of Latvia in the credit institution in which are made and received all the payments related to the implementation of the project;
59.5. is ready and the agreement for the implementation of a project on time filed in cooperation project progress report and other reports, as provided for in the contract, payment request, and is attached to the copies of the documents under the authority of the cooperation developed and approved the expenditure supporting documents list published and shown in the internet homepage of the cooperation institutions;

59.6. investment is actually made and listed in the beneficiary's book-keeping, cost is identifiable, separate from the rest of the cost, and verifiable, and they attest to the relevant source document, the original justification of expenditure documents comply with the laws and regulations in the field of accounting;
59.7. cooperation authority inspection and project progress report submitted to the inspection of the implementation of the project costs are recognized as eligible.
60. cooperation authority have the right to proportional reduction in ERDF funds amount if: 60.1. the actual use of the funds is less than that provided for in the project application;
60.2. are not implemented in any of the agreement on the implementation of the project activities envisaged, but the aim of the project is reached;
60.3. not submitted a financial leverage of the supporting documents;
60.4. leverage is not proportionate and reasonable;
37.6. the procurement has not been carried out according to the laws and regulations in the field of procurement.
61.
