2. To supplement the provisions under point 5.1 by the following: "5.1 first and second project application selection round of funding allocation of the balance of the third application round project within the average fixed proportionally to the number of beds in 2009 between the rules referred to in annex 1 to the project applicants whose status under this provision are regional annex 1 multi purpose hospital."
