Cabinet of Ministers Regulations No. 361 in Riga 10 May 2011 (pr. No 29 13) amendments to the Cabinet of Ministers of 2 February 2010. the Regulation No 103 "driving acquisition and restore order and the issue of a driving licence, Exchange and restore order" issued under the Highway Traffic Act article 22, second paragraph, of the law "About the regulated professions and the recognition of professional qualifications" in article 18, paragraph 1, first subparagraph and the road transport law in the third paragraph of article 6.1 and the third paragraph of article 30.1 1. make Cabinet 2010 February 2, Regulation No 103 "driving acquisition and restore order and the issue of a driving licence, Exchange and restore order "(Latvian journal 2010, 25 no) the following amendments: 1. replace in paragraph 4, the word" legend and A1, B1, C1 (A), (B) or "with signs and words" A1, A2, B1, C1 (A), (B) or ";
1.2. replace paragraph 5, the words "and the number of road traffic law age reached a person permanently residing in Latvia or staying in Latvia for more than 185 days in any calendar year and" with the words "in the Highway Traffic Act requirements";
1.3. the deletion of the first sentence of paragraph 9;
1.4. make 11.2. subparagraph by the following: "11.2. who found medical pretindikācij in driving that has not made the first or current health screening or who has not taken an early check of health 45 days from the date of notification of the decision;"
1.5. make paragraphs 12 and 13 of the following: "12. For permission, a person must have reached the age of the following: 12.1. 14 years-to gain permission to learn to drive vehicles in category A1 and B1;
12.2.16-to obtain a permit to learn to drive the A2, B and C1;
12.3.22 years-to gain permission to learn to drive vehicles in category (A).
13. When issuing the authorization the person, the right to learn to drive the following vehicle categories: 13.1. Vehicles in category A1 and B1-persons aged 14;
13.2. A1, A2, B1, and C1 B – persons who have reached 16 years of age;
13.3. A, A1, A2, B1, and C1 B-persons reached 22 years of age. ";
1.6. delete paragraph 15;
1.7. the deletion of paragraph 16, the words "and presented a medical reference";
1.8. paragraph 19 be expressed as follows: "19. for driving vehicles, a person shall submit for examination the training card (with the exception of those rules specified in annex 3, unless the person is not the end of the relevant category of vehicle drivers training courses) and first aid training course for leaving certificate or the education or the students (pupils) of the certificate according to the regulations on driving training requirements. These documents shall be submitted, if the person has information about those vehicles and their drivers are in the national register. ";
1. replace paragraph 21 with the designation "M" designation "AM";
1.10. Express 24 as follows: "24. to a person who received a driver's license with the right to drive vehicles without clutch pedal or hand lever free (A1, A2 and category A vehicles), get the right to drive vehicles with a manual gearbox, the pass of the categories the driving exam on a vehicle with a manual gearbox.";
1.11. to make 25 and 26 points by the following: "25. To exchange a driving licence, a person shall submit the CSDD interchangeable driver's licences. 1.21. replace paragraph 44 and 45 of the designation "M" with "AM";
1.22. Express 47 by the following: "47. The driving exam the applicant sort independently, drives the vehicle category. 49.7. C1-C1 vehicle with a maximum speed of at least 80 km/h, the total mass of at least 4000 kg,-at least 5 m and is equipped with a tachograph, anti-lock brake systems and cargo space with closed bodywork, which the height and width of the vehicle is less than the height and width of the cab;
49.8. C1 category – 49.7. these provisions in accordance with the requirements of category C1 connection to the tractor trailer full of which at least 1250 kg, but the composition of the vehicle at least 8 m and a maximum speed of at least 80 km/h. The trailer must be equipped with closed bodywork, which the height and width of not less than the tractor cab height and width. Enclosed trailer body may also be slightly narrower than the drawing vehicle, provided that the view to the rear is only possible by using the drawing external mirrors. The actual mass of the trailer is at least 800 kg;
31.0 C category-a category C vehicle with a maximum speed of at least 80 km/h, the total mass of at least 12000 kg, a length of at least 8 m, a width of at least 2.40 m and-which is equipped with a tachograph, antiskid (antilock) braking systems, transmission with at least eight forward ratios and with the closing of the cargo space of the body, which the height and width of not less than the cab of the vehicle height and width. The actual mass of the vehicle is at least 10 000 kg;
49.10. CE category-31.0. these provisions requirements referred to in point (C) of the categories of connection to the tractor trailer of at least 7.5 m, or semi-trailer. Vehicle gross combination mass is at least 20 000 kilograms, a length of at least 14 m, a width of at least 2.40 m and – maximum speed – at least 80 km/h vehicle combination must be fitted with a tachograph, antiskid (antilock) braking systems, transmission with at least eight forward ratios and with the closing of the cargo space of the body, which the height and width of not less than the cab of the vehicle height and width. In fact, the composition of the vehicle's mass is at least 15 000 kg;
49.11. D1 category-subcategory D1 vehicle with a maximum speed of at least 80 km/h, the total mass of at least 4000 kg,-at least 5 m and is equipped with a tachograph and anti-lock brake system;
49.12. D1e-49.11. these provisions requirements referred to in point D1 category connection to the tractor trailer, which was full of at least 1250 kg and a maximum speed of at least 80 km/h. The trailer must be equipped with closed bodywork, where height and width are at least 2 m actual the trailer at least 800 kg;
49.13. (D) category-a category D vehicle with a maximum speed of at least 80 km/h, at least 10 m, a width of at least 2.40 m and-which is equipped with a tachograph and anti-lock brake system;
49.14. 52.1.3.2. the braking and steering systems, wheels, the amplifier the wheel nut, chain guard, windscreen, Windows and wipers, fluids check, the instrument panel and the control and use of the tachograph;
52.1.3.3. air pressure, air tanks and suspension inspection;
52.1.3.4. it security controls associated with vehicle loading, its way of loading and securing load (only C and C1, C1E, CE, category);
52.1.3.5. checking the coupling mechanism and the brake and electrical connections (only C1, CE, d1e and DE) inspection;

52.2. the performance figures: 52.2.1. 52.3. driving in road traffic-driving in different traffic situations, including driving away, straight-line driving, mix-ups with oncoming vehicles, driving the road bends, junctions return, change of direction, acceleration and deceleration lanes, overtaking and passing, crossing the railway crossing, driving alongside public passenger vehicle stops, pedestrian crossings, completion. ";
