Cabinet of Ministers Regulations No. 187 in 2016 (29 March. No 15 9. §) rules on the criteria and procedures for special education authority granted special education development center status issued in accordance with the General Education Act, article 4, point 7 1. criteria and procedures for special education authority, which provides advisory and methodological assistance, granted special education development centre (hereinafter referred to as the Centre) status. 2. The decision on the status of the Centre, the refusal to grant the Centre's status or the status of the cancellation of the Centre shall be adopted by the Ministry of education and science. 3. the Kurzeme, Latgale, Vidzeme and Zemgale planning region running no more than two centers, Riga planning region running no more than four points. Each planning area in the Centre of the region specializing in different types of developmental disabilities learners. 4. the Centre shall be granted the status of special educational institution, which simultaneously meets the following criteria: 4.1 special education authority in at least in two different student development disorders (vision, hearing, physical development disorders, somatic illnesses, language, learning, mental health, mental development and severe mental disabilities or a more serious development disorder) appropriate planning region the existing special education institutions licensed by special education programs or planning the region's existing special education institutions – the European Centre for the development of specialization; 4.2. ensure early diagnosis of special needs pre-school children regardless of educational sites under the special education specialization, which lays claim to the status of the Centre; 4.3. the school year provides methodological and pedagogical assistance for no less than 50 planning region in the other education educators on support measures, the individual education program training plan and learning achievement assessment of learners with the dynamics of special needs; 4.4. the academic year shall not be less than two development learning or teaching support materials to facilitate learners with special needs into the education process and public special education institutions in tīmekļvietn or other publicly available information media; 4.5. during the school year providing advice no less than 50 different education for learners with special needs or their legal representatives regardless of student educational destination; 4.6. calendar year organised by at least two informative educational measures for inclusive education and assistance options for learners with special needs: 4.6.1. at least one educator of vocational competency development workshop no less than 30 different educational institutions teachers; 4.6.2. at least one measure of learners with special needs, legal representatives or other stakeholders (associations, community organizations); 4.7 regular public special education institutions in tīmekļvietn or other publicly available media information about special education institutions organized and professional competence of teachers ' development of specific offerings; 4.8. research collaborates with universities, which implemented pedagogy study programmes; 4.9. ensuring that consultative work with learners with special needs or their legal representatives and methodological work with general education teachers take special education teacher: 4.9.1. which is not less than three years of pedagogical experience of working with the learner to obtain or congenital disorder in which a special educational institution specializing in; 4.9.2. which three years of at least 12 hours is pilnveidojoš its professional competence in matters relating to the relevant student development disorders; 4.9.3. which not less frequently than every five years, have participated in international or national projects or exchanges of experience; 4.10. information storage and analysis of the special educational activities and public special education institutions in tīmekļvietn or other publicly available media. 5. 8. The Ministry of education and science special education compliance Center to re-evaluate the status after two years. 9. the Ministry of education and science has the right to visit specific centres, as well as to get acquainted with the provisions of the information referred to in paragraph 4. 10. the Centre each year up to June 15, giving the Ministry of education and science advisory report on this provision, the criteria referred to in paragraph 4. 11. If the Center for two consecutive years does not support this provision as referred to in paragraph 4, the criteria, the Ministry of education and Science Center status annulled. 12. If special education authority Center status is assigned to the date of entry into force of the provisions, the Ministry of education and Science Center's compliance with this provision in paragraph 4, the criteria assessed until 15 June 2017, based on the information reviewed by the Centre submitted pursuant to paragraph 10 of these regulations. If the Center does not satisfy this provision 4. criteria referred to in paragraph 1, the Ministry of education and science decision on withdrawal of the status of the Centre for special education authority accepts up to 1 July 2017. 13.
