Cabinet of Ministers Regulations No. 475 in Riga on 21 June 2011 (pr. No 39 41) livestock breed approval and registration issued in accordance with the breeding and animal breeding law article 5, paragraph 1, rule 9 defines Latvia created breeds of farm animals and registration procedures.
2. Latvia created a variety of farm animals (hereinafter referred to as the new breed) approved by the State agencies "agricultural data centre" (hereinafter referred to as the data center) established a Commission made up of five people. In the Commission's data centre and the agricultural science and education authorities delegated representatives.
3. The President of the Commission, the Secretaries and the Deputy Chairman of the Commission shall be elected from among the members of the Commission.
4. Within five working days after the receipt of the application in Latvia created breeds of farm animals (hereinafter referred to as the application) (annex), the President of the Commission presents the members of the Commission to receive documents, the expected duration of the Commission meetings and the agenda.
5. the Commission shall be valid if the meeting at least three members of the Commission.
6. the Commission shall take decisions by a simple majority. If the votes are divided into similar, the President shall have a casting vote.
7. The minutes shall be signed by the Chairman and the Secretary of the Commission.
8. the Commission's secretariat functions perform data center.
9. Approves a new breed, the Commission shall take into account the following criteria: 9.1 vientipisk, producing a number of specimens of the variety with the breed characteristics not less than 4500 women and 150 male specimens (including breeding material);
9.2. the new breed is defined features that characterize it are valid too (better) than existing varieties;
9.3. it is indicated in the new breed of medium-sized specimens of productivity indicators;
9.4. given the new breed of genetic population structure characteristics.
10. in order to assess the conformity of the new varieties this rule 9. criteria referred to in point, breed livestock breeders ' organization that is allowed to breed livestock breeders organization status according to the legislation on agricultural variety breeding organization eligibility criteria and breed livestock breeders organization status (hereinafter referred to as the Organization), data center: 10.1. application;
10.2. new breed description, stating: 10.2.1. new breed name that differs from the existing varieties;
10.2.2. new breed building period, growing methods and the breeding programme;
10.2.3. new breed variety used in the establishment, the average productivity indicators;
10.2.4. new varieties and uses;
10.2.5. morphological characteristics of animals;
10.2.6. the new breed of medium-sized specimens of productivity indicators;
10.3. information on female and male specimens (including breeding material);
10.4. list of the herd, which involved the creation of new varieties (number of animals, the average productivity figures in the herd).
11. the Commission within one month of receipt of the application, shall assess the compliance of the new varieties this rule 9. criteria referred to in point and take one of the following decisions: 11.1. approval of new varieties;
11.2. a refusal to approve the new variety.
12. Data Center Commission approved new breed registered breeds of farm animals in the register, which is part of the data center in the country held in agricultural information systems data center information system. The registry shall show the following: 12.1. species;
12.2. the variety name and its designation;
12.3. date of registration of the variety;
12.4. varieties utilization direction (productivity).
13. If the Commission, after examination of the documents submitted by the Organization for the new breed of compliance with this provision 9. criteria referred to in paragraph 1, finds deficiencies, it shall take a decision not more than 10 days the deadline for correcting the deficiencies found.
14. If an organization within the time limits laid down in the Commission decision does not eliminate the deficiencies indicated, the Commission shall take a decision on the refusal to approve the new variety.
15. the Commission's decision may be challenged in the month following its adoption, shall submit the relevant application data center Director. Data Center decisions of the Director may appeal to the Court of Justice of the administrative procedure law.
16. the rules shall enter into force on July 1, 2011.
