1.3. to supplement the rules by 80.1, 80.2, 49.9 and 80.4 points as follows: 80.1 Day Hospital service "is a treatment or diagnostic service to the medical institution where patient treatment and health care are not the full 24-hour and requires patient observation after manipulation made no less than three hours a day.

1.9. to supplement the provisions of this subparagraph with 121.5.: "this provision 22 121.5. the annex 3.2.45. provision of the services referred to in point: 121.5.1. This provision of the annex 24 1.1.2., 1.2.1, 1.2.2, 1.3.1., 1.3.2, 1.4.1, 1.5.2, 1.5.1 and 3.7 in the said authorities;

1.10. supplement with 122.1, 122.3 122.4, 122.2, 122.5, 122.6, 122, 122.9, 122.8 122.10 points, and by the following: "Centre planning 122.1 secondary ambulatory health care service provider selection, based on the need to ensure minimum specialties and health care services are health care services planning unit.
122.2 health care services planning unit includes the counties and cities within the existing territorial or administrative and territorial borders.
122.3 health care services planning unit group are as follows: 1. the counties and cities 122.3:122.3 1.1. with a population of up to 25 000;
122.3 1.2. with a population of 25 001 to 50 000;
122.3 1.3. with a population of 75 000 50 001 up to;
122.3 1.4. with a population of 75 001 and more;

1.11. to complement the 126.2. section behind the words "services" with the words "alleged episodes of care and number of study";

2.8. fixed payment 130.3 for this rule 22.3.2.45.1. and 3.2.45.3. of the annex referred to in health services specifies a treatment body 24 hours a day providing midwife, obstetrician – birth and Pediatrics or the availability of the onatolog; "
1.18. supplement with 130.3 6.3. subparagraph as follows: "If this rule 6.3 130.3 87.2 points of treatment institutions referred to in the ambulances and the reception section ambulatory patients served per year is less than that specified in paragraph 87.2 of the rules, the fixed payment for stationary operation contract determines the 90% of the amount of the previous year.";

If the amount of work done in the period under consideration is less than 0.5 loads, the Center shall make any amendments to the Treaty, stating that from 1 September (if evaluation carried out for the first semester) or from 1 January of the following year (if evaluation carried out for the period from 1 January to 30 September) health care services provided by the Centre shall pay in accordance with the rules referred to in annex 19 episodes of care and rules referred to in annex 18. tariffs according to the manipulation of treatment person's competence.
8. Prior to the conclusion of the contract about rules, and 93.2 93.1 93.3. referred to health services centre shall assess the management information system for the information entered in the medical institution concerned provided health care services and, if the previous period: 8.1. amount of the work carried out last semester is less than 0.5 loads, the Center concludes a contract for health care services provided for payment in accordance with the rules referred to in annex 19 episodes of care and rules referred to in annex 18. tariffs according to the manipulation of treatment person's competence;
8.2. medical institution in the previous period is not provided for the following health care services, a fixed amount of duty determined that one Professional are set no more than 0.5 loads.
9. If the Centre in assessing this annex referred to in point 6 health services finds that the medical establishment that receives a fixed payment for the duty doctor's Office, has provided at least three patient visits a day, the Center shall have the right to terminate the authority of treatment of contracts for such health care services.
10. The criteria referred to in paragraph 1 the Division on three levels: 10.1.  level 1 – urgent medical assistance and trauma according to competency provided by one physician (internist) and one nurse or physician assistant. If the patient's condition of treatment a person assessed as severe, which requires hospitalization, is called the emergency medical team to deliver the appropriate level of the patients in the hospital;
10.2. level 2-patient urgent medical assistance and trauma cases, workdays, weekends and public holidays from noon. 8.00 – 24.00 according to competency provided two doctors (surgeon/internist or traumatolog and the anaesthetist – visit his acquaintance Peteris Klava) and one sister, but from noon. 24.00-8.00-one doctor and one nurse or physician's Assistant. If the patient's condition of treatment a person assessed as severe, which requires hospitalization, is called the emergency medical team to deliver the appropriate level of the patients in the hospital;
10.3 level 3 – patient in urgent medical assistance and trauma cases, workdays, weekends and public holidays from noon. 8.00 – 24.00 according to competency provided three doctors (the surgeon, anaesthetist and traumatolog/internist or anaesthetist – visit his acquaintance Peteris Klava) and two sisters or physician assistants, but from noon. 24.00-8.00-two doctors and one nurse or physician's Assistant. If the patient's condition of treatment a person assessed as severe, which requires hospitalization, is called the emergency medical team to deliver the appropriate level of the patients in the hospital.
11. Total monthly fixed payment shall be established in accordance with this annex, paragraph 2 and 4 of the calculated payment amount.
12. If under 2.7. of this annex and paragraph 10 medical authority calculated the funding for urgent medical action point is less than 5% of the medical establishment and the center of the contract total financial volume, Centre medical authority does not pay a fixed monthly payment for urgent medical help point activities.
13. Depending on the load and intensity of flow of patients in urgent medical help can determine which points overnight to hours (eight hours), level 2 urgent medical assistance for the medical assistance provided by one doctor and one nurse, and level 3 urgent medical assistance for the medical assistance provided two doctors and one nurse.

14. the Centre pays the regional multi purpose hospital level 3 urgent medical services, if point regional hospital established a Multiagency hospital associations (if it is registered in the commercial register) with the Hospital where up to Alliance for the creation of the Hospital Center provided inpatient services paid.
15. on the basis of the hospital's written submission, the Center shall have the right to not more than 50% of the under paragraph 1 of this annex, and in particular paragraph 2.7. urgent medical aid for the operation of the funds required to shift the secondary outpatient service fee set by the hospital's agreement with the Centre.
