Cabinet of Ministers Regulations No. 567 in Riga, July 12, 2011 (pr. No 43 48. §) rules on the breed livestock breeders ' organization eligibility criteria and breed livestock breeders organization status Order Issued in accordance with the breeding and rearing of animals article 7 of the law on the first part i. General questions 1. determines the breed livestock breeders ' Organization (hereinafter referred to as the Organization) eligibility criteria and breed livestock breeders organization status.
2. agricultural variety breeding organisation status granted by the State agencies "agricultural data centre" (hereinafter referred to as the data center) established a Commission made up of five people. The Commission has two data center representatives, two representatives of the Ministry of agriculture and the agricultural University of Latvia.
3. the Commission's structure and organization of work are the following: 3.1 the President, Secretary and Deputy Chairman of the Commission shall be elected from among the members of the Commission;
3.2. the Commission shall convene a meeting of the President of the Commission;
3.3. members of the Commission documents are submitted for evaluation within three days from the date of receipt of the application;
3.4. the members of the Commission is introduced to the agenda of the Commission and informed about developments in the Commission's meeting time and place not later than five days before the session of the Commission;
3.5. the Commission's work, the President of the Commission. In the absence of the President in his duties to the Vice-President of the Commission;
3.6. the Commission shall be valid if the meeting at least three members of the Commission;
3.7. the Commission shall take decisions by a simple majority. If the votes are divided into similar, the President shall have a casting vote;
3.8. the minutes shall be signed by the Chairman and the Secretary of the Commission;
3.9. the Commission secretariat functions perform data center.
4. Data Center agricultural variety breeding organisation register (hereinafter register) is a national information system "agricultural data centre information system".
II. Organizational eligibility criteria 5. Organization has developed the relevant livestock species and varieties breeding program (hereinafter referred to as the breeding program) five years ago.
6. the Organization of the breeding programme shall specify: 6.1 the relevant livestock species and varieties breeding objectives and tasks;
6.2. selekcionējam the variety (or varieties) the characteristics;
6.3. the varieties used for livestock identification system;
6.4. the varieties used for agricultural animal registration system;
6.5. breed livestock monitoring (requirement does not apply to cattle (dairy and beef cows), pigs, horses, sheep, goats (goat milk and meat), honey bees, rabbits and fur breeding programs);
6.6. the selection of the variety to be used in assessing the livestock systems;
6.7. the book sorting methodology;
6.8. the certification methodology of breeding animals;
6.9. the number of animals required for the particular breed breeding programme.
7. where a country is already approved for certain animal species and varieties breeding program, an organization working under the breeding programme and the provisions referred to in paragraph 5 of the breeding program is not elaborate.
8. The organization has developed a breed of livestock farms attestation rules (hereinafter rules), and it complies with the regulations for a variety of livestock breeding farms in the eligibility criteria and breed livestock farm status.
9. the Organization has prepared a report summarizing the experience in previous activities related to breeding and breeding services.
10. the Organization has a variety of agricultural animal breeding farms and monitoring existing livestock farms register, the breeding. Farm flocks are registered and animals identified in accordance to the requirements of the law on livestock, the livestock and housing registration procedures, as well as the designation of farm animals.
11. the Organization of the breeding programme and the associated breeding service with adequate facilities, breeding and natural persons who have received appropriate certificate according to the laws of the natural person who makes the evaluation of livestock, monitoring, artificial insemination, transplantation of ova and embryos.
12. An organization that wants to qualify for the breed of horse breeders ' organization which maintains a sort of already a breeders ' organization in another Member State of the European Union, shall ensure that account is taken of these organisations certain eligibility criteria.
III. agricultural variety breeding organisation status 13. varieties of livestock producer organizations granted status if the Organization: 13.1. these provisions meet the criteria referred to in chapter II;
13.2. at least one year running that particular farm animal species and varieties in the field of production and development.
14. for a variety of livestock breeders organization status, the Organization shall submit to the Commission: 14.1 application;
14.2. the breeding programme;
14.3. the rules;
14.4. the report, which summarizes the historical experience;
14.5. the list of planned breeding.
15. the Commission within one month of the date of receipt of the application to evaluate the Organization's compliance with the provisions referred to in chapter II, the criteria and accepts one of the following decisions: 15.1 to grant agricultural variety breeding organisation status;
15.2. not to breed livestock breeders ' organization.
16. these provisions of the Commission decision referred to in paragraph 15 shall be notified to the organization.
17. If the Commission, in assessing the Organization's compliance with these regulations the criteria referred to in chapter II, finds deficiencies, it shall adopt a decision establishing a deadline for remedying the deficiencies found, not longer than 10 days.
18. If the Organization Commission decision these deficiencies are not remedied within the time limit set, the Commission shall take a decision on the refusal to grant an agricultural variety breeding organisation status.
19. the Commission's decision may be challenged in one month from the date of its entry into force, shall submit an application to the Director of the data center. Data Center decision of the Director may appeal to the Court of Justice of the administrative procedure law.
IV. agricultural variety breeding organisation in continuation, cancellation and the inclusion of data in the register of organizations 20. the Organization two months before breeding programmes shall be submitted to the Commission on the expiry of the term for repeated evaluation: 20.1. applications;
20.2. the breeding program for the next five years, if it implements the one organisation;
20.3. the unified and mutually agreed breeding program five years ago, when it implemented several organizations;
20.4. the rules;
20.5. performance report for the previous period;
20.6. varieties of livestock farms.
21. the Commission within one month of the date of receipt of the application to evaluate the Organization's compliance with these regulations the criteria referred to in chapter II, shall take a decision to extend or not to extend the agricultural variety breeding organisation status and notify the organisation.
22. If the Commission, in assessing the Organization's compliance with these regulations the criteria referred to in chapter II, finds deficiencies, it shall adopt a decision establishing a deadline for remedying the deficiencies found, not longer than 10 days.
23. If an organization referred to in the Commission decision, the deficiencies are not remedied within the time limit set, the Commission shall take a decision not to renew the breed livestock breeders ' organization.
24. If the Commission has decided not to extend the agricultural variety breeding organisation status, organization, three months after the date of notification of the Commission decision may submit an application for agricultural variety breeding organisation status if the deficiencies referred to in the Commission decision.
25. the Commission may revoke the decision on agricultural variety breeding organisation status if: 25.1. Organization during their operation do not follow that rule the conditions referred to in chapter II;
25.2. breeding programs.
26. If the Organization breeding program at the time of the amendment, such amendments shall be submitted to the Commission. If the organizations of joint breeding breeding programs, they prepare amendments before submitting to the Commission the mutually consistent.
27. the Commission within one month of the date of receipt of the application to evaluate the breeding programme of the Organization submitted to the compliance with the amendment of this rule 6. criteria referred to in paragraph 1, shall take a decision to approve or not to approve the submitted amendments and breeding program announces the organization.

28. If the Commission, in assessing the breeding programme of the Organization submitted to the compliance with the amendment of this rule 6. criteria referred to in paragraph 1, finds deficiencies, it shall adopt a decision establishing a deadline for remedying the deficiencies found, not longer than 10 days, and shall notify it to the organization.
29. If an organization referred to in the Commission decision, the deficiencies are not remedied within the time limit set, the Commission shall take a decision not to approve the submitted programme. breeding
30. the Commission's decisions can be challenged and appeal to these regulations, paragraph 19.
31. organisations that have been granted or renewed agricultural variety breeding organisation, data center shall be entered in the register, indicating the status of the organization name, the date, and contact information.
V. closing question 32. If the organization up to the date of entry into force of the provisions has been assigned a variety of livestock breeders ' organization, it is also valid after the entry into force of these regulations.
