2. The purpose of the activity is to provide business operators access to finance for business development and European Union funds for the implementation of the project, receive a mezzanine capital loans when merchants conduct the existing equity do not have sufficient savings to attract the required amount, as well as to enhance the competitiveness of the Latvian merchant, to facilitate the acquisition of new markets and strengthening existing.

6.6. the beneficiary of the financing contract for the project implementation, pursuant to the Commission on 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European Regional Development Fund (hereinafter Regulation No 1828/2006) Article 43, 5 and 6 above;
4.2. assess project amendments and adopt a decision on the draft amendments in accordance with the agreement on the implementation of the project and in accordance with the laws and regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds;
6. provide information about the project applicant project application preparation, project implementation and enforcement of the provisions of the Treaty;

6.11. ensure data retention in the European Union's structural funds and the cohesion fund management information system for project application and project.

II. the project applicant, eligible activities, eligible and non-eligible costs of the project applicant is 9. limited liability company "Latvian guarantee agency".
10. The beneficiary shall provide assistance to economic operators in accordance with the laws and regulations of mezzanine capital for loans to improve the competitiveness of economic operators.
11. activities within the eligible costs are the following items: 11.1. costs for management under Regulation No 1828/2006, article 43 (4). Such costs in one year of implementation of the project must not exceed 3% of the average loan fund;
11.2. Financing of mezzanine capital loans to business operators in accordance with the laws and regulations of mezzanine capital for loans to improve the competitiveness of economic operators.
12. activities within the non-eligible costs include the following headings: 12.1. costs incurred before the contract was concluded for the implementation of the project and the contract end date of the project;
12.2. fines, penalties, late payment, interest on arrears, fines and legal expenses.
13. activities financed under only the eligible costs related to the project activities are proportionate and reasonable.
III. Project selection and submission of application 14. Project application selection organized in one round for the entire activity of the financing available.
15. the competent authority, after the date of entry into force of the provisions of the activities under the project, the applicant shall send a written invitation to submit project application (hereinafter referred to as the notice) and these rules, the information specified in paragraph 6.4. 16. To apply for funding of the project, the applicant shall submit to the responsible authority. The project's application consists of the completed project: 16.1. application form (annex 1);

16.2. the business plan, which includes at least the following information: 16.2.1. operating a reviewer's target market and its financing criteria, terms and conditions;
16.2.2. financial engineering instruments's operating budget;
16.2.3. financial engineering instrument;
16.2.4. management professionalism, competence and independence;
16.2.5. contribution of the structural funds reasons;
16.2.6. financial engineering instruments policy used, stopping investment companies;
16.2.7. provisions of the financial engineering instruments for termination, including the reuse of resources, what financial engineering instrument from investments or to recover the residual after all obligations and applicable to the operational programme;
16.2.8. free deployment of funds;
16.2.9. financing plan.
17. If this rule 16.2. the business plan referred to in point and the attached documents are not Latvian language, accompanied by a certified translation in accordance with the laws and regulations on the procedures which are translations of documents in the language of the country.
18. the project application can be submitted in paper form or electronic form of a document. Project submissions in paper form may be submitted personally to the responsible body or sent by registered mail. 19. 20. 25. 30. If there is no information in the project application in order to assess compliance of the application for the project to one or more of the criteria, or it is incomplete, and if such information is not legible or is not provided in the Latvian language, believes that the project submission does not meet the relevant criteria, or criteria given lower ratings.
31. the head of the authority, on the basis of the assessment by the Commission, shall decide on the application of the project if the project submission complies with these rules 14 and annex 2 23. criteria referred to in paragraph 1, as well as to annex 2 of these rules 1, 2, 3, and 4. criteria referred to in point total has received at least 30 points. 37. If the project applicant project application is not filed within the time limit set or the application is rejected, the competent body shall send a written activity defined within the project, the applicant repeated the invitation pursuant to paragraph 15 of these rules.

V. implementation of the project and the conditions for obtaining financing 39. funding recipient project launched after the conclusion of a contract for the implementation of a project, and the project is implemented by 2015 December 31.

41. The beneficiary shall ensure the implementation of the project financial flows clearly separated from other financing activities receiving financial flows during project implementation and five years after completion of the project, in accordance with Regulation No 1828/2006, article 43 (2).
