Cabinet of Ministers Regulations No. 652 in Riga on 23 august 2011 (pr. 11. § 49) marine protected areas "NIDA-Thunder" personal protection and terms of use are Issued in accordance with the law "on especially protected natural territories" of the second subparagraph of article 14 and the second subparagraph of article 17 of the rules provides: 1 1.1. marine protected areas "NIDA-Thunder" (hereinafter referred to as the marine protected area) and the use of protection;
1.2. the designation of marine protected areas of nature-special informative signs, its creation of samples and usage.
2. Protected marine areas to ensure the area characteristic of complex marine ecosystems conservation and specially protected bird species and iesāļūden (sea) habitat protection.
3. marine protected areas are defined in the following functional areas: 3.1 natural barring area;
3.2. the neutral zone.
4. Marine protected areas the area is 36703 ha. Marine protected areas the functional area of the scheme established in annex 1 of these provisions, but the functional area within the description in annex 2 of these rules.
5. the nature of the protected marine areas represents a special informative sign. Special information mark, and the procedures for using these provisions set out in annex 3.
6. the nature protection authority specifies a restricted availability status information for protected marine areas, in particular in the protected species Habitat, and specially protected habitat location if its disclosure could harm the environment. The following information shall be distributed only to the nature protection management written permission.
7. throughout the protected sea area in waterfowl hunting is prohibited to use projectiles containing lead.
8. Natural zone is created barring specially protected iesāļūden (sea) Habitat, especially Habitat – Rocky bottom, and protected sea bird species, in particular the goosander mergus merganser, gulls Larus the little hours, the Red-throated Diver-Gavia stellat, Black-throated Diver Gavia arctica and black wanted Cepph to gryll, protection and conservation.
9. Nature Reserve area prohibited to: 9.1. carry out activities that cause a particular protected habitat, rocky soil into the sea – mechanical damage, including to set up wind farms and to obtain valid minerals;
9.2. the installation of the new bottom housing;
9.3. make algae and mussels industrial mining.
10. the neutral zone has been created to ensure coastal settlements sustainable economic activity and tourism infrastructure development.
11. Marine protected areas, which are not part of the natural area and barring the neutral zone, new bottom silo deployments need to do environmental impact initial assessment.

Environmental protection and regional development Minister r. vējonis annex 3 Cabinet 23 august 2011 regulations No 652 special information mark, its creation and the procedures for using Special information 1 mark designation of marine protected areas (hereinafter referred to as the mark) is the green square area of white frame with a stylized wall pictogram.

2. Sign color (color of the standard specified in Pantone, CMYK and ORACAL systems) are the following: 2.1 square area (pictograms wall background)-light green in color (Pantone M0 Y100 K0, 362C or C70 or ORACAL ECONOMY 064 (yellow green));
2.2. the pictogram wall-white;
2.3. the outline of the wall and the wall of the pictogram of the dzīslojum-dark green (Pantone or C100 M0 Y78 K42, 3425C or ECONOMY (dark green) ORACAL 060);
2.4. sign a frame-white.
3. the procedures for using the mark: 3.1.  installing the sign, select one of the following dimensions: 300 x 300 mm 3.1.1 3.1.2 3.1.3 150 x 150 mm.; 75 x 75 mm.; 3.2 marks appear in the editions size, keeping the square aspect ratio, choose according to the scale used, but not less than 5 x 5 mm; 3.3. other cases not mentioned in this annex 3.1. and 3.2., you can use the different sizes of characters, keeping the square proportions;
3.4. the mark set in nature on the coast opposite to a protected marine areas in public places, such as at the exit to the sea, parking lot, bathing areas;

3.5. installing the sign in nature, supplemented with information on the protected marine area (including the name and boundaries of the territory, and defence purposes) and its functional zoning.
4. Informative signs (preparation) and deployment provides the management of nature protection, in cooperation with the relevant authorities.
