Cabinet of Ministers Regulations No. 727 in 2011 (27 September. Nr. 55) order in which is designated for non-governmental organizations to the work of the society integration Fund Council Issued under the Public Law of the integration fund 9. the second paragraph of article i. General questions 1. determines the order in which you selected non-governmental organizations, which are entitled to delegate a representative to work with the society integration Fund (hereinafter referred to as the Fund) Board.

6. Non-governmental organizations delegated representatives are to participate in the work of the Council of the Fund according to fund regulatory legislation.
7. If the non-governmental organisation's delegated representative, without justification, at least three times in a row does not participate in the work of the Council of the Foundation, a non-governmental organisation, which has delegated this representative job Fund Council, after the President of the Council of the Fund's receipt of a written request is obliged no later than 10 working days in writing delegate to the Council of the Foundation for the work of others.
II. Ngo selection criteria 8. Log on to the contest, which will be designated for non-governmental organizations, which would be entitled to delegate a representative to the Council of the Foundation work, shall have the right to a non-governmental organisation which meets the following criteria: 8.1. non-governmental organization is the society, Foundation, trade union or religious organization that has been granted the status of the organisation of the public good;
8.2. the non-governmental organization is registered and operating in the Republic of Latvia for at least five years;
8.3. the non-governmental organisation's statutory purpose of the transaction or papildmērķ at least five years is directly linked to at least one of the following areas: 8.3.1. culture and arts;
8.3.2. Education (interest education), research and sports;
8.3.3. the social services and health;
8.3.4. environment, social and community development;
8.3.5. advocacy and participation in policy-making;
8.3.6. philanthropy, volunteering.
9. The contest is judged the relevance of non-governmental organisations the following quality criteria: 9.1. a non-governmental organisation have experience in local and international projects;
9.2. the non-governmental organisation have experience of integration of society or the development of civil society and the public good;
9.3. the non-governmental organisation has experience in cooperation with other non-governmental organizations, national institutions and local authorities.
III. Invitation to tender 10. Announcement of open competition in the selection of non-governmental organisations, which would be entitled to delegate a representative to work with the Council of the Fund, the Fund placed in the Cabinet of Ministers, Ministry of culture and the Foundation's homepage on the internet for at least four months before the previously selected non-governmental organizations delegated representatives to the expiration of the term.
11. the Announcement shall specify the purpose of the competition, the non-governmental submissions submission site and date, as well as additional information.
12. Non-governmental organizations submitted applications for 20 working days from the date of the invitation to tender. If this time limit is received less than six submissions, the Fund extended a deadline set for a further 10 working days.
IV. preparation and submission of Application 13. Application prepared by filling in the application form (annex 1), which electronically available on the Foundation's website.
14. The applicant or his authorised representative shall submit an application to the Foundation in person or sent by post to the address indicated in the advertisement, or sends it to the advertisement specified electronic mail address electronic document in the form of laws and regulations on electronic document design. If the application is signed by an authorized person, the application shall be accompanied by proof of authorization.
15. If the application is made in paper form, the completed form and the attached annex shall be submitted in one original, as well as in an electronic form on an electronic storage medium. V. Application assessment and decision-making 16. Submissions in accordance with the requirements of this regulation, the Commission shall evaluate the competition (hereinafter referred to as the Commission), which is made up of one representative from the delegation of the Ministry of Culture, the State Chancellery, the Latvian Authorities and the Union Cabinet Memorandum of cooperation implementation Council. The Commission is headed by the Ministry of culture of the delegated representative.

21. the Commission assessed applications are arranged in descending order according to the total points and the resulting decision, which puts them in the Council of the Foundation for approval of six non-governmental organisations in the evaluation of submissions got the highest scores. 24. The secretariat of the Fund within three working days after the decision of the Council of the Fund sent to the signing of the Foundation's Council decision to all applicants, as well as publish their Foundation and the Cabinet's homepage on the internet.
25. the non-governmental organization no later than 10 working days after this provision in point 22 of the receipt of the decision in writing to the Fund for its work to fund the Council delegated representative.
26. 27. If the non-governmental organization that paragraph 7 fails to comply within the time limit referred to in that paragraph, the President of the Council of the Fund specified in the request to delegate another representative to the Council of the Fund or employment if, after non-governmental organisations firming the application reveals that the non-governmental organization has provided false information and the non-governmental organisations in the application would not have been approved if the original submission was provided truthful information, the Council shall adopt a decision rejecting the application of the non-governmental organizations and its location according to paragraph 21 of these rules shall be approved by the non-governmental organizations that next has the right to be put forward for approval.
