No 72 11. §) rules on procurement in the field of security and protection for use in the preparation of the communication content and procedures Issued under the Protection and security of shopping Act 36. the first paragraph of article i. General questions 1. protection for such purchases and security notice used (hereinafter referred to as the notice) contents and preparation procedure: 1.1. prior information notice;
1.2. notice on the buyer profile.
1.3. notification of contract;
1.4. the notification on amendments, termination of the procurement procedure or disruption;
1.5. notice on the subcontracting;
1.6. communication on the results of the procurement procedure;
1.7. the voluntary notification of purchase.
2. the notification shall include the preparation and filing of the notice of completion for publication.
3. the notice may be made by the Subscriber to the publication of the registration management system according to its terms of use. Notice of subcontracting in relation to the procedures, which declared the winner, you can prepare a procurement procedure that the successful tenderer register publication management system according to its terms of use.
4. the notice electronically, including information provided for in these rules.

II. Prior information notice 6. 6.2. the institution (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address, contact person's name and surname), where you can get additional information about the procurement procedure;
6.3. indication of the customer type and main scope;
6.4. indication of other customers making a purchase;
6.5. the customer (name, registration number, address, nationality) who needs the customer is purchasing;
6.6. the procurement contract;
6.7. indication of the type of contracts (works, supply or services);
6.8. in respect of the services agreement-service category number according to the nomenclature of service contracts;
6.9. the works, service delivery or delivery location and statistical territorial units of code;
6.10. indication of the General Agreement;
6.11. the brief nature of the works, supplies, or services description and amount and, if applicable, the estimated contract price without value added tax (currency) or the contract price (currency);
6.12. the procurement according to the nomenclature of the purchase (CPV), the key code, and the papildvārdnīc of the additional code (if applicable);
6.13. if known, the date of the initiation of the procurement procedure and the purchase contract;
6.14. in respect of a works contract – main terms concerning financing and payment (if known) and reference the sources which govern relevant issues;
6.15. indication of preferential agreements;
6.16. indication of purchase contract with European Union funds, as well as a reference to the projects and programmes;
6.17. the national authorities (name, registration number, address, nationality, telephone numbers, fax numbers, electronic mail address, General internet addresses, contact names and surnames), where you can get information on taxes, environmental protection, employment protection and working conditions;
6.18. the date of dispatch of the notice.
7. If necessary, the client in the previous information notice can include other organizational information.
8. If the procurement is divided into parts, each part of the grant number for the purchase and for each part of the purchase that separately 6.6, 6.11 and 6.12. information referred to, as well as the different procurement procedures launch date or different purchase agreement (if applicable).
9. The principal previous information notice shall, if necessary, repeat this rule 6.6, 6.7, 6.8, 6.9, 6.10, 6.11., 6.12., and 6.13. information referred to, stating it separately for each planned procurement contracts.
III. 12. Subscriber notice of the purchaser's profile, if necessary, repeat this rule 6.6, 6.7 and 6.12. information referred to in the communication, as well as include a short description of the contract or the purchase, noting that information separately for each planned procurement contracts.
IV. A notice of contract 13. Preparing the notice of contract, the Subscriber indicates this rule 6.2, 6.3, 6.4, 6.5, 6.6, 6.7, 6.8, 6.9, 6.10., 6.12., 6.15, 6.16, 6.18.. and information referred to in point 6.1. information referred to, in addition to including information about the internet address where the available documents, the procurement procedure if the client procurement documents published on the internet, and the internet address used by the application and submission of tenders If the customer provides application and electronic submission of tenders, as well as include in the statement a short description of the contract or purchase and the following: 13.1 institution (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address, contact person's name and surname), where you can get bidding documents;
13.2. the institution (name, registration number, address, nationality, telephone number, fax number, electronic mail address, General internet address, contact person's name and surname), which submitted applications or tenders;
13.3. indication of the works or supply (works, designing and carrying out the works, building or the realisation, by whatever means, of a work corresponding to the requirements specified by the customer, purchase, purchase, rent, hire, hire-purchase, rental, hire-purchase or a combination of those deliveries);
13.4. as regards the General conclusion of the agreement in addition shall bear the following information: 13.4.1. General arrangement the number of participants or the maximum number of participants;
13.4.2. the General duration of the arrangement (including the reasons for any duration exceeding seven years);
13.4.3. the estimated contract price (currency) or the estimated contract price range limits (including currency);
13.4.4. information on the contract award of frequency (if known), as well as the estimated contract price the contract;
13.5. information on subcontracts with subcontractors not related (if applicable), which includes an indication of whether the tenderer: 13.5.1. specify all the parts of the volume of the contract, which will be closed to subcontracting with an associated subcontractors and any proposed subcontractors, as well as to subcontracting subcontracting provided for each contract (if applicable);
13.5.2. the tenderer must notify any changes that occur during the execution of the contract in respect to independent subcontractors (if applicable);
13.5.3. a Subscriber can determine the obligation of the successful tenderer or all specific subcontracting with an associated subcontractors to be awarded in accordance with the defence and security procurement provisions of chapter IX of the law;
13.5.4. the successful tenderer is obliged to release to unrelated contractors scale of certain parts of the contract in accordance with the Protection and security of shopping law provisions of chapter IX. In this case, indicates that part of the minimum amount expressed in percent and specify a value in the range that does not exceed the maximum limit of 30 percent of the total contract price the contract;
13.5.5. the successful tenderer is obliged to specify which parts of the contract or that it plans to release the associated subcontractors, not exceeding the prescribed percentage, as well as indicate if certain subcontractors (if applicable);
13.6. indication of the distribution of part of the purchase, and the reference, or the offer may be submitted in only one part, on one or more parts or on all parts;

13.8. the estimated contract price (currency) or the estimated contract price range limits (including currency);
13.9. indication of possible additional works, supplies or services and their description (including information about the expected additional purchases during the schedule);
13.10. indication of possible contracting again, repeating the number of contracts or the range limits and the planned time schedule (if known) or the supply of services;
13.11. contract period or deadline;
13.12. information on the collateral (the necessary contributions) and guarantees (if provided);
13.13. the main financial conditions and terms of payment in the field and a reference to the sources which govern relevant issues;
13.14. If necessary for a successful implementation of the provisions of the Treaty-legal status, in which a supplier Association, for which a decision has been taken to close the contract;
1.15 p.m.. other specific rules governing the performance of the contract, in particular concerning contract performance security and protection of information (if provided);
13.16. information on the relevant category of industrial safety certificate (legal person), and a special permit for access to State secrets (physical person) (if applicable), indicating the deadline by which the candidate is not yet mentioned in the certificate or permit, it can get;
13.17. rules on the exclusion of candidates and the subcontractor from further participation in the procurement procedure and the documents to be submitted for evaluation of conformity;
13.18. minimum requirements for candidates and subcontractors of the economic and financial situation and the documents to be submitted for evaluation of conformity;
13.19. minimum requirements for candidates and subcontractors ' technical and professional capacity and the documents to be submitted for evaluation of conformity;
13.20. as regards service contracts – reference or service rights with laws, regulations or administrative provisions is reserved to a particular profession, and reference to the relevant laws, regulations or administrative provisions, as well as an indication of whether legal persons should indicate the composition of the staff responsible for the execution and professional qualifications;
13.21. indication of the nature of the procurement procedure, designated contract award;
13.22. accelerated procurement procedure selection (if it applies);
13.23. the number of suppliers that will be invited to submit tenders in a closed tender or negotiated procedure or a competitive dialogue, to take part as well as the criteria for the selection of suppliers;
13.24. indication of the reduction of the number of suppliers of the negotiated procedure or a competitive dialogue, reducing or offer solutions to be discussed;
13.25. indication of the criteria for the selection of the offer (the tender with the lowest price or the most economically advantageous tender). If you select the economically most advantageous tender, in addition to indicating the bid evaluation criteria and their proportion in the order of importance (these criteria indicates only if they are not included in the procurement documents or in the invitation to tender or negotiations);
13.26. indication of the application of the electronic auction, as well as information about it;
13.27. procurement identification number;
13.28. indication of previous publications in the official journal of the European Union in relation to this procurement procedure, as well as information about it;
13.29. indication of other previous publications in relation to this procurement procedure, as well as information about it;
13.30. expiration can get bidding documents;
13.31. indication of reproduction of the actual payment of expenditure, the amount and payment procedures, if a supplier wants to receive procurement documents in print;
13.32. deadline for submission of applications;
the term of membership, or 42.86. submission of tenders, an invitation is sent to the selected candidates (if known);

13.38. indication of whether the notice of the specific procurement procedure in accordance with the protection and security of the law of purchase is sent for publication in the official journal of the European Union.
14. If necessary, the client notice of contract may include other organizational information.
15. If the procurement is divided into parts, each part of the grant number for the purchase and for each part of the purchase that separately 6.6, 6.11 and 6.12. information referred to, as well as the different procurement procedures launch date or different purchase agreement (if applicable).
V. notice of amendment, termination of the procurement procedure or discontinuance of 16. Preparing the notice of amendment, or termination of the procurement procedure, the client in addition to this provision, 6.18.6.1 and 13.38. information referred to include the following information: 16.1. notice of agreement specified the name of the procurement contract;
16.2. in the contract notice or contract covered the purchase description;
16.3. notice of procurement contract specified nomenclature (CPV) key code, additional code, as well as papildvārdnīc (if applicable);
16.4. the specified in the notice of contract, the procurement procedure chosen for the award of the contract;
16.5. indicated in the contract notice procurement identification number;
16.6. indication of the publication of a contract notice, including the date of publication of the notice and registration number (if assigned);
10.4. the announcement of the date of dispatch of the contract;
16.8. indication of the content of the communication (the termination of the procurement procedure, or extinction, modification or addition);
16.9. indication of termination of the procurement procedure or termination (a procurement procedure was interrupted, the procurement procedure was ended) and a possible repeat of publication of the contract notice;
16.10. indication as to why the necessary corrections or additions (Amendment of the original information submitted by Subscriber, publication of the notice does not comply with the information provided to the initial Subscriber or both reasons);
16.11 indication on where to carry out repairs or additions (the notice of contract or procurement documents, or both);
16.12. where corrections or additions are to be made in the contract notice, in addition to the State: 16.12.1. corrections to the text of the contract notice;
16.12.2. revisions to the notice of the agreement on the dates indicated;
16.12.3. revisions to be specified in the notice of contract contact information;
16.12.4. text that deserves notice for the contract.
17. If necessary, the client notice of amendment, termination of the procurement procedure or interruption from other organizational information.
18. Subscriber notice of amendment, termination of the procurement procedure or, if necessary, repeat this provision 16.8, 16.9, 16.11 16.10., and 16.12. information referred to in point.
Vi. Notice on the subcontracting 19. Preparing the communication on subcontracting, procurement procedure the successful tenderer indicates this rule 6.2, 6.6, 6.7, 6.8, 6.9, 6.10., 6.12., 6.16 6.18., 13.1, 13.2, 13.3, 13.4, 13.8., 13.11, 13.12.,.,.,., 13.28 13.29 13.27.,.,., and 42.86 13.34 13.38. information referred to in the communication, as well as include a short description of the contract or purchase and the following: 19.1. procurement procedures in the name of the selected tenderer , registration number, address, nationality, telephone number, fax number, electronic mail address, in general the internet address and the address of the buyer profile; contact person's name and surname; the Internet address where the available documents, the procurement procedure if a procurement procedure the successful tenderer bidding documents published on the internet; the Internet address used by the application and the submission of tenders, procurement procedure if the successful tenderer provides application and electronic submission of tenders;
19.2. the customer's requirements the selection of subcontractors, as well as other requirements and criteria in the procurement procedure, the successful tenderer shall apply to the selection of a subcontractor and the evaluation of bids;
19.3. subcontracting the contract award criteria;
19.4. the application or the submission of tenders.
20. If needed, purchase the successful tenderer in a procedure for notice of subcontracting can include other organizational information.

VII. notification of the results of the procurement procedure 21. Preparing the statement of the results of the procurement procedure, the client indicates that rule 6.3, 6.4, 6.5, 6.6., 6.7, 6.9, 6.10., 6.12., 6.16 6.18., 8.3.,.,.,., 13.21 13.28 13.29 13.27.,.,.,., and 13.38 13.36 13.37. information referred to in point 6.1 referred and information, including information about the internet address where the available documents, the procurement procedure if the client procurement documents published on the internet and the internet address used by the application and the submission of tenders, if the customer provides application and electronic submission of tenders, as well as the rules referred to in point 6.8. information, including an indication as to whether the Subscriber agrees to publication of the notice, if the purchase contract is concluded on the Protection and security of shopping Act Annex 2 mentioned in the services, as well as include in the statement a short description of the contract or purchase and such information 21.1. the total contract price: (indicate currency) or the cheapest and most expensive tenders valued valued in the contractual price (currency), as well as an indication of the application of value added tax and rate;
21.2. the award rationale without prior publication of a contract notice: 21.2.1. negotiated procedure;
21.2.2. purchase agreement for the Protection and security of shopping in annex 2 of the law "to the procurement of services, which can be applied in the area of defence and security procurement law article 6 the provisions of the seventh part of the nomenclature" those services;
21.2.3. a purchase contract, which are not applicable in the field of defence and security procurement rules of law or the established procurement procedures;
21.3. the indication of the criteria for the selection of the offer (the tender with the lowest price or the most economically advantageous tender). 21.4. indication of the application of the electronic auction;
21.5. the winners of the purchase contracts concluded;
21.6. date of adoption of the decision;
21.7. tenders submitted the names of the tenderers, the registration number (for individuals – names, surnames and identity number), address and nationality, as well as the proposed contract price (currency) and, if applicable, the indication of the reasons for the exclusion of tenderers and applications submitted by candidates off the reasons;
21.8. the total number of bids received in the purchase and by electronic means, the number of tenders received;
13.6. the successful tenderer's name, registration number (natural person-first name and last name), address, nationality, e-mail address, telephone number, fax number and internet address in General (if the tenderer, the following information is specified);
21.10. the estimated contract price (currency), as well as an indication of the application of value added tax and rate;
21.11. contract price offered by the successful tenderer (currency) or the cheapest and most expensive tenders valued valued in the contractual price (currency), as well as an indication of the application of value added tax and rate;
21.12. indication of the successful tenderer envisaged subcontracts with subcontractors and related information on non-related subcontractors, in addition to the contract price: 21.12.1. and of the proportion of the contract which will be closed to subcontracting with an associated subcontractors;
21.12.2. contract value or a brief description of the part (if known);
21.12.3. indication of whether the right to subcontract agreements granting the application of the Protection and security of shopping, the provisions of chapter IX of the Act in respect of all or of certain subcontracting agreements in relation to the contract or a part, when expressed as a percentage and specifying a range of values, the maximum limit shall not exceed 30 percent of the total contract price the contract.

27. If the purchase was split into parts, each part of the purchase grant number and 21.7 13.6 these terms and the information referred to in paragraph indicates for each part of the purchase alone. 21.7.
