Cabinet of Ministers Regulations No. 953 in 2011 December 13 (pr. No 74 § 3) the Government of the Republic of Latvia and the Government of the Kingdom of Sweden to the memorandum of understanding on cooperation in the field of protection Issued under Cabinet installations Act article 31 2 of the first subparagraph of paragraph 1.  The Government of the Republic of Latvia and the Government of the Kingdom of Sweden to the memorandum of understanding on cooperation in the field of the protection of the (Memorandum of understanding) with these terms are accepted and approved.

PABRIKS memorandum OF UNDERSTANDING BETWEEN the Government OF the REPUBLIC OF Latvia AND the Government OF the KINGDOM OF SWEDEN ON defence COOPERATION the Government of the Republic of Latvia and the Government of the Kingdom of Sweden, hereinafter referred to as the "participants", Considering that the promotion of mutual understanding between the participants will benefit the interests of both countries Wishing to set forth the legal and practical framework for the implementation of bilateral defence cooperation, Seeking to contribute to peacekeeping, security and stability in Europe and, particularly, in the Baltic Sea region, the Understanding that cooperation as provided in this memorandum of Understanding, hereinafter referred to as the Mo, may lead to cooperation in other areas of mutual interest in the future , have reached the following understanding: Section 1 purpose 1. The purpose of this MOU is to promote friendly military court between the participants by defining the scope of cooperation in the field of defence and implementing such cooperation in accordanc with the principles of equality, reciprocity and mutual benefit.
2. This MOU will be implemented within the framework of the law and regulations respectiv of the two countries.
Section 2 areas of Co-operation between 1. Cooperation the participants may take place in the following areas: (a) exchange of defence related experience and information;
(b) research and development;
c. legal issues;
d. logistics, maintenance and procurement issues;
e. military technical cooperation;
f. education and training of personnel;
g. crisis management;
h. military medicine and health services;
other areas of cooperation i., as jointly decided by the participants.
2. When the participants have identified a specific area of cooperation, through a supplementary to this MOU will be prepared in order to develop that potential area of cooperation.
Section 3 Authorized agencies and management 1. The implementation of this MOU will be carried out by the authorized agencies of the participants: (a) for the Government of the Republic of Latvia: the Ministry of defence (b). for the Government of the Kingdom of Sweden: the Ministry of defence To monitor 2 and implementations that this MOU, the participants will form a joint Steering Committee, which will meet at times to be decided jointly with a view to exchange information on defence related matters of mutual interest.
3. To promote cooperation within the scope and areas relevant to this MOU, the participants may decide to establish the "ad hoc" expert group with representatives from each Participant.
Section 4 Protection of Classified Information, All information and materiel exchanged classifieds or generated in connection with this MOU will be used, transmitted, stored, handled, and safeguarded in accordanc with the agreement between the Government of the Republic of Latvia and the Government of the Kingdom of Sweden concerning the protection of classified information, signed on 11 February 2002, and the amendments thereof in.
Section 5 language the working language will be English or as otherwise agreed.
Section 6 Intellectual property rights in the national law and regulations, as well as international agreements in force between the two countries, will apply in regards of intellectual property rights.
Section 7 Jurisdiction while staying in the territory of the host Participant, the status of the representatives of the Sending Participant's armed forces will be governed by the agreement among the States parties to the North Atlantic Treaty and the Other States Participating in the Partnership for peace regarding the status of their forces, signed in Brussels, on 19 June 1995 (PfP-sofa).
Section 8 Costa this MOU does not impost any financial responsibilities on either Participant with regards to the other, i.e. any other. each Participant will be responsible for its own costs related to the execution of this MOU if not otherwise decided by the participants.
Section 9 Final Provision 1. This MOU become the effective on the date of the last signature.
2. This MOU is concluded for a period of five years and will be automatically extended for a period of five years, unless one of the participants not later then three months prior to expiration of this MOU notifu in writing the other Participant on its intention to terminate it. If this MOU is terminated, the participants will not settle the initiat negotiation all outstanding financial obligation of mutual , claims, dispute and security issues in accordanc with this MOU.
4. This MOU may be amended at any time, in writing, by the mutual consent of the participants.
5. Any dispute concerning the interpretation or application of this MOU will be resolved through negotiation between the participants at the lowest possible level and will not be referred to any national or international tribunal or other third party for settlement.
This MOU is signed in two original cop in English, one for each Participant.

Translation by the Government of the Republic of LATVIA and the Government of the KINGDOM of Sweden to the memorandum of understanding on COOPERATION in the field of the protection of the Government of the Republic of Latvia and the Government of the Kingdom of Sweden, hereinafter referred to as "the participants", recognizing that the development of mutual cooperation between the participants will benefit the interests of both countries, desiring to establish the legal and practical basis for bilateral cooperation in the area of defence, desiring to contribute to peace, security and stability in Europe, in particular in the Baltic Sea region, realizing that this memorandum of cooperation , hereinafter referred to as the-SM, can promote cooperation in future in other common interests of the two parties in the field, have agreed as follows: article 1 the purpose of this MOU is to promote friendly military ties among the participants by defining a framework for cooperation in the protection and realizing cooperation respecting equality, reciprocity and mutual benefit.
2. participants shall implement this MOU in accordance with their respective laws and regulations.  
Article 2 cooperation 1. Cooperation may be implemented in the following areas: (a) exchange of experience and information;
(b) research and development;
c. legal issues;
d. logistics, maintenance and supply issues;
e. military technical cooperation;
f. education and training of personnel;
g. crisis management;
h. military medicine and medical services;
i. other areas by mutual consent of the participants.
2. When participants have agreed on specific areas of cooperation, this agreement will complement the MOU to regulate in more detail the specific areas of cooperation.
Article 3 competent authorities 1. this MOU and management the following members: (a) by the responsible authority. the Government of the Republic of Latvia: Ministry of defence;
b. the Kingdom of Sweden on behalf of the Government: the Ministry of defence.
2. to monitor and implement the MOU implementation, participants will set up a joint Steering Committee, which will hold the appointment of the two Members in the selected time with the purpose of exchange of information on common interest protection.
3. to develop cooperation, within the areas of SM members can decide to set up the "ad hoc expert groups will be represented on both players.
Article 4 PROTECTION of classified information, to all the classified information and material exchanged between or that creates as part of the implementation of this MOU will be used, transferred, stored, handled and protected in accordance with the 2002 February 11, the Government of the Republic of Latvia concluded, and the Government of the Kingdom of Sweden to the agreement on mutual protection of classified information and amendments thereto.  
Article 5 LANGUAGE the working language is English, if participants do not agree otherwise.
Article 6 intellectual property rights intellectual property protection will apply national laws and other regulations, as well as between the two countries concluded in existing international treaties.

Article 9 closing questions 1. this MOU shall enter into force when it is signed by the last participant.
2. this MOU is concluded for a period of five years and will be automatically extended for a further five years, unless one of the players three months before the expiry of the notice in writing to the other members of its intention to terminate this MOU.

3. If this MOU is terminated, the participants in the negotiations to settle all outstanding financial issues, requirements, and security issues to the dispute in accordance with this MOU.  
4. This MOU may be amended at any time by written agreement between the participants.
5. Any dispute relating to the interpretation or application of this MOU will be resolved through negotiation of the parties, at a lower level and will not be passed on to fixing a national or international court or to any third party.
This MOU is signed in two original copies, in the English language, one for each participant.
