Cabinet of Ministers Regulations No. 964 Riga 2011 20 December (pr. No. 75 17. §) rules for the European integration of third-country nationals in the 2010 Fund programs implementation activities in accordance with the issued the General Programme "solidarity and management of migration flows" within the established fund management law article 14, paragraph 3 (I). General questions 1. determines: 1.1. European third country nationals Integration Fund (hereinafter referred to as the Fund), the 2010 programme for the implementation of activities and projects of the Fund application evaluation criteria the following activities : 1.1.1.  1.1. activity "Program development and efforts to promote the newly arrived third-country nationals in the host society for the adaptation, and help them to learn the Latvian language, knowledge of Latvian history, institutions, socio-economic characteristics, cultural life, etc." (activity 1.1);
1.1.2.1.2. activity "to improve access of third-country nationals in the public and private services and products, as well as to help them to integrate into Latvian society by providing mediation services and necessary advice" (activity 1.2);
1.1.3.1.3. activity "to develop education programmes for young people or adaptation-third-country nationals (hereinafter referred to as 1.3. activity);
1.1.4.1.4. activity "to promote a more favourable treatment in the host society, migration as well as measures of integration through education campaigns, especially in the mass media" (hereinafter referred to as the 1.4 activity);
1.1.5.2.1. activity "information technology systems for effective integration of third-country nationals policy planning and adaptation to the needs of immigrants" (further-2.1. activity);
1.1.6.2.2. activity monitoring tools and evaluation schemes for integration policies, the development and implementation of integration measures "(hereinafter referred to as 2.2. activity);
1.1.7.3.1. activity "to develop and implement training courses for employees of public authorities, representatives of local authorities, social workers, medical staff, NGOs and representatives of international organisations, etc. professionals who provide services to immigrants" (hereinafter referred to as the activity 3.1);
1.1.8.3.2. activity "the involvement of non-governmental organizations in building intercultural dialogue between Latvia and third-country nationals and third country nationals, promoting active citizenship" (hereinafter referred to as 3.2. activity);
1.1.9.4.1. activity "effective functioning of integration Assistance policy, through exchanges of experience and good practices with other Member States" (hereinafter referred to as the activity 4.1);
1.2. requirements for the project the applicant (hereinafter referred to as project applicant);
1.3. the Fund's project application (hereinafter referred to as the project application) the organisation of the selection procedure;
1.4. the project application preparation and submission;
1.5. application procedures for the evaluation of projects;
1.6. the grant award procedure;
1.7. the arrangements for implementing the project;
1.8. technical assistance for the implementation of the activity.
2. Payments to fund projects for expenditure incurred up to June 30, 2012, may be performed during the period from the date of the decision on the application of the project approval or approved on the conditions laid down in the Treaty, to grant the project a final report due date, but not later than July 31, 2012.
3. To Fund activities relating to the implementation of the General Programme "solidarity and management of migration flows" within the established fund management rules set out in article 7 of the managing authority and the right to exercise the Ministry of culture (hereinafter referred to as the managing authority).
4. the Fund's target group: 4.1. third-country nationals, as well as stateless persons (hereinafter referred to as third-country nationals) who arrived in Latvia in the last five years before the Foundation of the project undertaken, and illegally staying in the territory of the Republic of Latvia;
4.2. third-country nationals who have received permission to travel to the Republic of Latvia to them prior to entry to ensure integration services and third-country nationals who are legally residing in the Republic of Latvia 5-10 years ago launched the project of the Foundation, as well as students and researchers. II. Requirements for the project the applicant 6. 6.4. it has received financing or does not provide for funding for the same eligible costs of other activities in the framework of local, regional, national or European Union funds;

6.6. it activities within the framework of one Fund has submitted one application for the project;

7. The specific requirements of the project applicant is defined in the relevant provisions of this chapter governing the implementation of each activity.

10.4. If the application is approved on condition that the managing authority shall ensure that the assessment of the conditions;
10.5. the managing authority shall conclude with the approved project submission the applicant (hereinafter referred to as the beneficiary) grant agreement for the implementation of the project.
11. Announcement of open project application selection or limited project application selection call the managing authority specifies: 11.1. Fund name and purpose of the activity;
11.2. the activities of the Fund within the funding available;
11.3. the project to the application procedure and deadlines;

13.4. project terms of reference, a copy of the applicant (if applicable);
13.5. The State revenue service's statement that the applicant does not have the project tax debt (a certificate issued not earlier than one month prior to the application of the project) or the signed authorisation of the applicant as it authorises the managing authority to request from the State revenue service referred to in this statement (does not apply to public authorities and public-law legal entities);
13.6. The business register certificate, which certifies that the applicant has the project been declared insolvent, including not in the rehabilitation process, or in the legal protection process and not in the process of liquidation (certificate issued not earlier than one month prior to the application of the project), or the written authorization of the applicant, in which it authorizes the managing authority to request this statement referred to the register of enterprises (this section does not apply to the direct and immediate State administrations and public entities);
8.5. the project applicant project administration of the Fund and those involved in the implementation of dzīvesgait (CV) (if applicable);
13.8. the project partners participate in the certificate of approval of the project implementation in the funds (annex 14);
13.9. the cooperation partner of the certified copy of the registration certificate (does not apply to the direct and immediate national administrations) and a copy of the statutes of the partners (if applicable);
13.10. The State revenue service's statement that the partner is not a tax debt (issued not earlier than one month prior to the application of the project of the Foundation) or the partners signed a letter of consent, which it authorises the managing authority to request from the State revenue service referred to in this statement (does not apply to the direct and immediate State administrations and public entities);
13.11. The business register certificate, which certifies that the partner has not been declared insolvent, including not in the rehabilitation process, or in the legal protection process and not in the process of liquidation (certificate issued not earlier than one month prior to the application of the project), or the written consent of the partners of the letter, in which it authorizes the managing authority referred to in this statement (does not apply to public authorities and public-law legal entities);
13.12. the project partners of the Fund for the Administration and implementation of the project involved the description of dzīvesgait (CV) (if applicable);
13.13. credit inquiries about granting the project applicant or its partners or their account balance, if the project foresees the use of additional financial resources, leveraging the project applicant or partner funding. These certificates shall be submitted for an amount that is not less than the planned project, additional financial resources. The project at the date of application to the credit certificate may not be older than 30 calendar days.
14. the project application submitted with a cover letter. The covering letter indicates the name of the applicant, the draft annual programme of activities, the application number and the list of documents attached.
15. the project application shall be drawn up in accordance with the existing laws and regulations on the development and presentation of the document.

17. If the project application submitted in paper form, it shall be submitted in one copy together with an electronic copy of the identical electronic media with relevant references. 19.3. the project the name and address of the applicant;
19.4. "European integration of third-country nationals Fund project submission";
19.5. the annual program activity number and name;
12.2. submission of the project name.
20. If the project application submitted to an electronic document, sent to the managing authority electronic mail address, e-mail notification, under "subject" indicates that rule 19.1, 19.4, 19.5 and 19.6. the information referred to in point.
21. the managing authority shall, on receiving the application, the project records the receipt of the application, project, time and date and be recorded in the Ministry of culture of the accounting document. 32. 32.3. prepare and submit to the leading body of the evaluation report, which included information on project submissions are received, the evaluation process, the parties involved in the evaluation process, as well as the approval and rejection of a proposed project submissions and their reasons for rejection.
33. Open Fund project application selection: 33.1. the Commission, after consideration of the submissions of projects submitted to the project submissions in the Evaluation Committee for the management of the Fund in accordance with the specific evaluation criteria set out in annex 2 to these regulations;
33.2. the rejected submissions for the project, the Commission shall prepare a summary of the information management Committee of the Fund;

33.3. each project application under the specific evaluation criteria evaluated by two members of the Management Committee of the Fund. If the said Steering Committee member assigned point total in accordance with specific evaluation criteria differ by more than 30% of the maximum number of points that can be obtained in accordance with specific evaluation criteria, Management Committee instructs the application to evaluate the project, another Member of the Management Committee of the Fund;
33.4. the Steering Committee of the project application specific criteria for the assessment of the total number of points in accordance with the quality and specific evaluation criteria and arrange project applications in order of priority according to the resulting points;
33.5. the project application is considered appropriate and move for approval if all the following conditions are implemented: 33.5.1. submission of project quality evaluation criteria and the specific evaluation criteria in at least 55% of the gained the maximum number of points;
33.5.2. project submissions received at least the minimum required number of points in accordance with the quality evaluation criteria or specific evaluation criteria;
33.5.3. after the project submission ranking in order of priority, taking into account that the project approval submissions, which got the largest number of points, there is sufficient funding for the implementation of the project application;
20.9. project submissions for approval of move, if you need clarification on any criteria that under these rules are defined as projects under the application may specify;
20.9. the Fund's Management Committee shall prepare and submit to the Commission the specific evaluation criteria of assessment summaries;
33.8. the Commission, on the basis of the Fund's Management Committee and the Commission's assessment shall be submitted to the managing body of the evaluation report, which included information on project submissions are received, the evaluation process, the parties involved in the evaluation process, as well as the approval and rejection of a proposed project submissions and their reasons for rejection.
34. the managing authority shall, on the basis of the Commission's evaluation report, shall take a decision on the application of the project: 34.1. approval this rule 32.1. and 33.5. in the cases referred to in (a);
21.3. the approval provided that rule 32.2. and 20.9. in the cases referred to in (a);
21.3. rejection occurs when at least one of the following conditions: application to project 34.3.1 does not meet the criteria for administrative assessment that under these rules as defined under the project application can specify;
34.3.2. the project application to the quality evaluation criteria and the specific criteria in the assessment (if applicable) have not won at least 55% of the maximum possible number of points;
34.3.3. the project application did not reach the minimum required number of points in accordance with a specific quality or specific evaluation, the evaluation criteria (if applicable);
34.3.4. after the project submission ranking in order of priority, taking into account that the project approval submissions, which got the highest number of points is not sufficient funds for the implementation of the project application.
35. the managing authority within five working days after the decision sends the decision to the project applicant.
36. the decision on the application for the approval of the project, provided the conditions set out in the project the applicant provides a managing authority within the time limit.
37. the Commission (both limited and open selection of the projects of the Foundation) within 10 working days after receipt of the information on conditions, assess their compliance with the rules referred to in paragraph 36 of the decision contained in the conditions concerning the Administration and quality evaluation criteria.
38. Open Fund project application in the selection of the managing authority within five working days after the Commission evaluated the conditions, send the Steering Committee to examine whether the conditions are fulfilled in accordance with specific evaluation criteria.
39. following the evaluation of conditions managing authority shall draw up an opinion on the conditions. If the conditions are met, the managing authority shall inform the applicant of the project of the grant contract conditions.
40. If the decision on the application for approval of a project, provided the conditions are not met or are not met within the time limit laid down in that decision, the application shall be deemed to have been rejected.
41. If it is found that the project applicant knowingly provided false information in any project with consideration of the application, the managing authority shall suspend the application of the project further upstream, not the project applicant and inform.
Vi. the Grant contract activities within 42 months after the decision on the approval of the project application to the managing authority by the beneficiary grant agreement concluded, which defines the obligations of the Contracting Parties and rights, as well as the procedure and conditions (including the financing conditions and payment arrangements), which must be followed to ensure the implementation of the project of the Foundation.
43. the managing authority shall terminate the project application selection without closing the grant agreement if all projects submitted submissions do not meet the evaluation criteria or have been rejected by other objective reasons (force majeure, not available financial means or other special circumstances that preclude the Fund project).
44. The beneficiary is responsible for the implementation of the project according to the approved project submission and provide a report to the managing authority on the progress of the implementation and financial implementation in accordance with the grant agreement.
45. 48. If during the implementation of the project requires amendments to the project, the beneficiary shall submit the draft amendments to the managing authority and the reasons therefor. 51. The beneficiary shall ensure the implementation of the project-related information and documentation storage up to December 31, 2021.
VII. 1.1. activities implementation and project submission evaluation criteria 1.1.52. the purpose of the activity is to third-country nationals for the quality of the adaptation program (Latvian language courses, kultūrorientācij courses, support measures for vulnerable groups of third-country nationals) and organizing to ensure full access to services and participation in the host society, as well as strengthen the integration ability to reach vulnerable third country nationals of groups-women, children, older people people with disabilities or persons with low education level.
53.1.1. activity monitoring can leverage the following indicators: 53.1. the integration courses and training involve at least 100 third-country nationals;
53.2. developed in at least three different types of informational materials (such as labour law, labour protection, social guarantees, access to education and health care);
53.3. create at least three different support mechanisms for vulnerable groups of third-country nationals (for example, child minding services, specific support groups within those target groups, measures aimed at information and services more accessible, create subsidised jobs, such as people with low education levels, disabled persons);
53.4. implemented at least one interactive, educational and preventive measures in the initiative of third-country nationals children.
54.1.1. activity is implemented as an open project application selection.
55.1.1. activity the project applicant and their partners can be public authorities and public-law legal persons, associations and foundations, universities and international organizations.
56.1.1. activity in the framework of the project, the following measures: 56.1. course of integration and the establishment and implementation of introduction programmes, to enable immigrants to gain basic knowledge of the Latvian language, history, social and economic characteristics, cultural life, the public administration system, and other areas of fundamental rights;
56.2. measures to develop and improve the quality of introduction programmes at national and regional level, with particular emphasis on third-country nationals ' civic participation and local community involvement in the integration of third-country nationals;
56.3. support mechanisms and the provision of services to vulnerable groups of third-country nationals (for example, child minding services, specific support groups within those target audiences, create subsidised jobs, including people with low level of education or young people without work experience, people with disabilities);
56.4. educational, interactive and enabling the implementation of initiatives for children (children's involvement in public activities, including volunteering and non-formal education programmes, activities for children and young people from third-country nationals, families save the culture and tradition of the promotion).
57. in the framework of the activity 1.1 available funding is $421 682, formed by the Fund is 316 262 lats and State budget funds 105 420 lats. In addition to the Fund and the State budget to finance the project application can be linked to project the financial resources of the applicant.
58. the minimum activity 1.1 available funding one project application to cover the eligible costs are $14 056.
59. The project can be implemented in the courses and programmes that are developed beforehand. Training course or the escalation costs must not exceed 20% of the development costs. Training course or program is considered updated when changes to the content of more than 10% but not more than 50% of its volume. Training course or programme in which the changes to the content shall not exceed 10%, shall be deemed to be not escalated, but the training course or programme in which the changes exceed 50%, considered to be new.
60.1.1. activities within the training course or a minimum of 40 hours.
61. the project submissions 1.1. activity valued in accordance with the administrative evaluation criteria set out in annex 1 of these regulations, the quality of the assessment criteria laid down in annex 3 of these regulations, and the specific evaluation criteria set out in annex 2 to these rules.
VIII. implementation and activity 1.2 project submission evaluation criteria 62.1.2 the purpose of the activity is sustainable organisational structures to improve the access of third-country nationals in the public and private services and goods, as well as help to integrate into Latvian society by providing mediation services and the necessary advice.
63.1.2. activity monitoring can leverage the following indicators:

39.2. ensure at least four different specialist help for third-country nationals;
39.3. created and maintained informative free phone;
63.3. provide advice to service providers and professionals in different areas;
63.4. organized informational events;
63.5. supported the work of the Board;
63.6. secured four points in support of regional integration;
63.7. support regional integration point coordination function;
63.8. ensure at least two consultative support (power) session in the regional integration support points.
64.1.2. activity is implemented as a more limited application.
65.1.2. activity project applicants may be public bodies in the exercise of State policy in the area of integration of society and contribute to the development of civil society and intercultural dialogue, coordinated support system development, to promote the successful integration of immigrants into society.
66.1.2. activity in the framework of the project, the following measures: 66.1. professionals – lawyers, psychologists, social workers, the provision of advice to third-country nationals;
66.2. the provision of assistance to the third-country nationals in crisis situations;
66.3. informative and cultural events and informative material;
66.4. National Integration Center home page on the internet maintenance, Russian and Latvian in English;
41.3. provision of advice and assistance to social service providing institutions with representatives of the third-country nationals and advisory support (power) organisation of professionals;
66.6. the provision of advice to other service providers and professionals in different areas;
66.7. the free phone for third-country nationals;
41.5. Advisory Council work to integrate and promote the participation of third-country nationals in the public and political life and improve relations between third-country nationals and the rest of society, including the public authorities, the social partners and the majority of society;
66.9. providing advice and coordinating the activities of the regional integration support point for development.
67.1.2. activities project in the application of this provision should be made for all the measures referred to in paragraph 66, and should reach all these rules referred to in paragraph 63 of the monitoring indicators.
68. in the framework of the activity 1.2 the available funding is $281 122, consisting of 210 841 dollar fund and the State budget financing in the amount of LVL 70 281. 69.1.2. activity minimum available funding one project to cover the eligible cost is $14 056.

IX. 1.3. activities implementation and project submission evaluation criteria 71.1.3 the purpose of the activity is to encourage third-country nationals youth adaptation and integration process of the Latvian environment, providing a support system for building and developing intercultural skills at all levels of involvement.
72.1.3. activity monitoring can leverage the following indicators: 72.1. create at least one intercultural learning and diversity management system (package, which includes the development and approval of the program and staff training);
72.2. create at least one support mechanism for third-country nationals concerned young people (for example, consultation of third-country nationals student advocacy organization, youth camps of third-country nationals involvement of young people in building intercultural dialogue).
73.1.3. activity is implemented as a more limited application.
74.1.3. activity of the applicant in the project can be public authorities, developing national education standards and in accordance with the requirements set out in the standards develop and approve education programmes, teaching standards and school subjects and the course samples.
75.1.3. activity in the framework of the project, the following measures: 75.1. intercultural learning and diversity management and implementation systems (package, including program development, approval and staff training);

81.2. training for third-country nationals living issues involved at least five Latvian media;

82.1.4 implement an activity as a limited Fund project application selection.
83.1.4. activity project applicants may be public bodies in the exercise of State policy in the area of integration of society and contribute to the development of civil society and intercultural dialogue, coordinated support system development, to promote the successful integration of immigrants into society.
84.1.4. activity in the framework of the project, the following measures: 84.1. educational and informative activities that appeals to a broad range of the population and increased awareness of the issues of immigrant integration, as well as promote immigrant integration into Latvian culture and public life;
52.3. actions to promote media involvement in the integration of third-country nationals issues and more tolerant society.
85.1.4. activities project in the application of this provision should be made for all the measures referred to in paragraph 84, and should reach all the provisions referred to in paragraph 81 of the monitoring indicators.

XIII. activities and implementation 3.1 project submission evaluation criteria 107.  3.1. the purpose of the activity is to strengthen the capacity to coordinate, implement, monitor and evaluate the integration of third-country nationals in the various measures of public administration and service delivery levels, as well as to strengthen the intercultural dialogue of participating specialist skills in the management of cultural diversity.
108.3.1. activity reached such a monitoring indicator – developed and implemented at least one intercultural training program for professionals in different areas.
109.3.1. activity is implemented as an open Fund project application selection.

110.3.1. activity fund project application, applicants and their partners can be public authorities and public-law legal persons, associations and foundations, universities and international organizations.
111.3.1. activity in the framework of the project, the following measures: 111.1. measures which will establish and implement intercultural training system;
111.2. training and specialist competence on immigration issues training and intercultural communication.
112. in the framework of the activity 3.1 available funding is $63 533, consisting of Foundation funding 47 650 lats and State budget funding 15 883 lats. In addition to the Fund and the State budget for the financing of the project can be linked to project the financial resources of the applicant.

114. the project application can be implemented within the framework of the courses and programs that are developed in advance. Training course or the escalation costs must not exceed 20% of the development costs. XIV. 3.2 implementation of the activity and project evaluation criteria the application 117.3.2. the purpose of the activity is to support the development of non-governmental organisations, which shall contribute to the bilateral processes, creating a platform for consultation of third-country nationals, as well as a platform for dialogue between different cultures, religions and faith communities.
118.3.2 activity can leverage the following monitoring indicators: 118.1. non-governmental organizations within the create platform for dialogue with third country nationals at least two different target groups (for example, by ethnic origin);
118.2. supported at least five non-governmental organizations in the promotion of competence to work with third-country nationals.

120.3.2 activity fund project applicants and their partners can be public authorities and public-law legal persons, associations and foundations, universities and international organizations.
121.3.2. activity in the project within the allowed actions: 121.1. promoting the involvement of non-governmental organizations who are nationals of third countries in the improvement of the integration process, creating a platform for dialogue with third country nationals (for example, minority organizations involvement in intercultural dialogue with third country nationals and the practical support of the Latvian culture and language learning);
121.2. to improve the competence of non-governmental organisations working with third-country nationals (for example, the exchange of experience between organisations already working with third-country nationals and the organizations who have little experience or are they just started work in this area).
122.3.2. activities within available funding is $50 883, formed by the Fund of 38 162 lats and State budget funds 12 721 lats. In addition to the Fund and the State budget for the financing of the project can be linked to project the financial resources of the applicant.

129.4.1. activity of the project within the allowed actions that promote the exchange of information and best practices and cooperation with the Member States in relation to third-country nationals integration policy, the development and implementation of measures.
130.4.1 project activity in the application of this provision must be made for all the measures referred to in paragraphs 129 and reached 126 these provisions the monitoring referred to in paragraph.

XVI. 134. Project implementation Project, the applicant is directly responsible for the preparation of the application projects, project management, implementation, and project objectives and results.

135. in the implementation of the open Fund project application selection, project applications may require that the project will be implemented in collaboration with partners. Partners must meet all the requirements of the project.
136. in implementing the Fund's limited application of the selection of projects, the project partners are not involved.
137. in the implementation of the open Fund project application selection, partner relations with the leading body representing the project applicant, the obligations of the managing authority is the only project applicant. Partners (all together) may enforce a maximum of 30% of the project activities and receive up to 30% of the funding for the implementation of the project.

143. The beneficiary is not subject to public procurement laws and regulations governing contracts for the implementation of project activities to 3514 lats (without value added tax), ensure transparency, free competition and the optimal use of resources of the Fund. Goods or services contracts with a value of less than 50 000 LVL (without value added tax) may be closed, if the beneficiary has received at least three quotes.
144. the planned remuneration does not exceed the project application project or partners of the applicant pay for similar work and have no more than six pounds an hour (not including the State of the employer social security contributions), excluding payment for overtime work. 145. The beneficiary be permitted to participate in the taking of a decision on the conclusion of the contract, and contracts (except contracts of employment agreement for additional work or overtime work) with people who are project partners or of the applicant's employees, members, officers, volunteers, or their spouses, parents, grandparents, children, grandchildren, brothers, sisters, half-brothers or half-sisters, adoptive or adopted, or with economic operators, associations and foundations whose members, shareholders or members of the Board are persons mentioned in this paragraph.
146. The beneficiary may enter into contracts for the performance of duties provided for in the project the implementation of the project with the cooperation partners, officers, members or volunteers, all with one person contracts the total does not exceed this provision specified in paragraph 143, and the contract amount is taken into account in calculating the cooperation partners in the amount of funds transferred under this provision in paragraph 137.
XVII. Technical assistance activities 147. implementation of technical assistance activities implemented by the management of such funds, participating in the control and supervision of public administration authorities (hereinafter referred to as the responsible authorities): 147.1. the managing authority;

6. the territorial scope 6.1. Expenses are attributable to those beneficiaries and partners who are working and are registered in the Republic of Latvia, with the exception of the international intergovernmental organization dealing with the rules defined in these objectives.

6.3. II. Direct eligible costs 7. Direct eligible costs are costs directly related to project implementation, and they include the project budget calculation.
8. Staff costs 8.1. project staff costs are all costs incurred on a contract basis. Project personnel costs are actual salaries plus social security charges and other statutory costs. Project personnel costs corresponding to the direct beneficiary's remuneration scheme, but not exceeding the rate laid down in these provisions.
8.2. Staff costs detailed description the detailed expense statement, specifying the functions, number and last name. 8.4. as regards international organizations, the relevant personnel costs may include legislation, the obligations and rights provided for in relation to remuneration.
8.5. the structure of the national staff salary costs is appropriate, insofar as they are related to the cost of activities that the public body does not perform, if it were not for the project. Such personnel moves or designated for the purposes of the project by writing directly on the receiver.
9. Travel and subsistence costs 9.1. Travel and subsistence costs are eligible direct costs: 9.1.1. only for staff involved in project activities and missions are required for the implementation of the project;
9.1.2. specifically justified cases, other persons participating in the activities of the project and that the mission is necessary for the implementation of the project;
9.1.3. in respect of persons who participate in the project's activities, if the beneficiary can present the attendance list.
9.2. Mission expenses is attributable, on the basis of actual costs. Expense reimbursement rate is determined on the basis of the cheapest or the most cost effective way of public transport flights are permitted only if the trip is longer than 800 km (return) or destination of geographic characteristics justifies the choice of the route. 10. Equipment costs 10.1. Cost of acquisition of equipment is eligible only if it is essential for the implementation of the project.
10.2. The equipment has a project necessary technical features, and it complies with the applicable norms and standards.
10.3. The cost of purchase of equipment are applied on the basis of the fixed assets depreciation write-downs, rent or lease cost.

10.4. The choice between leasing, rental or purchase based on the cheapest option (the beneficiary must keep the documents that justify the selected option is the least expensive). If rental or lease is not possible, the short-term nature of the project or the rapid fall in the value of the equipment, the purchase is allowed and depreciation write-downs expenditure may be considered eligible, based on the regulations on depreciation write-downs.
10.5. The expenditure on rental or lease may be eligible for funding under the lease or rental period in relation to the objectives of the project.
10.6. expenditure on purchases: If the equipment is purchased before the 10.6.1. the implementation of the project or its implementation, is only applicable depreciation write-downs it spending part, which corresponds to the period of use of the equipment and the actual usage for the project's needs;
10.6.2. costs relating to equipment purchased prior to the commencement of the project, but used for project purposes, are eligible on the basis of depreciation write-downs. These costs are not eligible where the equipment was purchased through European Union funding;
10.6.3. acquisition cost of the equipment corresponds to the average market price. Depreciation is calculated in accordance with the funding to the recipient of the applicable tax and accounting rules;
10.6.4. the depreciation write-down is calculated for the full months including the month of acquisition of equipment;
10.6.5. individual items worth less than 14 056, the entire purchase amount is the eligible costs, if the equipment is purchased before the last three months of the project. Individual items that cost more, are 14 056 lats or relevant, just based on depreciation.
11. Real estate 11.1 real estate property has a project necessary technical features, and it complies with the applicable norms and standards.
11.2. The financing of real estate rental may receive, understand if there is a link between the rental and the objectives of the project and the following conditions are met: 11.2.1.  real property not purchased through European Union funding;
11.2.2. real property can only be used for the purposes of the project. Otherwise, the deal is only part of the cost is in proportion to the project used the premises.
12. Auxiliary materials and General Services 12.1. Consumables, supplies and other general costs are eligible if they are identifiable and directly necessary for the implementation of the project.
12.2. Office supplies delivery costs, as well as all kinds of detailed administrative consumables delivery costs, representation costs and the costs of General Services, which is not separated from the total cost of the authority and not directly necessary for the implementation of the project (such as office supplies, phone, internet, mail, Office cleaning, utilities, insurance, staff training and recruitment costs) is not a direct eligible costs. They include indirect eligible costs according to chapter III of this annex.
13. Subcontracting agreements 13.1. Subcontracting agreements are business contracts, service contracts, autorlīgum and other contracts with the performers, which the artist is fed directly to the beneficiaries, and makes a profit. Subcontractor means a third party who is neither a direct recipient of the funding of the project, not a project partner, and provides assistance to the specific work and service, which can not be put in direct beneficiary or a partner.
13.2. the funding recipient is capable of implementing the measures of the project, the beneficiary cannot therefore enter into subcontracting agreements for the implementation of a project. Subcontracting contracts is limited, and may not exceed 40% of the direct eligible costs. Subcontracting costs within the meaning of these rules can be, for example, the cost of translation services to print handouts, training course (cost includes, for example, the rental of premises, equipment rental), catering services, website development.
13.3. The Fund may not get such subcontracting agreements: 13.3.1. the project general management of subcontracting tasks such as project manager, Coordinator;
13.3.2. subcontracting contracts, which increases the cost of the project, but does not cause disproportionate additional value;
13.3.3. subcontracts with intermediaries or consultants, paying down a percentage of the total cost of the project, unless the beneficiary of the Fund such payments are not supported by the work performed or the actual value of the services.
13.4. In the case of all subcontracting agreements require the beneficiary and the subcontractor undertakes audit and control authorities provide all the necessary information on subcontracting activities carried out in the framework.
14. the costs resulting directly from the European Union's financing conditions 14.1. Costs necessary to comply with European Union funding requirements (such as costs related to publicity, transparency, evaluation of projects, independent audit, bank guarantees, translation costs) are the direct eligible costs.
15. Expert services 15.1 the fee for legal consultation, notary services or technical and financial experts ' fees are direct eligible costs. The cost of this expert within the meaning of the provisions is the single, specific costs with high added value in bringing in certified experts.

By way of derogation from the annex and paragraph 1.1.5., paragraph 5 the implementation activity indirect costs may be appropriate for a fixed flat-rate financing, which may not exceed 7% of the direct costs. Indirect eligible costs may include communication (e.g., telephone, internet), postal costs, cleaning, utility payments, insurance, office supply costs.
19. the beneficiaries that their activity gets funding from the budget of the European Union, indirect eligible costs are not eligible.
IV. non-eligible costs ineligible costs 20:20.1. value added tax, unless the beneficiary can show that he is unable to recover it;
20.2. mediation services, which do not comply with this annex, point 1.1.4;
20.3. return on capital, debt and debt service charges, debit interest, foreign exchange commissions and losses due to fluctuations in currency exchange rates, provisions to cover losses or potential future liabilities interest owed doubtful, penalties, fines, financial penalties, litigation costs and excessive or unjustified expenditure;
20.4. the representation costs relating only to the employees of the project, are eligible for measures that justify the project type (for example, the cost of the closing event of the project or project coordination group meetings). Cost of representation must be reasonable;
20.5. the costs declared by the beneficiary and which relate to another project or work programme, which receives European Union funding;
20.6. land acquisition, real estate acquisition, construction and renovation;
20.7. contributions in kind.
