General questions 1. determines: 1.1. procedures for implementing the action programme ' infrastructure and services ' Appendix 3.2. The purpose of the activity is to provide citizens, companies and public administrations and others throughout the country a convenient, speedy and quality access to public information, public administration, and commercial services through the use of electronic communications services or providing a broadband network infrastructure development throughout the territory, providing a support service provider investments. 3. activities to target public authorities, economic operators, electronic communications and other electronic communication services (broadband internet) users. 4. the project application selection is limited to the project application selection. 5. the project applicant is a public joint stock company "Latvian State radio and tv Centre". 6. the project will be implemented up to august 31, 2015. This period must be completed for all project activities and for all payments made within the project. II. Activity funding available and permitted aid rate 7. activities within projects co-financed from the European regional development fund. Such delegation shall be made in writing to the Commission in accordance with the procedure laid down in the Statute. 41. the Commission's activities are governed by regulations approved by the responsible authority. 42. the project submission compliance is assessed on the basis of this provision listed in annex 2 of the draft application evaluation criteria. 43. IX. conditions for the implementation of the project 56. Beneficiaries of the first procurement procedures promulgated not later than three months after the agreement on the implementation of the project. 57. The beneficiary shall provide the responsible authority (during project implementation and seven years after project implementation) full details on the implementation of the project (including the review of the implementation of the project and pēcprojekt reports), including financial information and information about the users of the infrastructure. 58. during the implementation of the project and the whole implementation infrastructure created during use (20 years after the implementation of the project the infrastructure created by the acceptance into service) the beneficiary shall submit, at least once a year a statement of the Ministry of transport infrastructure, including financial information and information about the users of the infrastructure. 59. Contracts for the provision of internet access services to end-users on data transmission and access provision of the end-user agreement concluded before the implementation of the project will be terminated as of the entry into force, as well as agreements that the services will be terminated within one year after the implementation of the project of the Treaty entered into force. 66.64. These provisions and referred to in paragraph 65 of the restrictions do not apply to the beneficiaries of the services provided, if it is related to national defence and security functions, as well as national sovereignty. 67. any electronic communication allows the operator to create access to the project the infrastructure created by all its use of time (20 years after the implementation of the project the infrastructure created by the acceptance into service) in accordance with the equal and non-discriminatory conditions. Approves the conditions of access as a result of the implementation of the project infrastructure set up. 71. the project for the implementation monitoring Committee is created. 72. the Committee is a collegial body, composed of the following members of the Committee with voting rights: 72.1. the representatives of the Ministry of transport, the Chairman of the Committee and Vice-Chairman of the Committee; 72.2. The protection of the environment and regional development Ministry spokesman; 72.3. the municipal representative of the Union; 72.4. each planning region (planning regions Committee meeting jointly in the vote is one vote); 72.5. Consumer Protection Center representative; 72.6 at. Employers ' Confederation and the Latvian Chamber of Commerce and industry (representatives of the organizations in the meetings of a Committee shall jointly have one vote); 72.7. information and communications technology industry association representatives (information and communications technology industry association representatives in the meetings of the Committee voting together is one vote). 73. The composition of the Committee in an advisory capacity: 73.1. may participate in the public service Regulatory Commission representative; 73.2. Competition Council's representative; 73.3. the beneficiary representative. 74. the Committee may participate as observers, a representative of the Ministry of finance. 75. the Committee secretariat functions provide the traffic Ministry. 76.
