The purpose of the activity is to provide citizens, companies and public administrations and others throughout the country a convenient, speedy and quality access to public information, public administration, and commercial services through the use of electronic communications services or providing a broadband network infrastructure development throughout the territory, providing a support service provider investments. 3. activities to target public authorities, economic operators, electronic communications and other electronic communication services (broadband internet) users. 4. the project application selection is limited to the project application selection. 5. the project applicant is a public joint stock company "Latvian State radio and tv Centre". 6. the project will be implemented up to august 31, 2015. This period must be completed for all project activities and for all payments made within the project. II. Activity funding available and permitted aid rate 7. activities within projects co-financed from the European regional development fund. Private funding by project. The project funding of the applicant not less than 12.82 percent of total project eligible costs. 9. The responsible authority 10. functions performed by the responsible authority of the Ministry of transportation. The project's eligible direct costs are: 13.1. project documentation preparation costs: 13.1.1. engineering studies, feasibility, escalation associated with it and with the environmental impact assessment documentation related to development costs; 13.1.2. financial analysis of the project development costs; 13.1.3. the development projects and related technical specifications būvekspertīž development costs; 13.1.4. optical network and optical network access point (hereinafter referred to as the technical infrastructure) technical specifications for the construction and purchase of construction technical specification of development costs; 13.1.5. the newly established technical infrastructure operating software procurement technical specification development costs; 13.2. the technical infrastructure construction, including: 13.2.1. technical infrastructure design documentation development costs; 13.2.2. the cost of the design, including the topography of the acquisition cost of materials; 13.2.3. construction and the acquisition cost of the building; 13.2.4. construction supervision costs; 13.2.5. būvekspertīž; 13.2.6. autoruzraudzīb costs; 13.3. the technical infrastructure, the cost of testing, including testing documentation development costs; 13.4. the costs associated with technical infrastructure phase of the operation, as well as Earth and space rental fee to the commissioning of the period, but not later than 6 of these rules that date. These costs together does not exceed five percent of the total eligible direct project costs; 13.5. the newly created technical infrastructure operating costs of purchasing software. 14. the eligible costs of the project are the value added tax payments that are directly tied to a project if the beneficiary cannot recover in the laws on value added tax laid down in the order. 15. This rule 13.2.4, 13.2.5, 13.1.. and 13.2.6. the costs referred to in total not exceeding 10 percent of the project's total eligible costs. 16. the project eligible indirect costs are: 16.1. the project activities directly related to the cost of publicity if the publicity does not exceed the minimum requirements set by the laws and regulations of the European Union fund publicity and visual identity requirements; 16.2. contingencies, not exceeding five percent of the total eligible direct project costs. 17. Such delegation shall be made in writing to the Commission in accordance with the procedure laid down in the Statute. 41. the Commission's activities are governed by regulations approved by the responsible authority. 42. the project submission compliance is assessed on the basis of this provision listed in annex 2 of the draft application evaluation criteria. 43. The project's compliance with this provision the application annex 2 section 2 of the eligibility criteria referred to in section 3 and administrative criteria assessed with "Yes" () or "no" (no matches). Decision-making and reporting results of 46. the responsible authority for the project application is approved if it meets all the rules referred to in annex 2 of the draft application evaluation criteria. 47. the project's responsible authority approves the application, if the application does not need to specify the corresponding to one of the provisions of annex 2 section 2 of the eligibility criteria referred to in section 3 or administrative criteria that allow for the approval of the application, the project on condition. 48. the responsible authority shall reject the application for the project if it does not match any of the rules referred to in annex 2 of the draft application evaluation criteria, which do not allow for the approval of the application, the project on condition. 49. the decision on the approval of the project application, approval or rejection provided the determining authority within five working days after the decision, notify the applicant of the project. 50. the decision on the application for the approval of the project provided the conditions contained in the project the applicant provided within 15 working days of notification of the decision. 51. within 10 working days of the conditions for the receipt of the supporting documents, shall be assessed by the Commission in the decision of approval of the application, the project provided the conditions contained in, and the responsible authority shall draw up the opinion. 52. Where the applicant has complied with the decision on the application for the approval of the project provided the conditions contained in the project application is considered and approved by the responsible authority within five working days after the rule 51. the expiry of the period referred to in paragraph 1 shall send to the applicant, project a positive opinion on the conditions contained in the decision. 53. IX. conditions for the implementation of the project 56. Beneficiaries of the first procurement procedures promulgated not later than three months after the agreement on the implementation of the project. 57. The beneficiary shall provide the responsible authority (during project implementation and seven years after project implementation) full details on the implementation of the project (including the review of the implementation of the project and pēcprojekt reports), including financial information and information about the users of the infrastructure. 58. during the implementation of the project and the whole implementation infrastructure created during use (20 years after the implementation of the project the infrastructure created by the acceptance into service) the beneficiary shall submit, at least once a year a statement of the Ministry of transport infrastructure, including financial information and information about the users of the infrastructure. 59. The beneficiary in its homepage on the internet puts up-to-date information on the progress of the implementation of the project. 60. following the agreement on the conclusion of the project the responsible authority, if it is available in the State budget, provides funding for the requested advance payment according to the regulations on the procedures foreseen in the State budget to fund the European Union co-financed the project implementation, as well as make payments and preparation of declarations of expenditure. 61. the responsible authority seven years after the implementation of the project, but no later than the operational programme ' infrastructure and services ' implementation of the project would ensure the monitoring of revenue, including revenue, which were not taken into account in calculating the project accessible to the European regional development fund, the funding for investment in further development of optical network in accordance with the European Commission approved the State aid scheme which complies with the Treaty on the functioning of the European Union article 107, paragraph 3. 62. the recipient of Funding infrastructure construction procurement organized in at least four separate procurement procedures. 63. before the provisions referred to in paragraph 62 of the promulgation of the procurement procedure for the planned access points shall be held at least one calendar month the electronic communications operator public poll, putting the planned list of access points in the beneficiary and the Ministry of transport's website on the internet. 64. The beneficiary of the contract for the project implementation and entry into force of the whole implementation infrastructure created during use (20 years after the implementation of the project the infrastructure created by the acceptance into service) is not entitled to provide internet access services to end users, the data access services to the end-users of voice telephony and the provision of services to end users, except that rule 65. in the cases referred to in paragraph 1. 65. Contracts for the provision of internet access services to end-users on data transmission and access provision of the end-user agreement concluded before the implementation of the project will be terminated as of the entry into force, as well as agreements that the services will be terminated within one year after the implementation of the project of the Treaty entered into force. 66.64. These provisions and referred to in paragraph 65 of the restrictions do not apply to the beneficiaries of the services provided, if it is related to national defence and security functions, as well as national sovereignty. 67. any electronic communication allows the operator to create access to the project the infrastructure created by all its use of time (20 years after the implementation of the project the infrastructure created by the acceptance into service) in accordance with the equal and non-discriminatory conditions. X. monitoring of the project 70. Approves the conditions of access as a result of the implementation of the project infrastructure set up. 71. the project for the implementation monitoring Committee is created. 72. the Committee is a collegial body, composed of the following members of the Committee with voting rights: 72.1. the representatives of the Ministry of transport, the Chairman of the Committee and Vice-Chairman of the Committee; 72.2. The protection of the environment and regional development Ministry spokesman; 72.3. the municipal representative of the Union; 72.4. each planning region (planning regions Committee meeting jointly in the vote is one vote); 72.5. Consumer Protection Center representative; 72.6 at. Employers ' Confederation and the Latvian Chamber of Commerce and industry (representatives of the organizations in the meetings of a Committee shall jointly have one vote); 72.7. information and communications technology industry association representatives (information and communications technology industry association representatives in the meetings of the Committee voting together is one vote). 73. The composition of the Committee in an advisory capacity: 73.1. may participate in the public service Regulatory Commission representative; 73.2. Competition Council's representative; 73.3. the beneficiary representative. 74. the Committee may participate as observers, a representative of the Ministry of finance. 75. the Committee secretariat functions provide the traffic Ministry. 76.
