If the person paying State fees shall be made with the payment service provider: 14.1 Administration identity card shall be issued only after the payment of the amount of State fee payable to the State budget the Treasury account; 14.2. the representation of the identity card is issued only after the payment of the amount of State fee payable in Latvian mission account. 15. If the State fee payment to be made to the administration or representation of Latvia with the charge card payment card acceptance terminal or another alternative system (Administration, Ministry of Foreign Affairs or its technical supports it), administration or representation of the Latvian identity document issued payment card transaction approval.
16. On the issue of the identity document to certain exemptions from State fees if: the person is in full 16.1. State or municipal maintenance and submit evidence of such fact; 16.2. a previous identity document shall become invalid authority's fault; 16.3. the person shall be issued by the diplomatic or service passport; 16.4. the person shall be issued in Latvia accredited foreign diplomatic or consular offices, international organisations or the representations or consular authority employee or family member of the employee's identity card. 17. paragraph 14 of these rules shall not apply until 1 June 2012, if the person presenting the document for payment of the State duty payment, indicating a clearly legible name of the payer name and signed by the person or by a stamp and signature confirms the payment service provider. 18. the rules shall enter into force on 1 April 2012.
