Cabinet of Ministers Regulations No. 133 in 2012 (21 February. 10 § 33) the rules on the State fee for the issue of identity cards Issued under the identity card Act article 5 ninth and article 6 of the eighth 1. determines the order in which the State pays the fee for an ID card and passport, government fees, as well as incentives and exemptions from State fees. 2. A State fee for the issue of the identity document to be placed in the national budget. 3. State fees for the issue of passports: 20 3.1 dollars, if the Passport is issued within 10 working days; 3.2. is 40 dollars, if the Passport is issued within two working days. 4. State fees for the issue of ID cards: 4.1 is 10 lats, if an identity card is issued within 10 working days; 4.2. If a person is 20 lats card is issued within two working days. 5. If a person at the same time submit documents to passports and identity cards issued by the national toll: 15 Lats 5.1 on the issuance of passports within 10 working days; 5.2. is 30 dollars for the issuance of passports for two working days. 6. Stamp duty relief on the identity document (other than a residence permit) is issuing the following persons: 6.1. the person submitting documents to the passport or identity card issue, has reached 20 years of age; 6.2. the person who reached the law "on State pensions" article 11 the age laid down in the first subparagraph; 6.3. the person granted retirement pensions and pensioner certificate is presented; 6.4. the person having the particular disability group I or II and which produced a disability certificate. 7. State fees for the issue of the passport rules in point 6 that person: 7.1 is 10 lats, if the Passport is issued within 10 working days; 7.2. is 20 dollars, if the Passport is issued within two working days. 8. State fees for the issue of identity cards of 6 of these rules to the person referred to in paragraph: 8.1. There are five dollars, if the person's card is issued within 10 working days; 8.2. If the person is 10 lats, the card is issued within two working days. 9. On the identity document (other than a residence permit) issued two working days is definitely a benefit to State fees if: 9.1 the person needs treatment in a foreign country; 9.2. the person needs to leave on foreign family illness or death; 9.3. a person who has not reached the age of 20, or educational institutions students who have not reached the age of 24, gives the educational institutions or the youth trip to foreign countries; 9.4. the person entering into a marriage, changed the name, and within 30 days after the submission by the marriage documents issued identity document; 9.5. the person within 30 days after the acquisition of Latvian citizenship naturalization order submitted documents the issue of the identity document. 10. State fees relief for identity document issuance within two working days, this rule 9.1, 9.2 or 9.3. in the case referred to in subparagraph shall apply if the person submitted documents proving the case. 11. The application of this provision in paragraph 9 that stamp duty relief on the issue of the identity document of two business days, the person in charge of these rules respectively 3.1., 4.1 or 5.1. State fees referred to in this provision, but referred to in paragraph 6, the person in charge of this rule 7.1 or 8.1. State fees referred to in point. 12. If a person submits or presented at the same time documents and passports and identity cards issued by Latvian representation office or identity documents are issued only after the payment of State fees for the two identity documents. 14. If the person paying State fees shall be made with the payment service provider: 14.1 Administration identity card shall be issued only after the payment of the amount of State fee payable to the State budget the Treasury account; 14.2. the representation of the identity card is issued only after the payment of the amount of State fee payable in Latvian mission account. 15. If the State fee payment to be made to the administration or representation of Latvia with the charge card payment card acceptance terminal or another alternative system (Administration, Ministry of Foreign Affairs or its technical supports it), administration or representation of the Latvian identity document issued payment card transaction approval.
16. On the issue of the identity document to certain exemptions from State fees if: the person is in full 16.1. State or municipal maintenance and submit evidence of such fact; 16.2. a previous identity document shall become invalid authority's fault; 16.3. the person shall be issued by the diplomatic or service passport; 16.4. the person shall be issued in Latvia accredited foreign diplomatic or consular offices, international organisations or the representations or consular authority employee or family member of the employee's identity card. 17. paragraph 14 of these rules shall not apply until 1 June 2012, if the person presenting the document for payment of the State duty payment, indicating a clearly legible name of the payer name and signed by the person or by a stamp and signature confirms the payment service provider. 18. the rules shall enter into force on 1 April 2012.
