Cabinet of Ministers Regulations No. 151 in 2012 (February 28. Nr. 11) 19 amendments to the Cabinet of Ministers of 22 December 2009. Regulations No. 1494 "moped, motor vehicles, their trailers and component conformity assessment provisions" Issued under the Road Traffic Act article 15.1 fourth draw Cabinet 22 December 2009. Regulations No. 1494 "moped, motor vehicles, their trailers and component conformity assessment rules" (Latvian journal, 2009, 206. no; 2010, 174 no, 60 no; 2011) follows : 1. Replace the text of the provisions and annex 7 and 11, the words "testing lab" (the fold) with the words "technical service" (fold). 2. Make 5, second sentence by the following: "vehicle and component testing done CSDD or technical services, accredited society with limited liability" the standardization, accreditation and Metrology Centre "Latvian National Accreditation Bureau according to the standard LVS EN ISO/IEC 17025:2005" the competence of testing and calibration laboratories-General requirements "." 3. Make paragraph 8 by the following: ' 8. At the request of the manufacturer, the approval authority may grant EC type-approval of small series made in the case of category M1 vehicles, subject to the quantitative limits of one type of vehicle, year recorded, sold by or permitted for use in the community, up to a maximum of 1 000 units. The approval authority in accordance with the provisions of paragraph 7 the requirements set out in the EC type-approval for a type of vehicle which satisfies at least the rules of section I of annex 7 paragraph 6. " 4. Add to paragraph 15 in the third sentence by the following: "EC type-approval certificate copy can be sent to replace the type-approval documentation of the single approval authorities are inserting in the electronic data interchange system." 5. Replace 37.4 37.5 in., and a number and the word "in" Annex 8 with the number and the word "" in annex 11. 6. Put 58 as follows: "58. To make 72, 73 and 74 of the following: "72. individual vehicle approval shall be carried out for each of the foreign countries or imported vehicle produced in Latvia if it is not made to the EC or national type-approval. 73. on 26 February, 2012 the new finished vehicles of category M1 and N1, made a great series in third countries or third country market in individual EC approval according to the Commission on 22 February 2011 Regulation (EU) No 183/2011 and amending annexes IV and VI to the European Parliament and of the Council on the Directive 2007/46/EC establishing a framework for the approval of motor vehicles and their trailers as well as the system of vehicles, components and separate technical units for approval (framework directive) (hereinafter Regulation No 183/2011). 74. the owner of the vehicle, the manufacturer or his representative shall submit the CSDD (order) the following: 74.1. the application for approval of individual vehicles; 74.2. information package, which includes: 74.2.1. table of contents of the information package; 74.2.2. an information folder containing the relevant provisions of this annex 4, the information referred to in title IV, the drawings and photographs (on A4 sheets or folded in the following format, except where the information folder submitted electronically), and scale and quality, to provide enough detailed information about the vehicle, making the individual State 74.2.2.1.:. In this case the information folder shall also include the technical service or the certificate issued by the institution of a copy of declarations of conformity for conformity with this provision of the vehicle 11. technical regulations referred to in the annex, subject to the provisions of annex 7 of the benefits; 74.2.2.2. individual EC approval. In this case the information folder shall also include the manufacturer, the technical service or certificate authority issued compliance statements about vehicle compliance with Regulation No 183/2011; 46.2. other technical services or certificate authority issued compliance statements on the vehicle after the CSDD request. " 8. Add to paragraph 77, after the word "individual" with the word "national". 9. Express 81.1 and 81.2. subparagraph such.: 81.1. on 1 January 2001: Austria, Belgium, Denmark, France, Greece, Iceland, Italy, Ireland, Britain, Liechtenstein, Luxembourg, Netherlands, Norway, Portugal, Finland, Spain, Switzerland, Germany or Sweden; 81.2. by 31 December 2011: Bulgaria, the Czech Republic, Estonia, Cyprus, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia or Hungary for the first time a vehicle registered, granted the EC type-approval or individual national type or individual approval. Annex 1 Worded as follows: "annex 1 Cabinet 22 December 2009. the Regulation No. 1494 wheel vehicle classification, category definitions and criteria for determining the types of vehicle body styles and their definitions

1. category L – two, three or four-wheel motor vehicles: 1.1. L1 category-two-wheel vehicles (two-wheel mopeds) with maximum speed of constructive, not more than 45 km/h and a cylinder capacity not exceeding 50 cm3 (internal combustion type engines), or maximum rated output not exceeding 4 kW (electric motors); 1.2. L2 category-three-wheel vehicles (three-wheel mopeds) with a maximum speed of constructive, not more than 45 km/h and a cylinder capacity not exceeding 50 cm3 (positive-ignition engines type), or maximum net power, not more than 4 kW (other types of internal combustion type engines), or maximum rated output not exceeding 4 kW (electric motors); 1.3. Category l3e-two-wheel vehicles (solo motorcycle) engine capacity (internal combustion type engines) of more than 50 cm3 or of which the maximum design speed of more than 45 km/h; 1.4. category L4 – three-wheel vehicles (motorcycles with sidecars) engine capacity (internal combustion type engines) of more than 50 cm3 or of which the maximum design speed of more than 45 km/h; 1.5. category L5e – three-wheel vehicles (motor tricycle) with a symmetrical arrangement of wheels, with an engine capacity (internal combustion type engines) of more than 50 cm3 or of which the maximum design speed of more than 45 km/h; 1.6. category l6e, four-wheel vehicles (light quadricycles), incomplete mass not exceeding 350 kg (not including the electric vehicle battery mass), with a maximum speed of constructive, not more than 45 km/h and a cylinder capacity not exceeding 50 cm3 (positive-ignition engines type), or maximum net power, not more than 4 kW (other types of internal combustion type engines), or maximum rated output not exceeding 4 kW (electric motors). These vehicles are subject to the same technical requirements as to the vehicles of category l2e unless the individual components of the directives provide otherwise; 1.1. category L7 – four-wheel vehicles (quads) that differ from category l6e vehicles and that incomplete mass not exceeding 400 kg (550 kg if they are intended for carrying goods), not including the electric vehicle batteries, and whose maximum net power output does not exceed 15 kW. These vehicles are subject to the same technical requirements as to the vehicles of category L5e unless the individual components are specified in the directives. 2. category M, N and O vehicles of the definition laid down in Commission 14 July 2011 Regulation (EU) No 678/2011 which replaces annex II and IV, IX and XI of the European Parliament and of the Council of Directive 2007/46/EC establishing a framework for the approval of motor vehicles and their trailers, as well as the system of vehicles, components and separate technical units for approval (framework directive) (hereinafter Regulation No 678/2011) Of part A of annex I, paragraph 1 and 3. 3. vehicles of categories M2 and M3, with no more than 22 passenger seats (driver's seat), fall into two classes: class A-3.1 buses that have seats, but whose construction and equipment also provides for standing passengers; 3.2. Class B-buses, which are the only seats and which, by their design, do not provide for standing passengers. 4. vehicles of categories M2 and M3, which is more than 22 seats (not including the driver's seat), fall into three classes: 4.1.  Class I – parking spaces equipped with passenger buses whose design provides frequent passenger movement. This class buses are usually intended for the carriage of passengers in urban and suburban routes. The bus is considered class I bus, if it meets the following main konstruktīvaj requirements: 4.1.1. first axle capacity is at least 20% (slogot position) or 25% (slogot position) of the total mass of the vehicle; 4.1.2. the minimum number of working the door depending on the number of passengers is the following: 4.1.2.1. from 9 to 45 passengers-x 1; 4.1.2.2. from 46 to 70 passengers, 2 PCs.; 4.1.2.3. from 71 to 100 passengers – 3 PCs.; 4.1.2.4. more than 100 passengers-4 PCs.; 4.1.3. the height of the door is at least 1800 mm; 4.1.4 main tunnels slope does not exceed 8% in the longitudinal direction; 4.1.5. the seat depth is at least 35 cm distance between the longitudinal 4.1.6 seat backs are at least 65 cm; 4.1.7. bus is equipped with firm and siksnveid handles for standing passengers; 4.1.8. the first step height not exceeding 36 cm (43 cm, if it is a mechanical suspension); 4.1.9. the overall height of the tread is between 12 to 25 cm and depth is at least 20 cm; the number of bus parking spaces 4.1.10. is not less than 20% of the total number of passengers; 4.2. This class buses are usually intended for the carriage of passengers on Intercity routes; 4.3. Class III-bus that constructively intended only seated passengers. These classes are usually intended for the bus tour. 5. Off-road vehicles (symbol G) subdivision of the definitions set out in Regulation No 678/2011 annex I, part A, points 2 and 4 and in Appendix 1. 6. definition of certain special vehicles in Regulation No. 678/2011 annex I, part A, point 5. 7. category M, N and O vehicles of the types of bodywork and codifications pertinent definitions and terms laid down by Regulation No 678/2011 in part C of annex I and Appendix 2. " 11.
