Cabinet of Ministers Regulations No. 112 in 2012 (14 February. 8.21 §) rules on State aid to agriculture and its procedure issued under the agricultural and rural development Act article 5, fourth paragraph 3.1 and general questions 1. determined State support for agriculture and rural development (hereinafter referred to as aid) measures the amount of the aid, as well as award criteria and procedures. 2. support for 2012 include the funding of 6 184 729 lats for the following aid measures: livestock development 2.1-2 338 098 lat: 2.1.1. breeding and animal production-1 765 302 lat: 2.1.1.1. breeding measures in the dairy sector (including 32 000 lats to the flock-book)-996 650 lats; 2.1.1.2. breeding measures in the beef and veal sector (including the stud-1500)-87 300 lats; 2.1.1.3. pig breeding activities (including the stud-3000 lats) – 220 607 lats (maximum of 73 540 lats quarter); 2.1.1.4. measures in the horse breeding industry (including the stud-18 000 lats, breeding stallions and breeding Mare exterior evaluation – 2000)-115 900 lats; 2.1.1.5. breeding sheep industry measures (including the stud-1800)-41 800 lats; 2.1.1.6. breeding measures kazkopīb industry (including the stud-600)-14 950 lats; 2.1.1.7. breeding measures non-traditional sectors – 152 955 lats; 2.1.1.8. animal genetic breeding value and quality – 135 140 lats; 2.1.2. the characteristics of animals, herd and registry maintenance and milk cows and goats, varieties of the virspārraudzīb-189 000 lats; 2.1.3. animal carcass collection, transport, recycling and disposal – 383 796 lats; 2.2. development of the crop – 264 361 lats: 2.2.1. plant gene banks, central database and molecular laboratory pasportizācij activity-27 500 lats; 2.2.2. the preservation of the gene pool of the crop and varietal identity verification – 51 000 lats; 2.2.3. the soil mineral nitrogen in monitoring implementation – 45 135 Lati; 2.2.4. for the preparation of quality seeds and use-40 726 lats; 2.2.5. the evaluation of the material, for the implementation of the integrated agricultural crop production technology – 100 000 lats; 2.3. research and international relations – 397 780 lat: 2.3.1. agricultural science projects-135 000 lats; 2.3.2. the rural and farmer associations and Foundation to promote mutual cooperation and participation in international organisations – 161 780 lats; 2.3.3. technical support in the agricultural sector – 101 000 lats; 2.4. market promotion – 165 000 lats; 2.5. for participation in food quality schemes – 167 600 lats; 2.6. the agricultural sector to reduce risks – 222 253 lats: 2.6.1. the purchase of insurance policies to cover-210 253 lats; 2.6.2. the participation of agricultural risk fund – 12 000 lats; 2.7. the promotion of investment in agriculture – LVL 2 117 860:2.7.1. interest in part to delete primary agricultural producers – 1 600 000 lats; 2.7.2. the interest part of the deletion appropriate agricultural service cooperatives – 258 930 lats; 2.7.3. the ratio of partial deletion dairy merchants – 258 930 lats; 2.8. in 2011 the implementation of support measures for funding – 511 777 lats (including support measures for the production of animal breeding and pig farming industry – 75 720 dollars). 3. the rules referred to in paragraph 2, the aid may qualify for the natural or legal person (hereinafter applicant). 4. This provision 2., 3., 4., 5., 6., 7., 8. the application referred to in section and the documents annexed thereto, as well as reports and lists the applicant submits in the form of a paper document (by adding or sending an electronic version) or an electronic document (if the document has been prepared according to the law on electronic document design). 5. The applicant in the form prescribed in these provisions shall provide support services in the field of formal business or a copy of the summary that indicates the provider name, transaction ID, the requested date, number and the amount paid. 6. Of the funds set out in these rules eligible costs can be combined with other aid granted under the programme, subject to the following conditions: 6.1. this rule 2.2.5. aid referred to in the Commission's august 6, 2008, Regulation (EC) No 800/2008, which recognize certain categories of aid compatible with the common market in application of articles 87 and 88. (General block exemption regulation) (Official Journal of the European Union , august 9, 2008, 214/33 L), 7 the requirements laid down in article; 6.2. This provision under point 2.2.5. funds allocated in combination with another project of aid and other support program funding that is not provided in accordance with the Commission on 6 august 2008, Regulation (EC) No 800/2008, which recognize certain categories of aid compatible with the common market in application of articles 87 and 88. (General block exemption regulation), shall not exceed the maximum funding intensity regardless of whether the funding is provided by local, regional, national or European Union financial instruments; 6.3. If the European Union regulations on support for rural development by the European agricultural fund for rural development is designed to support cumulation. 7. Aid shall not be granted: 7.1 support for applicants in difficulty: 7.1.1. who is declared by a Court of insolvency proceedings or the legal protection is implemented in the process, with the decision of the Court is an out-of-court redress process, support the applicant is in the process of reorganisation or its economic activity is terminated; 7.1.2. with more than half of the share capital losses and the last 12 months – a quarter of the share capital; 7.1.3. in accordance with the last two financial years signed financial statements are ailing economic analyst signs-damage increase, the reduction in turnover, declining cash flow, debt growth, rising interest rates, stock inventories, low liquidity, falling asset values or null; 7.1.4. not having the opportunity to cover the losses from its own resources or with the funds it can get from its owner or vendor, and stop losses, without external intervention by the authorities in the short term or medium term will almost certainly lead the applicant to support the failure to proceed; 7.2. the tenderer acting Commission 15 December 2006, Regulation (EC) No 1998/2006 on 87 and 88 of the Treaty. application of article de minimis aid (Official Journal of the European Union, of 28 December, no L 379) article 1, paragraph 1 of the industries these rules 5, 6 and 8 of the aid referred to in chapter events. 8. the rural support service: 8.1 put on its Web site information about the award and the costs of the aid arrangements; 8.2. submission of the applicant shall assess the compliance of these rules 2, 3, 4, 5, 6, 7 and 8 the requirements in chapter and the month following receipt of the application, shall take a decision on the approval or rejection of the application. If the application is approved, the applicant concluded with about this rule referred to in paragraph 2, the aid, the contract provides for the obligations of the parties, liability and settlement arrangements; 8.3. random checks for no less than one percent of beneficiaries in each event, including national institutions and corporations in the State, if those rules do not specify other control arrangements; 8.4. the cost of the aid to the applicant in non-cash form of payment, not exceeding the provision referred to in paragraph 2, the aid funding. If the demand exceeds the allocated funding for rural support service to make payments, reducing the proportion of aid payable per unit; 8.5. This provision 5, 6, and 8. aid for the costs referred to in sections not exceeding the Commission's December 15, 2006 Regulation (EC) No 1998/2006 on 87 and 88 of the Treaty. application of article de minimis aid (Official Journal of the European Union, of 28 December, no L 379) article 2, paragraph 2, or of the Commission of 20 December 2007 Regulation (EC) No 1535/2007 of the EC Treaty and article 88 87. application of the de minimis aid in the agriculture product industry (Official Journal of the European Union 2007 December 21, no L 337) article 3 (2) the amount of aid provided; 8.6. in the month following the detection of the offence according to the laws and regulations on the procedures administered by the European agricultural guarantee fund, European agricultural fund for rural development and the European Fisheries Fund, as well as national and European Union support for agriculture, rural development and fisheries, demanding repayment of the aid, if the applicant provided false information or violated these rules or conditions referred to in the Treaty; 5.4. in these provisions in those cases the eligible expenses include value added tax. 9. aid referred to in these provisions (except paragraph 2.8.) refers to the measures which are being implemented from 1 January 2012. 10. For the support granted to agricultural University of Latvia and Malnava college students under the Cabinet of Ministers of 25 January 2005, the rule of 70 "rules on State aid to agriculture in 2005 and its procedure for" 4. in paragraph 103, the Cabinet of Ministers of 3 January 2006 no. 21 "provisions of the rules on State aid to agriculture in 2006 and its procedure for" annex 4, paragraph 97, of the Cabinet of Ministers on 23 January 2007 the Regulation No 78 ' rules on State aid to agriculture in 2007 and its procedure for "4. 86. paragraph of the annex, the Cabinet of Ministers of 22 January 2008 No. 41 "provisions of the rules on State aid to agriculture in 2008 and its procedure for" annex 4, paragraph 97 and Cabinet 3 February 2009 No. 107 of the provisions of the "rules on annual State aid to agriculture and its procedure for" 4. paragraph 15 of the annex, the beneficiary of the aid, which after the acquisition of education fails to start with the next employer not later than three months after the end of the study shall provide support services in the Field of education with a copy of the identity document. Rural support service of the beneficiary does not require provisions referred to in this paragraph and of the certified statement provided for repayment of the aid received. 2. Support for the livestock development 2.1. Aid requirements 11. Objective of the aid is using high-quality breeding animals (animal), to promote the development of livestock breeding sectors, to ensure the housing of animals, herd and registry maintenance, milk cows and goats breeds of virspārraudzīb, as well as animal carcasses collection, transport, recycling and disposal. 12. support up to 100 per cent of the administrative costs for the maintenance of herd books and up to 70 percent of the costs associated with the tests carried out (animal control and evaluation after the progeny, uptime, animal linear and exterior evaluation over selection) to determine the genetic quality and productivity, as well as up to 100 percent of the body of the animal collection and transport costs and up to 75 percent of the animal body and clearance processing costs. 13. Can I get support: 13.1. tenderers who have been awarded the breed livestock breeders organization status according to the legislation on agricultural variety breeding organization eligibility criteria and breed livestock breeders organization status and who after the grant of the status of breeding in the area of the works for at least one year (hereinafter referred to as the Organization); 13.2. the merchant who is registered according to the legislation on veterinary requirements of the bovine, porcine, ovine, caprine and equine species and ova and embryos of the equine, ovine and caprine species, as well as the movement of semen on embryo transplant business, preparation of the semen and semen storage centre registration and which store genetic resources of Latvia-Latvia Latvian Brown or blue bull-semen of the variety (hereinafter referred to as the operator); 13.3. the accredited laboratory of milk, which has proven its competence according to the regulations for dairy cows and goats for milk varieties of supervision (hereinafter referred to as the laboratory); 13.4. data processing centre, which carries out monitoring of livestock data processing, as well as provide monitoring data exchange and storage (data center); 13.5. the applicant, which complies with this provision in paragraph 105 above requirements; 13.6. the applicant, which complies with this provision in paragraph 112. 14. The organization may receive support if support measures have been taken: 14.1. registered in the herd and livestock and accommodation is registered pursuant to the laws and regulations on agricultural animals, their herd and the recording of holdings, as well as the designation of farm animals (hereinafter referred to as the monitoring flock); 14.2. in the farm that has been assigned a variety of livestock holding status according to the legislation on varieties of livestock farms the eligibility criteria and breed livestock farm status and cancellations (the holding of the variety); 14.3. an animal, which is at least a year of control except pirmpien (cow, which is not calculated for the lactation data standard and not earlier than four years, as well as goats, which are not calculated in the sealed data and not lactation younger than 15 months and older than four years), according to the legislation on the supervision of farm animals (hereinafter monitoring existing animal) and that the State Agency "agricultural data centre" in the last year is not concluded of monitoring has withdrawn monitoring data. 15. the State Agency "agricultural data centre" to each next quarter's first twenty-fifth day of the month, but for the fourth quarter and next year February 1, submit a field support services for enrolled in the book of animals by species according to the breeding and animal breeding law article 7 of the second paragraph of point 2. 2.2. the aid measures for breeding dairy industry 16. support is provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 (Official Journal of the European Union, December 16, 2006, Nr. 358). The objective of the aid is to develop breeding, focused on animals, in order to maintain and improve the existing gene pool. 17. Aid to maintain herd books and following animal genetic quality and productivity test: 17.1. control and evaluation of productivity after the progeny; 17.2. linearity evaluation; 17.3. all selection. 18. Support for animal genetic quality and productivity test (control and evaluation of productivity by the progeny, the valuation and linear over selection): 18.1. Organization – awarded as a lump sum 80 lats (including administrative costs 0.90 lats) for each monitoring a herd of Bull's daughter to be tested (pirmpien) after the first standard lactation (240-305 days) if the conclusion: 18.1.1. planned are carried out on the herd for the administration of an examination; 18.1.2. Bull be daughter (pirmpien) at the request of the organization is done in the imunoģenētisk test or DNA analysis, confirmed by the opinion of the laboratory; 18.1.3. Bull be daughter (pirmpien) is a linear evaluated and the data is registered in the State agencies "agricultural data centre" in the central database; 18.2. the operator of a high-quality varieties breeding bulls genetic quality and evaluation after the progeny, if the bull has reached 12 months of age and is certified according to the laws of bovine animals, swine, sheep, goat and horse breeding animals, their semen, ova and embryos certification,-27 dollars per month for each bull; 18.3. Data Center 0.55 and laboratories-lat (including value added tax) per month for a single monitoring of existing varieties of milk cow and goat, the results of monitoring and data exchange and archiving: 18.3.1. Data Center-0.18 lats (including value added tax) per month for monitoring data processing and ensuring the exchange of a single animal; 18.3.2. laboratories: 18.3.2.1. for one month of monitoring carried out in the analysis of milk cow and goat varieties of milk-0.28 lats (including value added tax); 18.3.2.2. about one month of monitoring data preprocessing, analysis and transmission of data entry processing-0.09 lats (including value added tax); 18.4. Organization-as a one-off payment for each of the 5 lats linear measure first and third lactation cow in the herd of monitoring; 18.5. the monitoring flock of breeding selection paired to prevent tuvradniecīb (inbrīding) and achieve greater control over the recessive genes, organization-as a one-off payment for a pair of 0.10 late selection, recorded on the State Agency "agricultural data centre" in the central database.
19. Logging on this rule 11.2. aid referred to in the Organization to the current year's April 1 submit Field Support Services application (annex 1). 20. For this rule 18.1. support referred to: 20.1. the rural support service organization with this rule 8.2. referred to in the agreement on the granting of aid; 20.2. the Organization of each quarter until the last month of the twentieth date, submit to the State Agency "agricultural data centre" linear estimated the bulls daughter (pirmpieņ) list and imunoģenētisk test or DNA analysis results; 20.3. the Organization of each of the first month in the next quarter for the first date, but for the fourth quarter and next year February 1, presented in the rural support service review (annex 2) and administrative expenses fee, copies of the supporting documents. 21. Information on this provision in paragraph 18.1. these requirements according to the animals under the animal's central registry database (as a quarterly last month twentieth) State Agency "agricultural data centre" every quarter until the last month submitted to the twenty-fifth day of the field support service. 22. the rural support service to make payments in accordance with the provisions of the agreement referred to in 20.1. and this rule 20.3. documents referred to. 23. for this rule 18.2. aid referred to the merchant to each first month next quarter for the first date, but for the fourth quarter and next year February 1, presented in the rural support service application (annex 3). To add the application to the genetic resources of Latvia the Latvian Brown or blue breed bulls list and the storage of semen count quarter. 24. for this rule 18.3. aid referred to: 24.1. Data Center: 24.1.1. to the current year's April 1 field support service shall submit the application (annex 4); 24.1.2. each month until the tenth, but on December 10 next year, to January the rural support service report (annex 5); 24.2. Laboratory: 24.2.1. to the current year's April 1 field support service shall submit the application (annex 6); 24.2.2. each month until the fifth day, but on December 10 next year, up to January in the rural support service shall submit to the supervisory information report (annex 7). 25. for this rule 18.4. aid referred to the organization each month until the tenth, but on December 10 next year, to January, submit Field Support Services application (annex 8). 26. for this rule 18.5. aid referred to in the Organization to every next quarter's first month the tenth date, but for the fourth quarter and next year, 10 January, submit the application to the rural support service (annex 9). 27. This provision of the aid referred to in paragraph 17 of the stud-book of the animals of the three admitted to the lats paid quarterly to each organization that next quarter's first twenty-fifth day of the month, but for the fourth quarter and next year February 1, submit the application to the rural support service (annex 10) and in the book be assessed for animals. 28. If the rules referred to in paragraph 26 of the submissions have indicated the same monitoring flock, a herd of aid granted. 2.3. support measures for the beef breeding industry 29. support is provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 (Official Journal of the European Union, December 16, 2006, Nr. 358). The objective of the aid is to develop breeding, focused on animals, in order to maintain and improve the existing gene pool. 30. maintain for upkeep and following animal test to determine the genetic quality: 30.1. assessing and evaluation after the progeny; 30.2. linearity evaluation. 31. support for animal genetic tests measure the quality (assessing and evaluation after the progeny, the linear evaluation) is awarded to a body: 31.1. genetic quality and assessing the suckler herd of monitoring: 31.1.1. certified pure-bred breeding bull (certified to the current year's April 1), estimated by the progeny of the kontrolnobarošan, as a one-time payment 325 lats (including administrative costs 0.90 lats); 31.1.2. certified pure-bred breeding bull (certified to the current year's April 1), estimated by progeny (offspring of the birth and weaning weight meets the selection job requirements), 200 lats (including administrative costs 0.90 lats); 31.2. as a lump sum of nine dollars per linear measure first and third or fourth lactation suckler cows in the herd monitoring. 32. the Organization for this rule and 31.1.2 31.1.1. certified referred to pure-bred breeding bulls support receive: 32.1. If the owner of the herd in the laws of meat beef oversight within State Agency "agricultural data centre" has provided information of the genetic value of animals; 32.2. If pure-bred breeding bull is certified according to the laws of bovine animals, swine, sheep, goat and horse breeding animals, their semen, ova and embryos of the certification; 32.3. the number of certified pure-bred breeding bulls in one herd of monitoring, if on one of the pure-bred breeding bull, the herd (from the current year's April 1) is more than nine suckler cows or heifers over 18 months. 33. the specialized varieties of meat of bovine animals shall be considered pure-bred animal that one variety of at least asinīb 87.5 percent, as well as two pure-bred specialized varieties of meat cattle crossings. 34. Information on this provision and 31.2 31.1. requirements referred to in subparagraph animals in accordance with the central database of the register of animals (from the current year's April 1) the State Agency "agricultural data centre" until the current year 10 April submit field support service. 35. Logging on this rule 19.3. aid referred to the Organization during the year April 15, submit the application to the rural support service (annex 11). 36. For this rule 19.3. the aid referred to in point: 36.1. the rural support service organization with this rule 8.2. referred to in the agreement on the granting of aid, providing 75 percent of the prepayment of the projected administrative costs. Field support service contract adds this provision of the information referred to in paragraph 34; 36.2. the organization up to the current year's July 15 Field support service for each presented: 36.2.1. this rule 19.3. monitoring referred to herd-owners list with the estimated number of animals; 36.2.2. fee for copies of supporting documents, administrative expenditure. 37. the rural support service to make payments in accordance with the provisions of the Treaty referred to 36.1. and this rule 36.2. the documents referred to. 38. for this rule 31.2. aid referred to the organization each month to the 15th day, but on December 10 next year, to January, submit the application to the rural support service (annex 12). 39. This provision of the aid referred to in paragraph 30 of the animals in the book bear six lats paid quarterly to each organization that next quarter's first twenty-fifth day of the month, but for the fourth quarter and next year February 1, submit the application to the rural support service (annex 10) and in the book be assessed for animals. 40. If the documents submitted are indicated in the same monitoring herds, surveyed a herd of aid granted. 2.4. support measures for pig breeding sector 41. support is provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 (Official Journal of the European Union, December 16, 2006, Nr. 358). The objective of the aid is to develop breeding, focused on animals, in order to maintain and improve the existing gene pool. 42. For the maintenance of herd books and following animal genetic quality and productivity test: 42.1. control and evaluation of productivity after the progeny; 26.2. the intersection of pig productivity assessment. 43. Support animal genetic quality and productivity test (control and evaluation of productivity) Award organization: 43.1. a lump-sum basis 12 lats (including administrative costs 0.90 lats) about gilts (pig, boar), which has made a variety of performance test of farm in determining the thickness of subcutaneous fat, lean meat proportion, weight, ātraudzīb and exterior, as well as genetic testing; 43.2. as a lump sum of 50 lats (including administrative costs 0.90 lats) for breeding gilts and jaunkuiļ productivity control monitoring flock if the Organization has contracted with the owner of the herd productivity index from the current year January 1 to December 1. 44. This rule 42.1. the aid referred to in paragraph 45 lats Dexter breed boar monthly assessment in accordance with best linear unbiased predictions of statistical data processing methodology (BLUP) after the progeny with the index and 105 more if the boar is certified according to the laws of bovine animals, swine, sheep, goat and horse breeding animals, their semen, ova and embryos of the certification, granted to the organisation and the trader once every quarter. 45. This rule 42.2. the aid referred to in the Organization as a one-off payment for each lats 0.67 assessed cross swine obtained under Latvia raised swine breeding program and that determined the thickness of subcutaneous fat, and body lean meat content. 46. Logging on this rule 43, the AIDS organization up to the current year's April 1 submit application in the rural support service (annex 13).  47. These rules aid referred to in paragraph 43:29.3. Fields support service organization with this rule 8.2. referred to in the agreement on the granting of aid, providing 75 percent of the prepayment of the projected administrative costs; 47.2. the State Agency "agricultural data centre" to each quarter in the first month following the date the twentieth (the first month in the quarter on the first date) shall provide support services in the Field of information on the movement of pigs in the herd of monitoring; 47.3. the Organization to each next quarter's first twenty-fifth day of the month, but for the fourth quarter and next year February 1, Field support services, submit: 47.3.1. report on this provision of gilts referred 43.1. (pigs, boars) (annex 14); 47.3.2. review of the rules referred to in paragraph 26.8 gilts and jaunkuiļ (15.); 47.3.3. fee for copies of documents certifying the administrative expenditure. 48. the rural support service to make payments in accordance with the provisions of the Treaty referred to 29.3. and this rule 47.3. the documents referred to. 49. for that rule 44, the AIDS organization and the merchant until the next quarter's first month on the twenty-fifth day, but for the fourth quarter and next year February 1, submit the application to the rural support service (annex 16). 50. for this provision, paragraph 45, the AIDS organization until next quarter's first month on the twenty-fifth day, but for the fourth quarter and next year February 1, submit the application to the rural support service (annex 17). 51. Under the legislation on the book sorting 0.33 lats about pedigree or evaluate the animal received quarterly cost of each organisation that next quarter's first twenty-fifth day of the month, but for the fourth quarter and next year February 1, presented in the rural support service application (annex 10) for the times in the book, or evaluate the animals. 52. If the documents submitted are indicated in the same monitoring herds, surveyed a herd of aid granted. 2.5. the aid measures in the horse breeding industry 53. support is provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 (Official Journal of the European Union, December 16, 2006, Nr. 358). The objective of the aid is to develop breeding, focused on animals, in order to maintain and improve the existing gene pool. 54. For the maintenance of herd books and such genetic quality and productivity test: 54.1. identification and evaluation of workability by progeny; 54.2. breeding stallions and breeding Mare exterior evaluation. 55. the support of genetic quality and productivity test (detection and evaluation of workability by progeny) monitoring of pure-bred animals in the herd: 55.1. the Organization granted as a lump sum 100 lats for the high-quality certified varieties breeding Stallion evaluation by progeny: 55.1.1. what exterior rated 49 points and more; 55.1.2. where the last five years has at least 10 offspring; 55.1.3. which is certified or breed ciltskodol includes at least one descendant; 55.2. as a one-off payment of 100 lats breeding Stallion and genetic quality certification; 55.3. as a one-off payment of 100 lats for preparing young capacity check and uptime detection, if young's father is a certified Stallion; 55.4. as a one-off payment of 100 lats in foal evaluation and the preparation of the assessment of genetic quality, if her father is a certified Stallion. 56. Logging on this rule 55, the AIDS organization up to the current year's April 1 submit Field Support Services application (annex 18). The application shall be accompanied by the monitoring of herds list which planned breeding measures and detailed expenditure for each aid measure. 57. Support for genetic quality and productivity assessment fee in the following amount: 57.2. briežkopīb on the genetic evaluation of the quality and productivity of breeding to the breeding stock, whose rating is from 7 to 10:92.1.1 red deer breeding bulls on assessment – one-time payment 30 lats (including administrative costs 0.90 lats); 92.1.2. for the assessment of the breeding cow red deer – one-time payment 17 lats (including administrative costs 0.90 lats); 92.1.3. about the breeding of regrowing red deer jaundzīvniek (from one year to three years of age)-lump sum evaluation 5.50 lats (including administrative costs 0.90 lats); 92.1.4. on the evaluation of the fallow deer – one-time payment 12.50 lats (including administrative costs 0.90 lats); zvērkopīb on 92.2. first and second class assessing breeding in breeding animals: 92.2.1. about mink kill mustelids and chinchillas provided genetic quality and productivity assessment – one-time payment 0.90 lats (including administrative costs 0.20 lats); 92.2.2. about foxes and Arctic fox genetic quality and productivity assessment – 1.50 lats (including administrative costs 0.50 lats); 92.3. rabbit keeping on the genetic evaluation of the quality and productivity of breeding mother with at least one keep litter, and breeding gilt with father (at least four) mothers recognized the pregnancy and that the rating is from 93 to 100 points – one-time payment 1.10 lats (including administrative costs 0.30 lats); strauskopīb on 92.4. genetic quality and productivity evaluation of breeding animals for breeding, which rated 7 to 15 points, the one-time payment 10 lats (including administrative costs 0.90 lats); 92.5. on the invaluable beekeeping bee ciltssaim, whose rating in the index is kubitāl from 1.3 to 2.7, as well as other selection work requires creators to match the specified subspecies – one-time payment for seven lats (including administrative costs 0.90 lats). 93. For this rule 92, paragraph support: the current organisation to 93.1. august 1 shall be submitted by the State Agency "agricultural data centre" data (from 1 July of the current year) of the number of animals on the holdings of the variety; 93.2. The objective of the aid is to promote the use of advanced technology, ensuring the evaluation of livestock and genetic determination of quality and productivity, as well as assessing the international animal and Latvian measures on the organisation of and participation in them, to promote the breeding results in Latvia and abroad. 96. support for: 96.1. animal and assessing the integrity checking of the international scale events; 96.2. the international membership of the sīkdzīvniek exhibition "Europascha Leipzig – 2012" from the 2012 December 7 to 9. 97. the aid granted 100 percent industry organization (up to 14 500 Lats per organization) and assessing the integrity of the test events, as well as rabbit keeping industry participation in these rules referred to in paragraph 96.2. exhibition (up to 5000 dollars per organization) to cover the charges of 97.1.: third party consultancy services provided; 97.2. fee (membership in these rules referred to in paragraph 96.2. International Exhibition); 60.5. travel expenses; 60.5. rental of premises; 97.5. charges for publications and informational handouts; 97.6. to provide for the cost of awarding a maximum of 175 lats for each prize. 98. Logging on this rule 97, paragraph support organization to the current year's April 1 submit Field Support Services application (Annex 36). The application shall be accompanied by a detailed statement of activities and expenditure. Rabbit keeping industry organization's application shall be accompanied by an invitation to 96.2. these provisions referred to in the exhibition. 99. the rural support service to evaluate this rule 98 application referred to in paragraph and document compliance with the evaluation criteria for assessing the genetic value of animals and the integrity of the testing events or for participation in the international exhibition (37) and the month following receipt of the application, shall take a decision on the conclusion of the contract with the Organization, or of the refusal to contract. 100. Support 9000 lats for the dairy breeds of dairy cows and goats providing the grant virspārraudzīb livestock information center. 107.105. These rules and support referred to in paragraph 106:107.1. the rural support service to the current year's April 1 concluded that rule 8.2. contract with the referred livestock information center; 107.2. livestock information center until the 10th of each month, but the date of December – until next year January 10 submit field support the report on the work done. 2.11. support animal corpses for the collection, transport, recycling and disposal 108. support is provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 (Official Journal of the European Union, December 16, 2006, Nr. 358). 109. The objective of the aid is to provide animal carcass collection, transport, recovery and disposal, to prevent human and animal infections or poisoning, as well as pathogenic microbes and distribution in the environment. 110.: for up to 100 percent of 110.1. the carcases of collection and transportation costs; up to 75 percent of 110.2. the carcases of the recycling and disposal costs. 111. The aid shall be paid for such services and the following extent: 111.1. for any age of bovine, ovine and Caprine carcasses collection, transport, recycling and disposal – up to 140 Lats per tonne. The body of the animal owner or keeper shall pay up to 25 percent of the cost of processing the carcases of those animals, recycling and elimination, but no more than 10 dollars per tonne; 111.2. carcases of agriculture (except for any age of bovine, ovine and Caprine carcasses) the collection, transport, recycling and disposal – up to 50 Lats per tonne. The body of the animal owner or keeper shall pay the other costs of the carcases of those animals, collection, transport, recycling and disposal, but no more than 100 dollars per tonne; 111.3. on the body of a bird and the Elimination of the bird shed on the site – up to six Lats per tonne. 112. The aid granted to the applicant that provides: 112.1. optimize animal carcasses collection, transport, recycling and disposal system; 112.2. animal carcass collection, transport, recycling and disposal in accordance with the requirements specified in the European Parliament and of the Council of 21 October 2009. in Regulation (EC) no 1069/2009 laying down health rules as regards animal by-products and derived products not intended for human consumption and repealing Regulation (EC) No 1774/2002 (Official Journal of the European Union, 2009. on 14 November, no. L 300) and the European Commission on 25 February 2011 Regulation (EU) No 142/2011, implementing European Parliament and Council Regulation (EC) no 1069/2009 laying down health rules as regards animal by-products and derived products not intended for human consumption and Council Directive 97/78/EC with regard to certain practices and goods which are not on the border veterinary checks carried out under that directive (Official Journal of the European Union , 2011 February 26, no. L 54). Supervision and control shall be carried out by the food and veterinary service; 112.3. official veterinarian services, national infectious disease surveillance; 112.4. carcases of collection and transportation 48 hours during the summer period (April, may, June, July, august and September) and 72 hours during the winter period (January, February, March, October, November and December) following receipt of the information on the animal's death. 113. The tenderer for this rule 112.1. provision of the services referred to in point a shall provide support services in the Field of application. The application specifies the information in accordance with this provision, paragraph 112. 114. The implementation of the measures by the Ministry of agriculture, the Council of genetic resources. 120. in order to receive the aid, up to a scientific Institute in the current year's April 1 submitted to the rural support service in the Ministry of agriculture confirmed genetic resources Council documents: 120.1. submission. Application of precise identification of the measures taken pursuant to this provision, paragraph 118; 120.2. the detailed expenditure. They shall indicate the cost of the measure under this provision, paragraph 118. 121. The aid shall be paid in accordance with the agreement concluded between the rural support service and scientific Institute. An integral part of the contract is the expenditure. 122. the rural support service contract provides: 122.1. prepayment, up to 60 percent of the funding for the action of the aid; 122.2. additional payment for continuation of work after the submission of the interim review and approval, up to 35 percent of the amount of aid granted to the Sub. 123. the Scientific Institute presented field support service in the Ministry of Agriculture of genetic resources Council approved interim review for the current job. Interim review shall be submitted by 1 July of the current year. Support 134 780 lats (including membership in international organisations and funds administrative and maintenance expenses) allocated and farmers Association: 165.1. ensure that laws on Agriculture and rural development with the cooperation of the Ministry of agriculture in shaping and implementing the common agricultural policy; 165.2. is the order of the Ministry of Agriculture approved non-governmental organisations of farmers, Advisory Board; 165.3. ensure farmers interests in the institutions of the European Union; 165.4. ensure liaison with the field and farmer associations and foundations that are not members of this Association. 166. Support 10 000 lats (including administrative and maintenance funds to cover expenditure) allocated to the society that combines the processing sector and small and medium-sized enterprises (at least 30) food processing, provides the food processing industry and the industry's long-term development interests of the Ministry of agriculture, in accordance with the conclusion of the cooperation agreement and is responsible for the Latvian food technology platform in Latvia. 167. If the application is approved, the Institute concluded a contract with the applicant for co-financing. 197. The applicant not later than 30 calendar days after the membership of the Institute shall be: kopstend 197.1. Overview of participation in the kopstend (Annex 51); 197.2. State revenue service certificate of tax payment, issued not later than 30 calendar days before the date of submission of the report (if the applicant does not submit the certified statement, the Institute of national revenue requests the administrative procedure law); 197.3. payments, copies of identity documents and other documents justifying the payments made. 198. The Commission shall examine the reports submitted and any accompanying documents in accordance with the following criteria: 198.1. a report is prepared and submitted according to the requirements of this chapter; measure implemented 198.2 according to the application; 198.3. the tenderer is not tax or the State social insurance compulsory contribution to the debt; 198.4. is not subject to the applicant, this rule 7.1. point; 198.5. actual expenditure complies with the provisions of the Commission mentioned in paragraph 194 of the decision, and on them are payments of supporting documents, which according to the laws and regulations on accounting; 198.6. the applicant has paid the Institute its expenditure for participation in kopstend. 199. the Commission within 30 days after receipt of the report assesses it, and shall adopt one of the following decisions: 199.1. approve the report and justify the expenses incurred in full; 199.2. approve the report and partly justify the expenses incurred; 199.3. to reject the report and does not justify the expenses incurred; 199.4. request additional information from the applicant. 200. additional information the applicant provides 10 calendar days after receipt of the request. 201. the Institute within 14 calendar days of this provision in paragraph 199 of the decision sends the decision to the applicant. 202. the eligible expenses do not exceed the terms of the decision referred to in paragraph 194 of the approved amount of co-financing. This rule 206.3, 207.4, 207.5, 206.4..., and 208.3. referred to the aid granted in accordance with the Commission on 15 December 2006, Regulation (EC) No 1998/2006 on 87 and 88 of the Treaty. application of article de minimis aid (Official Journal of the European Union, of 28 December, no L 379). 6.2. support for organic farming scheme 206. support provided for in the organic farming scheme: 206.1.  300 lats – organic primary products, including apiculture products, manufacturer, who retail or final consumer prepackaged and marketed branded organic products or deliver them to the organic pretreatment, treatment or processing and which to the company's revenue during the year on products sold by the organic farming scheme, exceeding the amount of the aid; 206.2.800 lats – organic products manufacturer, which the food and veterinary service of the registered and the legislation on organic farming or food quality schemes, the implementation, operation, monitoring and control procedures that control body (hereinafter referred to as the control body) certified production in the home, or primary apiculture products manufacturer with at least 150 bee families, if the producer revenue year for products sold by the organic farming scheme exceeds the amount of the aid; 206.3.1500 lats – food and veterinary service of the registered company that carries organic products (except products of beekeeping) pre-treatment, processing (except for the organic production of agricultural products in the home) and control body has certified organic processing of agricultural products; 206.4.2100 lats – food and veterinary service of the recognized company that carries organic products, primary or processing and control body has certified organic product. 6.3. support for membership in the national food quality scheme 207. support for membership in the national food quality scheme: 207.1.  200 lats – manufacturer of raw materials, of which the revenue during the year of production sold by the national food quality scheme, exceeding the amount of the aid and who deliver primary products, the treatment or processing establishment; 207.2.300 lats – primary products including apiculture products, the manufacturer that retail sale to the final consumer or distributes pre-packaged and labelled products; 207.3.800 lats – primary product producer in the food and veterinary service of the registered production in the home, or primary apiculture products manufacturer with at least 150 families of bees; 207.4.1500 lats – food and veterinary service of the registered company (except the bee), which performs product pre-treatment, processing or processing; 207.5.2100 lats – food and veterinary service of the recognized company that made the product, primary or processing. 6.4. support for participation in the protection of geographical indications, designations of origin or traditional specialities guaranteed scheme 208. support for participation in the protection of geographical indications, designations of origin or traditional specialities guaranteed scheme: 208.1.300 lats – primary product producer involved in the protection of geographical indications, designations of origin and supply products, primary or processing company; 208.2.800 lats-product manufacturer, who in the food and veterinary service registered a production home product included in the European Union protected geographical indications and protected designations of origin or register a traditional speciality guaranteed in accordance with the legislation on protected geographical indications; 208.3.1500 lats – food and veterinary service of the registered or recognized by the company which carries out first processing, or processing the products included in the European Union protected geographical indications and protected designations of origin or register a traditional speciality guaranteed in accordance with the legislation on protected geographical indications. 6.5. the arrangements for assistance to get this 209.204. the provisions referred to in paragraph 1, the aid for the period from September 1, 2010 to September 1, 2011, this rule 206.1., 207.1, 207.2, 206.2.. and 207.3. support referred to the applicant from 1 April 2012 up to 2012 30 April Field support regional agricultural administration submitted: application to 209.1. The amount of aid is the amount, which shall not exceed three percent annual kredītlikm or effective rate, if the interest rate is less than three percent. The maximum amount of aid per beneficiary does not exceed 40 000 lats. 226.223. These provisions referred to in paragraph 1, the total long term investment aid intensity did not exceed 40 percent of the investment amount of eligible expenses and 50 percent if the economic operator is located in a less-favoured area in accordance with a Council of 20 September 2005 Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD) (Official Journal of the European Union, 2005 October 21, Nr. 277). Support long-term credits (for more than 12 months from the date of conclusion of the contract) or financial leasing interest part can receive appropriate for deletion agricultural service cooperative society, which has received long-term credit or financial leasing of investment for new and compensated for the agricultural production structure construction and operation of the necessary equipment and technological equipment (including software). 234. Subject to this provision in section 7 and 8.5. referred to requirements, the maximum amount of aid per beneficiary does not exceed 130 000 dollars a year. 245. for the provision of assistance referred to in paragraph 241, the applicant up to the current year's April 1 field support service shall submit the application in: 245.1.
