Cabinet of Ministers Regulations No. 262 in 2016 (26 April. No 20 8) action programme "growth and employment" specific support 8.5.2. target "to provide professional education in compliance with the European qualifications framework" implementing provisions issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "education skills and lifelong learning "8.5.2. purpose of the aid specific to" ensure compliance with the vocational training European qualification framework "(hereinafter referred to as the specific support); 1.2. specific aid objectives; 1.3. specific support available funding; 1.4. requirements for the project of the European Social Fund (hereinafter the project) to the applicant and project partners; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project (hereinafter referred to as the agreement) a unilateral notice conditions. 2. The specific objective of the aid is to improve the content of vocational training and qualifications in accordance with Latvian framework to update and develop professional standards and professional qualifications, as well as a professional qualification examination content curricula, introducing a modular approach and ensuring the necessary teaching resources for the implementation of the quality of the programme, to improve sectoral qualifications systems. 3. Specific support to target the public authorities responsible for education content development and monitoring, as well as vocational training institutions and colleges, which implemented the initial professional education programs. 4. Specific support planned total attributable funds is 12 936 510 euro, including the European Social Fund funding 10 996 033 euro and State budget co-funding of eur 1 940 477. 5. the total Available funding related to conclusion of the agreement, providing for the outcome indicators and indicators of results programming according to this rule 9.1. and the amount prescribed in paragraph 9.2, is 12 132 050 euro, including the European Social Fund funding 10 312 242 euro and State budget co-funding of eur 1 819 808. 6. the maximum eligible European Social Fund funding does not exceed 85 percent of the total eligible project funding. 7. Specific aid costs are eligible, provided that they fulfil these rules these positions and the costs have been incurred with the entry into force of the provisions. 8. Specific support to implement the project application to the limited selection. 11. III. eligible activities and costs 20. Specific aid are eligible for the following: 20.1. qualifications of the industry system development, carrying out research and improving industry structure; 20.2. the standard of the profession and professional qualification requirements to ensure a common European vocational training quality introduction and recognition; 20.3. the exam content and results evaluation methodology development according to the Latvian qualifications framework, European credit system for vocational education and training (ECVET) and the European quality assurance reference framework for vocational education (EQAVE); 20.4. modular vocational training programme development and implementation, including their compliance with the Latvian qualifications framework and a European quality assurance reference framework for evaluation, supporting lifelong learning and professional competency program, each modular in the vocational training programme including the components ' initiative and entrepreneurship "," society and human security "," information and communication technologies "," social and civic competences "," language ", cultural awareness and expression "or integrating the content of vocational training; 20.5. learning tools (including digital training tools) and methodological materials, as well as evaluation material and working environment-based professional education necessary for the implementation of teaching resources development, acquisition and sharing and compliance framework for the evaluation of the qualification of Latvia, as well as simulation equipment (information technology programs, specially equipped facility to replace the real actions, reflecting the main characteristics or behavior to the selected physical or abstract system or process); 20.6. project management and implementation; 20.7. information on project implementation and publicity; 12.9. provision of expertise this rule 20.3, 20.4 and 20.5. materials referred to. 21. Health insurance costs are attributable only to the period when the project management and implementation staff is employed in the project; 22.2.6. costs of seminars, working groups and conferences and implementation, including space rental fee (if the implementation of project activities of the need to rent space outside of the beneficiary or the partners project implementation legal and actual address of residence) and the hardware rental costs that rule 20.2. supported referred to the implementation of the action; 22.2.7. The beneficiary and partners through the service (the company) a contract for the implementation of project activities, the public procurement law. 34. in the course of project implementation costs incurred by a beneficiary shall be borne by the incidence of their own funds. 35. The beneficiary shall ensure the results achieved – the project purchased the simulation equipment – sustainability for at least three years after completion of the project. 36. The beneficiary provides data storage for: 36.1. number of training institutions, which the education process uses a newly developed professional standards training, modular training programmes, the development of which is provided in support of the European Social Fund; 36.2. learning tools (including purchased simulations and digital learning tools) that is assigned to the development of the European Social Fund support; 36.3. the horizontal principle of "equal opportunities" indicator-designed or improved education programs, teaching, guidance, learning tools (including digital learning tools) that are integrated into the issues of equal opportunities (gender or disability, or age, or ethnicity). 37. cooperation authority decision on the approval of the project application, approval or rejection provided to adopt within two months from the closing date for the submission of the application. 38. cooperation authority have the right to unilaterally withdraw from the agreement in any of the following cases: 38.1. the beneficiary does not comply with the agreement, including non-compliance with the time limits set out in the project or have other circumstances occurred which negatively affects or may affect a specific aid target monitoring indicators and financial indicators; 38.2. in other cases determined by the agreement.
