Cabinet of Ministers Regulations No. 264 in 2016 (26 April. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "social inclusion and combating poverty" investment priority on active inclusion, with the aim to promote employment , including to promote equal opportunities and active participation and improve employment "contained 9.1.3. specific aid objectives" increase the effectiveness of the system for resocializācij "(hereinafter referred to as the specific support); 1.2. specific aid objectives; 1.3. specific support available funding; 1.4. the requirements of the European Social Fund project applicant (hereinafter referred to as project applicant) and project partner; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. agreement on the implementation of the unilateral notice conditions; 1.7. the simplified conditions of application costs and procedures. 2. The specific objective is to increase the effectiveness of the system for resocializācij. 3. Specific support to target prison administrations and the national probation service, as well as local governments, religious bodies and non-governmental organizations staff who work with inmates or former inmates or is involved in the implementation of specific aid. 4. the Specific objective of the aid is achieved as follows: 4.1 monitoring indicators to 2018 31 December: 4.1.1. outcome indicators: 4.1.1.1. risk and needs assessment of the number of instruments which provided for the development of the European Social Fund support,-2; 4.1.1.2. trained the prison and probation staff who work with inmates and former inmates, 250 employees, 200 of whom are prison officers and 50 is a State probation officers; 4.1.2. financial performance – certified expenditure of eur 1 411 759; 4.2. till 2023 December 31:4.2.1. result indicators: 4.2.1.1. improved risk and needs assessment of the number of instruments which have been introduced in practice-6; 4.2.1.2. the professional competence of prisons and increased the probation staff who work with inmates and former inmates, the 1650 employees (certificates are issued or receipts), 1400 of which is prison employees and 250 is a State probation officers; 4.2.2. outcome indicators: 4.2.2.1. risk and needs assessment of the number of instruments which provided for the development of the European Social Fund support,-6; 4.2.2.2. trained prison and probation staff who work with inmates and former inmates, the 1650 1400 employees, of whom are prison officers and 250 is the national probation service staff. 5. Specific support for implementing the project application to the limited selection. 6. Specific support within the responsible authority for the Ministry of Justice (hereinafter referred to as the responsible authority). 7. Specific aid the planned total attributable funds is 4 232 693 euro, including the European Social Fund funding – € 3 597 789 and State budget funds-634 904 euro. Application of the project to apply the available total funding plans to no more than eur 3 969 482, including European Social Fund funding – € 3 374 060 and the State budget funding – € 595 422, respecting the specific support of the performance reserve and the outcome indicator planning under this provision 4.1.1 and 4.2.2 above that amount. 8. the maximum eligible European Social Fund funding is 85 percent of the planned total eligible project funding. 9. Specific aid is supported by the following: 17.1. resocializācij program development, which include: 17.1.1. resocializācij program (including the Guide); 17.1.2. resocializācij program accreditation system; 17.1.3. resocializācij program manager selection measures, training and certification; 17.1.4. the verification of the quality of existing programs; 17.1.5. the missing program customization or development; 17.2. the risk and needs assessment tool development (research and development of validity) and a new specialized risk and needs assessment tool of attraction; 17.3. the support programme for the former prisoners in the certification system, including certification criteria and methodology development; 17.4. the learning system development, which include: 17.4.1. new training programmes for prison staff; 17.4.2. the testing methods and psychometrics and test professional capacity-building; 17.4.3. working with prisoners and former prisoners of the staff, the prisons and probation employees – training and general training, the annual local government associations and foundations, as well as religious organizations of employees; 17.4.4. joint training organisation of the prison and probation staff; 17.5. the integrated professional suitability and skills development measures as well as measures for prisoners, prisoners develop and the former prisoners ' career development; 10.9. information and promotion of good practice measures to change the stereotype about former inmates; 17.7. information and publicity measures for the implementation of a project; 11.1. project management and project implementation. 18. Specific aid plans to the following eligible costs: 18.1. direct eligible costs; 18.2. indirect eligible costs; 18.3. the unexpected costs. 19. The direct eligible costs include the following cost items: 19.1. staff costs, which is a project management and project implementation staff remuneration costs, according to State and local officials and employees of the institutions of law, except for the remuneration of overtime, that provision referred to in paragraph 17 of the activities supported implementation; 19.2. the other costs of project implementation: 19.2.1. IV. In order to monitor the implementation of the project, the beneficiary creates a project monitoring Committee, chaired by the head of the beneficiary or his or her Deputy. Specific aid projects implemented in accordance with the agreement for the implementation of the project, but no longer than until 2022 31 December. 34. cooperation authority have the right to unilaterally withdraw from the agreement for the implementation of a project in any of the following cases: 34.1. the beneficiary does not comply with the agreement for the implementation of the project, including non-compliance with the time limits set out in the project or have other circumstances occurred which negatively affects or may affect the specific aid objectives and monitoring performance; 21.3. in other cases provided for in the agreement on the implementation of the project. 35.
