Cabinet of Ministers Regulations No. 323 in 2016 (24 May. No 25 19) action programme "growth and employment" in support of specific target 8.1.2. "improved general education learning environment" implementation regulations issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "education, skills and lifelong learning" 8.1.2. the specific objectives of aid "to improve general education learning environment" (hereinafter referred to as the specific support); 1.2. specific aid objectives; 1.3. specific support available funding; 1.4. the requirements of the European regional development fund project (hereinafter the project) to the applicant and partner; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project of unilateral notice conditions. 2. Specific objective is the development of education infrastructure to facilitate the planned competency-based approach in general educational content gradually. 3. the Specific objectives of the aid group has established local education authorities (hereinafter referred to as the General educational institutions). 4. Specific support within the responsible authority for the Ministry of education and Science (hereinafter referred to as the responsible authority). 5. Specific support for implementing the project application to the limited selection of four projects in the form of application sort selections: 5.1 the first application round project, which is intended to modernise the general education learning environment for the development of the national significance of the municipalities (hereinafter referred to as the first selection round); 5.2. the second application round of the draft, which is intended to modernise the general education learning environment regional development centres in municipalities (hereinafter referred to as the second selection round); 5.3. the third and fourth application round project, which is intended to modernise the general education learning environment beyond national and regional development authorities (hereinafter individually – in the third round and the fourth round). 6. Specific aid objectives achieved, the implementation of this Regulation referred to in paragraph 23 of the eligible operations and up to 2023 December 31, reaching the following indicators: monitoring outcome indicators 6.1 – service delivery performance in General supported educational institutions, including those that implement vocational training programmes – 47 206 trainees, including 24 406 trainees the first selection round (including the financing of virssaistīb-1 606 trainees), 16 500 learners in the second selection round and 6 300 student third-and fourth-round selection; 6.2. result indicators – fully upgraded the overall number of educational institutions-100-115; 6.3. the results indicators – proportion of trainees who are available fully upgraded the general education environment, in total-20-25 per cent; 6.4. financial performance – up to 2018 December 31 certified expenditure 49 200 000 euro. 7. Specific support in the first selection round is implemented under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management of law 10 of the second paragraph of article 17, the managing authority delegation agreement with the conclusion of Daugavpils, Jelgava, Jekabpils, Jurmala, Liepaja, Rezekne, Riga, Valmiera and Ventspils City municipality.
II. Madona district municipality – eur 3 629 094; 20.14. Ogre municipality-5 029 458 euro; 20.15. Preiļi district municipality – eur 1 799 767; 20.16. Saldus district municipality-3 439 523 eur; 20.17. Government of Sigulda – € 2 988 570; 20.18. Smiltene district municipality – eur 1 875 655; 20.19. Talsi district municipality-3 673 940 eur; 20.20. Tukums District Municipality – 4 511 314 euro; 20.21. Wear of the Government – eur 1 247 392. 21. Viļaka municipality municipality – 300 000 euro. 22. within the framework of the fourth round in each project funding provided to the applicant by the authority responsible for the calculation, using the following formula:, where Fp-the municipality, the maximum available under the European Regional Development Fund funding; FK – local authorities other than those referred to in this provision 8.1., 8.2. and 8.3. in total, the planned European Regional Development Fund for funding; A1-the number of local students in grades 1-6 (September 1, 2015); A2-the number of local students in grades 7 through 12 in primary schools, a group of high school and gymnasium (1 September 2015); A3-the number of local students in grades 7 through 12 in the Group State Gymnasium (1 September 2015); B1-total number of students in municipalities other than those mentioned in these provisions 8.1., 8.2. and 8.3., 1-6. classes (2015 1 September); B2 – the total number of students in municipalities other than those mentioned in these provisions 8.1., 8.2. and 8.3., 7-12 grade school, high school in the Group and the gymnasium (1 September 2015); B3-total number of students in municipalities other than those mentioned in these provisions 8.1., 8.2. and 8.3., 7-12 grade public high school in the Group (1 September 2015); Vģ-the local public high school.
IV. eligible activities and costs 23. Specific aid has supported the following: 23.1. ergonomic training environment; 23.2. the information and communication technology solutions and equipment acquisition; 23.3. the new science (physics, chemistry, biology) and the mathematics study out of primary education programme (7-9) and new science (physics, chemistry, biology) and the mathematics study out of the General secondary education programme (10-12) If, up to the number of trainees is justified that the insufficiency of the Cabinet, including the new education authority building or building construct construction or general education institutions in the event of reorganisation, or if the General secondary education authority reorganisation created; 23.4. educational sports infrastructure construction (national gymnasium, gymnasium, secondary schools, primary schools); 14.6. educational service of the hotel, internāt construction (national gymnasium, gymnasium, secondary schools); 14.7. the regional methodical Center development (state high school); 23.7. project management and implementation; 14.8. the project information and publicity. 24. the project is within the eligible actions referred to in paragraph 23 of these rules and promoting these provisions referred to in paragraph 2, the specific purpose of the aid and the provisions referred to in point 6 monitoring indicator, providing guidelines for education development in 2014-2020 down the challenge and problem solving. The specific aid plan, the following types of costs: 25.1. direct eligible costs directly related to the implementation of the project activities and the need to achieve the results of the project, and this is a clear and demonstrable; 25.2. indirect eligible costs which are not directly linked to the achievement of project results, but support and provide appropriate conditions for the realization of the activities to the project and project results; 25.3. unforeseen costs; 25.4. non-eligible costs. 26. This rule 25.1. referred to the direct eligible costs include the following positions: 26.1. project management staff remuneration costs, excluding overtime, 23.7. these provisions referred to in the implementation of the activities supported; 26.2. the direct eligible project implementation costs that rule 23.1.23.2, 23.3, 23.4, 23.5.,.,., and 14.8 14.7. referred to the implementation of the activities supported: 26.2.1. General education institutions new buildings construction (including building bulkheads) and building a full-scale rebuilding costs; 26.2.2. buildings and space rebuilding and restoration costs, subject to the following conditions: 26.2.2.1. investments for the room (class, audience, Learning Lab, including multifunctional training room) conversion and renewal; 26.2.2.2. investments for the Hall and sanitary knots and restoration, if conversion is implemented this provision 26.2.2.1. measures referred to in point; 26.2.2.3. inženiertīkl internal construction and rebuilding costs do not exceed 25 percent of the project scheduled for the eligible costs of the works; 26.2.3. ergonomic training environment, including the cost of classroom equipment and the purchase of furniture, lighting, and noise suppressor retrofit costs of establishment; 26.2.4. innovative information and communication technologies in the implementation of solutions, including wireless internet and internet connection costs of establishment, the provision of the learning process necessary equipment and software acquisition costs; 26.2.5. new science (chemistry, biology, physics) and mathematics study (including practical work space), including space conversion, renovation and outfitting costs, furniture, equipment, technical training and equipment acquisition cost; 26.2.6. subject to the provision of "Sport" requires the acquisition cost of the equipment; 26.2.7. sports, sports medicine (including indoor) or the swimming pool, changing rooms and shower rooms for the rebuilding and restoration costs, up to a maximum of 25 percent of the project total eligible costs; 26.2.8. educational service of the hotel, internāt construction, conversion and restoration costs and its activities (living room, kitchen, sanitary knot, shower room) requires the acquisition cost of the equipment, up to 40 percent of total eligible project costs; 26.2.9. national high school regional methodical Centre of development costs, including the construction of the building, the building and space rebuilding and restoration costs, the library Fund replenishment, digital textbook purchases, information and communication technologies in the implementation of solutions, including online communications equipment acquisition cost; 26.2.10. If a State grammar school education institution status granted in accordance with the laws and regulations of the school and the State school status and cancellation procedures and criteria; 44.2.2. high school if the student number 7-12 grade at least 240 and is implemented by at least two of the General secondary education programs, one of which is a math, science and technical direction to program, or counties that constitute the external border of the European Union, the number of trainees 7-12 grade is at least 200, and is implemented by at least two of the General secondary education programs, one of which is a math, science and technical direction of the program; 44.2.3. gymnasium, where a gymnasium education institution status granted in accordance with the laws and regulations of the school and the State school status and cancellation procedures and criteria; 44.2.4. primary school, where the number of trainees at least 200 and 7.-9. class are implemented in at least two general education programs, one of which is a math, science and technical direction to program, or counties that constitute the external border of the European Union, the number of trainees at least 150 and 7-9. the class is implemented in at least two general education programs, one of which is a math, science and technical direction to program , including the elementary school, where it was created as a result of the reorganisation, transforming the high school on grammar school or a combination of at least two educational institutions by 1 September 2013; 44.2.5. primary school, where it established a primary school or secondary school as a result of the reorganization, including if the reorganization was made after September 1, 2013; 44.3. the third-and fourth-round: the State Gymnasium, 44.3.1. If a State grammar school education institution status granted in accordance with the laws and regulations of the school and the State school status and cancellation procedures and criteria; 44.3.2. high school if the student number 7-12 grade at least 240 and is implemented by at least two of the General secondary education programs, one of which is a math, science and technical direction to program, or counties that constitute the external border of the European Union, the number of trainees 7-12 grade is at least 200, and is implemented by at least two of the General secondary education programs, one of which is a math, science and technical direction of the program; 44.3.3. gymnasium, where a gymnasium education institution status granted in accordance with the laws and regulations of the school and the State school status and cancellation procedures and criteria; 44.3.4. elementary school, where the student is at least 200, 7.-9. class are implemented in at least two general education programs, one of which is a math, science and technical direction to program, or counties that constitute the external border of the European Union, the number of trainees at least 150 and 7-9. the class is implemented in at least two general education programs, one of which is a math, science and technical direction to program , including the elementary school, where it was created as a result of the reorganisation, transforming the high school on grammar school or a combination of at least two educational institutions by 1 September 2013; 44.3.5. primary school, where it established a primary school or secondary school as a result of the reorganization, including if the reorganization was carried out after 2013, creating two or more local strategic partnership. 45. support for this provision, 44.1.3 44.2.1 44.1.1..,.,.,., and 44.3.3 44.2.3 44.3.1. referred to educational institutions can be expected if the State grammar school and grammar school status is granted at the latest by the date of entry into force of the rules and at least five years after completion of the project. 46. support for this provision, 44.1.4, 44.2.2 44.1.2..., 44.2.4., 44.2.5.,.,., and 44.3.5 44.3.2 44.3.4. referred to educational institutions can be expected if they meet the pre-selection criteria for strategic projects or projects at the date of closing and at least five years after completion of the project. 47. support 44.2.5. these provisions and referred to the primary 44.3.5. can provide only an extra one of these rules, 44.2.2 44.2.1.,., 44.2.4 in 44.2.3 or 44.3.1. these provisions, and 44.3.4 44.3.3 44.3.2., in the mentioned educational institutions. 48. revenue, if any of the project infrastructure, created exits in the General educational process. 49. The beneficiary accumulates data about the impact of the project on the specific outcome indicators ", the number of educational institutions in which the investment is made to organize sports infrastructure" and horizontal "equal opportunities" indicator "number of objects, in which the European regional development fund is a result of the investment environment and access to information". 51. where the project involves cooperation: 51.1. application of the project, provide to the applicant, which complies with this provision 8.1 and 8.2 in these conditions; 51.2. partners in cooperation agreements concluded including the information in accordance with the laws of the order in which European Union structural funds and the cohesion fund management in participating institutions provide the planning document preparation and implementation of these funds in 2014 – 2020 programming period, as well as at least the following conditions: 51.2.1. project implementation and achievement of results; 51.2.2. the cooperation objectives and principles; 51.2.3. the cooperation project funding, each partner's share of the funding of the project and each partner's contribution, by type of investment; 51.2.4. provision of financial flows of the project, including the advance pay deletion and recovery; 51.2.5. conditions for the use of the project results (if applicable); 51.2.6. penalties, failure to comply with the obligations contained in the agreement of cooperation. 52.
