No 24 3) development cooperation policy Advisory Council regulation Issued pursuant to the public administration facilities article 13 of the law on the general issue of i. 1. Development cooperation policy Advisory Council (hereinafter Council) is a consultative body set up to promote active and responsible for Latvia's involvement in the European Union's development cooperation policy and implementation, strengthen bilateral donor of Latvian as a role, promote public understanding of the objectives and development cooperation policies and to support their implementation. II. the Council functions, tasks and rights 2. The Council has the following functions: 2.1 ensure public administration and other institutions of development cooperation policy issues; 2.2. to give proposals to the Ministry of Foreign Affairs about the activities and activities in development cooperation policy. 3. the Council shall have the following tasks: 2.1. participate in the acts and policy planning documents in the development of projects relating to development cooperation policy issues, and to facilitate their implementation, as well as according to the competency assessment, the Republic of Latvia to the European Union and international law projects relating to development cooperation policies, and to submit the findings to the Ministry of Foreign Affairs; 3.2. to give proposals to the Minister of Foreign Affairs development cooperation policy; 3.3. promoting development cooperation policy issues with foreign and international organizations. 4. the Council shall have the following rights: 4.1 to request and receive from the public authorities and local authorities the information necessary for its operation; 4.2. to cooperate with the media; 4.3. to propose the creation of a working group to analyse and deal with development cooperation policy issues, working groups, if needed, including both the representatives of the Council and development policy experts; 4.4. examine any development cooperation policy issues and, if necessary, invite the Council of advisors of the relevant officials, professionals or public organisations; 4.5. request the necessary information from the private law legal persons. III. composition of the Council in the composition of the Council is 5. delegated representatives from the following institutions and organizations: 5.1. Ministry of Foreign Affairs; 5.2. The Ministry of defence; 5.3. The Ministry of the economy; 5.4. The Ministry of finance; 5.5. The Ministry of the Interior; 5.6. the Ministry of education and science; 5.7. the Ministry of culture; 5.8. the Ministry of welfare; 5.9. The Ministry of transport; 5.10. The Ministry of Justice; 5.11. The Ministry of health; 5.12. The protection of the environment and regional development Ministry; 5.13. The Ministry of agriculture; 5.14. society "Latvian Platform for development cooperation"; 5.15. The Latvian free trade union; 5.16. The Latvian employers ' Confederation; 5.17. the municipalities; 5.18. The Latvian Rectors ' Council; 5.19. the Latvian Chamber of Commerce and industry; 5.20. The Parliamentary Commission for European Affairs; 5.21. the National School of administration; 5.22. the State Chancellery. 6. The President of the Council and Deputy Chairman of the Council are representatives of the Ministry of Foreign Affairs. 7. the Council personnel approved by the Minister of Foreign Affairs. Information about the Council's personnel is placed in the Foreign Ministry's website on the internet. IV. Organization of the work of the Council 8. Council meetings shall be convened by the President of the Council or of the Council or at the request of at least five members of the Council at the request of not less than twice a year. 9. the Ministry of Foreign Affairs shall perform the functions of the Secretariat of the Council and organises the work of the Council, as well as provide the Council of the preparation and proceedings of meetings. 10. The President of the Council shall approve the agenda for the Council meeting, chaired by the Council, as well as without express authorisation of the representative Council. The President of the Council in the absence of his functions shall be the Deputy Chairman of the Council. 11. the Council decision shall be taken by majority vote of the members of the Council, by vote. If the vote splits equal, the Chairman of the Board shall have a casting vote. The decisions of the Council's recommendations. 12. the Council are valid if they are sitting on more than half of the Board members. If a Council member is unable to attend the meeting in his place arrives at the relevant institution or organization authorized representative. 13. the minutes of the Council.
