No 34 26) amendments to the Cabinet of Ministers of 27 December 2005, regulations No. 1047 "rules on road mobile machinery not provided for an internal combustion engine of pollutant emissions in the air," Issued in accordance with the law "on conformity assessment" and article 7 of the law "on pollution" in article 11 paragraph 5, second subparagraph, and paragraph 10 to make a Cabinet of 27 December 2005, regulations No. 1047 "rules on road mobile machinery not provided for an internal combustion engine of pollutant emissions in the air" (Latvian journal , 2006, no. 8; 2007, 57 no; 86. in 2011, no.) the following amendments: 1. Express 18 as follows: "6. Compression-ignition engines, except for the engine, which is used as the main propulsion engine and inland waterway vessels, in addition to the procedures laid down in this chapter has been authorised to offer the market, using the flexibility of the system in accordance with the rules laid down in annex 13 procedures." 2. Make the following section 50.2.: "50.2. engines covered by an exemption under this provision 51, 51.1 and 52;". 3. Delete the second sentence of paragraph 51. 4. Supplement with 51.1 and 51.2 points as follows: "51.1 allowed market following spare motor for traction products: 51.1 1. spare engines, corresponding to A period II emission limit values if they replace the traction motor that: 51.1 1.1. does not meet the requirements of the period III A; 51.1 1.2. meets the requirements of the period III A, III B but does not meet the requirements of the period; 51.1 2. spare engines not corresponding to A period II emission limit values if they replace the traction motor with no recovery management and unable to start an independent movement, provided that such spare engines meet the requirements that are not lower than the requirements which correspond to the engine that equipped the same traction features. This subparagraph shall apply where the certificate authority when issuing the permit, has shown that the use of a spare engine, which meets the latest emission phase of the applicable requirements for a particular feature, the traction will cause significant technical difficulties. 51.2 engines offered on the market in accordance with this rule 51.1 51.1.1 or 2 above, affix the label with the text "backup engine" and indicate the relevant derogations unique reference. Cabinet of Ministers of 27 December 2005, regulations no 1047 conditions engines placed on the market in accordance with the flexibility of the system on the basis of 1 original equipment manufacturer's application and certification institution authorized by the engine manufacturer, may be a period of time between two consecutive periods of application of the limit values for the placing on the market of a limited number of engines that comply with the previous period, the emission limit values laid down in accordance with the conditions laid down in that annex. 2. Original equipment manufacturer who wants to use the flexibility of the system, shall be submitted in the application, the certification authority for permission to offer the market engines intended for original equipment manufacturers for exclusive use, except for the engine, which is used as the main propulsion engines. The number of engines that do not conform to the existing emission limit values, which corresponds to the previous period, the emission limit values laid down in this annex shall not exceed 3 in the emission limit values laid down. 3. the number of the original equipment Engine manufacturers are placed on the market in accordance with the flexibility of the system, each engine category must not exceed the following: 3.1.  20% of the category of motor annual volume (calculated as in the last five years, sales of the average European Union market). If the original equipment manufacturer of the equipment on the market of the European Union is disposed of by less than five years, the average is calculated on the basis of the actual period during which the original equipment manufacturer of the equipment are disposed of in the European Union market; 3.2. in table 1 of this annex the above figures, if the original equipment manufacturer chooses the alternative in paragraph 3.1 of this annex the said conditions and engine manufacturers require a certain number of permits the engine to offer original equipment manufacturers on the market for exclusive use, except for the engine, which is used as the main propulsion engines. table 1 no PO box Engine Engine number 1 category. 19-37 kW 200 2. 37-75 kW 150 3. 75-130 kW 100 4. 130-560 kW 50 4. Iii (B) during the period, but not longer than three years from the start of this period, the original equipment manufacturer who wants to use the flexibility of the system, shall be submitted in the application, the certification authority for permission to offer the market an engine intended only to original equipment manufacturers for exclusive use, except for the engine, which is used as the main propulsion engines. The number of engines that do not conform to the existing emission limit values, which corresponds to the previous period, the emission limit values laid down in this annex shall not exceed the 5. emission limit values set out in paragraph 1. 5. the number of the original equipment Engine manufacturers are placed on the market in accordance with the flexibility of the system, each engine category must not exceed the following: 5.1.  37.5% of the category of motor annual volume (calculated as in the last five years, sales of the average European Union market). (the total number of installations in the power range) with the motor No ... that match the type approval (Directive 97/68/EC) no … "; 7.2. the additional markings to be affixed to the engine and you want to be in point 9.2 of this annex, the specified text; 7.3. information related to the flexibility of the system and the implementation of which the institution may require to make a decision. 8. Original equipment manufacturer shall provide the certification authority of the Member State which so request, information to confirm that the engine for which it is claimed that it is placed on the market in accordance with the flexibility of the system, or who are labelled as engine, placed on the market in accordance with the flexibility of the system, really is placed on the market in accordance with the flexibility of the system, or highlighted. 9. Engine manufacturer: 9.1. engine may be marketed in accordance with the flexibility of the system, if the original equipment manufacturer has received authorization under the conditions of this annex; 9.2. to this annex 9.1. engine referred to deploy the following label: "engine offered on the market in accordance with the flexibility of the system". 10. the certification body shall assess the application of the flexibility of the application of the system, the content and the documents annexed thereto and shall inform the manufacturer of capital equipment for the decision to allow or disallow the application of the flexibility of the system.
