Cabinet of Ministers Regulations No. 638 in 2012 (September 18. No 52 54) amendments to the Cabinet of Ministers of 19 March 2002, regulations No. 127 "Organisation for elimination of the outbreak, and the arrangements for" threats Issued in accordance with article 26 of the law on veterinary medicine, first subparagraph, and article 27 of the third to make the Cabinet on March 19, 2002 regulations No. 127 "epizootic outbreaks and threats of conventional routines" (Latvian journal, 2002, nr. 47; 2004, 27, 193. Amend paragraph 4.5, the words "its tasks assigned to it, as well as the report on". 6. Make paragraph 6 by the following: "6. animal vaccination against diseases other than bird vaccination against Newcastle disease is prohibited. " 8. Make paragraph 9 by the following: "9. The food and veterinary service officer (hereinafter Inspector) organised by the outbreak and during the fight for animal by-products processing, recycling or elimination, not intended for human consumption, pursuant to Regulation No 1069/2009 and Regulation No 142/2011 in certain processing methods and conditions that ensure the disease agent destruction." 9. Replace the words "paragraph 11.1." with the words "waste by-products not intended for human consumption". 10. Replace paragraph 15.12, the words "destroy insects-vectors" with the words "organized by insect-vector-sample acquisition and the agent discovery for them, as well as the treatment of the animals and tracks the vehicles that leave the infected sites". 11. Delete paragraph 15.13. 12. To complement the chapter III with 17.1 and 17.2 points as follows: "17.1 After outbreak of approval the Inspector determines the quarantine and restrictions subject to parts of the territory of the country in which eradication measures. 17.2 limitation subject to part of the territory of a State shall not be less than: 17.2 1.  three kilometers radius around the affected or infected place (protection zone) and 10-kilometre radius around the affected or infected (surveillance zone), the discovery of Newcastle disease, vesicular stomatitis, rinderpest, small ruminants, lumpy skin Dermatitis, Rift Valley fever, sheep and goat pox or haemorrhagic disease of deer; 17.2 2.  100 mile radius around the affected or infected place (protection zone) and 150 kilometres radius around the affected or infected (surveillance zone), the discovery of an outbreak of African horse sickness; 17.2 3.  100 mile radius around the affected or infected place (protection zone) and 50 kilometres radius around the protection zone (the zone), which over the last 12 months, with live attenuated vaccines, no vaccination against Bluetongue. " 13. Make introductions to paragraph 18 and 18.1. subparagraph by the following: "6. at designated quarantine detection in all parts of the territory of the State in housing inspector will arrange disease monitoring and eradication measures. The infected facility shall take the following measures: 18.1. This provision supports referred to in point 15 enforcement control; ". 14. To supplement the rules by 18.1 points as follows: "After 18.1 outbreaks of bluetongue vaccination carried out in a part of the territory of the country that is designated in accordance with the provisions of paragraph 6.3. Service animal vaccination steps can be substituted with other alternative control measures (culling and destruction of by-products not intended for human consumption, animal to a slaughterhouse for immediate slaughter, animal movement restrictions). " 15. Delete paragraph 22. 16. Make the introductory part of paragraph following 27.4: "if African horse 27.4. fever outbreak:". 17. Add to the informative reference to European Union directive to point 7 by the following: ' 7) the European Parliament and of the Council of 14 March 2012 the 2012/5/EU directive, Council Directive 2000/75/EC as regards vaccination against Bluetongue.
