Cabinet of Ministers Regulations No. 661 in 2012 (25 September. No 53 37) amendments to the Cabinet of Ministers of 14 august 2012 rules No 559 "climate change financial instruments project financed by public tender" Complex solutions to reduce greenhouse gas emissions "Charter" Issued in accordance with the law "on the participation of the Republic of Latvia, the Kyoto Protocol's flexible mechanisms" in article 10 the third paragraph of point 1 and 2 make the Cabinet's august 14, 2012 rules No 559 "climate change financial instruments project financed by public tender" Complex solutions to reduce greenhouse gas emissions "Charter" (Latvian journal by 2012, 136 no). the following amendments: 1. Replace paragraph 2, the words "the energy performance of buildings of production" with the words "education, manufacturing, wholesale and retail energy performance of buildings". 2. Make paragraph 3 by the following: "3. the project the applicant (hereinafter referred to as project applicant) the first round of the contest is a registered merchant in the Republic of Latvia (hereinafter referred to as the operator). Project applicant contest the second and subsequent rounds, if it is implemented, is a trader or registered in the Republic of Latvia State, municipal, or other legal or natural person established authority, whose task is the synergies in development programmes, or company to which the implementation of education programmes is one of the activities (hereinafter referred to as the education authority). " 3. CHP cogeneration equipment installed in the electrical efficiency of a fixed period which shall not be less than four months, calculated using the following formula: ECHP-CHP cogeneration facilities installed for the production of electricity during the period, which shall not be less than four months (MWh); B – total amount of fuel consumed in electricity and heat production to fit the case of cogeneration station installed cogeneration installations during the period, which shall not be less than four months (MWh); 12.8.3. CHP cogeneration plant installed thermal efficiency for a fixed period which shall not be less than four months, calculated using the following formula: QCHP-CHP cogeneration facilities installed for the production of useful heat quantity of the period, which shall not be less than four months (MWh); B – total amount of fuel consumed in electricity and heat generation lietd Riga for CHP installed cogeneration installations in the period concerned, which shall not be less than four months (MWh); 12.9. the project includes activities planned to be implemented in the building in which at least 85% of the buildings in the area provides the implementation and function of education, if the educational institution earns revenue from economic activities (for example, guest service, nice food services), revenue is invested in educational institutions in the provision of operating activities (if applicable). " 8. Supplement with 13.11. subparagraph by the following: "the application of the project in 13.11. eligible costs are planned or have been funded through other financial instruments, including the European Union or foreign financial assistance." 9. Replace paragraph 14, the number "350 000" with the number "600 000". 10. To supplement the provisions under section 15.5. as follows: "85% 15.5.-educational institutions regardless of the legal status of the institution." 11. Amend section 19.1.1, the word "production".

To supplement the provisions of this paragraph 28.14:28.14. "educational institutions or its founder, the decision on the implementation of the project (if applicable): 28.14.1. signed by the educational institution or its founder paraksttiesīg representative; 28.14.2. the total cost of the project or the project's eligible costs (financial instrument funding and project līdzfinan the applicant volume) and non-eligible costs. 28.14.3. with a declaration that it or its institutional subordinated to education institutions specified in the project application to the building in which the project activity, development and investment strategy is coherent and the building for at least five years after the implementation of the project will not use and will not be dismantled; 28.14.4. which includes a statement that the education authority or its founder will provide co-financing for the project. If the persons referred to in this subparagraph did not provide for co-financing of the project, the project applicant decision to add one of the following documents: 28.14.4.1. If the credit institution given, co-financing, credit inquiries that the credit institution shall undertake or warrant to ensure the necessary co-financing for the project-specific and does not cover the eligible cost; 28.14.4.2. If the co-financing provided by another institution or individual, other than a credit institution, the document proving that the co-financing of the project for co-financing have (and does not apply to cover eligible costs) the necessary funds. " 24.
